The 2008 Constitution
PREAMBLE
We, the students of the University of the Philippines Diliman, desirous of upholding participation
and excellence of women in sports, primarily basketball; of fostering unity among ourselves; of
promoting the value of sportsmanship; of empowering women; and of advocating sports as a
vital aspect in the holistic development of an individual, do hereby form the University of the
Philippines Women’s Basketball Club (UP Bolera) and promulgate this Constitution.
Article I
Official Name
Section 1. The official name of the organization shall be the University of the Philippines Women’s
Basketball Club, which hereinafter shall be referred to as UP Bolera.
Section 2. The organization shall have UP Bolera as its alternative name. There shall be no other
alternative names for the organization other than the one mentioned beforehand.
Section 3. For the purposes of this Constitution, unless the context indicates otherwise,
a. “UP Bolera” signifies the University of the Philippines Women’s Basketball Club.
b. “Organization” refers to the University of the Philippines Women’s Basketball Club (as
distinguished from any organization) in the University of the Philippines Diliman.
Article II
Nature of the Organization
Section 1. The UP Bolera shall be college-based; university-wide.
Section 2. This UP Bolera shall be sports and recreation-oriented.
Section 3. The UP Bolera shall be non-partisan.
Section 4. The UP Bolera shall be composed of female students of the University.
Article III
Declaration of Purposes
Section 1. UP Bolera shall unify all female basketball enthusiasts in the University.
Section 2. UP Bolera shall promote physical, social, cultural, and academic wellbeing of its
members.
Section 3. UP Bolera shall promote basketball as a sport where women can excel through
training, tournaments, lectures and basketball clinics.

(b) Registered members who have terminated their undergraduate studies or who . Section 3.Section 4. (2) Three consecutive unexcused absences from meetings within the semester. Membership may be suspended upon: (a) The request of the member to be inactive by submission of a letter stating her reasons. (c) Applicants are not considered as active members. Honorary membership may be granted to: (a) Individuals who are not able to meet the conditions prescribed under Section 1 of Article IV but have worked for the realization of the Organization’s objectives as deliberated by the Executive Committee. such as: (1) Non-participation in majority of the organization’s activities. UP Bolera shall establish and maintain good relations with other schools and universities through inter-school tournaments. and (b) Those enjoying full rights and privileges of a member provided for in Article V. approved by the General assembly. or (b) Suspension of membership for two consecutive semesters Section 6. Article IV Membership Section 1. Section 5. Section 5. and are not entitled to the same rights and privileges as the currently enrolled active members. Section 6. and (3) Failure to register within the registration period as set by the Membership Committee. Qualifications (a) All applicants must be bona fide students of the University of the Philippines Diliman. as evaluated by the Membership Committee. (b) All applicants must comply with the requirements of application as deemed necessary by the Membership Committee so as to qualify as members of this Organization. Suspended or inactive members may not vote or hold office. UP Bolera shall involve its members in activities in and out of the University provided that those activities shall propagate women empowerment. Full membership status shall be conferred to qualified applicants through an induction. UP Bolera shall provide services such as free basketball clinics to children in different communities. Section 2. or (b) Acts of delinquency of the member. The following shall be considered as active members: (a) Registered members who have paid the membership/re-affirmation fee of PhP 50 and have satisfactorily fulfilled their duties and responsibilities. approved by the Executive Committee. Membership may be lost upon: (a) Resignation of the member by submission of a letter stating her reasons. Section 4.

(g) Be accorded due process before any disciplinary measure is taken against her. (e) Settle all monetary obligations to the Organization as set by the Finance Officer.have transferred to another university. Section 11. Article V The General Assembly Section 1. Section 12. They must lift their probationary status within one year after their application period through additional duties to be assigned by the Executive Committee of the organization. All active members have the right to: (a) Exercise voting rights on all matters brought before the General Assembly. (f) Vote. Probationary members shall enjoy the rights and privileges of a member except for the right to vote and to hold office. Section 9. (c) Be a member of and work in at least one committee. The supreme authority of UP Women’s Basketball Club is vested on the General Assembly. (c) Are not expected to perform the duties and responsibilities of a member as stated in Article V. Section 3. the Deputy Secretary-General. The President (a) She shall be the head of UP Women’s Basketball Club. A twothirds vote of those in attendance shall be necessary for approval of all contracts. the Secretary-General. Sovereignty shall reside in the General Assembly. The Executive Committee shall be composed of the President. place. Section 5. coordinate and evaluate all activities of the Organization. (b) It shall maintain a trust fund. and the Finance Officer. The General Assembly shall have the power to reverse decisions or policies made by the Executive Committee or any other committees of the organizations by a two-thirds vote of those attending the General Assembly. (c) It shall supervise. Article VI The Executive Committee Section 1. The officers of UP Women’s Basketball Club shall consist of the Executive Committee. Section 6. A quorum must be reached before any decision-making shall take place. . a Membership Committee Head and a Sports Committee Head. the Vice-President for External Affairs. (d) It shall head and analyze all cases that call for disciplinary action. Section 4. Section 4. Section 2. (b) She shall maintain constant contact with the Heads of all Committees to keep track of the schedules and details of all approved activities of each committee. Section 4. she shall provide a detailed list and schedule of all the Organization’s meetings and activities. (e) She shall have the power to create and dissolve ad hoc or special committees when deemed necessary. in and off campus. The Deputy-Secretary General (a) She shall assume full authority. (d) She shall call and preside over the meetings of the General Assembly and the Executive Committee. bills. (b) She shall be the co-signatory of the Organization’s trust fund. (c) She shall be in-charge of all student-faculty and alumni relations of UP Women’s Basketball Club. (c) She shall submit to the General Assembly a detailed financial report of all transactions of the Organization at the end of every semester. The Vice-President for Internal Affairs (a) She shall supervise and coordinate the systematic functioning of all Committees except the Marketing Committee. shall be the signatory of the Organization’s trust fund. (b) She shall be the official representative of the Organization in meetings and other activities of other schools and colleges. (c) Together with the Secretary-General. The Finance Officer (a) She shall be in-charge of the collection of all fees and shall keep the funds of UP Women’s Basketball Club. subject to the approval of the Executive Committee. (c) She shall be in-charge of formulating and enforcing a set of house rules. (d) Together with the President. and organizations on and off campus. responsibility and functions of the Secretary-General in the latter’s absence or permanent incapacity. Section 8. Article VIII The Faculty Adviser Section 1. The Publicity Committee Head (a) She shall be in-charge of all publications of the Organization. Section 11. The four Committees are the following: (a) Marketing Committee (b) Membership Committee (c) Publicity Committee (d) Sports Committee Section 3. The Organization shall have a Faculty Adviser. she shall be the signatory of all marketing correspondences of the Organization. The Organization shall function through committees. The Membership Committee Head (a) She shall be in-charge of the application process of UP Women’s Basketball Club. (b) Together with the President.

All committees shall fulfill other functions designated by the President and/or the Executive Committee. All committees shall be composed of: (a) a Committee Head. and induction of applicants. or (b) If a complaint was filed by her committee head. A member may be recommended for expulsion if: (a) She absents for fifty percent of the total number of general meetings and major organizational activities without valid reasons. Section 2. or impeachment if the offender is an officer. (e) Pending the resolution of the investigation. she shall proceed as a suspended member. A member may be recommended by the Membership Committee Head to the Executive Committee for suspension: (a) If she has incurred three consecutive unexcused absences or 5 excused absences from general meetings and major organizational activities. Article XI Elections . (c) After one month. (d) Failure to accomplish the given task and fine will be a major basis for a second suspension. expulsion. incompetence.Article X Disciplinary Action Section 1. the Membership Committee and the Executive Committee will deliberate on the status of the member’s suspension. Section 3. or (c) She is guilty of theft and willful destruction of property belonging to the organization and its members. abuse of power. (b) Any member of the Executive Committee or any Committee Head may be impeached on the following grounds: negligence of duties. Disciplinary action shall take form of suspension. or (b) She incurs two consecutive suspensions. (e) She obtains an official uplifting of her suspension from the Membership Committee within the semester she received the suspension order. Provisions for Suspension (a) A member’s suspension officially starts at the day she is informed of her suspension given the necessary tasks and fine to accomplish within one month to lift her suspension. (f) If the officer is impeached. she shall not have the rights and privileges of members and she shall not be invited to all activities of the organization. Section 4. an acting officer shall be elected by the committee from its ranks. or (c) By a signed. (c) A special committee shall be elected by the General Assembly to conduct hearings and investigations and submit the findings and recommendations to the General Assembly for appropriate actions. and harassment. Impeachment (a) An impeachment proceeding shall be instituted against any member of the Executive Committee or any Committee Head upon a written petition of at least twenty-five percent of all registered members and upon approval of two-thirds of the General Assembly. (c) She has not been subjected to disciplinary actions the previous semester. Provision for No Opposition If a candidate has no opposition. Section 2. (c) A proposed amendment shall be binding upon being approved by two-thirds of the registered members in a special meeting called solely for this purpose. she must get a vote of fifty percent plus one. Article XIII Effectivity Clause This Constitution shall take effect immediately after its approval and ratification by a two-thirds vote of the Executive Committee and all Committee Heads in a plebiscite for this purpose.
