THE
POSTPONEMENT OF THE OCTOBER 28, 2013 SANGGUNIANG KABATAAN
ELECTIONS

WHEREAS, by virtue of Republic Act No. 10632, the scheduled Sangguniang
Kabataan Elections synchronized with the Barangay Elections on October 28, 2013,
was postponed to a later date to be determined by the COMELEC between October
28, 2014 to February 23, 2015;
WHEREAS, the same law also provides that, “all incumbent sangguniang kabataan
shall not remain in office after the expiration of their term at noon of November 30,
2013. All sangguniang kabataan officials who are ex officio members of the
sangguniang bayan, sangguniang panlungsod or sangguniang panlalawigan as the
case may be shall not continue to serve as such members in the sanggunian
concerned after the expiration of their term as sangguniang kabataan officials;
WHEREAS, “the sangguniang kabataan positions shall remain vacant until the new
set of officials shall have been duly elected and qualified and no appointments shall
be made to the vacated positions.;
WHEREAS, to comply with the requirements set forth by the Local Government
Code, these Sanggunian regularly conducts public hearings for legislative measures
adopted or enacted by this Sanggunian in the different barangays of this
municipality;
WHEREAS, the Secretary to the Sanggunian had to travel forty-two (42) kilometers
regularly each week in order to submit legislative measures passed or enacted by
this Sanggunian to the Sangguniang Panlalawigan for review and approval;
WHEREAS, most travels made by members of the Sanggunian in this Municipality is
through the use of whatever mode of public transport available, for some through the
use of motorcycles which greatly poses danger to their safety;
WHEREAS, due to the foregoing, a service vehicle for the Sangguniang Bayan is not
only necessary but is also practical; considering that, a service vehicle of their own is
more convenient and relatively safer;
WHEREAS, much to the desire of this local government unit to address the need for
a service vehicle of the Sangguniang Bayan, our limited financial capability hinders
the good intention;
NOW THEREFORE, on motion of Hon. Hernand B. Lumawig, with the unanimous
accord of the members of the Sangguniang Bayan present;
RESOLVED, as it is hereby resolved to earnestly request Honorable Jejomar “Jojo” C.
Binay, Sr., Vice President, Republic of the Philippines, to donate a service vehicle for
the use of the Sangguniang Bayan of the Municipality of Boliney, Province of Abra.
RESOLVED FINALLY, to forward copies of this resolution to Vice President Jejomar
“Jojo” C. Binay, for his information and appropriate action.
