The Constitution and By Laws
The Preamble
We, the students of Universidad de Zamboanga under the SEAS imploring
the aid of almighty god and recognizing our inherent right to pursue an
organization that will promote, protect and preserve our dignity and interest
and define our responsibilities do hereby ordain and promulgate this
constitution by which instrument we established a democratic Seniors
Organization of, by and the students of the SEAS of Universidad De
Zamboanga.
ARTICLE- I NAME AND SEAT
Section 1: The organization established under this constitution shall be
known as Secondary Education Pre-service teachers Organization (SEPTO).
Section 2: For Brevity and simplicity purposes, it shall be known as
Secondary Education Pre-service teachers Organization (SEPTO).
Section 3: The organization in this constitution shall be composed of BSE and
Blis graduating Students enrolled in the current school year.
Section 4: The SEAS in this constitution shall mean School of Education Arts
and Sciences.
Section 5: The Seat of the Organization shall be at the PHYSICS-LAB, 4TH floor
city campus Zamboanga City.
ARTICLE II- MEMBERSHIP
Section 1: Bonafide BSE and BLIS students of SEAS of Universidad De
Zamboanga who are 4th year graduating students.
Section 2: SEAS students who are BSE and BLIS fourth year students are
automatic members of the organization.

Section 3: membership form must be filled-up by the members with a


membership fees set forth by the newly elected officers organization. The
following are the classifications of the membership fees:
Officers- Php.150
Memebrs- Php. 100

Section 5: Membership of the organization is renewable every school year.


ARTICLE-III GOALS AND OBJECTIVES
The Organization of the SEAS for the school year 2011-2012 would like to
achieve the following Goals and objectives:
Section 1: Conduct workshop, seminars and symposium
a. Workshop: DEMO TEACHING
b. Others
Section 2: Conduct out campus activities such as:
a. Love drive
b. Other related activities
Section 3: Conduct in- campus activities
a. Construct a room for DEMO teaching exclusively for BSE Students
b. LET review among BSE 4th year students
c. Others
ARTICLE- IV RIGHTS AND RESPONSIBILITIES OF MEMEBRS
Section 1: Every organization member has the personal responsibilities to
protect, promote, preserve and contribute to the students college.
Section 2: Every organization members has the duties and obligations to
promote the academic rights of his fellow students.
Section 3: Every organization member has the right to vote on the election of
officers of the organization.
Section 4: Member of the organization has the right to aspire any elective
position provided however, that he fulfills the requirement needed for such
position.

Section 5: Every organization member has the right and responsibility to


know the resolutions, decisions and activities of the organization.
Section 6: every organization member has the right to express his/her point
of views, sentiments, opinions and grievances to the assembly.
Section 7: Every organization member has the right to fulfill his duty and
responsibility to uphold this constitution and its ideals.

ARTICLE- V AUTHORITIES AND FUNCTIONS OF ELECTED OFFICERS
Section 1: THE PRESIDENT
The president shall be the Chief- Executive officer of the Executive
Body of the Organization.

The President acts as the head of the organization. The President


presides the meeting.
The president spearheads any activities set forth by the organization.

The president distributes works / assignments to each council


assembly.
The president represents the organization in the supreme Students
council assembly.
The president acts as one of the signatories in all cash disbursement
from the organizations fund.
The president performs other duties inherent to his/ her position.
Section 2: THE VICE PRESIDENT INTERNAL
The Vice- President Internal performs the duties and responsibilities of
the president in the absence or inability of the president.

The Vice-President Internal supervises the implementation of


academic activities and projects inside the school campus
The vice-President internal performs other duties inherent to hi/her
position.
Section 3: THE VICE PRESIDENT External
The Vice-president External prepares the following in every activity:

Rationale of the activity


Procedure of the activity
Target participants
Materials needed
Certificates of the participants and speakers
Corsages

The Vice-President external spearheads the physical arrangement of


the venue of activity.
The Vice-President external performs other duties inherent to his/her
position.

Section 5: THE SECRETARY


The secretary is tasked to read the roll call and the reading of previous
agenda and minutes of the meeting.
The secretary writes down and encodes the minutes of the meeting.
The secretary is tasked to construct communication letters, information
letters and documents needed by the organization concerning the
activities for the school year.
The secretary is the custodian of the organization that keeps all the
vital documents.
The secretary performs other duties inherent to his/her position.
Section 6: TREASURER
The TREASURER is responsible and in-charge of fund raised by the
organization.

The TREASURER is authorized to sign all cash disbursement of


organizations fund.
The TREASURER keeps all documents pertaining to cash receipts and
disbursements.
The Vice-president for finance performs other duties inherent to his/her
position.

Section 7: AUDITOR
The Auditor audits and finalizes the financial status of the
organizations fund.
The AUDITOR Audit presents financial statements to the body on the
meeting anytime told to do so.

The AUDITOR audit on Audit performs other duties inherent to his/her


position.

Section 8. P.I.O

The P.I.O writes and carries or sends letter/s to offices.


The P.I.O is tasked to write or construct article/s a day after the
activities of the organization. The article shall be submitted to the
president for editing.
The P.I.O performs other duties inherent to his/her position.

Section 9. BUSINESS MANAGER


The assigned to plan and canvas possible expenditures needed for the
organization activities.
The Business Manager performs other duties inherent to his/her
position.

Section 10. MUSE and ESCORT


The muse and Escort will represent the Organization during the Search.
The Muse and Escort perform other duties inherent to his/her position.
Section 11. THE BOARD OF DIRECTORS
The board of directors is a committee designed to promulgate this
constitution and by-laws.
The board of directors is the reserved committee assigned to check the
reports and articles of the liaison officers.
The board of directors forms committee needed for any activity.
The board of directors performs other duties inherent to his/her
position.
Section 12. ADVISERS
The advisers guides the officers action for the betterment of the
organization.
Gives guidance on the implementation of the proposed activities.

ARTICLE- VI QUALIFICATION OF OFFICERS


Section 1.

Any Regular BSE and BLIS 4th year students are qualified to run for the
position of president.
Section 2.
The President must be a bona fide BSED and BLIS 4th year student of
the School of Education, Arts and Sciences.
Section 3.
Any bona fide BSED and BLIS 4th year students can run to fill the
position from V-presidents to B.O.D.
Two of the board of directors should be from BSED students and 2 from
BLIS students.

ARTICLE- VII GENERAL ASSEMBLY


Section 1. COMPOSITION
The General Assembly shall be composed of the set of the elected
officers BSED and BLIS 4th year students and the adviser.
Section 2. PENALTY
a. Works should be accomplished before the allotted time set during
the session, failure to do mean Php. 10.00 fine additional of Php.
5.00 per day. (deadline is dependent on the work to be
accomplished.)
b. Negligence of duties shall mean Php. 25.00 fine.
c. Any negligence doesnt want to pay the penalty due to negligence
shall be given the right to resign from his/her position provided,
there should be another member or officer who wishes to replace
the negligee.
d. Anybody caught late during the session and/ or the assembly
without valid reason means Php.2.00 fine and Php. 5.00 fine for
abstract.
e. Anybody in the assembly perpetrated an unethical act during the
session is bound for suspension.
Section 3. SEQUENCE OF ASSEMBLY

The Secretary is obliged to read the roll of attendance.


Reading of the previous minutes of the meeting.
Discussion of the agendum/ a set for the day.
Suggestions from the body should be received for any development.
Formation of committees.
Adjournment of the President.

Section 4. GENERAL RULING


Silence during the session proper shall be observed. Anybody wishes to
talk or express his/her point of view shall raise his/her right hand and wait to
be acknowledged by the President.
ARTICLE- VII ELECTION OF OFFICERS
SECTION 1. The BSED, BLIS 4th year students who are currently enrolled for
the school year shall elect the set of officers of the organization.
SECTION 2. The scheduled date of the election shall be on the opening of the
first semester of school year. The Dean of the School of Education, Arts, and
Sciences will provide the specific date for the election.
SECTION 3. The election shall be presided by the assigned adviser who will
act as the temporary chairman of the election.
SECTION 4. During the election, the president shall make sure that none one
from the body abstains from casting their votes.
SECTION 5. Upon the conclusion of the election, all the declared officers shall
be final and irrevocable.

ARTICLE- XI IMPEACHMENT
The body or the majority of officers upon the advice of their adviser can
impeach any erring or non-performing officer in cases the said officer totally
abandoned his/her duties and obligations as an officer.
