Support to the National Membership and Fund Drive
Program of the Philippine Red Cross

Attached is a copy of the Civil Service Announcement No. 14, s.
2011 from the Civil Service Commission encouraging government
agencies to support the national membership and fund drive program
of the Philippine Red Cross (PRC).
The program aims to raise funds to provide excellent delivery of
Red Cross services to our countrymen. Likewise, members will have
access to safe blood and other life-saving services during emergencies.
Please find enclosed membership annual schemes and forms to be
accomplished for the purpose. Those interested may issue authority to
deduct their contribution thru payroll deduction to be submitted to the
Personnel Division, this Department for transmittal to PRC.

Attached is a copy of the letter dated March 9, 2011 from the
Public Administration International, London announcing its two-week
study programme entitled "Access to Criminal Justice and Human Rights:
Police, Courts and Prisons" for the period to be held October 3 - 14, 2011
in London.
The programme is aimed at policy makers, practitioners and senior
decision-makers across the justice sector, including lawyers, court
administrators, police and prison managers, prosecutors, human rights
commissioners, activists and others concerned with the rights and welfare
of those charged with or convicted of criminal offenses.

OUTSIDE MOVEMENT OF INMATES "Section 1. Book I Ofthe Bureau of Corrections Operating Manual (BuCor Manual) provides for the instances wherein an inmate may be temporarily taken out of the prison premises and appear before the above mentioned agencies of the government. either for hearing or for purposes of an investigation.
