The people of Pangani and Muheza District are facing significant problems of food insecurity
caused by the using of poor agricultural facilities, farming dependence on rain seasons only and
the lack of proper methods for farming. The use of these unscientific methods in farming has put
unprecedented worries/ burden on citizens, 96% of them are depend much in agriculture. To
them the problem is even greater to the entire communities, that is why they ask for external
officers and veterinary officers to provide training to them.
The government of Tanzania has helped the farmers in addressing some important issues in
agriculture The project results in line with the URT policy and seizes the opportunities offered by
the international and national policies in the field of Agriculture, for example National Irrigation
Policy of 2010, National Irrigation Act 2013. Moreover it is logical and instrumental to the
efficient implementation of agriculture and livestock in Tanzania. The project is relevant
initiative compared both to the needs and local policies, as well to the importance of the issue to
be dealt with.
The problem of food insecurity in Tanzania context is not a new phenomenon. It was there since
after the independence time. The problem was a threat to the government either. That is why it
started some initiative measures to combat the problem. From there they initiated various
slogans; siasa ni kilimo, chakula ni uhai, kilimo cha kisasa, kilimo cha
umwagiliaji- to ensure food security and increase rural incomes. (The National
Poverty Eradication Strategy 1998).
The government has formulated a policy on agriculture to encourage food production
in rural areas. All these are going together with the MDGs target in poverty
eradication strategies. Currently, in the country there are some initiatives like the
Kilimo Kwanza. In the world wide there are corporations like FAO, all these are
there to encourage and assure the availability of food all over the world. Although
government has played some part to assure food security in the country, still there are
the mass cries to the phenomenon, the problem of food insecurity is still there, that is

why we find that there is a need of addressing this problem by using the project
Timely action is important because it is critical time to help these people of Muheza
and Pangani to sustain their survival. Our organization is ready to work with them so
as to build lasting solutions to the poverty and hunger by securing food production.
Also the citizens over there have some potential knowledge in farming system and
they reached a point where there farming methods need additional coaching
mechanism to become sustainable food producers.


Project evaluation and monitoring will be conducted during

implementation and after

completion of the project by the Umoja office.

Achievement of objectives will be measured by checking the INDICATERS written in the plan
Through a discussion among Umoja members, any issues and counter measures will be discussed
and put into consideration for sustainability of the development.
