CHAPTER ONE
INTRODUCTION

Often the easiest for local governments to start is with an audience that they have
more direct access to municipal employees. There is a wide range of socio-demographics,
among municipal employees(http.//www.google.com.ph.).
From bus drivers to janitors, police officers, engineers, and planners a large mix
of people work for municipal governments going a myriad of different
tasks(http.//www.google.com.ph.).
Including managing the municipal budget, maintaining buildings, and making
sure our streets are for the general public. However, integration of this diverse group of
individuals and departments climate protection goals(http.//www.google.com.ph.).
Municipal employees can be extremely influencetial in affecting local
government change. They are often the first to experience positive changes within the
city such as working in a city building with better lighting efficiency or driving hybrid or
electric vehicles(http.//www.google.com.ph.).
If municipal employees are enthusiastic about the changes and understand the fuel
benefit that the local government in deriving(i.e. cost savings, a decrease in pollution,
better and never technology) then they can be invaluable climate champions, throughout
your community (http.//www.google.com.ph.).
It is important to give ample notice to municipal employees about programs and
why they are accruing. Signs, lectures, letters, and emails are greet ways to provide this
information. Additionally, tings, and staff retreats are other effective avenues to reach
municipal employees(http.//www.google.com.ph.).
Municipal government refers to the institution created by states to govern
incorporated localities particularly cities. States grant powers to municipal governments
so that they might provide basic services, such as police and fire protection, as well as
solve the special problems associated with urban localities, as various as affordable
2
housing, environmental quality, and parking
storages(http.//www.answers.com/topic/municipal governments).

As with other levels of governments, the powers granted to municipalities have

increased dramatically over time. However, expansion of municipal power came only as
cities faced new or growing problems, and municipal officials always seemed to lack the
authority or means solve the crises that faced
cities(http.//www.answers.com/topic/municipal governments).
