[01] Scope of work & supply:


The scope of work includes design, engineering, fabrication/assembly, manufacture,
procurement, shop testing, supply FOR site of M/s Bhilai Steel Plant, Bhilai, Chhattisgarh, storage
and re-conservation at site, transportation of all materials to site, unloading, storing,
transportation from store to site (equipment foundation) and handling at site, erection, testing
and commissioning at site and performance guarantee tests for 3 Nos. of Return Electrically
operated Transfer Car in Bar & Rod mill complex of BSP, Bhilai. The scope of work also includes
supply of all commissioning spares, two years normal operation and maintenance of spares,
special tools & tackles.

The Scope of work shall be on turnkey basis and includes all the works required for the project
implementation, but not be limited to the following:

1.

Supply of Transfer Car shall consist of the following:


a) Supply of Transfer Car complete with its electrical components and standard accessories,
control panels/ desks/ posts, cable reeling drums with all interconnected power & control
cables, earthing of equipments as required. All motors selected for Transfer Cars shall be AC
squirrel cage type and preferably of similar KW type and same size.
b) Supply of isolator panel, incoming cable from LTSS outgoing terminal (located at ECR) to motor
terminal for Transfer Cars.

Supply, installation, commissioning & PG test of electrics of 3 Nos. of Return electrically operated
Transfer Car.

3.

Supply, laying and termination of cables for the different equipment of the Transfer Car with all
accessories like Cable tray, Cable glands, Cable lugs, Cable fixing, Tie, PVC cable marker, Conduits,
Conduits fittings, PVC tapes, Brackets, Supporting structures etc.

4.

Supply and installation of asbestos packed conduits for laying the cable on Transfer Car.

5.

Supply and installation of GI cable trays, Pull boxes etc wherever necessary.

The Scope includes supply, installation, testing and commissioning of following but not limited to
the same:

For each Electrically operated Transfer Car, two Nos. of squirrel cage AC induction motor rated
for 22kW (tentative), 1450 rpm, 3 phase shall be controlled by one set of VVVF drive control
system. In the event of emergency, one motor should be capable of moving the vehicle. 2 Nos. of
3 pole ON-OFF switch rated for 100A at 500 V AC shall be provided in the sheet steel enclosed
dust & vermin proof enclosure for switching both the motors or only one motor (motor 1 or
motor 2) out of two motor as per selection of motors.

Two Nos. (Tentative) Roller lever operated track limit switches shall be provided which will be
mounted on the car to restrict the travel of the car and to avoid the over travel at the dead ends
of the track.

3.

All warning equipments i.e. hooter, Warning lights etc shall be given to the successful tenderer
as free issue item for erection and commissioning.

4.

All the junction boxes, cables and cable accessories required for interconnection of the various
electrical equipments mounted on the Transfer Car are in the scope of supplier. Laying of cables
on the Transfer Car and termination of the cables are also in the tenderers scope.

5.

It is suggested that tenderer shall visit HEC, study the related shop layout and drawings and its
operation etc in order to submit the complete offer.

6.

All the items shall be strictly as per preferred make list of BSP. The makers of items not appearing
in the make list of BSP shall be subjected to approval of MECON/BSP.

Deputation of concerned electrical & automation engineer for erection, testing, start up, trial
run and commissioning of the equipment covered under the specification. These engineers shall
also be responsible for performance guarantee test.

Standards:The design, manufacture, assembly and testing as well as the performance of the equipments
will conform to the IPSS in respect of items for which IPSS have been issued, otherwise to the
relevant IS specification (latest version). In case the tenderer is not in a position to comply fully
with certain IPSS/BIS specifications, or in respect to certain items for which there are no IPSS/BIS
specifications, the tenderer may base his proposals on IEC recommendation or other reputed
national or international standards subject to the approval of the owner.

All the equipment supplied and all the work done including system design and detailed
engineering will also comply with the statutory requirements of the Government of India and
the Government of Chhattisgarh and with the Indian Electricity Rules.
Make of all equipments will be as per GS preferred make if not specified in the document.

Climatic conditions:The ambient temperature of +600 C shall be taken into consideration and equipment suitably
de-rated wherever necessary.
The equipment offered shall be suitable for smooth and effective and trouble free service in the
tropical humid climate prevailing at Bhilai, Chhattisgarh and under the ambient temperature
condition of +600 C. The equipment/installation shall be duly protected against radiant heat, hot
air and heavy corrosion as encountered in such locations.

Requirement of electrical system for 3 Nos. of Electrically Operated Transfer Car:The tenderer should confirm GS-01, GS-02, GS-03 and GS-05 (General Specification) of BSP.

Equipments:-

7.1.

Limit switches
Metal clad, dust proof, heavy duty, roller lever operated, spring return type, shunt limit switch,
enclosure/protection class IP-65. The switch shall have double break 2 NO + 2 NC contacts rated

for 10A at 415V AC. The cable entry shall be suitable for cable gland (3 X 2.5) sq. mm cable. The
switch shall have two nos. earthing studs with nut and washer.
7.2

Brakes
Brakes will confirm to IPSS- 1-08-005-86.
Brakes will be DC electromagnetic type confirming to AISE Standard. The brakes coils will be
made of copper and of insulation class F.
Brakes will be designed to fail safe whenever the current is interrupted either intentionally or by
failure of the main supply.
Brakes circuit forcing will be provided for DC brakes. DC brakes circuit will be switched off on DC
circuit for quick operation of brake.
Brake coil will conform to IPSS-1-10-002-02.

7. Cables
All the control wiring shall be made with fire resistant PVC flexible copper wire in flexible conduit
with proper numbering ferrules on both the sides for each identification. All connecting terminal
blocks should be of adequate current carrying capacity with proper numbers engraved on them.
Primary side of the control transformers shall be provided with suitable over current protection.

After the above next point shall be cable reeling drum

Cable reeling drum (CRD) :- The cable reeling drum shall be driven by stall torque motor.The
specifications of the CRD shall be as given below:-

on the drum, the cable shall not rub against ground during

Inspection & testing:-

01)

Successful tenderer shall submit and obtain clearance for quality assurance plan (QAP)
for each category of mechanical, electrical and instrumentation equipment from
Client/Consultant.

02)

Inspection call shall be issued only after the finalization and approval of technical
specification by Client/Consultant. Inspection calls shall be
accompanied
with
Internal Test, Calibration Certificates and material certificates as applicable. If
Client/Consultant so desires, waiver of inspection can also be
decided depending on
completeness and correctness of test & calibration activities as per report submitted to
their satisfaction on selective basis. Inspecting agency reserves the right to inspect 100%
of all the equipment offered or on a selective basis as per his discretion.

In addition, tenderer's responsibility shall also include the following:


- Inspection call shall be issued only after readiness of total/substantial amount of all the
mechanical items, electrical items, instruments at one location/manufacturer's
premises.
- Minimum 15 days prior intimation for each inspection call.
- Ensure own presence and participation during the inspection and testing.
- Arrange and provide facilities for integrated test and calibration as per standard
practice.
- Modify/ repair/ replace defective and damaged instruments, parts or components
observed during the inspection to the satisfaction of the inspector.

Painting:-

All the plant & equipment to be supplied shall be as per this specification. Necessary surface
cleaning by mechanical power tools as well as blast cleaning of the surface required as per TS
have to be done before painting. The equipment has to be painted with requisite grade of
primer and intermediate paint. Necessary heat resistant, anti corrosive and special paints have
to be applied as per requirement.
The detail painting procedure to be followed by the Contractor has been indicated in General
Technical Specification (GTS). However following shall also be considered for painting of Transfer
Car:
1) All parts of the Transfer Car shall be thoroughly cleaned of all mill scales, rust or foreign
matters and then painted as specified. The surface cleaning shall confirm to Indian
Standard/Swedish Standard/DIN Standard.
2) All parts of the Transfer Car (except motor, resistors etc.) shall be painted at shop with one
primer coat of PVC copolymer alkyd resin with red oxide/zinc chromate.
For corrosive atmosphere all surfaces shall be coated with two (2) coats of Epoxy
Zinc based on zinc dust.
3) After erection the damaged portion of the painted surfaces shall be retouched and then one
intermediate coat of PVC copolymer alkyd resin shall be applied. The color shall be as per choice
of the Employer.
4) The detail of dry film thickness (DFT) of the different coats shall be as follows:
a)

Primary coat

30-40 micron/coat

5) For parts exposed to heat beyond 800 C (up to 1500 C) Zinc ethyl silicate primer shall be used
followed by a coat of high build epoxy polyamide enamel.
6) Color scheme shall be as approved by the Employer.

Guarantee:The successful tenderer shall stand full guarantee for design and engineering, materials
and workmanship of the equipment to be supplied by them in the event of ordering. Any
equipment or its parts found defective during testing, commissioning or normal operation during
the warranty period shall be replaced by the successful tenderer free of cost at site after
placement of orders. For replacement of complete equipment, the
delivery shall be earliest
and not exceeding the delivery period as that of the original purchase order.

Deviation:
The tenderer shall clearly indicate any deviation from technical specification in respect of scope
of work, specification and any other technical details mentioned in the tender document.
After placement of order, the successful tenderer shall strictly follow the technical specification,
material specification and any other parameters indicated in the tender specifications of its
amendments, if any.

COMPLETENESS:
Any equipment, fittings, materials or supplies which may not be specifically mentioned in the
specification, but which are useful or necessary for carrying out the contract works within the
scope of the project are to be provided for and rendered to by the successful tenderer without
any extra charges and the equipment must be complete in all respects and in perfect operating
condition to comply with the guaranteed performance.
