There have been efforts made by helping organizations to find out more information on
the needs and concerns of JFCs. The Philippine based Center for Japanese-Filipino
Childrens Assistance (CJFCS) and the Development Action for Women Network (DAWN)
implemented a Philippine-wide registration of JFCs and their mothers to assess the
situation and needs of JFCs based in the Philippines.
Despite these efforts, there is still a lack of information on the actual numbers of JFCs
and their varying situations.
CURRENT SITUATION
The situation of JFCs differ depending on the status of their nationality and registration,
whether they have acquired legal recognition by the father, whether there is paternal
support, and presence or lack of family and social support systems.
From consultations with JFC in the Philippines, it was learned that many of the JFCs in
the Philippines struggle with acquiring legal recognition. Other difficulties they face are:
having feelings of being put in a disadvantaged position because of being JapaneseFilipino in the school and in the community; lack of financial resources some are
currently working and studying to help their mothers while some had to stop studying
because they were unable to afford the costs; no support from their fathers; need for
assistance (legal, educational and financial) and support system/ network; also access to
information about JFC concerns.
JFCs currently based in Japan (many with legal recognition) but who grew up in the
Philippines also encounter challenges in their integration to the Japanese society. They
emphasized that language and communication are essential tools in adapting to the way

of life in Japan (in school or work place). They put premium in gaining proficiency in
the Japanese language for a smooth integration process. Some JFCs also face the issue on
relationship with their mothers and stepfamilies. They also acknowledge that they
would benefit from a support group for JFCs in Japan.
Reports from organizations assisting JFCs indicate that many of these children find
themselves in difficult situations and without access to formal support from relevant
helping agencies both in the Philippines and in Japan.
There were also disturbing reports of Japanese-Filipino Children in the Philippines
lured into exploitative jobs in Japan and becoming victims of human trafficking.
There are non-government organizations in the Philippines and in Japan who are
effortlessly extending their assistance to JFCs. There is a need however to further
strengthen the cooperation, coordination and collaboration, not only among NGOs but
agencies from the government and even private enterprises to create and implement
means and strategies to address the issues, needs and concerns of the JFCs.
