I. AT A GLANCE
Introduction:
The Chair of the International and Comparative Politics Department, Susan Perry, requested a study of the different resources available in the AUP Library that would be of interest to her Department. The following collection assessment, undertaken by the Library staff, is an effort to describe quantitatively and qualitatively the current book, database and journal collection. Its objective is to help formulate short and long term goals for collection development in the fields of political science, law and international affairs. Funding is also being investigated.

The Collection:
The areas chosen by Professor Perry for review include political science, political philosophy, law, geography, public administration, government, military science and international relations. The following portions of the library collection are devoted to these areas: Books • 15% of the entire book collection (10,707 volumes or 9,646 distinct titles out of a total of 72,700 volumes) Journals • 26% of library journals (43 of 168 current individual journal titles) • According to the ISI journal impact factor results1 for the fields of Law, International Affairs and Political Science, the AUP Library has access to 19 of the top 36 journals titles up to the current date (available from individual or database subscriptions) Full text Databases - LexisNexis – 450+ titles - JSTOR – 28 titles - Academic Search Premier – 600+ titles - WilsonSelectPlus – 330 titles - CIAO – 60 titles

The Institute for Scientific Information (ISI) publishes annual listings of impact factors of scientific journals, based upon data extracted from the Science Citation Index (SCI). Within its limitations the ISI Journal Citation Reports impact factor has become in recent years the main quantitative measure of a journal’s prestige or importance in its field. The impact factor is based on the ratio of citations of the journal to the number of articles published in it during a given year.

Strengths and weaknesses:
• • Strength: the AUP Library has a very good selection of periodical full-text databases (LexisNexis, JSTOR, CIAO, Academic Search Premier, WilsonSelectPlus) and an abstracts database (IPSA). Strength: o Law: Library has 100% of top 12 titles by impact factor through LexisNexis. o International Affairs: Library has 50% of top 12 titles by impact factor current (back issues of another 42% of the titles are available, not current) Weakness: Political Science: Library has only 8% of top 12 titles by impact factor that are current (back issues of another 42% of the top titles are available, not current) Weakness: Access to the collection is hampered by the lack of single password remote authentication for databases. LexisNexis and JSTOR are available on campus only. Weakness: While the number of book titles for most subjects may seem adequate, many titles are older and need to be discarded. NOTE: The Library has strength in the librarians’ professional ability and willingness to do collection assessment and development BUT a lack of manpower and time to do a thorough job for each department.

Recommendations:
• • • Weed old and/or unused titles out of collection. Work closely with faculty to build currency of collection in law and political science. Conduct similar study for each Department so Library collection remains balanced.

II. IN DETAIL
Context:
In terms of collection development the AUP Library is facing space and budget constraints. Growth has been kept to a minimum and weeding of books and periodicals has to be performed periodically. Criteria for weeding need to be specified. The book acquisitions budget is shared between different disciplines. AUP faculty, students and staff may recommend titles in any given field. Since the 1960’s the collection growth has always been based on the immediate needs of the students and faculty. A representative of each Department controls the expenditures. The “International Affairs” fund attribution for FY 2004-2005 was € 5,671. The approximate cost per book title purchased last year for this department was € 45 and some of the funds go toward ‘Standing Orders’ each year. Standing Orders are usually series which are purchased each year or every few years, such as: “Bender’s Immigration and Nationality Act”, “Immigration Law and Procedure”, and “Europa World Year Book.”

Strengths and weaknesses:
Strengths • One strength is a very good selection2 of periodical full-text databases, especially for the Library’s size and budget. The main full-text databases are: LexisNexis, JSTOR, CIAO, WilsonSelectPlus and Academic Search Premier. The Library also has access to IPSA (International Political Science Abstracts), an abstracts index. LexisNexis is the premier law database and has all of the top impact legal journals. JSTOR has an excellent scholarly collection with 28 titles that pertain to International and Comparative Politics, but none of them include current issues. JSTOR titles run from the original issue, if possible, up to 3-6 years ago. CIAO is a recently acquired database for International Affairs which has course packs, working papers, case studies, books and journals. It is reputed to be the most comprehensive source for International Affairs. WilsonSelectPlus and Academic Search Premier are two general databases with over 930 titles between them that relate directly to this Department. IPSA (International Political Science Abstracts) is an excellent tool to further research in Political Science with 110,000 records from over 900 journals. Document delivery is available for those citation and abstract databases for which the Library may not have the full-text of the article but this does take extra time and manpower.

Another strength is the librarians’ professional willingness and ability to work on collection assessment as well as day to day collaboration with faculty. Library faculty are under time constraints due to the many duties they perform: serving the public through reference, circulation desk duties, teaching, ordering and processing items for the Library. Collection assessment and development are necessary tasks which the Library faculty would like to perform more thoroughly with each department but there is a lack of staff with time to undertake this task. Collection analysis should be performed on a regular basis and the librarians should be working much more closely with individuals in the departments to perform better collection development. This will take time from both the Library faculty and the faculty in each department and it will be difficult to find the extra time.

Weaknesses: • Given the fact that, in the past, we had a Department of International Affairs, not all aspects of International and Comparative Politics were considered for building the collection. The journals have especially suffered and the Department needs to look, with the Library, at their needs and reassess what journals are most important. The print journal collection is not used as heavily as in the past. Students and faculty mostly prefer full-text online products (especially undergraduate students) therefore it would be wise to reassess all print journal titles to see which ones are available online and what the price impact would be for the budget. This is now done for each new journal title ordered and needs to be done for each print journal title. Titles ordered many years ago by professors that are still purchased by the Library also need to be assessed as to their current need by the Department. • The topics chosen to study for the Department of International and Comparative Politics in the book collection (10,707 volumes) comprise 15% of the entire collection (72,700 volumes) but only 2719 of those were published since 1990. There are important books which are older, but there are many older titles which need to be discarded from the collection. The Library faculty and Department faculty need to work together to decide which titles are still important to the collection and which titles should be weeded. If historical research is conducted often in these subject areas, older books may be of use in the Library. There are two important reasons for weeding the collection and not keeping every book ever purchased. First, the Library is in dire need of space and second, the students find it difficult to know when to use an older title and when not to do so. There are titles which would have been recommended 30 years ago that now the professors would consider a waste of time for the students to read. These need to be eliminated from the collection. • Remote access to databases will be easier when single-user authentication is in place campus-wide. Currently, off campus access to databases is handled with passwords which change. JSTOR and LexisNexis do not allow password access and are not accessible from off-campus at all.

Recommendations:
• • Before any general conclusion is drawn, it is important to know what the Department’s priorities will be. Any information in this regard will be important. Conduct a weeding process of old books that correspond to the priorities of the International and Comparative Politics Department. This process is to be conducted with the help of the Department faculty and in close collaboration with Library faculty. Develop the AUP collection in International and Comparative Politics, especially the field of political science, in close collaboration among faculty and librarians within budget constraints. Consider databases which may be of interest at some time in the future, for example: PAIS (Public Affairs Information Services) an index which covers social sciences and public policy; AccessUN which covers United Nations documents and publications; Polling the Nations which has 500,000 questions from over 14,000 surveys conducted in the US and 100 other countries. The need for any of these would depend on the direction the Department will take in the future. Focus on new sources of revenue, i.e. grants that may allow AUP to enrich the strategic areas according to Departmental goals. Here are a couple of suggestions/reminders. o Attribute a fixed percentage of every grant to the Department’s book budget. o Grant money should not be used for standing orders, database or journal subscriptions, these are to be covered by sustainable University funds rather than occasional grants. Conduct a similar collection assessment study for all departments so that the Library collection does not grow in one area and lag behind in others. General funding recommendation: efforts should be pursued by all departments, so that there is a balance in terms of the collection development of the entire Library. Get help from one or several student grant recipients for further assessments. The International and Comparative Politics Department sent a student to work with us and it was invaluable. That for each discipline, at least one faculty member be closely involved in collection evaluation and development. Each member of the faculty needs to be involved in weeding their area of expertise and helping it grow with the materials their students need.

1. Book collection

NOTES
• The Dewey classifications were chosen by a librarian and Professor Perry. These represent the bulk of the collection, but not every title. Also some titles within these groups may be used more by another department. It was necessary to devise a way to study the collection without duplicating titles (as would happen with subject searches) so using the Dewey classification was decided upon. It is not perfect but is a useful tool and good indicator as to what is in the collection. The philosophy areas added by Professor Beardsworth represent a large number of books that are probably used more in general philosophy but they are the areas used in his classes. Political Philosophy is not a ‘Dewey classification’ and therefore was difficult to assess. Each section (Political Science 320) has a subclassification (.01) which covers philosophy and theory. The number 320.01 would be the philosophy and theory of political science. Therefore when the collection is being assessed and developed in the area of philosophy, these books will need to be looked at separately but we did not want to list any books twice in this study. Difference between Volumes and Titles – A 20 volume set is counted as 20 volumes BUT one title Date range – Titles not put in one decade of dates means it is a series (such as the Adelphi Papers or an annual title) that comes out over a period of time.

Forty three of our current periodical titles are related with different aspects of political science. • Political science: the Library has 1 periodical title from the top 12 political science journals. • International affairs: the AUP Library has 50% of the top 12 journals in the field. • Law journals: in the LexisNexis database, AUP has all of the electronic versions of the top ranking journals in.
