In general term we can say that consumer is person who consume the
goods.but in the eye of law it is not complete it has wider definition as
follow.

According to Indian Consumer protection Act section 2 (1) (d) deals with
the ³goods´ and second with µservice¶ moreover then consideration either
the goods or service may be paid or promise or partly paid or partly
promised or provided under the system of differed payment .

So this can be divide in two parts as are follow:

1)Y A) any person who buys good for consideration


B) any person who uses goods with the approval purchaser

2) A) Any person who hires services for consideration

B) Any beneficiary of such services, provided the services is availed with

approval of person who had hired the services of consideration.

In the eye of law of following person can be consumer

1)Y A patient receive medical treatment in government hospital


2)Y A client of advocate
3)Y A person who has obtain goods for resale or for commercial purpose such
as purchase of taxi, purchase of generator by company for its commercial
production
4)Y A tenant
5)Y Purchase of share/ debenture for resale
6)Y A person presenting documents for registration
7)Y A person who using the goods/services without the approval of the
person who has obtained them for consideration.

Before the 1985 consumer was no t king. At the time trader/seller was king.

So whatever seller want change he can sell because at that time monopoly
was prevail in the market . Consumer has to obey the rules of traders and
he/she could not deny for that because no other trader is available. Like in
the rural area government provide the ration at relief price. So for the some
time trader provide only half of that. And they put the magnet on weight so
automatically weight decrease. This is not limit up to the grocery shop but
also at medical shop. They provided the consumer sometime expiry date
medicine. So consumer not know that about expiry date and purchase it and
they have to suffer from loss.

At 1985 government has made act for consumer protection which consumer
protection act 1985. In this 5 to 6 years consumer has not much more aware
about the consumer protection act. So the at some what extent aware but no
full. In this period still trader was king..In this period the Television and
radio sets are less so the awareness to the people not reach up to that extent.

At 1991 government has accepted the LPG (liberalization, Globalization


and privatization) model for economy. According this model government
has open market for foreigner company. So the some FMCG company
comes to the Indian market so the completion between Indian trader and
Foreign trader increase so the ultimate this completion benefit to the
consumer.

Government of India has taken certain step for the increase awareness.

For that government gives advertisement on Television as well as radio sets.


Especially on Doordarshan Channel and Aakashvani for rural people as well
who can¶t effort Cable networks connection.

Government has also made some court for solve consumer dispute so
consumer feels safe that some one behind them. In the consumer protection
government has made following dispute solve court.

District forum : in this consumer claim up to 5 lacks rupees and up to the


district.

State Composition : in this between 5 to 20 lacks Rupees.

National Forum : in this more than 20 lacks rupees.


Government has accepted the LPG economy model so that the foreign
company can come to the India. So the competition between Indian trader
and foreign trader increase so the ultimately its benefits goes to the
customer.

So the ultimately consumer become king of market.
