RESOLUTION TO INITIATE AN END OF YEAR BUDGET REVIEW

1 WHEREAS, Article II, Section 2 of the IUSA Constitution gives the IUSA Congress
2 original jurisdiction over all IUSA expenditures; and,

4 WHEREAS, The Congress has worked with the Executive branch to reallocate IUSA
5 funds from the budget approved in September of 2009 for various projects over the
6 course of the academic year; and,

8 WHEREAS, The IUSA Congress recognizes the importance of ensuring that the IUSA
9 account is in order prior to the mid-April transition period between this year’s IUSA
10 administration and the administration that will be elected on March 9 and 10; and,
11
12 WHEREAS, Article III, Section 2 of the IUSA Constitution states that the IUSA
13 Treasurer “will take care to ensure that accounts are properly kept,” therefore let it be
14
15 THEREFORE LET IT BE RESOLVED, That the IUSA Congress hereby initiates an
16 end of year budget review by directing the IUSA Treasurer to meet with the IUSA
17 Finance Committee prior to the March 30 IUSA Congress Meeting in order to review: 1)
18 the current IUSA budget, 2) currently encumbered IUSA funds, 3) the ledger that
19 includes all IUSA revenues and expenditures over the course of the current
20 administration’s term in office, and 4) all planned future expenditures for the remainder
21 of the current administration’s term in office; and,

23 LET IT BE FURTHER RESOLVED,That the IUSA Treasurer will present an updated
24 budget to the IUSA Congress at its March 30 meeting that includes: 1) remaining IUSA
25 funds, 2) currently encumbered IUSA funds, and 3) planned expenditures for the
26 remainder of the current administration’s term in office; and,

28 AND LET IT BE EVEN FURTHER RESOLVED, That the current IUSA
29 administration is prohibiting from disbursing any fund from the IUSA account after
30 March 31, 2010, except those for which IUSA has a legally binding obligation to pay as
31 of March 3 of 2010, unless a budget containing the information found in lines 26-30 of
32 this resolution has been transmitted to the IUSA Congress by email or at a regularly
33 scheduled full Congress meeting no later than March 30, 2010.
