1.05 DEFINITIONS
A. certificate: Document signed by a qualified party affirming that, at the tim
e of
assessment, a product or service met the stated requirements.

L. guardrail: A protective cable or rail device pl aced along the road edge for
the
purpose of keeping a vehicle on the roadway and to prevent a crash with roadside
hazards, eliminate collisions with opposing traffic and prevent vehicles from le
aving
the roadway where steep side slope conditions exist.
M. highway, street, or road: A general term denoting a public way for purposes
of
vehicular travel, including the entire area within the right-of-way.
N. hinge point: Point where the slope rate changes.
O. horizontal curve: A circular curve or transitional by means of which a highwa
y can
change direction to the right or left.
P. material: Any substances specified or necess ary to satisfactorily complete t
he
Contract work.
Q. median: The area between two roadways of a divided highway measured from edge
of traveled way to edge of traveled way. The m edian excludes turn lanes. The
median width might be different between intersections, interchanges, and at oppo
site
approaches of the same intersection.

S. project: The specific section of the highway or other property on which const

is to be performed under the contract.

W. roadway: That portion of a highway improved, designed, or ordinarily used fo
r
vehicular travel and parking lanes, but exclusive of the sidewalk, berm, or shou
lder
even though such sidewalk, berm, or shoulder is used by persons riding bicycles
or
other human-powered vehicle s. In the event a hi ghway includes two or more
separate roadways, the term roadway as used herein shall refer to any such roadw
ay
separately, but not to all such roadways collectively.
X. road user: A vehicle operator, cyclist or pedestrian within the highway, incl
uding
persons with disabilities.
Y. shoulder: The portion of the roadway contiguous to the traveled way for
accommodation of stopped vehicles, for emergency use, and for lateral support of

the pavement structure.


Z. specifications:The written requirements for performing the work.
AA. traffic: Pedestrians, cyclists, ridden or herded animals, vehicles, streetc
ars, and
other conveyances either singularly or together while using any highway for purp
oses
of travel.
BB. vehicle: Every device in, upon, or by which any person or property can be
transported or drawn upon a highway, except trains and light rail transit operat
ing in
exclusive or semi-exclusive alignments. Light rail transit operating in a mixed
-use
alignment, to which other traffic is not required to yield the right-of-way by l
aw, is a
vehicle.
CC. work: The furnishing of all labor, material, equipment, and other incidenta
ls
necessary to successfully complete the project according to the contract.
1.06 SUBMITTALS
A. The Contractor shall submit to the Royal Commission, under the provisions of
SECTION 01330, the following items for review and approval before commencing
work:
1. Copies of manufacturer's specifications for all materials.
2. Certificate of compliance stating that the guardrail and all materials used
in its
construction conform to all requirements of this Specification.
3. Certificate of testing including test dat a to show that all tests specified
have
been performed and all requirements have been met.
4. Manufacturer s recommended specification and instructions for transporting,
handling, loading, unloading and storage of guardrail components.
5. Manufacturer s installation instructions indicating installation requirements.
6. Shop Drawings for all required work indicating plan layout, spacing of
components, post foundation dimensions, anchorage and schedule of

components.
1.07 QUALITY CONTROL
A. The Contractor shall be responsible for the quality of work and shall develo
p and
propose programs and methods of construction and testing to achieve the specifie
d
quality to the approval of the Royal Co mmission in accordance with
SECTION 01450.
1.08 HEALTH AND SAFETY CONSIDERATIONS
A. All works undertaken in relation to this Specification are to be completed i
n full
accordance with the respective health and safety requirements established by the
following:
1. Kingdom of Saudi Arabia
a) Legislation, Regulation, Standards and Codes.
2. Royal Commission Regulations
a) Standards, Contractual Conditions, and Health & Safety systems.
3. Contractor
a) Health and Safety Standards and Systems as accepted by the Royal

Commission.
B. In the absence of any of the above, best accepted industry practice shall be
employed throughout.
1.09 DELIVERY, HANDLING AND STORAGE
A. The Contractor shall deliver, handle and store equipment and material units
in
accordance with SECTIONS 01650 and 01 660, as well as the following
requirements:
1. All materials shall be delivered, stored and handled in a manner that will
prevent damage and deterioration.
2. All materials shall be shipped and stored in such a manner as not to bend th
e
rail units or scratch the galvanized surfaces.
3. Materials shall be stored off the ground in a dry place, preferably under co
ver.
4. The delivered materials shall be free from cracks, tears, ridges or other
objectionable blemishes that could affect the appearance or serviceability of
the guardrail.
B. Any material damaged during transportation, storage or erection shall be rej
ected.

PART 2 PRODUCTS
2.01 GENERAL
A. All goods and products covered by these Specifications shall be procured,
when
available, from an in-Kingdom manufacturer. Procurement of all goods and product
s
manufactured out-of-Kingdom must be approved by the Royal Commission.
B. The Royal Commission shall, at all times, have access to all places where m
aterials
are being produced or fabricated or where tests are being conducted, and shall b
e
accorded full facilities for inspection and observation of tests.
2.02 GUARDRAIL ASSEMBLIES
A. General
1. Guardrail assemblies shall consist of standard components of the types and
sizes as shown on the Contract Drawi ngs, and shall be as produced by a
manufacturer regularly providing materials of the kind required.
2. All similar components shall be unifo rm throughout the work and readily
interchangeable without modification, regardless of the manufacturer.
3. Guardrails shall consist of rail sections fabricated for installation to dev
elop a
continuous beam strength with the necessary safety end feature components
and shall be capable of rapid field erection without the need of field welding
,
unless otherwise indicated on the Contract Drawings for special connections.
B. Rails and Accessories
1. Rail elements, U-channel metal posts, back up or splice plates, terminal or
return sections and other fittings shall comply with the requirements of
AASHTO M180, Class A or B, and Type 1 or 2, as shown on the Contract
Drawings:
a) W-beam rail shall be fabricated from roll stock that is approximately
480 mm, 3 mm, before galvanizing.
b) Thrie beam rail shall be fabricated from roll stock that is approximately
750 mm, 3 mm, before galvanizing.
c) When pre-galvanized stock is used, cut ends and punched or drilled
holes shall be galvanized by painting with 2 coats of zinc dust-zinc oxide

paint, conforming to U.S. Military Spe cification Mil-P-21035, or a similar


protective system approved by the Royal Commission.
d) The sheets of beams shall be of prime finish and shall be free from
injurious defects such as blisters, flux and uncoated spots. Uncoated
edges resulting from shearing or punching will not be considered
objectionable.
e) Back up plates, if specified for use at non-splice points shall consist of

305 mm sections of beams and shall be of the same Class and Type
specified for the full-length beams.
f) Warped or deformed rails and terminal elements shall be rejected.
C. Posts and Miscellaneous Hardware
1. I-beam metal posts, post anchor plates, angles, brackets and anchor assembly
units shall be fabricated from structural steel conforming to ASTM A36M. Steel
blocks shall be fabricated from steel conforming to ASTM A36M or steel tube
conforming to ASTM A501. Each metal post shall be fabricated from a single
length piece of stock.
D. Anchor Terminal Accessories
1. Wire cable for metal beam guardrail anchor terminals shall conform to
AASHTO M30, Type II, Class A. Equivalent galvanized wire cable with a
minimum breaking strength of 19400 kg will be acceptable.
2. Anchor rod eyes shall be hot forged or formed with full penetration welds. A
fter
fabrication, anchor rods with eyes that have been formed with any part of the
eye below 870C during the forming operation or with eyes that have been
closed by welding shall be thermally stress relieved prior to galvanizing. The
completed anchor rod, after galvanizing, shall develop a minimum strength of
23000 kg.
3. Clevises shall be drop forged galvanized steel and shall develop the full
specified breaking strength of the wire cable.
4. Turnbuckles shall be steel of commercial quality and shall have a minimum
breaking strength of 1500 kg. Turnbuckles shall be galvanized in accordance
with ASTM A153M. Compensating and non-compensating cable ends shall be
cast steel conforming to the requirements of ASTM A27M or malleable iron
conforming to the requirements of ASTM A47M. Compensating devices shall
have spring constants of 8000 500 kg/m, and permit a travel of
150 25 mm. All elements shall be galvanized. The cable connecting
hardware shall develop the full strength of the wire rope. At all locations wher
e
the cable is connected to a cable end with a wedge type connection, one wire
of the wire rope shall be crimped over the base of the wedge to hold the cable
firmly in place.
5. The swage fittings for anchor terminals shall be machined from hot-rolled
carbon steel conforming to the requirements of ASTM A576, Grade 1035, and
shall be annealed suitable for cold swaging. A lock pin-hole shall be drilled
through the swage fitting head to accommodate a 7 mm, plated, spring steel
pin to retain the stud in the proper position. The stud shall be of steel
conforming to the requirements of ASTM A449. Prior to galvanizing, a 10 mm
slot for the locking pin shall be milled into the stud end. The swage fitting, s
tud
and nut shall develop the full breaking strength of the wire cable.
E. Bolts and Nuts
1. Bolts shall conform to the requirements of ASTM A307, except those
designated on the Contract Drawings as high strength shall conform to the

requirements of ASTM A325M or ASTM A449.


2. Nuts shall conform to the requirements of ASTM A563, Grade A or better,
except those designated on the Contract Drawings as high strength shall
conform to the requirements of ASTM A563, Grade C or better.
F. Galvanizing
1. Bolts, nuts and steel items other than railing elements and posts formed fro
m
pre-galvanized steel sheet, shall be hot-dip galvanized after fabrication, unles
s
otherwise specified in accordance with ASTM A123M or ASTM A153M as
applicable to the items involved.
2. No punching, drilling, cutting, or welding of metal shall be performed after
galvanizing.
3. The coating shall be smooth, free of beading or sharp projections along the
edges and shall adhere tenaciously to the surface of the metal.
4. Galvanized coating weights for all steel items shall not be less than as
specified in the standards referenced above when tested in accordance with
AASHTO T65.
5. Damaged galvanizing shall be repaired by re-galvanizing or an approved
metallizing process or other method approved in advance by the Royal
Commission.
G. Buried Elements
1. The portion of guard rail posts to be buried, either I-beam or U-channel, s
hall
receive a crystalline zinc phosphate treatment in accordance with
ASTM D2092, Method A, after manufacture and galvanization. The etched
portions of the galvanized posts shall receive a protective coating of high-buil
d
coal tar epoxy with a minimum of 250 microns dry film thickness, as shown on
the Contract Drawings.
H. Wood Posts
1. Wood posts and blocks shall be No. 1 grade or No. 1 structural grade Douglas
Fir, Southern Yellow Pine or Red Wood and shall be pressure preservative
treated in accordance with AWPA C14 practice.
2. The preservatives shall conform to AASHTO M133 and shall include creosote
oil, creosote coal-tar solution, pentachlorophenol, chromated copper arsenate
(CCA), ammoniacal copper arsenate (ACA) or other wood preservative
approved by the Royal Commission.
3. Wood having through check, shake, or end split in the same plane as, or a
plane parallel to the bolt hole, and extending from the top of the post to withi
n
75 mm of the bolt hole shall not be used as a guardrail post.
4. Warped wood posts shall be rejected.
5. Drilling and stamping shall be completed prior to treating the posts.

2.03 OTHER MATERIALS
A. Concrete
1. Concrete for post bases and other items indicated shall be of Class C25b, i
n
accordance with SECTION 03310.
2. The slump shall not exceed 75 mm.
3. Concrete shall be thoroughly mixed to a uniform condition.
4. Concrete not used within 1 hour after start of mixing shall be rejected and
disposed of outside the limits of the Project.

PART 3 EXECUTION
3.01 FABRICATION
A. All metal shall be fabricated in the shop. The Contractor shall not perform
any
punching, cutting, welding, drilling or boring operations in the field, except f
or special
details in unforeseen and exceptional cases with the prior approval of the Royal
Commission.
B. The beams and end or buffer sections shall be shaped and punched in conforma
nce
with the Contract Drawings. Transition sections shall be fabricated in such a ma
nner
as to provide a smooth and uniform transition between beams. They shall be ready
for assembly when delivered.
C. When the radius of curvature of the railing layout is shown to be less than
45 m, the
running beam elements shall be uniformly pre-shaped in the shop to the radius
required, and identified with such radius indicated on the back surface of each
rail by
stencil and paint.
D. Welding for the fabrication of guardrail elements shall conform to the requi
rements of
AWS D1.1M. The Contractor shall use only full penetration butt welds or full thr
oat
fillet welds, slightly crowned with the crowns ground flush and smooth.
E. Markings shall be placed at such locations as not to be obscured after erect
ion. Any
applied identification other than die stamping shall not appear on the public si
de of
any of the assembly elements. Marking material shall be such as to resist
obliterations during storage, transportation and erection.
3.02 PRELIMINARY WORK
A. Clearing and grubbing, removal of structures and obstructions, excavation an
d
undercutting and grading for embankment construction shall be performed in
accordance with the provisions of SECTIONS 02220, 02230, 02310 and 02315.
B. Before beginning any excavations or driving any guardrail post, the Contract
or shall
determine the location of any underground electrical lines, drainage or utility
lines in
the vicinity and shall conduct his work in such a manner as to avoid damage to t
hem.
3.03 INSTALLATION
A. General
1. The Contractor shall install rails, posts and accessories in accordance with
the
manufacturer s instructions and the Contract Drawings.
2. While installing, the Contractor shall ensure that the components do not
infringe adjacent property lines.
B. Posts and Bases
1. Posts shall be erected plumb, uniformly spaced, and true to lines and grades
,

resulting in a smooth, continuous installation. All post shapes shall face in th
e

same direction as shown on the Contract Drawings.


2. Where indicated on the Contract Drawings, posts shall be set into concrete
bases of the sizes shown. Elsewhere, posts shall be set or driven directly into
the ground.
a) When posts are to be driven, the diameter of the drilling holes shall be
kept slightly smaller than that of the posts. The posts shall be driven
plumb to proper line and grades by an approved means that will not
damage the post or post finish.
b) Posts shall be driven with approved mechanical devices. The method of
driving shall not substantially alter th e cross-sectional properties of the
posts or materially damage the coating . Posts damaged during or after
erection shall be removed and replaced at the Contractor s expense.
3. Posts shall be firmly anch ored and shall be free from movement when tested
by moderate hand pressure applied horizontally at the top of the post and in
any direction.
4. Any soft, spongy or other unstable ground at a post location shall be remov
ed
and replaced with suitable material, well compacted into place, and to the
extent necessary to meet the above requirements.
5. Unstable material and surplus material shall be disposed of as specified in
SECTION 02315.
6. Excavated holes for concrete post bases shall be neat an d free from loose
materials when the concrete is placed.
7. When placed, the concrete shall be well compacted to completely fill all voi
ds
in the hole and around the post. The exposed top surfaces shall be slightly
sloped away from the post and finished off smooth and with outer edges eased
by rounding.
8. Concrete shall be cured by any of the methods specified in SECTION 03310.
C. Rail Elements
1. Rail elements shall be erected true to lines and grades as shown on the
Contract Drawings.
2. Continuous lengths of rail shall be installed and alignment checked and
adjusted before final tightening of the bolts. The use of corrosion-resistant
shims, for minor adjustments, will be permitted.
3. Rail elements shall be erected in a smoo th continuous line with the laps in
the
direction of traffic flow. All splices shall be made at the posts, unless otherw
ise
shown on the Contract Drawings.
4. All elements shall be firmly interconnected and securely anchored to and wit
h
full bearing on the posts.

5. Bolts shall be finger-tightened and then tightened one quarter turn of the n
ut
for full bearing but not restricting thermal expansion/contraction of the runnin
g
beam elements.
6. Guardrails shall be erected so that the bolts at the expansion joints are lo
cated
at the center of the slotted holes. Bolts shall be sufficiently long to extend f
rom
6 to 25 mm beyond the nuts.
7. Edges and holes of all metal elements shall be free from torn metal, burrs a
nd
sharp edges or other protrusions.

8. Beam assemblies shall be free from laps, splices or joints not shown on the
Contract Drawings or approved by th e Royal Commission; and free from
bends, twists or other deformations not required by the shapes as shown.
D. Guardrail Anchor Terminals
1. Cable anchor assemblies of the types shown on the Contract Drawings shall
be installed at the locations indicate d. Each assembly shall be set and
tightened one full turn of the nut or turnbuckle from a finger-tight position.
E. Damaged Galvanized Surfaces
1. The Contractor shall take all necessary precautio ns to eliminate damage to
galvanizing. When field modifications ar e approved by the Royal Commission
or when minor damage to the galvanized coating occurs, the Contractor shall
repair the surfaces by thoroughly wire brushing the damaged area and then
applying 2 coats of specified zinc dust-zinc oxide primer. Major abrasions shall
be repaired by re-galvanizing.
F. Tolerances
1. Posts
a) Maximum variation from the plumb shall not exceed 12 mm.
2. Rail

3.04 MAINTENANCE OF THE WORK

acceptance of the work or until a partial initial acceptance inspection has been
performed.
3.05 SITE CLEANING
A. Upon the completion of the guardrail inst allation operations, th e Contract

site clear, clean and free of materials and debris and in a condition suitable f
