1. Introduction
1.1

Assignment Brief

IL&FS Infrastructure Development Corporation Ltd (IL&FS IDC) appointed as the National Level
Consultant by Ministry of Tourism, is in the process of identifying tourism circuits across all the
States and UTs (except North-East). These circuits are proposed to be developed during the 12th Plan,
in an integrated manner with Central Financial Assistance and appropriate involvement of State
Governments and private sector. For the first phase, the process has been started with the selection of
existing/new tourist circuits (4 in each state and 2 in Union Territories). These circuits have been
structured considering the length, duration and connectivity.
After the identification and prioritization of these circuits in Phase I, the next step is to identify the
basic and tourism related infrastructural and promotional needs of the identified circuits, which are to
be implemented on priority basis, along with the tentative cost estimates. These projects should be
related to development of basic as well as tourism related infrastructure. Thereafter, Detailed Project
Reports (DPRs) will be prepared by the State Level Consultant for the projects identified along with
their financial projections.

1.2

Objectives of the Study

The objectives of the present study are:


1) To identify the potential tourist circuits/destinations in Jharkhand
2) To analyse the potential and carrying capacity of the identified tourist circuits/destinations and
prioritise the same.
3) Assess the existing infrastructure basic and tourism related for the circuits/destinations.
4) To assess the interventions for improving the quantity and quality of basic and tourism
infrastructure for prioritized circuits/destinations.
5) Identify infrastructural projects to be initiated by Central/State/Private sector

Approach and Methodology

Figure 1 presents a flow diagram of the approach and methodology used for the present study. Based
on primary and secondary sources, literature search and discussions with key stake holders (State
Government and local tour & travel industry), the existing tourists flow and orientation were studied.
The existing and future potential and connectivity of the destinations were studied for an initial
screening of the tourist circuits/destinations.

After the initial screening, the circuits identified were discussed with the State Government
(Department of Tourism), representatives of Travel & Tourism Industry and other stakeholders. On
the basis of these consultations, tourism circuits have been shortlisted. In order to understand existing
capacity of the shortlisted circuits as well as destinations, a detailed carrying capacity assessment has
been done. This assessment is, primarily, based on the residential and tourist population densities of
the town/cities.
Based on above exercise, four circuits have been identified and one has been prioritized. The circuits
have been prioritized after consultations with the stakeholders and based on the popularity, tourists
flow pattern and perceived need for improvements/investments to basic and tourism infrastructure. In
the present study, the circuit with the highest priority has been taken up for detailed examination.

Thereafter, detailed infrastructure assessment of the priority circuit is undertaken. The objective of the
said assessment is to understand the significance of the mentioned sites from a tourist perspective and
to map the availability of basic and tourism related-infrastructure. Typical infrastructure being
demanded includes facilities at entry-exit points, accommodation, way-side amenities, physical &
social infrastructure, public utilities as well as health & security. This assessment is based on
reconnaissance survey done along the route, wayside and on site of the priority circuit. Following
infrastructure has been examined to assess the requirements and deficiencies:
1) Modes of Transport- airways, roadways and railways and access thereto
2) Road network
3) Utilities-power, water facility, etc
4) Accommodation
5) Way side amenities
6) Maintenance and management of built heritage/tourist attractions
On the basis of reconnaissance survey, discussions with local community and other stakeholders, gaps
have been identified. Based on these gaps as well as site potential, sustainable projects have been
proposed along with the indicative block costs. These projects proposed are intended to achieve the
following two objectives:
1) Products and activities proposed will attract the tourist inflow and will hold the tourists in the
circuits which will provide socio-economic benefits at a larger level.
2) Sustainable projects will attract different investors and private players to participate in
infrastructure development which will benefit both, Government as well as private sector.

Structure of the Report

The present report, which covers the priority circuit of Jharkhand, has been divided into 6 sections.
The next section of the report focuses on the profile of the state, especially in terms of infrastructure,
tourism trends and key spots/sites. This is followed by sections explaining key parameters for
finalizing a circuit (Tourist profile/Carrying capacity/Safety/Sustainability), outcome of stakeholder
discussions at Centre and State, current status of circuits (based on site study undertaken) and
infrastructure gaps identified during the site visit. On the basis of this, assessment of the level of
adequacy of infrastructure will be carried out with respect to the existing infrastructure, increasing
tourist inflow, destination popularity, types of tourists and seasonality. This approach will be able to
assess and fill up the gaps (based on selective parameters) which categorizes the facilities available
enroute, way side and onsite. The study of the respective circuits is, primarily, based on visitors
approach towards destinations from the entry-exit points. The latter sections of the study report
provides information on prospective projects in the circuits that can be taken up for infrastructural up
gradation. These projects have been proposed on the basis of identified deficiencies and perceived
need to accommodate the tourist inflow into the circuits/destinations.

2. Brief Profile of the State


2.1

Introduction

Jharkhand has been carved out from the state of Bihar. It came into being on 15 November 2000 as
the 28th State of India. The state has an area of 79,714 sq. km. and comes under Agro-Climatic Zone
VII (Eastern Plateau and Hill Region). There are 24 districts, 211 blocks and 32620 villages in the
state. The state has a high proportion of tribal population1.

The State has total population of 32 million and population density of 414 per sq. km. (against
national average of 312)2. Ranchi, Jamshedpur and Dhanbad are three large cities with over a million
of population.

2.2

Tourism in Jharkhand

Jharkhand is a beautiful and unexplored state in terms of tourism. The Chota Nagpur Plateau forms
most of the area of the state. The plateau is the source of many rivers including Damodar, Koel and
Subarnarekha. The state is also bestowed with the mineral wealth (iron, coal, uranium, graphite, and
magnate) whose potential can also be tapped by promoting Mining tourism, which is still not very
popular.
2.2.1

Tourist Arrival

Table 2 indicates the number of domestic and foreign tourist visits to Jharkhand during 2007-2010.
Figures available for past four years indicate that there has been a decline in the overall growth rate of
tourism in the state. While foreign tourist has registered constant decline, number of domestic tourist
has also dropped down probably due to lack of interest in promoting the state by inbound tour
operators/travel agencies/tourist transport operators/ domestic tour operators and security reasons.

According to India Tourism Statistics (2010), the share of Jharkhand to the National figures is
minimal i.e., only 0.9 percent and 0.1 percent in terms of domestic and foreign tourist and shows a
downfall from 2009 estimates. The rank of the state has also declined from 15 to 19 in case of
domestic tourist.
2.2.2

Available destinations

According to the Department of Tourism (DoT), Jharkhand, tourism in the state mainly comprises
religious destinations, special tourist destinations such as waterfalls and wildlife sanctuaries, places of
historic importance and places of tribal heritage.

2.3

Infrastructure and Connectivity

a) Roadways
The state has 12 National Highways (NH) running through the state; NH-2, NH-6, NH-23, NH31, NH-32, NH-33, NH-75, NH-78, NH-80, NH-98, NH-99 and NH-100, measuring 1,805 km.
The total length of State Highways (including urban roads and MDR) is around 6,880 km. The
states industrial activity is primarily concentrated in an area Southwest of NH-2, which connects
Kolkata with Delhi via Jharkhand3.

b) Railways
The total railway-route length in Jharkhand is around 2,001 km. Dhanbad, Daltonganj, Chandrapura,
Bokaro Steel city and Barka Kana are the major railway stations.

c) Airports
Jharkhand has a domestic airport, located in the state capital, Ranchi. Direct links are available from
Ranchi to prominent cities such as Delhi, Patna, Kolkata and Mumbai. Chartered flights are available
between the steel city of Jamshedpur and Kolkata. According to information available, Jamshedpur,
Dumka, Bokaro, Giridih, Deoghar, Hazaribagh, Daltonganj and Noamundi also have airstrips4.

2.4

Tourist Accommodation

Table 4 shows the accommodation infrastructure available for tourists in Jharkhand.

It can be inferred from the table above that:

The quantum of hotels in the state is very less, primarily due to lack of demand (owing to less
tourist inflow).

The few hotels that are present in the State presently, mainly belong to 4 and 3 Star
categories.

3. Initial Screening of the Circuits


3.1

Based on Secondary Research

Based on initial screening and secondary research, following destinations have been identified which
are popular among the tourists:
a) Ranchi- Netarhat - Betla- Ranchi
b) Ranchi-Jamshedpur-Ghatshila-Ranchi
c) Ranchi - Parasnath - Dhanbad - Ranchi
It has also been observed that inspite of immense tourism potential, there are negligible amount of
domestic tourist operators who can offer organised and attractive tour packages to the domestic and
foreign tourist.

3.2

Key Parameters

In line with the above discussion, further research has been done to identify and prioritize the circuits.
Realizing the need, the study narrowed down to derive few key parameters on the basis of which
circuits have been put on priority basis. These key parameters have been listed below:
1) Tourist Profile
Type of tourists visiting a destination depends on the nature of destination. They can be broadly
categorized into domestic and international tourists. This further affects the physical and socioeconomic development of a destination as spending patterns determines the related multiplier effects.
It also governs the type and scale of infrastructure required.
2) Capacity & Sustainability
The carrying capacity5 assessment and sustainability of tourism in the circuits identified is an
important component of the study as it will form the basis for resource allocation and future
development.
The carrying capacity assessment has been done separately for the circuits, based on city population
(resident), population density and tourist population and density (floating population). The estimation
has been done by comparing the total density with the city density norms for small, medium and large
town/cities set by Urban Development Plan Formulation and Implementation Guidelines (UDPFI).
Only such places have been considered that can offer a sustainable value proposition to the tourists
such that when tourism products are offered in those places, they can be maintained as well.

Carrying capacity is defined as maximum number of individuals than a given environment can support without any adverse
impact on it.

3) Travel and Tour


Generally, tour operators organize trips in such a way that only popular sites can be covered in a given
period of time. This practice creates more pressure on such destinations; therefore, while selecting the
circuits, attempts have been made to promote the sites situated around these popular/saturated
destinations which are relatively less developed.
4) Safety
Tourist safety has been considered and attempts have been made not to incorporate any such
destination which is adversely affected in terms of law and order.

4. Stakeholders Consultation
4.1

State Government

After the initial identification of tourism circuits, a meeting was held with the Secretary, Department
of Tourism, Government of Jharkhand and other officials for short-listing the four priority circuits6.
Hence based on the discussions, the following tourism circuits and destinations have been identified
for further study.
1) Four circuits were identified:
Circuit 1: Deoghar-Giridih-Parvnath
Circuit 2: Dhanbad-Parasvnath-Gaya-Rajgir-Pawapuri
Circuit 3: Hazaribagh-Ranchi and adjoining tourist attractions-Deori Mandir-Dalma SanctuaryJamshedpur
Circuit 4: Ranchi-Betla-Netarhat
2) Mega Tourism Park at Ranchi
3) Rural Tourism Clusters
Cluster 1:
a. Janumdih, Chitreshwar and Amadubi in East Singbhum district
b. Ghoranegi Deuridih, Makulakocha and Pindrabera in Saraikella district

Among the above mentioned circuits, recommendations were made to prioritize Circuit 3 i.e.,
Hazaribagh-Ranchi-Jamshedpur circuit.

4.2

National Level Consultations

Further, the above mentioned circuits were presented by NLC in a Stakeholder Consultation meeting
organized and hosted by Ministry of Tourism (MoT), in the presence of representatives of Hotel
Association, Tour operators and representatives from MoT on 19th Oct, 2011. According the
suggestions made, Dhanbad-Deoghar should be taken up on priority basis, the reason being its
popularity among the domestic tourist.

1) Description of Tourist Destinations in City of Ranchi
Jagannath Temple
Located 10km. south west of Ranchi city is
the 17th century Jagannath Temple on a
hillock at Jagannathpur. Its architectural
styles resemble the Jagannath temple of Puri.
Rath Yatra or Car festival similar to that of
Puri is held every year in the months of
June/July. It attracts thousands of devotees
both tribal and non-tribal especially during
the Jaganathpuri Rath Yatra. On an average 2
to 2.5 lakh people attend this celebration. The
temple is run by Temple Trust.

Hatia Dam (Dhurva Dam)


Hatia Dam (reservoir) is located at approximately 12 km from the Ranchi City. The dam is built on
one of the tributaries of Subarnarekha River.
Doranda Mazhar
The Mazhar is located within Doranda area near Bishop Westcott Girls School and adjacent to
Resaldar Nagar. The Mazhar is famous in the name of Hazarat Qutub Din baba Mazhar and is more
than 200 years old with the status of Ajmer Sharif in the Jharkhand region. Thousands of people visit
this area during the Urs Mela from the neighboring states of Bihar, West Bengal and Orissa.
Pahari Mandir, Ratu Road, Kishanganj
Ranchi Hill is located in the heart of the city at just 1 km from Firayalal Chowk. It is a recreational as
well as sacred pilgrimage spot of Ranchi. Lord Shiva temple is situated on the top of the hill. The
temple receives maximum pilgrims in the months of September October and March-April during the
Kavadia Yatra.

Tagore Hills
Tagore hill is one of the major tourist attractions of the city. The hill is named after the celebrated
literary figure Rabindranath Tagore. This hill is maintained by State Tourism Department.
Chutia Ram Mandir (Upper Chutia)
This is a famous temple in Upper Chutia Area of Ranchi where hundreds of pilgrims visit daily and
especially in the days of Navratras and Durga Puja.
Temple at Lower Chutia
This is a famous temple of Lord Shiva in the Lower Chutia area of the Ranchi city where hundreds of
pilgrims visit daily and especially in the days of Shivratri
Shaheed Smarak
It is situated near the junction of Ranchi University and Ranchi General Post Office. It is a significant
tourist place as various freedom fighters were martyred in the battle of 1857 in this place. The Sthal is

a symbol of the sacrifice for the countrys freedom and hence has the potential to be projected as a
tourist attraction.

Line Tank
Situated in the heart of the city opposite Old Ranchi Jail Compound there is a pond approximately 2
acres to 3 acres, which has the potential to be developed as recreational site. The site is approximately
1 km from Birsa Munda Football stadium and NGOC office complex.
Temple at Pudang in Ranchi City
This is a famous temple of Lord Shiva in the Pudang area of the Ranchi city where hundreds of
pilgrims visit daily and especially in the days of Shivratri Currently there is no Public Convenience
system in the Temple
2) Description of Tourist Destinations in District Ranchi
Nagri near Subarnarekha River
Nagri falls under Ratu Block of Ranchi district. Nagri is 17.8 km far from its Tehsil Main Town Ratu
and is located 14.1 km distance from its District Main City Ranchi on National Highway-23 leading
towards Gumla. It is the origin point of the Subarnarekha River that flows through
the Indian states of Jharkhand, West Bengal and Orissa.
There is small temple at Nagri Village surrounded by vast tracts of land. The temple is currently used
as a worship place for local villagers and the nearby areas. However, due to its significance as the
originating point of Subarnarekha River, it can be developed as a recreation spot and significant
tourist destination.
Gathalsooth Dam
Gathalsooth reservoir is located across the Subarnarekha, 40 kilometers (25 mi) east of Ranchi and
about 50 kilometers (31 mi) from its point of origin. Adjacent to the dam head, on the bank of the dam
reservoir, is a land patch of approximately 3 acres. The access to the land is through pucca road.

The area has the potential of being developed as intermediary halting and resting place for the tourists
visiting the Hundru Falls and Johna Falls and may also be developed as destination for water sports &
other activities.
Crocodile Park, Ormanjhi
There is a Crocodile Breeding centre at a distance of 3 kms from Muta Village in thick green forest.
The center was commissioned in the year 1987 for conservation of endangered species. This is a
destination for the regional tourists including the tourists visiting from West Bengal, Orissa and other
areas. It has been observed that approximately 6000-8000 people visit the area per year. A small
Forest rest house and a rest shed are also there in the center. However, there is no tourist reception
center and kiosks present there.

Shaheed Shiekh Bhikhari Shaheedi Sthal, Chutupalu, Ormanjhi


Sheikh Bhikhari is the famous general of Ormanjhi Khodia king Tikait Umrao Singh who was hanged
to death by the British Government in Chutupalu valley of Ramgarh district on January 8, 1858. In his

remembrance a Sheikh Bhikhari Sthal is built on NH-33 on the border of Ranchi-Ramgarh district.
The Sthal is currently in a dilapidated state as NH-33 road widening work is under progress.
Dasam Falls
It is located in a village named Taimara, 40 km away from Ranchi on Jamshedpur Road (NH-33).
Falling from a height of about 144 feet Kanchi River makes a pretty fall called Dassam falls. The fall
is a tourist destination for the people of Jharkhand and other neighbouring states of West Bengal and
Orissa. It has been inferred that on an average 500 800 people visit the fall during the peak season
that lasts from October till March. Maximum rush is witnessed during the Tussu Mela (in the month
of January), a local fair for the tribal dedicated to the local god. It has been informed by the local
people, that more than 3000-4000 people per day gather at Dassam fall during the Tussu Mela.
Sun Temple at Bundu
Sun Temple is a newly built monument in Jharkhand. .It is situated about 39 km. from Ranchi on

Jamshedpur Road (NH-33) in Bundu.


Historical Temple near Sona Hatu
Haradi Temple falls in Tamar Block of Ranchi district. It is Mahamaya Mandir having ancient sacred
remains of Lord Shiva and is believed to be thousands of years old. Discussions with the local priest
suggest that Haradai temple was a cluster of 20 small temples prominently of lord Shiva and other
deities.

Pilgrims from nearby villages and West Bengal visit the place during festivals of Navratras, Durga
Puja, and Ashtami etc. On an average, 15000-20000 people visit the temple each day during festive
seasons.

Bundu Talab (Pond) in Bundu


It is located on National Highway-33 between Ranchi and Jamshedpur and blessed with all the natural
beauties. It is surrounded by mountains and forest. Surya Mandir and Dassam Falls are main attraction
and tourist spots. On the banks of the Talab there is a cluster of six temples on one side and a statue of
Lord Hanuma Ji on the other.
Rani Chuan in Bundu
Just next to the Bundu Talab there is a place with hot springs namely Rani Chuan in the Bundu town.
The place is considered to be holy and people use it for ablution purpose. Hundreds of villagers
congregate at this place during the Chhatt puja and prayer the Sun.

Tamar Deori Mandir


Deori Mandir, also called as Solahbhuji Mata Mandir, is situated about 70 kilometers from Ranchi
on the Ranchi Jamshedpur highway (NH-33) and easily accessible through Bus and Private Taxis.
The access to the temple is through a narrow street of approx 10 feet wide.

The temple is run by Temple Trust and is currently under the renovation stage. The extension of the
prayer hall is currently on going. Maximum rush to the tune of 15000-20000 pilgrims per day is
observed during the time of Navratras, Astami and other festivals. On an average 500-800 people visit
the temple every day.
Ratu Lake
Ratu town is situated at a distance of 12.7 km from Ranchi (NH-75). As per the discussions with the
local administrators, Fun Castle receives 200-300 persons on weekends and 100 persons per day on
the week days. In the previous years the tourist inflow was higher i.e. in the range of 500-600 persons
per day.
The Ratu Lake can be developed as major tourist destination for boating (both paddle and scooter),
fishing and other recreational activities.

Pond in Mcluskie Ganj


Mcluskieganj is a town in Ranchi District, about 50 kms northwest of the capital, Ranchi and
approximately 10 kms from Chama. With a total area of 35 sq. km, the place is amidst green forest. It
has typical Anglo Indian cottages, clubs and shops. Today, most of the old mansions have been
converted to guest houses for tourists.
Integrated Religious Place at Dulli in Mcluskie Ganj
The place is approximately 5 kms from Mcluskieganj. It is one of the unique sites in Duli village near
Mcluskieganj, where Temple, Mosque, Gurudwara & Church are coexisting in single premises. The
place acts as a congregation point for large gatherings during any festive season or the religious
gatherings.

The site is approximately 3600 sq mts, rectangular in shape and is accessible through a kuccha road
emanating from Chama Mcluskieganj Road. There is no provision of Drinking water and Power
facility in the area. Since the road is kacha road, there is a need to provide last mile connectivity for the
site.
Tourist Spot at Chatti River in Mcluskie ganj
The spot is approximately 5 Kms from Mcluskieganj
Railway station near the bridge on Chatti River and
approximately 60 kms from Lathedar city. The site
has beautiful settings on the bank of the river Chatti
(see images), with rocky terrain. It gives a beautiful
view of the river and the surrounding forest area.
There is a potential of developing aesthetically
pleasing sitting areas with kiosks along the river
banks.
Development of Pond in Khelari
Khelari village falls in Bumru Block of District
Ranchi. It is approximately 12 kms from Chama on
the Northern side of Ranchi. It has been inferred
from the locals that the pond has a major
significance for the people as various religious
ceremonies like Chhath Pooja are conducted at the
pond and has an economic significance for the local
fishermen. It also helps in ground water recharging
Jonha Falls
It is located at a distance of about 45 km away from Ranchi on Ranchi-Silli Road. It is also called as
Gautam Dhara as Lord Buddha is believed to have bathed here. A temple and ashram dedicated to
Buddha was built atop Gautam Pahar by the sons of Raja Baldevdas Birla.
It is approachable by both road and train. Jonha station is just 1.5 Km from the fall. It is approachable
through Ranchi-Silli Road and after travelling for about 32 km from Ranchi about 4.8 km distance
needs to be travelled off the main road to reach the fall.

people of Jharkhand and other neighbouring states
of West Bengal and Orissa. It has been inferred that

Hundru Falls
Hundru falls is one of the most admired tourist
attractions of Ranchi. The beautiful falls are situated on
the Ranchi Purulia highway approximately 45 kms
from Ranchi. It is considered as the loftiest waterfall of
the state. Tourists can also visit Hundru falls from
Ranchi via Ormanjhi-Sikidiri route. Maximum rush is
witnessed during the Tussu Mela (in the month of
January).
Hari Har Mela at Silli
It is a famous festival celebrated by the local people after two days of the Makar Sakranti. According
to the locals, during the festive season more than 10 lacs people congregate at a place near Silli on the
banks of Subarnarekha River.
Sati Ghat Mela at Silli
The site is approximately 30 kms from Bundu. The significance of the site is by virtue of the
confluence of three rivers namely Subarnarekha, Rudhru and Kanchi. It is also believed that there is an
age old Shivling present on the site.
Development around Rukka Dam
The dam is near Irba village approachable through approximately 5 kms road off NH-33 and
approximately 8 kms from Bhagwan Birsa Zoological Park. The dam is an extension of Getalsud Dam.
The dam is a perfect setting for developing a recreational area with picnic spot (boating and other
activities). The land near the Dam needs to be provided by the State Government to develop the
recreational area, food kiosks and the jetty for the boating purpose.

3) Description of Tourist Destinations in District Saraikelan-Kharswan


Chandil Dam
Located on the Ranchi-Tata highway section of NH33 the site is located in the Chandil block of
Seraikella-Kharsawan district. It is 35 kms from the Tatanagar railway station. The museum located
close to the chandil dam has scripts written on rocks, which are 2000 years old. There are long distance
buses plying at frequent intervals from Ranchi-Jamshedpur, via the highway. Best time to visit the area
is November to February. .
There are two sites at Chandil Dam (1) Upstream adjoining the reservoir and 2) Down-stream (after the
flood gates)
The upstream area adjoining the chandil dam reservoir is used by public for recreation purpose. While
various picnic facilities like boating and water scooters are available at the upstream site, the
downstream side is undeveloped.

4) Destinations in District Hazaribagh


Hazaribagh Lake
The Hazaribagh Lake is a popular picnic spot and place for water sports. The Lake is divided into four
distinct parts. The best view of the sunrise and the sunset is enjoyed at the end of the third lake, which
happens to be the largest one.

5) Description of Tourist Destinations in District Jamshedpur


Dimna Lake
It is situated 13 km from the steel city of Jamshedpur. It
is an artificial lake constructed by Tata steel, and is
situated at the foot hills of Dalma ranges. This lake
serves as the water reservoir for the steel plant and also a
main source for the drinking water in the city. The lake is
an ideal spot for boating and other water sports activities.
The required facilities for jet skiing and rowing are also
arranged in this serene lake.
6) Description of Tourist Destinations in District Bokaro
Durgapur Pahad in Kasmar Block
Durgapur Pahad is approximately 10 km from Kasmar, and can be approached through the main road
leading to Manjura followed by Bagiyari and Lalmatia villages.
Singpur Shivalya in Kasmar Block
It has the famous Lord Shiva Temple where thousands of pilgrims visit during Bhokta festival. Various
other festivals like Maha Shivratri and Makar Sakranti are also celebrated here. People from all across
the region congregate to watch this unique ritual at the temple.
Mrigikhoh in Kasmar Block
This place is approximately 12 km from Kasmar near Sinhpur village. The place has religious
significance as it is believed to possess foot imprints of Lord Ram. A temple is built around the foot
imprints of Lord Rama. Every year during Tussu Mela in the month of January, hundreds of people
visit the place.

Tenughat Dam in Kasmar Block


Tenughat Dam is an earth fill dam with composite masonry cum concrete spillway across the Damodar
River at Tenughat in district in the Indian state of Jharkhand.

The dam is located between Gumia and Peterwar on Damodar River and is approximately 50 Km from
Bokaro Industrial Area. Various migratory birds (mainly Siberian Birds) can be observed on the dam
site during winters from the month of July till December. The dam also has an economic significance
as people from the nearby areas use it for fishing purpose.

Tenughat Dam is a perfect setting for developing a recreational area with picnic spot. The area has the

7) Description of Tourist Destinations in District Simdega
Ram Rekha Dham
Simdega is situated on NH-23 Highway. It is 170 kms from Ranchi and 78 kms from Rourkela
(Odisha). Simdega is not connected via rail route but the nearby railway stations are Bano (about 55kms on Ranchi-Rourkela train route) and Rourkela (about 78-Kms.)

Carrying Capacity Analysis

Tourism carrying capacity is defined as the maximum number of people that may visit the tourist
destination without causing destruction of the physical, economic and socio cultural environment and
an unacceptable decrease in the quality of visitors satisfaction. (Alvin Chandy, 2009)
Assessment of TCC is based on three major indicators: Physical-Ecological, Socio-Demographic and
Political- Economic.
Physical and Ecological Indicators are based on fixed components (ecological capacity, assimilative
capacity) and flexible components (infrastructure systems like water supply, electricity, transportation,
etc).
Socio -demographic Indicators refer to social and demographic issues and importance to local
communities, as they relate to the presence and growth of tourism. Some of these can be expressed in
quantitative terms but most require suitable socio- psychological research.
Political-economic Indicators refer to the impacts of tourism on local economic structures, activities,
etc. including competition to other sectors.
The objective of the interventions intended by the Ministry of Tourism, Government of India is to
improve the quality and quantity of tourism infrastructure at tourist destinations/circuits in a
sustainable manner. Hence, for the purposes of this report the primary focus would be on the Physical
and Ecological Indicators. It is expected that improvement in physical infrastructure at
destinations/circuits would translate into improvements in the socio-demographic and politicaleconomic conditions of these places.

The methodology for evaluating the available carrying capacity for the tourist destinations of the
circuit is illustrated in Figure 7 and is described below:

I. Calculation of Existing Load (LEXISTING)


This is done by calculating the following:
a) Resident Population Density (RP): This was derived by dividing the existing resident population
of the tourist town by its area in hectares (ha.)
b) Domestic Tourist Density (DT ): This was derived as follows:
Step 1. Domestic Tourist Arrival (TD): Domestic tourist arrivals during peak season (days) was
determined.
Step 2. Domestic Tourist stay days in peak seasons (TDSP):

Domestic tourist arrival was

multiplied by average number of days of tourist stay at that tourist town.

Step 3. Average number of tourist staying per day during peak season (DSP): This was
evaluated by dividing the number of tourist stay days per season by the number of days

tourist staying per day during peak season by area of tourist town in hectares.

The densities suggested by the UDPFI guidelines as shown in Table 9 are for the standard cases.
Tourist towns which vary from highly eco-sensitive sanctuaries to highly dense pilgrimage places
have specific characteristics and carrying capacities. Thus, UDPFI densities need to be adjusted to
account for these factors, which is done with the help of Normalizing Density ()
Normalizing Density ()
Normalizing density is evaluated as follows:
i. Sites were evaluated on a normalizing index (Ni) of range -10 to +10

Negative Indices were adopted for sites where densities were to be allowed on a conservative
scale (i.e. for example places which are ecologically sensitive). Positive Indices were adopted
for sites where densities were to be allowed at higher values than prevailing such as pilgrimage
towns etc.
ii. The values of the indices were evaluated based on a qualitative assessment with respect to the
Physical Ecological indicators. The indicators which were assessed for the category wise
tourist places are summarized in Table 10.

(The value of 10pph was derived by establishing the boundary conditions of lower and upper
sustainable densities for tourist towns of the relevant categories. To establish the lower limit, reference
was made to the capacity norms cited by World Tourism Organization WTO (Inskeep, 1991). The
upper limit was established by determining the densities for saturated tourist towns.)
The Normalizing index (Ni) was evaluated as follows: Each of the applicable indicators for the
corresponding thematic area (to which the tourist destination/circuits belong) was ranked on a scale of
0-10. The average of the indicators would give the value of the Normalizing index (Ni).
Carrying Capacity Density (CCD) was calculated by summing up the Upper Limit of the relevant
UDPFI density with the Normalizing Density.

5. Existing Infrastructure Status of the Priority Circuit


An assessment of tourism infrastructure between major tourist destinations has been done. Each of the
destinations and their enroute stretches have been assessed. The infrastructure assessment sheets are
presented as Annexure-II.

5.1

Infrastructure Gaps Identified

Jagannath Temple
There are no permanent shop stalls stocking flower, coconut and other articles for devotees on the
hilltop. Also, the facility lacks in public convenience system. More over the entire temple complex
lacks in security provision in terms of gateways or boundary walls.
Hatia Dam
The area has the strong potential to be developed as the tourists destination, but due to its dilapidated
infrastructure viz. non presence of Jetty, Non working conditions of the water & sewage system, the
unoperational kiosks etc, the site is not being used up to its full potential.

Doranda Mazhar
There is need to beautify the pond by cleansing/desilting and creation of steps leading towards the
pond for ablution purposes. The entire area is unsecured since there is no boundary wall of the Mazhar
area. The last mile road till the Mazhar main building is also kaccha road which require paving.

Pahari Mandir
There are no permanent shops/kiosks of stocking flower, coconut and other articles for devotees on the
hilltop. Moreover, a lot of difficulty is faced by the pilgrims (especially during the kavadiya season)
due to absence of sufficient public convenience system.
Chutia Ram Mandir (Upper Chutia)
Currently, there is no Public Convenience system in the Temple. Neither there is any congregation
space in the temple to hold religious prayers in the complex.
Temple at Lower Chutia
Currently there is no Public Convenience system in the Temple. Neither there is any congregation
space in the temple to hold religious prayers in the complex.

At present the pond is not in a good condition. The water in the pond is polluted as polluted water from
the neighbourhood is discharged in the pond. Since Ranchi Haat is also planned adjacent to Line Tank
the area can be developed as an Integrated Haat Complex with Water Body.

Crocodile Park, Ormanjhi


Since the centre falls on the way of Birsa Munda Zoological Park, Hundru Falls, Getal Sud Dam, it has
a strong potential to be developed as a tourist destination. There is a small forest rest house and a rest
shed in the center. However, there is no tourist reception center and kiosks present.
Shaheed Shiekh Bhikhari Shaheedi Sthal, Chutupalu, Ormanjhi
The Sthal is currently in a dilapidated state as NH-33 road widening work is under progress. From the
sides of the Sthal, a stair way leads to the banyan tree, that a pond like structure with sitting space
around was present in the past. Due to road widening, the significance of this place is lost and there is a
need to revive the same.

Dassam Falls

The destination does not have any Tourist Reception Centre.

Most of people coming to the fall bring their own food articles and cook it in and around the area
of the fall. There is no provision of solid waste management at the site.

No eating facilities have been provided by Tourist department at the entry point of the fall. People/
local villagers have setup the informal/ temporary structures/shops to meet the needs of the
tourists.

There is no pucca food kiosk at the entry point of the falls.

There is no provision of the Street light on the entry point of the fall or along the stairway.

Neither there is any Public Convenience facility at the site.

The stairways to reach the falls is clad with red and grey kota stone, but there is no handrail for the
security purpose

There is no boundary wall in and around the entry point of Dassam fall.

The entry point to the fall needs pavement and beautification.

Sun Temple
The temple is run by Sanskriti Vihar Sanstha. The temple is the most favoured destination of all the
people of Jharkhand and the neighbouring state. It has been inferred from the temple priest that

of the temple complex

Landscaping of the area is needed

There is no Power & Public Convenience System around the temple complex. A provision for the
same needs to be provided

There is a need to restore the ancient remains of the Lord Shiva and create the awareness amongst
the tourists about the significance of this temple through tourist interpretation centres etc.

Tamar Deori Mandir

There is no public convenience system near the temple complex

Neither there is any wayside amenity with adequate parking facility around the temple complex.

Ratu Lake
There is no last mile connectivity at present to the Ratu Lake, which needs to be provided by the State
Government. There is also a need to build the jetty in order to facilitate the boating activities and for
safety of tourists.
Integrated Religious Place at Dulli in Mcluskie Ganj (Temple, Maszid, Gurudwara & Church)
There is no provision of drinking water and power facility in the area. Since the road is kacha road,
there is a need to provide last mile connectivity for the site.
