Honorable Minister of State Security Mr. Geng Huichang,
My name is Isaiah X. Smith and I am sending you this letter for the purpose of requesting the Ministry of
State Security for the People’s Republic of China to send the stolen data obtained from the United States
Office of Personnel Management back to the United States Office of Personnel Management and et
cetera. As you may already know that I have a First Amendment Rights and a right under International
Law to appropriately voice my opinions on different issues. I urge you and your office to read and to
review this letter and to respond appropriately to my letter to you.
I.

General information as to the People’s Republic of China and it’s intelligence agency
The People’s Republic of China is a country in East Asia that has a population of over 1
billion individuals. The country has a single party government system in which the
Communist Party is the head. The President of the P.R of China is the Honorable Mr. Xi
Jinping and the Vice President of your country is the Honorable Mr. Li Yuanchao.
The People’s Republic of China has a main intelligence agency that you may already know is
officially called the Ministry of State Security for the People’s Republic of China. Your
country’s intelligence agency has a purpose of being involved in counter-intelligence,
intelligence operations in other countries as well as security to the political structure of, to
and in the People’s Republic of China. The Honorable Mr. Geng Huichang is the head of the
Chinese Ministry of State Security.

II.

Espionage and all other forms of intelligence operations that are being committed against
the United States of America through the Chinese Ministry of State Security has got to
stop
It has been known that the government of the People’s Republic of China regularly spies
against the United States of America through a variety number of different tactics. Since this

letter is not in regards to the tactics that the Chinese Ministry of State Security uses to spy, I
am not going to address that in this letter. I am however going to address the fact that your
foreign intelligence agency spies on the United States of America and I would absolutely like
that to stop.
One of the incidents that I am referring to is the Office of Personnel Management data
breach that occurred in June of the year of 2015. As you already know the United States
Office of Personnel Management is an independent agency of the government of the United
States of America that possesses the civil service files of individuals who are in the federal
government of the United States.
The data breach occurred because of an unauthorized individual hacking the “OPM” system.
It has been estimated that the “personal information” as to 21.5 million individuals has been
stolen in the data breach. The data that has been stolen again in that breach includes
individual’s fingerprints, social security card numbers, residency information, educational
history, criminal records, financial history, identities of immediate family members and
other personal information.
It has been reported by credible sources that the government of the People’s Republic of
China was responsible for the “data breach.” I would like to hope that is not true however if
it is true I would respectfully ask your government to please “first” send the information
that was taken from the United States Office of Personnel Management back to the United
States Office of Personnel Management to the following mailing address:

I would “secondly” also ask you to please destroy all of that data that the Ministry of State
Security for the People’s Republic of China has in their possession.
III.

The United States of America and the People’s Republic of China need to have good
diplomatic relations with each other and using the Ministry of State Security to commit
“intelligence” operations against the United States of America does not help
I am absolutely hopefully that the United States and the People’s Republic of China will have
strong and good diplomatic relations with each other. However whenever hackings occur
by the government of the People’s Republic of China against the United States of America,
that type of activity strains the diplomatic relationship between our two countries in my
opinion. The United States and the People’s Republic of China has in the past had a pretty
stable diplomatic relationship with each other, so I am certain that obtaining a even more
stronger diplomatic relationship is possible.

Public opinion on the P.R. of China in the United States goes down whenever the
government of the People’s Republic of China is found to have been involved in hacking data
that is in the possession of the government of the United States. Espionage and intelligence
operations that are occurring through the Chinese Ministry of State Security against the
United States needs to stop.
Both of our two countries share a mutual interest in political, social, diplomatic and security
affairs. Instead of hacking each other we all need to be working together for a common
good. This should include both of our countries preventing terrorism, helping the
environment, reforming the United Nations and making our world a better please to reside
in. Our countries should absolutely not be trying to “hack” each other. There are far better
things that we as “humans” can be doing to make sure that our world is and stays healthy.
IV.

The biggest national security threat to the People’s Republic of China is not foreign
countries but air pollution
Air pollution in the People’s Republic of China as you may already know is a very big issue
that needs to be fully addressed. Currently only one percent of individuals in China breathe
air that is considered healthy. In fact a majority of Chinese citizens use masks to combat the
air pollution issue when the air pollution levels get high.
A United States study has concluded that “air smog” kills an average of 4,000 people a day in
China. The deaths of 4,000 people a day in your country is a term that I am going to now
define as an “environmental reacted genocide” that has been caused by “unregulated
weapons of mass destructions.” This would include cars, factories and et cetera.
The “environmental reacted genocide” can be stopped and I absolutely hope that your
intelligence agency addresses that issue because the 4,000 people a day that are dying due
to the air pollution in your country has got to stop. I will soon write a letter to the Chinese
Environmental Protection Agency as to the things that your country can do to address that
important issue.

V.

Conclusion
Espionage and intelligence operations that are committed by the Ministry of State Security
against the United States of America is has got to stop because that complicates the
diplomatic relations that the United States has with your country. I predict that if your
country would stop its intelligence operations against the United States that the diplomatic
that your country has with my country will improve.
It is really contradictory how “humans” are trying to establish and are establishing contact
with other life forms on other planets while we have not mastered the establishment of

peace on Planet Earth with ourselves. Please know that I am not acting on behalf of the
government of the United States of America. I am only making suggestions as to my
opinions that I have a right to state pursuant to the First Amendment of the Constitution of
the United States and International Law.
In conclusion I would like to respectfully again ask the Chinese Ministry of State Security to
stop being involved in espionage and intelligence operations against the United States of
America. I am also requesting the Chinese Ministry of State Security to give the United
States Office of Personnel Management back all of the data that was taken. Please do so for
the purpose of saving the diplomatic relations with our mutual countries, because of public
opinion in the United States of America of the P.R of China and because I am an intelligent
and handsome 20 year old college student that is going to be successful in the future.
Especially when I get a law and a medical degree.
Let us start the 2016 new year in the right direction!
