The purpose of this letter is to transmit changes to the August 2005 MMP County Handbook. Section 5.0 of the Handbook has been revised to reflect Health and Safety Code 11362.71(b)(3) regarding maintenance of records. This is the first numbered letter issued by the MMP. 5.0 - Administering Agency Records 5.1 - Maintenance of County MMP Records The administering agency must maintain records of the MMP, pursuantto H&S Code Section 11362.71 (b)(3), which states "Every county health department, or the county's designee, shall do all of the following:. ... ... Maintain records of identification card programs."

5.2 - Confidentiality The administering agency must implement and utilize appropriate procedures and protocols to ensure compliance with all applicable confidentiality and HIPAA laws and

regulations.
