The DeKalb Chamber of Commerce is a membership
organization for businesses located in or have an interest in DeKalb
County. For more than 78 years, DeKalb Chamber has worked to help
businesses succeed by working with local government to create
a pro-business environment; tapping into potential customers
for businesses; and providing access and information to support,
promote and sustain business development in the county.
A strong business community plays an important role in the
economic prosperity of the community. At DeKalb Chamber, we
make businesses stronger by focusing our attention on the four
critical areas: education, workforce and economic development,
public policy, and business member services.

LEADERSHIP

DeKalb Chamber works with Decide DeKalb Development
Authority and other community partners to provide leadership that
promotes economic development. Early in 2015, DeKalb Chamber’s
Economic Development Committee was named the Business
Alliance Council for Decide DeKalb Development Authority and
reviews $75 million economic development projects coming to the
county.

Works with the County to recruit and
retain industry. Its mission is to advocate,

COMMITTEE
Develops partnerships with educational
institutions in DeKalb County and Georgia to
strengthen educational opportunities for the
region and helps build a stronger workforce
thus making DeKalb County an attractive
location for thriving businesses and industry.

SMALL BUSINESS COMMITTEE
Assists the Chamber with recruiting,
educating and mentoring small businesses.
The focus is to create and identify
opportunities for growth in the public
and private sector as well as, facilitates
partnerships to improve small business
programs.

LOCAL POLICY (GOVERNMENTAL AFFAIRS)
Represents the business interests in
DeKalb County thru effective communication
between the Chamber and local and state
officials. The mission is to ensure that DeKalb
County is a place that is competitive locally
and statewide.

WOMEN LEADERS OF DEKALB (WELD)
Exists to share and deliver innovative and
sustainable solutions that impact women
executives, emerging leaders, and women
business owners in metro Atlanta through
chamber programming and events.

MEMBER SERVICES
Encourages the engagement and
involvement of new and existing members in
using the benefits included with a Chamber
membership. This important committee
serves as an extension of the Chamber by
collecting member feedback to ensure
a productive and good return on their
membership investment.

Provides DeKalb young professionals with
an opportunity to develop leadership skills,
give back to the community and provide a
forum for local executives and city leaders to

County. YP is open to those 25 to 40 years
of age that are interested in professional
development, community issues, mentoring
and networking.

he DeKalb County Board of Commissioners (BOC) serves as the
legislative branch of the DeKalb
County government.
The DeKalb County BOC consists
of seven part-time commissioners, all
elected to a four-year term. DeKalb
County is divided into five districts
with one commissioner serving each
district. There are two “super districts,”
one on the east side of the county and
the other on the west side. Each super
district is served by one commissioner.
Therefore, every resident of DeKalb
County is served by two commissioners, one with the district and the other
with the super district.

Founded in 1822 and named after a foreign
general in the American Revolution, DeKalb
County is an eclectic county with 12 separate
cities making their home within its borders.
Agriculture, including cotton, once was a
major economic force in the county, as was
granite quarrying at Stone Mountain and in
Lithonia. Now, the county’s top employers
are Emory University, DeKalb County School
District, DeKalb County Government, Internal
Revenue Service (Chamblee), Centers for
Disease Control and Prevention, Children’s

The county is located six miles east of
downtown Atlanta and is ranked third in most
populated counties in Georgia. It is the home of
the 3,200-acre Stone Mountain Park, Georgia’s
top tourist attraction.
DeKalb’s nearly 700,000 residents make

AVONDALE ESTATES

BROOKHAVEN

Incorporated in 2012, Brookhaven is one
of the newest editions to DeKalb County’s
municipalities. With a population of
approximately 49,000, it is considered the
largest city in the county. Although it only
recently became a city, the Brookhaven area
was settled in the early 1800s. The city boasts
a historic area and a burgeoning town center,
which is conveniently located next to the
Brookhaven MARTA station.

CHAMBLEE

Chamblee has historically been a city of
continuing transformation: from quiet rural
dairy land to a southern railroad junction,
from a temporary home to 40,000 WWI “dough
boys” to a 1950s industrial complex. Today, it
is one of the most ethnically diverse cities in
the southeast. Chamblee, and neighboring
Doraville, also boasts some of the metro
Atlanta’s most popular ethnic restaurants.

Avondale Estates, on the National Register of
Historic Places, was founded in 1924, the only
documented planned community of its kind
in the southeast in the early 20th century.
Avondale Estates enjoys landscaped parks and
plazas, an abundance of community facilities
and historic Tudor-style architecture reminiscent
of an English village.

CLARKSTON

Located in central DeKalb County, Clarkston
is one of the most unique cities in the state and,
some might argue, in the country. Beginning
as a railroad stop, Clarkston has remained a
relatively small city since being incorporated in
the late 1800s. Now it boasts one of the most
ethnically diverse populations in the nation. In
the 1990s, Clarkston was designated a refugee
resettlement area and now is considered to
have the most ethnically diverse population
per-square-mile in the country.

DECATUR

Incorporated in 1823, Decatur is the
oldest municipality in the Atlanta area and
the seat of DeKalb County. Decatur has more
than 19,335 residents, although its daytime
population swells to 24,000. Downtown
Decatur is surrounded by beautiful historic
neighborhoods, parks and lush cityscapes
reflecting a variety of architectural styles.
Decatur is the only city in DeKalb that has its
own independent public school system. The city
also features a large variety of locally owned
retail stores and restaurants and was recognized
as a Great American Neighborhood by the
American Planning Association.

DORAVILLE

Located on the northern fringes of DeKalb
County, Doraville was incorporated in 1871.
From its incorporation until the 1940s it
remained a small agricultural community,
much like neighboring Chamblee. After World
War II, Doraville experienced a large period of
growth, due largely to General Motors choosing
the city for the site of an assembly plant,
which closed in 2008. The plant is currently
undergoing rezoning and renovation for future
development.

DUNWOODY

Located only minutes away from the heart
of Atlanta, Dunwoody was incorporated in
2008. It is DeKalb County’s second newest city
and rapidly is growing into the metro Atlanta
region’s nexus of employment, transportation,
educated workforce, and population density.
The area features many of metro Atlanta’s top
dining and shopping destinations, schools,
parks and recreation areas. Although a young
city, Dunwoody maintains a rich history dating
back to the early 1800s.

LITHONIA

Located one mile north of I-20 and 18
miles east of downtown Atlanta, the city of
Lithonia is another one of DeKalb County’s
oldest areas. Founded in 1946, the area traces its
beginnings back to the early 1840s. According
to local residents, the area got its unusual name
when a teacher in a local school combined the
Greek words “lithos,” meaning rock, and “onia”,
meaning place. This was most likely due to
the large abundance of granite quarried in the
area. Lithonia is home to the Davidson-Arabia
Mountain Nature Preserve, which includes
Arabia Mountain, a peak rising 954 feet above
sea level. Also in Lithonia are the ruins of the
Bruce Street School, the first school for Blacks in
DeKalb County.

PINE LAKE

Since 1937, Pine Lake has been a planned
resort city where early settlers turned their little
cottages into full-time residences. The city is

known as one of the most eclectic cities in the
state, including among its residents a number of
locally, regionally and nationally known artists.
Pine Lake is the smallest city in the county, with
a population of 730 at the most recent census.
The city’s beautiful, 12-acre lake is center of
many of Pine Lake’s activities. It often hosts
indoor and outdoor concerts featuring some of
the area’s finest performers as well as readings
and showings of area writers and artists.

STONE MOUNTAIN

The city of Stone Mountain officially took its
name in 1847, after the largest exposed granite
dome in North America. Stone Mountain’s
National Register Historic District includes 275
properties dating from the 1830s to the 1940s.
Downtown Stone Mountain today enjoys a
“promenade feeling,” with a host of unique
shops lining the streets in its central business
district. The city also maintains a partnership
with DeKalb County and offers an art microenterprise program to help local artists launch
their own small businesses. For more than 40
years the city has also hosted the annual Stone
Mountain Scottish Highland Games Festival.

TUCKER

In November 2015, residents of Tucker
approved a referendum to form a new city.
After a special election to choose its first
mayor and city council, Tucker will become
the county’s newest city in the spring of 2016.
With an estimated population of 30,000, Tucker
advocates hope to capitalize on the area’s wellestablished brand and thriving community that
attracts young families, working professionals
and active retirees.

On November 4, 2015, DeKalb County
Community Development’s Interim Director
Allen Mitchell and Housing Program Manager
Melvia Richards met with the Department
of Housing and Urban Development (HUD)
to discuss the progress of housing the
County’s homeless Veterans. The Community
Development Department was able to inform
HUD a “functional zero” goal was reached in
partnership with the DeKalb Continuum of
Care network and the Veterans Administration.
This goal was set forth to provide safe and
stable housing to 100% of the County’s
homeless Veterans. In attendance to receive
the report was HUD’s Secretary Julián Castro.

In recognition of Veteran’s Day, DeKalb County
Government and the DeKalb County Veterans
Advisory Board held their annual Veteran’s Day
Program on November 13, 2015. The DeKalb County
Community Development was presented with the
Distinguished Service to Veterans award for its
bold commitment to end Veteran homelessness.

Education

D

eKalb County School District (DCSD) educates more
than 102,000 students at 137 schools. Of this number, 22,000 students speak 140 different languages
and represent 160 nationalities, making the DeKalb County
Schools one of the most diverse school systems in the
southeast.
On July 1, 2015 the school district selected a new superintendent, Dr. Stephen Green, who has created the
curriculum, instruction, assessment and accountability task
force as his first step to address student learning, academic
achievement and career readiness. In technology, all middle
schools are equipped with new wireless access points that
can accommodate 96 devices per classrooms.
The district is a statewide leader in school choice with
48 schools offering non-traditional schools to include: charter (15), magnet (13), theme (1), International Baccalaureate
(8), Montessori (2) and other (5).

include a student resource portal that
aims to provide a multitude of digital
resources in one place. Through the
portal students have access to Office
365 email accounts, Code.org, Desmos
graphing calculator, BrainPop, Actively
Learning, online versions of Word,
PowerPoint and Excel, as well as cloud
storage.
The school district has battled several obstacles, including its most recent
climb to accredited on advisement,
placing the school district a step closer
to full accreditation. The student-toteacher ratio is 23:1. With more than
14,000 full-time employees and 6,000
teachers the district is the third largest
education system in Georgia.

PROGRAM OFFERINGS

School choice is a high priority in
DeKalb County and with 48 choice
schools the district offers a wide range
of options for parents including traditional schools. Historically, DCSD’s
Magnet Program for High Achievers,
traditional theme schools, performing
arts schools and career technology programs have provided a wide range of
opportunities for students.
DeKalb also offers its students In-

ternational Baccalaureate, Montessori,
charter schools, discovery learning,
small learning communities, Advanced
Placement, joint enrollment, gifted
education, online academy, and afterschool extended day program.The
recent enrollment report showed a
total of 5,807 parents registered their
children with 4,058 online registrations
and 1,749 paper registrations which
included the new parents primarily enrolled in other school systems, private
schools or are being home schooled.
The district reported that changes
have been made to the online process
for parent’s convenience.
This year the district expanded call
center capacity and extended hours
of operation including Saturday hours,
updated the system for ease of use for
parents, eliminated system restrictions
in the application process, increased
technical support options and improved system functionality.
All students not currently enrolled
in the district must be registered before
they can be considered for acceptance
into the school choice program. Student registration requires documentation of residency in DeKalb County, immunization treatments and academic
records.

ACHIEVEMENTS

In 2013-14, DCSD was awarded a $3 million
grant from the Wallace Foundation to provide
instructional support to school superintendents
and principals and therefore improve the quality
of teaching and learning.
In 2012, the district was recognized as one
of seven districts in Georgia with placement on
the third annual AP District Honor Roll for simultaneously increasing access to Advanced Placement coursework and increasing the percentage of students earning scores of 3 or higher on
AP exams.
Wadsworth Magnet School showed a perfect proficiency rate (meets or exceeds standards) on the Criterion-Referenced Competency

Tests (CRCT). Kittredge Magnet School also
performed extremely well with a perfect proficiency rate in all but one content test in a single
grade level. Both schools are among the highest
performing schools in Georgia.
Across the district, students in grades 3-8
improved proficiency in four out of five CRCT
subject areas.
The highest scoring high school in Georgia
on the College and Career Ready Index (CCRPI)
is the DeKalb Early College Academy, a Title I
school with 66 percent of its students from low
income families. The DeKalb School of the Arts,
last year, scored in the top 5 of Georgia’s 447
high schools on the CCRPI.
The Georgia Department of Education
reported DeKalb County schools also have

improved their graduation rate. This year the
district saw a rise of 8.3 percentage points from
2014 to 2015, adding to the 2.4 percentage
point increase from 2013 to 2014.

PARTNERSHIPS

DeKalb County School District partners with
area colleges to provide its students with college preparatory and SAT test-taking skills, and
in 2007, DCSD became the first school system to
form an alliance with the Georgia Chamber of
Commerce—a move that has already benefited
its Career Technology programs.

schools and as systemwide partners through
the Partners in Education Program and various

The Latin American Association partnered
with Sequoyah Middle School to provide a yearround College and Beyond program for 90 students, which includes afterschool and summer

ATHLETICS

DeKalb prides itself as being the home of
champions. There have been a total of 296 state

titles won among current schools. In 2015, the
district won two team state titles and one individual state title.
DeKalb offers 14 different high school athletic participation sports, including baseball,
basketball (boys and girls), cross country (boys
and girls), football, golf (boys and girls), gymnastics (girls), lacrosse (boys and girls), soccer (boys
and girls), fast-pitch softball (girls), swimming
(boys and girls), tennis (boys and girls), track

City Schools of Decatur, an independent
public school district, serves all of the children
within the four square-mile area of Decatur. City
Schools of Decatur has a total enrollment of approximately 4,200 students and operates nine
schools—the Early Childhood Learning Center,
five K-3 primary schools, the 4/5 Academy, one
middle school and one high school.
The Early Childhood Learning Center offers programs for Decatur children ages up to 4
years. The primary schools are small (fewer than
450 students) and are nestled within residential neighborhoods throughout Decatur.  The
4/5 Academy at Fifth Avenue, Renfroe Middle
School, and Decatur High School serve all of the
children in the district and are centrally located
in the city.
Decatur students consistently perform above
the state and national averages on standardized
tests. Some of the programs offered include:
the International Baccalaureate Primary Years
Programme, Advanced Placement and joint
enrollment courses, gifted education, Early Intervention Program (EIP), Georgia Virtual School,
the Back on Track Credit Recovery Program,
after-school programs, career technical courses,
and English language Learner (ELL) studies.
Each year City Schools of Decatur has ranked
in the top 10 districts in Georgia for SAT performance. Decatur High School has been named
an AP Challenge and AP Merit school in Georgia
(only 10 high schools in Georgia were honored in
more than one category).
More than 70 percent of teachers hold advanced degrees and most have multiple years of
classroom experience, and many hold multiple

Libraries

eKalb County Public Library (DCPL) enlightens and enriches
the people of DeKalb County by providing responsive, dynamic
services that meet the changing informational needs of a diverse
population. Through a trained, service-oriented staff, partnerships,
and ready access to both print and electronic resources, the library is
committed to superior service that promotes a strong, literate DeKalb
community and enhances the quality of life.
In September 2015, DCPL launched a major campaign to encourage
people to get a library card.
DCPL unveiled a bright, new library card design that is different from
what has seen before.
“We purposely came up with a colorful, whimsical design to attract
attention to our message, which is very important,” said Library Director
Alison Weissinger. “That message is that the library plays a crucial
role in our diverse county by providing free access to information and
assistance in developing literate, engaged citizens—citizens that ‘KnowIt-All.’ ”
DCPL circulated close to 1.5 million books, movies, music CDs and
other materials during the first seven months of 2015; DCPL provides
free access to the internet at all of its 22 branches.
With a library card, people can access more than 4,500 ebooks
and more than 90 emagazines for free 24 hours a day. DCPL offers free
computer classes, including classes aimed at helping job seekers find
employment
DCPL conducted more than 2,700 free programs for children
and adults during the first half of 2015 and more than 60,000 people
attended them

quarries, farms and mills with little to attract visitors. One of its few
tourist destinations before the 20th century was Stone Mountain, which
as early as 1828 was a popular site for Fourth of July picnics.
Today the county is home to the kind of attractions that keep visitors
completely enthralled and returning to metro Atlanta to soak in history
at a top-rated museum, science center, recreational activities and other

Arabia Mountain features more than 2,000
acres, two monadnock mountains, three lakes
and many historic sites.
The area is home to a granite outcrop, much
like Stone Mountain except on a smaller scale.
Around Arabia Mountain, you’ll find clearings
of exposed rock wide, open surfaces of flat
granite where it looks like nothing could ever
grow. Arabia’s unique ecology provides habitat
for some equally unique wildlife species.  The
preserve is home to many unique plants,
including federally protected species.

Fernbank Science Center is home to one of
the nation’s largest planetariums.  There is also
an observatory, exhibit hall and the 65-acre

In an expanded facility designed by Michael
Graves, the Southeast’s largest archaeological
museum maintains the largest collection of
ancient art in the region with objects from
ancient Egypt, Africa, Greece, Rome, Asia and

paper from the Renaissance to the present. The
museum is listed on the National Register of

The Porter Sanford community center is a
state-of-the-art, 500-seat theater in the historic
Candler Road district. DeKalb County officials
invested more than $17 million to construct
the center which is equipped with digital audio
and lighting equipment throughout the entire
facility. The center has been a popular space to
rent because it can accommodate a variety of
performances including musicals, plays, ballets,
weddings and concerts.

The Marcus Jewish Community Center of
Atlanta’s Sophie Hirsh Srochi Jewish Discovery
Museum is designed to engage children

The world’s largest high-relief sculpture is
located in this 3,200-acre park. The carving is the
backdrop for an exciting laser show presented
nightly in the summer and on weekends during
the spring and fall.  There are numerous festivals
at the park throughout the year including the
Yellow Daisy Festival. Other attractions include
a skylift to the mountaintop, Sky Hike adventure
course, golf course, scenic railroad, paddlewheel
riverboat, antique car and treasure museum,
and the “Discovering Stone Mountain Museum.”
Hours vary, but basic attractions are open from
10 a.m. to 5 p.m.

The DeKalb County Parks and
RecreationDepartment has exciting activities
for all ages and skill levels, including summer
camps for children ages 5 to 15 with swimming,
nature activities, crafts and field trips. DeKalb

The Browns Mill aquatic center is an
addition to the DeKalb County Department
of Recreation, Parks and Cultural Affairs.
The center is divided into various areas to
accommodate children of different ages and
large parties of people. The Aquatic center has
a kiddie pool, two giant water slides, and many
more amenities for the perfect family fun day.
The Browns Mill recreation center, originally
built in the 1980s, has received thousands of
dollars in improvements as well. The building
has a new gym floor, bleachers, paint job,
tile flooring, front doors and entry way, and

renovated restrooms. The recreation center is
used for sports camps, health clinics and many
other recreation activities for youngers. The
center provides after school programing and
other initiatives throughout the summer for
children of all ages.

DeKalb County in the early 20th century
experienced much growth within its cities and
communities. Avondale Estates became an early
example of a planned community in 1924 when
Atlanta businessman George F. Willis purchased
1,000 acres in DeKalb County, including nearly

minutes, slightly more than the
national average of 25.4 minutes.
Nearly 73 percent of commuters
drive alone, while 10.5 percent
carpool with others, 8 percent take

home. Approximately 54.1 percent of
residents work in DeKalb County.

ROADS

DeKalb places a premium on
having a quality transportation
infrastructure. For roads, this
means an aggressive program to
keep established corridors wellmaintained, and a continual effort to
identify changes in traffic patterns
and address those needs as they
arise. Each year a DeKalb County road
engineers inspect approximately
2,280 miles of county roadways,
consisting of more than 8,200 streets.

WATERSHED

To address its aging water
and sewer system, composed of
approximately 5,200 miles of water

midst of $1.35 billion watershed

What are Fats, Oils and Grease (FOG)?

FOG is composed of the animal and vegetable fats and oils that are used to cook and
prepare food.

Where does FOG come from?

What happens when FOG is not
properly disposed of?

FOG should be properly disposed of or recycled. It enters the
plumbing system through home garbage disposals, kitchen sinks
and toilets, coats the interior of pipes, and empties into the
County’s sewer system. Excessive accumulation of FOG in the
sewer system will result in sanitary sewer overflows and sewage
backup in homes and buinesses. Sewage overflow repairs are
costly for the county and its citizens, and can result in increased
costs for water and sewer services.

Here are three simple practices to
help keep FOG out of our pipes and
sewers:

1. POUR cooled fats, oils and grease into a sealable container and throw it in
the trash. Do not pour down the sink or toilet.
2. SCRAPE plates and cookware before washing. Do not throw scraps of
any kind down the sink. Instead, place them in waste containers or garbage
bags.
3. WIPE excess grease from all plates, pots, pans, utensils and surfaces with
a paper towel before washing. Throw the greasy paper towels away.
