APPLICABILITY
For service to customer-generators where a part or all of the electrical
requirements of the customer-generator can be supplied from a solar, wind,
biomass or hydropower generating facility. The net metering system must be
located on premises that are owned or controlled by the customer-generator, and
it must also be connected in parallel with the local distribution system of the
Association. The system must be intended to offset part or all of the customergenerator's electrical requirements for electrical energy at the same location, and
it must not be used to offset electric consumption at another location.

Association under any rate schedule.

This Net Metering Schedule will be available to customer-generators on a firstcome, first-served basis until the rated generating capacity owned and operated
by eligible customer-generators in the Association's service territory reaches 1%
of the Association's aggregate customer peak demand, at which time the
Association may elect not to offer this schedule to additional customergenerators (cap authorized by 40-9.5-302 (3), Colorado Revised Statutes).
NET METERING
Net metering is defined as measuring the difference in an applicable billing
period between the electricity supplied by the Association to the customergenerator and the electricity generated by the customer-generator and delivered
to the Association at the same point of interconnection.

A customer receiving service under this Net Metering Schedule is subject to the
identical rate structure and rate components that would be assigned if the
customer were not an eligible customer-generator. An eligible customergenerator served under this schedule is responsible for all charges from its
otherwise-applicable rate schedule including monthly minimum charges, base
charges, energy charges, demand charges, and surcharges.

SPECIAL CONDITIONS
1. Metering Equipment. Net metering under this schedule shall be
accomplished using a single meter capable of registering the flow of
electricity in each direction. If the Association's electrical meter at the
customer-generator's site is not capable of measuring the flow of electricity
in two directions, the customer-generator may be responsible for expenses
involved in purchasing and installing a meter that is capable of measuring
electricity flow in two directions.
The customer-generator shall pay the differential cost between any other
additional metering requested or required and the metering normally
provided by the Association to customers who do not receive service under
this schedule.

2. Engineering Review. All customer-generators must have an LPEA


engineering review and approval for a net metered interconnection at the
proposed location in LPEA' s distribution system and shall be responsible for
all expenses involved in the review as well as necessary system upgrades.

3. Billing. The billing period to be used under this schedule shall be the
customary billing period for ordinary residential or other service rate schedules.
In any billing period where the electricity supplied to the customer-generator by
the Association exceeds the electricity generated by the customer-generator, the
Association will bill the customer-generator for the net electricity consumed per
the terms of the rate schedule. In billing periods where the electricity generated
by the customer-generator exceeds the electricity supplied by the Association,
the customer-generator is required to pay only the base charges and minimums
that the customer would have otherwise paid under the applicable rate schedule.
On April 1st of each year, the Association shall pay a credit for excess
generation to the customer-generator equal to the Association's avoided cost,
which shall be the average cost per kilowatt hour to the Association for the
immediately preceding calendar year times the excess kilowatt hours generated
by the customer in the previous twelve months.

4. Safety and reliability. The design and installation of the customer-generator's


net metering system must comply with all applicable laws and regulations and
shall meet all current and future safety and performance standards established
by the Association's Interconnection Standards, National Electric Code, the
Institute of Electrical and Electronics Engineers, and Underwriters Laboratories,
Incorporated and be approved by the Association.

MINIMUM CHARGE
M inimum annual or monthly charges may be established by special contractual
arrangements with each custon'ler. The term o f the contract and the monthly
minimum charges shall be deterrnincd by the cost of providing service in
accord ance with the provisions o f the extension policy. Payment of the contractual
minimum charge shall entitle the customer to the usc of capacity and/or energy
corresponding to the minimum charge in accordance with the foregoing rate.
T he Time of Use Three Phase rate is voluntary and shall be applicable to the firs t

thereof~ for which the bill is rendered, as indi cated or recorded by a demand

Should such measurements indicate that the power factor at any time is less than

owner for the cost of such facilities.
MINIMUM C HARGE

POWER FACTOR
The Association reserves the right to measure the power factor at any tirne. Should such
measurements indicate that the power factor at any time is less than 95%, the owner of
the load will be given 90 days to correct the power factor to 95%. If the power factor
remains uncorrected after 90 days, the Association will install facilities to correct the
power factor of the load to at least 95% and bill the owner for the cost of such faci lities.

MINIM UM CHARGE
Minimum annual or monthly charges shall be established by special contractual
arrangements with each large commercial customer. The term of the contract and the
annual or monthly minimum charges shall be determined by the cost of provid ing
service in accordance with the provisions ofthe extension policy. Payment of the
contractual minim um charge shall entitle the customer to the use of capacity and/or
energy correspond ing to the minimum charge in accordance with the foregoi ng rate. The
monthly fac ilities charge covers fixed costs associated with maintaining facilities ready
to serve customer load. Payment of this fcc does not entitle the customer to the use of
any energy or capacity.

DETERMINATION OF BILLrNG DEMAND
T he coincident billing demand shall be the kilowatt load used by the consumer
for the period of fifteen ( 15) consecutive minutes during the tim e coincident with
the Association's monthly peak demand between the hours of 12:00 pm and
10:00 pm Monday through Saturday, excluding T hanksgiving and Christmas, as
indicated or recorded by a demand meter. If such rnetcr measures power and
energy at the delivery transformer secondary voltage such readings shall be
adjusted to account for trans former losses as if the meter were measuring power
and energy at the transformer primary vo ltage.

METERING
The purchasing utility shall install, or cause to be installed , a single metering and
recording device at the Point of Delivery. Such metering and recording device
sha ll be of a type and accuracy acceptable to the Association. Such metering and
record ing device shall: (a) be capable of measuring and registering energy delivery;
(b) be capable of m easuring and recording fifteen (1 5) minute integrated demand
for each fifteen (1 5) minute time interval; (c) shall have sufficient recording
capability or memory to store at least thirty-six (36) days of fifteen (15) minute
integrated demand data; and (d) shall have capability of being read remotely with
ex isting Association so ftware.

SPECIFICATIONS FOR SERVICE
Each lamp will be operated from a series or multiple circuit at the Association's
option. The type of fixtures and supports will be in accordance with the
Association's specifications. Service includes energy supplied from the
Association's overhead circuits, maintenance, lamp, and glassware renewals
except when such renewals are required as a result of vandalism or malicious
mischief. Lamps will be controlled by the Association to burn each night from
dusk to dawn.

Association Charges
1. Application Charge- For all applications for Electric Service where a new account is
established the charge shall be $25.00.
2. Service Charges - For all service trips to read a meter for account change, collect a bill,
disconnect a service for non-payment, to change out a meter due to an opt out request,
reconnect service after non-payment disconnect, for interruptions caused by consumer
negligence, or failure of consumer owned equipment, even though the Association is unable to
perform any work beyond the Point of Delivery the charge shall be:

3. Disconnect/Reconnect Charge - For disconnecting/reconnecting a service for non-payment on

waived.
5. Insufficient Funds Charge - For all checks returned to the Association marked unpaid the
