PROJECTED USE OF MORRIS COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT 2010 PROGRAM YEAR FUNDS

The finalized amount of 2010 Community Development Block Grant (CDBG) funds for the Morris County Consortium is $2,453,876 with anticipated program income of $100,000. A total of 56 activities were considered for funding as part of the 2010 CDBG Program in Morris County. Application requests exceeded $3.1 million. The following 31 activities were determined by the Community Development Revenue Sharing (CDRS) Committee to meet overall county needs and local and national objectives. Funding amounts may be modified slightly, depending on actual 2010 award received. Of the total available for 2010 activities (exclusive of program administration), 100 percent will be used for activities that benefit low/moderate income persons. OTHER RESOURCES The County of Morris also receives funds through the HOME and Emergency Shelter Grant Programs. Morris County will receive HOME funds estimated to be an amount of $1,164,740 and ESG funds estimated to be $99,683. The HOME funds will be used for program administration, construction of affordable housing units, First Time homebuyer education, Tenant Based Rental Assistance and downpayment assistance. The ESG funds will be used for essential services and operating costs at homeless shelters, as well as homeless prevention. Of the total available for 2010 activities (exclusive of HOME program administration), 100 percent will be used for activities benefiting low/moderate income persons. Proposed Amendments to the 2005 and 2009 Township of Parsippany-Troy Hills Community Development Block Grant Programs The 2005 CDBG Program is being amended to reflect the cancellation of the Installation of Sidewalks on Littleton Road activity in the amount of $50,000. The Township has decided not to undertake this activity at this time as the County of Morris is planning to redevelop the adjoining intersection and this area in the near future. The Township proposes to add the $50,000 to the 2009 Housing Rehabilitation Program allocation. DISPLACEMENT POLICY

The County of Morris and the Township of Parsippany -Troy Hills have established a policy on Displacement and Benefits. This policy applies to all involuntary, permanent displacement resulting from CDBG activities. As a policy, the County and the Township will minimize displacement by limiting activities to those that do not require displacement. If displacement is required, the County and the Township will comply with the Uniform Relocation Act (URA). If the URA is not applicable, the County and the Township will provide reasonable benefits including prompt notification of possible relocation, referral assistance and advice and counseling if needed.
