What is understood by the word democracy?

Three types of democracy, weak and strong points of


each type.
The most widespread form of government today is democracy in all its various forms. But what are the
differences between them and what does the term democracy actually mean?
To begin with, Id like to give this word a definition. Democracy means a system of government in which
power is vested in the people who rule either directly or through freely elected representatives. But its
not merely a set of constitutional rules and procedures. Democracy requires different institutions to
flourish, above all, a system of checks and balances. This means that the government should have a
separation of power between the executive, legislative and judicial branches. Second, the democratic state
rules on behalf of the people. Third, there should be a rule of law and equality before the law.
In the modern world there are 3 types of democracy, each with its own advantages and disadvantages.
The first is democratic centralism, as it was, for example, in the USSR. Democracy in this case consisted
in the fact that the highest body of the Party was its congress to which delegates were elected by local
organization. Regarding its negative and positive aspects on one hand, democratic centralism is
considered easier and faster at making decisions. Greater control of society also ensures stability and
greater interference of the government in the economy can help to avoid crisis. Moreover such a regime
maintains discipline. On the other hand, party member's decisions are not always based on the true
interests of the people. Besides that, there is no pluralism, no discussions. At the same time the
government constantly interferes in people's private lives and the amount of freedoms is limited.
The next type is direct or participatory democracy. This kind of democracy involves most citizens in
either holding office or otherwise making policy. Direct democracy means protection of true interests. But
unfortunately its only viable in small territories and some ignorant people can make the wrong decisions.
Now, the last type is representative democracy. This is the most used kind of democracy today. It is any
system of government in which leaders are authorized to make decisions by winning a competitive
struggle for the peoples vote. This system also gives a chance to ordinary members to be actively
involved in policy. However, some people believe that direct democracy is likely to lead to bad decisions
because people often decide large issues on the basis of fleeting passions and in response to popular
demagogues.
In conclusion Id like to say that each type has its advantages and disadvantages. And from my point of
view, there is no ideal one. Some people say that democracy is a fiction, because interests of all people
cant be considered and everything is always decided for us by someone else. So, the question about it is
still to be debated.
