For the third time since last May, D.C. Mayor Muriel Bowser on Feb. 10
submitted the name of gay businessman and real estate developer David
Franco to the D.C. Council for conrmation for a seat on the citys Zoning
Commission.
Similar to the rst two submissions, most Council observers expect Council
Chair Phil Mendelson (D-At-Large) to continue to block the nomination from
proceeding to a hearing and vote by the full Council.
Mendelson told the Washington Blade last September hes concerned that
Francos role as principal owner of the real estate development rm Level 2
Development raises the perception that he would have a pro-development
bias rather than a neutral stance on development-related issues before the
commission.
Franco, who also owns the D.C. retail clothing store Universal Gear, has
said he would recuse himself from any zoning matter that involves Level
2 Development. He has also said his knowledge and experience in the
development business would enable him to provide an important perspective
for the commission in a fair and impartial way.
But Mendelson has said Francos appointment would create a troubling
dynamic on the Zoning Commission, which, among other things, regulates
the size and density of buildings and development projects.
In her previous two submissions of Francos nomination, Bowser withdrew
the nomination one day before a 90-day deadline set by D.C. law for Council
approval of nominations for boards and commissions, according to Mendelson
aide Evan Cash. Under that law, a nomination automatically is deemed to be
disapproved if the Council doesnt act on it within the 90-day period.
In her Feb. 10 submission letter, Bowser told Mendelson a majority of the
Council supports a hearing to allow Mr. Franco to present his qualications.
Similar to the two previous submissions, Francos nomination was sent to
the Councils Committee of the Whole, which Mendelson chairs. Cash, the
committees sta director, told the Blade on Wednesday that no hearing has
been scheduled for the Franco nomination and he is unaware of plans by
Mendelson to schedule a hearing.
In a Feb. 16 memorandum sent to all Council members, Council Secretary
Nyasha Smith said Francos nomination would be declared disapproved on
Thursday, May 26, 2016 without Council approval.

South Dakota Gov. Dennis Daugaard
this week vetoed a bill that would
have enabled discrimination against
transgender students by prohibiting them
from using a public restroom consistent
with their gender identity, making him
the rst governor in the country to veto a
so-called papers to pee bill.
In his veto message, Daugaard said the
measure, HB 1008, does not address
any pressing issue aecting schools or
students in South Dakota.
As policymakers in South Dakota, we
often recite that the best government is
the government closest to the people,
Daugaard said. Local school districts can,
and have, made necessary restroom and
locker room accommodations that serve
the best interests of all students, regardless
of biological sex or gender identity.
Daugaard criticized the measure
for imposing statewide standards on
bathroom use for transgender students,
saying the bill removes the ability of local
school districts to handle the issue.
If and when these rare situations arise,
I believe local school ocials are best
positioned to address them. Daugaard
said. Instead of encouraging local
solutions, this bill broadly regulates in a
manner that invites conict and litigation,
diverting energy and resources from the
education of the children of this state.
The Republican governor had until
Tuesday to sign the legislation, veto it or
allow it to become law by taking no action.
The governor had kept silent about his
position on the bill until now. He met with
State Rep. Fred Deutch, the chief sponsor
of the bill in the House, on Tuesday.
The legislature seems unlikely to attempt
to override the veto. In a statement,
Deutch said hell urge colleagues to sustain
the governors action to keep the spotlight
o South Dakota.
Because I think the national focus
on South Dakota should be our
positive business environment, strong
labor market and the excellent work
our schools do, I am going to ask my
legislative colleagues to concur with the
governors veto, Deutch said. Further
focus on this issue will detract from the
other signicant accomplishment of the
legislature this session.

Liberals boycotted South Africa and
forced companies like Ford and IBM to
scale back protable complicity with apartheid. Saudi Arabia, Iran and many others
prescribe beheading for the crime of being gay, while they degrade and oppress
all their women. Where are the campus
protests against these countries or the U.S.
corporate enablers that arm and sustain
them? Where do Apple, Facebook, Microsoft and Google stand on gay or womens
rights in such markets?
The Catholic Church has settled thousands of molestation lawsuits. Yet thousands more LGBTQ people have had their
careers and lives ruined by homophobic
faculty members who are protected by cover-ups at our colleges and universities. Why
are not all LGBTs entitled to the truth about
our lives?Why do both parties and the media refuse to hold liberal-run universities
accountable to the same tough standards

Local MC RADBOD preaches the gospel of womyn empowerment. Her sound is 90s/
early 00s hip-hop with pop and funk inuences.
Billing herself as a serious, up-and-coming artist, RADBOD writes all her own music
and encourages people to rethink the way they use the word pussy.
Her eponymous EP came out last week and shes busy making videos (check out her
track Da Omnivores on YouTube), performing at local venues and carving out a niche
for herself in the D.C. music scene. Her music can be sampled at soundcloud.com/
radbod or on iTunes and Spotify.
Yasmin Radbod, a 23-year-old Washington native, grew up in Mt. Airy, Md., then
moved to Santa Fe, N.M., when she was 14. She went to college in Baltimore, spent a
year studying in China then worked abroad for a few years before returning to D.C. last
August to launch her music career.
RADBOD is in a relationship and lives in Southeast Washington.
I love writing what I feel, she says. Performing releases a lot of built-up tension. I
always sleep better after a show.

The Wizard of Oz (May 3-15) is coming

going unless you know where youve been,
Stand by Me: The Forgotten History
of Gay Liberation by Jim Downs (Basic
Books, March 1) is a great look back at
the eorts, activism, and advocacy for gay
rights. Davis dug deep to nd stories that
arent usually told tales of religion within
the gay community and its eorts, how
African Americans have gured in LGBT
history, where violence has occurred and
the behind-the-scenes politics of equality.
Gender identity has also been in the
news a lot lately, and in A Murder Over a
Girl by Ken Corbett (Henry Holt, March
1), youll read about 15-year-old Larry
King, whod recently begun identifying as
Leticia, and her murder at the hands of
a 14-year-old classmate at a junior high
school in California. Corbett was at the
ensuing trial and had access to interviews
and records, making this book a true
crime fans must read. You may also want
to share this book with parents you know.
Spring may have you thinking thoughts
of love, and The Golden Condom by
Jeanne Safer, PhD (Picador, April 5) can
help your thoughts wander. This book
is about love lost and found, saved and
destroyed, but not just love of the romantic
kind. Safer, who is a psychotherapist, also
looks at friendships, sibling rivalry and
amour from afar.
If youre a man, why would you want
to perform in womens clothing? In
Why Drag? by Magnus Hastings,
introduction by Boy George (Chronicle
Books, May 17), youll get an idea of the
fun and the frustration, including pictures
and thoughts from drag queens of TV
and stage. Some are sassy, some are
philosophical, all lead up to individually
fascinating answers to why?
