Background

The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the
political process to address Climate Change. The Convention secretariat is supporting the Convention
and its Kyoto Protocol by a range of activities, including substantive and organizational support to
meetings of the Parties.

The Information Technology Services (ITS) programme provides services in the area of
Information Technology infrastructure, systems and support services, including administration of mission-
critical systems such as the International Transaction Log. The programme ensures an integrated
approach to IT systems support that delivers timely, high-quality and responsive IT services to Parties
and the secretariat.

Responsibilities

Working closely with the Executive Secretary, and reporting directly to the Deputy Executive
Secretary, the incumbent directs and manages the activities and operations of the Information
Technology Services programme, ensuring the successful implementation of the work programme and
the effective management of the financial and human resources; also contributes to the overall
management of the secretariat through membership in managerial groups. In particular the incumbent
will:

1. Coordinate and manage the sub-programmes and provide strategic directions to accomplish
mandated functions and objectives of the programme. Provide direction in planning, execution and
enhancements of IT methodologies, strategy, processes, development, operations and support.

2. Direct and coordinate the implementation of all activities and projects to ensure that goals and
objectives are met and outputs are delivered in a timely fashion. Create and update mid and long
terms plans related to investments and management of IT solutions; provide technical forecasts and
coordinate work schedules that is aligned to the secretariat and its programmes needs. Conduct
regular reviews with sub-programmes management and technical leads, assessing performance,
budget, issues, potentials risks and initiating corrective actions.
3. Lead the IT services in the area of Information Technology infrastructure, systems and support
services. Introduce new concepts and empower staff in the sub-programmes and the technical panel
to create innovative and sustainable IT solutions. Propose significant new projects to the IT
Management Committee and the management team, maintain a positive and effective working
relationship between the ITS programme and other programmes in the secretariat, advise on the role
of information and communication technology in combating climate change and provide regular
briefings to the Executive and Deputy Executive secretary.
4. Direct the programme’s operations and administration of financial and human resources. Undertake
or oversee the programmatic/administrative tasks necessary for the functioning of the programme,
including preparation of inputs for results -based budgeting, reporting on performance, evaluation of
staff performance and recruitment of staff. Manage, guide, develop and train staff under his/her
supervision.

Requirements

• Minimum requirements are for advanced university degree in Computer Science /Engineering or
related field or disciplines. A combination of relevant academic qualifications and extensive
experience may be accepted in lieu of advanced degree.
• At least fifteen (15) years of progressively responsible experience in planning, design, development,
implementation and maintenance of information systems and/or IT infrastructure. Proven
experience of successful IT project management is required. Four to five years should have been at
the international level.
• Fluency in English. Working knowledge of another UN official language is desirable.
