Available:
In all territory served by Umatilla Electric Cooperative in Umatilla, Morrow & Union Counties in Oregon.
Applicable:
To single-family residential accounts for all electric requirements when all service is supplied at one point of connection.
Basic Charge:
$18.00 per billing month
Energy Charge:
March November
Block 1: 6.37 cents per kWh (First 1,100 kWh)

Block 2: 8.00 cents per kWh (Over 1,100 kWh)


December February
Block 1: 6.37 cents per kWh (First 1,800 kWh)

Block 2: 8.00 cents per kWh (Over 1,800 kWh)


Franchise Taxes:
The amounts of any franchise fees or taxes levied on UEC by a quasi-municipal entity will be added to the customers bill
to the extent that such fees or taxes exceed 3.5% of the base customer bill.
Minimum Charge:
The minimum monthly charge shall be the sum of the Basic, Energy and Franchise Charges. A higher minimum may be
required under contract to cover special conditions.
Continuing Service:
This schedule is based on continuing service at each service location. If a customer disconnects a service for a period of

time and then reconnects the service, UEC will bill the customer for all minimum monthly charges that were missed while
the service was disconnected.

Schedule 2
General Service RateLess Than 25 kW
Available:
In all territory served by Umatilla Electric Cooperative in Umatilla, Morrow & Union Counties in Oregon.
Applicable:
To seasonal accounts, three-phase residential accounts, domestic accounts, single-phase irrigation accounts and

commercial accounts with an expected, or historical measured demand of less than 25 kW. All electric service is supplied
at one point of connection.
Basic Charge:
$25.50 per billing monthly

$306.00 per billing annually


Energy Charge:
9.55 cents per kWh
Irrigation Rate Discount:
During May, June, July, August and September. UEC expects to purchase a block of power from BPA for use by UECs

irrigators. Any savings that UEC receives from this BPA Irrigation Rate Discount will be distributed to UECs irrigators.
Franchise Taxes:
The amounts of any franchise fees or taxes levied on UEC by a quasi-municipal entity will be added to the customers bill.
Billing:
Billings may be issued monthly, seasonally, or yearly. If UEC determines that conditions, such as low usage or poor access
to the meter, do not justify reading monthly, then readings may be less often or yearly.
Minimum Charge:
The minimum monthly charge shall be the sum of the Basic, Energy and Franchise Charges. A higher minimum may be
required under contract to cover special conditions.
Continuing Service:
This schedule is based on continuing service at each service location. If a customer disconnects a service for a period of

time and then reconnects the service, UEC will bill the customer for all minimum monthly charges that were missed while

Level One Commercial Rate- 25 kW to 100 kW
Available:
In all territory served by Umatilla Electric Cooperative in Umatilla, Morrow & Union Counties in Oregon.
Applicable:
To non-irrigation commercial accounts with an expected, or historical measured demand of 25 kW to 100 kW. Service shall
be 60 cycle, alternating current at such voltage as the Cooperative has available.
Basic Charge:
$33.85 per billing month.
Energy Charge:
4.00 cents per kWh.
Demand Charges:
$6.00 per kW of metered maximum demand* per month
Reactive Power Factor Charge:
If the average power factor is less than 97%, a power factor penalty shall be charged as follows:
1. Subtract the average power factor from 97%.

2. Multiply the result times the metered maximum kW demand.*

3. Multiplying the result by $6.00 equals the power factor charge.


Harmonics Power Quality Charge:
A harmonics power quality charge may be billed by UEC Board Policy.
Franchise Taxes:

cycle, alternating current at such voltage as the Cooperative has available.
Basic Charge:
$38.50 per billing month
Energy Charge:
3.95 cents per kWh (Less 0.52 cents per kWh for usages from 10:00 pm until 6:00 am and all day Sunday.)
Demand Charge:
$6.00 per kW of HLH demand* per month.
Reactive Power Factor Charge:

Schedule 5
Level One Industrial Rate-Over 300 kW
Available:
In all territory served by Umatilla Electric Cooperative in Umatilla, Morrow & Union Counties in Oregon.
Applicable:
To non-irrigation accounts with an expected, or historical measured demand of over 300 kW. Deliveries at more than one
point, or more than one voltage will be separately metered and billed. Service for intermittent, partial requirements, or

highly fluctuating loads, or where service is seasonally disconnected during any one-year period will be provided only by
special contract for such service.
Basic Charge:

$220.00 per billing month


Energy Charge, Group Baseline:
Accounts with an average maximum energy usage of 300,000 kWh in the highest 3 months of the previous 36 months will
be assigned to a monthly baseline of 75,000 kWh to be billed at the Block 1 rate; usage over the 75,000 kWh baseline will
be billed at the Block 2 rate:

Block 1: 3.52 cents per kWh (Less 0.52 cents per kWh for usages from 10:00 pm until 6:00 am and all day Sunday)
Block 2: 4.32 cents per kWh (Less 0.52 cents per kWh for usages from 10:00 pm until 6:00 am and all day Sunday)
Demand Charge, Group Baseline:
$6.25 per kW of HLH demand* per month.
Reactive Power Factor Charge:
If the average power factor is less than 97%, a power factor penalty shall be charged as follows: 1. Subtract the average

power factor from 97%. 2. Multiply the result times the metered maximum kW demand.* 3. Multiplying the result by $6.25
equals the power factor charge.

Energy Charge, Individual Baseline:


Accounts with an average maximum energy usage over 300,000 kWh in the highest 3 months of the previous 36 months
will be assigned to an individual monthly baseline, calculated on a rolling 3 year, month over month, average. The

calculated individual baseline kWh will be billed at the Block 1 rate; usage over the individual baseline will be billed at the
Block 2 rate:

Block 1: 3.80 cents per kWh (Less 0.52 cents per kWh for usages from 10:00 pm until 6:00 am and all day Sunday)
Block 2: 4.25 cents per kWh (Less 0.52 cents per kWh for usages from 10:00 pm until 6:00 am and all day
Sunday)

Demand Charge, Individual Baseline:


$6.00 per kW of HLH demand* per month.
Reactive Power Factor Charge:
If the average power factor is less than 97%, a power factor penalty shall be charged as follows: 1. Subtract the average

UEC New Large Load Policy


A New Large Load (NLL), for the purposes of this policy, is any load associated with a new facility, an existing facility, or
an expansion of an existing facility:

(a) Which was not contracted for, or committed to, as determined by the Management of Umatilla Electric Cooperative
(UEC) prior to January 1, 2012; and

(b) Meets the criteria, as determined by UEC Management and policy, to warrant an individual baseline calculation to
define the relative proportion of Block 1 to Block 2 energy the load is eligible to receive to meet their (New Large
Load) power requirement.

In the instance that a single entity is served at multiple metering points, the determination of applicability of this policy to
the individual meters, or the entity as a whole, shall be left to the judgment and discretion of the Management of Umatilla
Electric Cooperative.

Applicable to the Entities/Accounts affected by this policy, there shall be a limit to the growth of the individual baseline

of 5 average megawatts of total Block 1 energy per meter. Any growth beyond that 5 average megawatts shall be billed at
the Block 2 rate or at Umatilla Electrics Above High Water Mark power cost.

Loads designated as a New Large Single Load (NLSL) by Bonneville Power Administration (BPA) will not be eligible for an

individual baseline calculation to define the relative portion of Block 1 to Block 2 energy the load is eligible to receive to
meet their (New Large Load) power requirement. Absent a specific power supply agreement, such a load will be served at
BPAs New Resource Rate.

This policy is subject to change based upon direction provided by the UEC Board of directors.
Harmonics Power Quality Charge:
A harmonics power quality charge may be billed by UEC Board Policy.
Franchise Taxes:
The amounts of any franchise fees or taxes levied on UEC by a quasi-municipal entity will be added to the customers bill.
Scheduling Load:
Customers on this rate must cooperate in scheduling their load according to UEC Board Policy.
Minimum Charge:
The minimum monthly charge shall be the sum of the Basic, Energy, Demand, Harmonics, Franchise Taxes, and Power
Factor Charges. A higher minimum may be required under contract to cover special conditions.
Continuing Service:
This schedule is based on continuing service at each service location. Disconnect and reconnect transactions shall not
operate to relieve a Customer from minimum monthly charges.

Schedule 6
Level Two Industrial Rate-Over 10,000 kW
Available:
In all territory served by Umatilla Electric Cooperative in Umatilla, Morrow & Union Counties in Oregon.
Applicable:
To non-irrigation accounts with an expected, or historical measured demand of more than 10,000 kW and a minimum
monthly kWh usage of 85% of the kW load size times the number of hours in that month. Deliveries at more than one
point, or more than one voltage will be separately metered and billed.

Contract Minimum Billing:


In the event of an existing Agreement for Electric Service and Purchase of Power Agreement between the Member and

Umatilla Electric Cooperative (UEC), it is understood that the terms and provisions of the agreement will supersede the
applicable requirements of the Level Two/Industrial Rate Schedule No. 6.
Energy Charge:
UEC will calculate an Individual Base Line (IBL) for each monthly billing period, pursuant to standard rate making

methodology utilized by UEC for all its customers in similar industrial rate classifications; provided, however, that the
Consumers CBL may not increase by more than 365,000 kWh during any monthly billing period relative to the same

monthly billing period during the prior year. During each monthly billing period, electric consumption up to the IBL will be

served at UECs average cost of power, Block 1, while electric consumption above the IBL will be served at UECs above high
water mark power cost, Block 2.

Block 1 per kWh: Pass through of average per kWh wholesale Part A power costs.
Block 2 per kWh: Pass through of average per kWh wholesale Part B power costs.

*Accounts on this rate are subject to Bonneville Power Administration (BPA) and Pacific Northwest Generating Cooperative

(PNGC) true-up charges or credits at the end of each Operating Year. These true-up charges or credits will apply on a pass
through basis.

The energy charge rate described in Level Two/Industrial Rate Schedule No. 6 will apply only if, and to the extent, the

members load or portion thereof is not designated by BPA as a New Large Single Load as defined in the Pacific Northwest
Electric Power Planning and Conservation Act (Northwest Power Act, P.L. 96-501).
*Demand Charge:
$7.50 per kW of highest 30-minute peak demand per month
Reactive Power Factor Charge:
If the average power factor is less than 97%, a power factor penalty shall be charged as follows: 1. Subtract the average

power factor from 97%. 2. Multiply the result times the maximum kW demand.* 3. Multiplying the result by $7.50 equals
the power factor charge.
*Fixed Charges:
Monthly Customer Charge: $1,575.00
* Note: The Demand Charge and Fixed Charge may be collected through a fixed monthly Operations & Maintenance Fee
and a fixed monthly Margin Requirement Fee at UECs discretion and through the execution of a specific Power Supply
Agreement.

Accounts with an average maximum energy usage of 400,000 kWh in the highest 3 months of the previous 36 months will

be assigned to a monthly baseline of 100,000 kWh to be billed at the Block 1 rate; usage over the 100,000 kWh baseline
will be billed at the Block 2 rate:

Event & Sporting Complex Lighting Rate
Available:
In all territory served by Umatilla Electric Cooperative in Umatilla, Morrow & Union Counties in Oregon.
Applicable:
To accounts for the purpose of lighting outdoor sports fields that are normally used for football, baseball, softball,
tennis, races, and other organized competitive sports. Service shall be 60 cycle, alternating current at such voltage as
the Cooperative has available. Service under this schedule shall be supplied at one point of delivery through one
kilowatt-hour meter.
Basic Charge:
$65.00 per billing month
Energy Charge:
4.00 cents per kWh
Franchise Taxes:
The amounts of any franchise fees or taxes levied on UEC by a quasi-municipal entity will be added to the customer's
bill.
Minimum Charge:
The minimum monthly charge shall be the sum of the Basic, Energy and Franchise Charges. A higher minimum may be
required under contract to cover special conditions.
Continuing Service:
This schedule is based on continuing service at each service location. If a customer disconnects a service for a period of
time and then reconnects the service, UEC will bill the account for all minimum monthly charges that were missed while
the service was disconnected.
