Oplan ‘Full Moon?’

Good luck charm at donasyon
Binili daw nila magkakaibigan mula sa ipon nila at binigay sa akin for good luck. At kanino sila tumaya?

ESTRADA: VILLAR A CERTIFIED ‘LIAR’
SEN. Manuel Bamba Villar concocts lies to mislead the public about his participation in shady deals, former President Joseph Estrada said yesterday.
The standard-bearer of Pwersa ng Masang Pilipino said Mr. Villar believes in his own lies as he challenged the senator to answer the allegations one-by-one and face the issues head-on. Mr. Estrada added that Mr. Villar lied when he did not disclose in his Statement of Assets and Liabilities in 2007 and 2008 the P5 to 8 billion profit he and his wife made from the sale of their VLL stake. He said the windfall was not reflected in the SALN he and his wife, Las Piñas Rep. Cynthia Villar, jointly filed. He pointed out that the couple’s assets remained unchanged at P1 billion. Mr. Estrada also said Mr. Villar also lied about the actual amount he was able to raise from the sale. In previous interviews, Mr. Villar gave different figures. Mr. Estrada asked. Mr. Villar ’s biggest lie, Mr. Estrada said, was when the senator denied that he ever applied pressure on the Philippine Stock Exchange which resulted in the lifting of the lock-up rule on his firm, Vista Land and Landscapes, in 2007. The incontrovertible fact is that Mr. Villar did, Mr. Estrada said, and the stock exchange gave in to his request. Senate President Juan Ponce Enrile confirmed the allegation, that Mr. Villar displayed behavior totally inappropriate for a high government official. He said that Mr. Villar was then the sitting Senate President. Maricel Cruz

NCRPO: Metro Manila safer during gun ban period
NATIONAL Capital Region Police Office (NCRPO) chief Director Roberto Rosales has cited the strict implementation of the Commission on Elections (Comelec)-imposed total gun ban for the decrease in the number of crimes committed in the metropolis. ”With the strict implementation of the total gun ban on top of the intensified patrol and anti-criminality operations of the National Capital Region Police Office, Metro Manila is getting safer and more secured,” said Rosales. According to NCRPO records, compared with the number of crime incidents registered last year (CY 2009), there are significant decreases in the monthly averages observed this year especially on high-profile crimes such as robbery, which was down by 35.4 percent (from 951 to 702 incidents per month); carnapping – down by 18.1 percent (from 152 to 129 incidents per month); murder – down by 8.45 percent (from 50 to 46 incidents per month); physical Injuries – down by 73.6 percent (from 1,056 to 608 incidents per month); and even rape which is down by 8.53 percent (from 46 to 42 incidents per month).

‘Expanded’ Spanish in curriculum
THE Department of Education (DepEd) is expanding its program covering the reintegration of Spanish language subject in the country's basic education curriculum. Education Secretary Mona Valisno said the program would cover 50 more schools, 100 teachers, and an estimated 8,000 students per school year from 2010 to 2011, and 2011 to 2012. She said the initial implementation of the program covered the training of some 35 teachers and about 1,000 students that benefited from the reintegration of Spanish language in the basic curriculum. Records show that 60 third year high school student of pilot school Dolores National High School in Sta. Cruz, Marinduque have completed the first year of their language training. The school is now preparing to proceed with the second phase of the implementation of the program next school year while incoming third year students will begin their Spanish lessons by that time.

EcoWaste coalition asks candidates to stop trashing Mother Earth
HEADING into the final two weeks of the lively campaign for almost 18,000 elective posts, a waste and pollution watchdog repeated its plea to all the 50,000 candidates to arrest the unimpeded wastefulness in the campaign that is defiling the trees and the environment. “As the campaign heads into the homestretch, we find the utter disrespect against Mother Earth becoming more blatant and widespread,” lamented Roy Alvarez, President, EcoWaste Coalition. “The political ad bonanza is undeniably turning our streets and even the skies into instantaneous and uncontrolled dumpsites,” he pointed out. The EcoWaste Coalition specifically bemoaned the way political candidates and their supporters have been desecrating trees with assorted campaign materials, pointing out that nails could damage and stress out trees. “We are deeply saddened by the way trees are violated as if they do not matter,” noted Alvarez, who has planted over 50,000 tree saplings since 1997, particularly in the Sierra Madre Mountain Range.

RP, Japan sign P5-B typhoon rehabilitation loan assistance
THE Philippines and Japanese governments yesterday signed a loan that will finance the rehabilitation of infrastructure damaged by last year's tropical storm “Ondoy” and “Pepeng.” In a statement, the Japan International Cooperation Agency (JICA) said the loan amounted to P5-billion (9.9 billion Japanese yen) for the Post Ondoy and Pepeng Short-Term Infrastructure Rehabilitation Project. With an interest rate of 0.01 percent per annum and a 40year repayment period with a 10-year grace period, this yen loan provides the most concessional terms among various funding sources. “We hope this project will assist the victims of these calamities, and support and strengthen the disaster mitigation efforts of the Philippine government. As a close friend and neighbor, Japan will continue to support typhoon victims to reconstruct and improve the living environment in the Philippines,” Makoto Katsura, Japanese Ambassador to the Philippines said.

Tipong kakaibang level of closeness na yata yun? “That's right... “Ano yung una or bago?” natatawang sagot ni Dingdong. “Can you be more specific? Yung una or

TERM OF ENDEARMENT. You To Me Are Everything? Kung anuman ang reason behind it, siguro she’s just very creative that way, that she came up with a term or a term of endearment like that. Minsan nga, hindi na ako isinasama which is completely fine. DTI: North Harbor deal to hike prices of goods
THE controversial deal between the government’s Philippine Ports Authority (PPA) and a private consortium over the modernization of the Manila North Harbor in Tondo, Manila would lead to higher prices of goods and commodities, according to the Department of Trade and Industry (DTI). On April 11, Manila North Harbour Port, Inc. (MNHPI), a 60-40 joint venture between Harbour Centre Port Terminal, Inc. and Metro Pacific Investments Corp., took over the operation of the country’s busiest domestic port. Under the deal, the consortium was allowed to charge a 5 percent concession fee on ancillary services at the North Harbor, which is not imposed by the PPA in other ports in the country. The 52.5-hectare Manila North Harbor handles purely domestic traffic servicing, including cargo, passenger and vessel. It handles inter-island passenger and cargo traffic entering Metro Manila from other parts of the country. Nearly two-thirds of the country’s domestic port trade pass through North Harbor. The Philippine Liner Shipping Association, Inc. (PLSA) warned that the 5 percent concession fee would lead to higher operating cost, translate to higher passenger fare and cargo freight, and ultimately to higher prices of goods and services. The new port operator also imposed a fee of PhP75 for the issuance of gate pass to truckers/ shippers. About 100 companies belonging to the Supply Chain Management Association of the Philippines (SCMAP) also confirmed that the additional 5 percent concession fee on ancillary services, rendered by thirdparty service providers, would jack up prices of commodities in the country. “Our members cannot absorb such cost increase, so we will be constrained to pass these additional costs to our consumers,” the SCMAP said in a letter to the PPA dated March 31. Even the Department of Trade and Industry (DTI) warned as early as February 2010 that the additional fee would have an “economic impact to shippers, consumers and the general public.” This is because ancillary services, which include bunkering, represent a very substantial part of ship owner’s cost. Data shows that bunkering services account for 30 percent to 40 percent of a shipping line’s operating costs. “To impose a 5 percent concession fee on bunkering services alone could trigger higher cargo freight rates and passenger fares for vessels using the North Harbor. Higher freight and fares will ultimately be borne by consumers and the general public in the form of higher prices of goods, particularly basic and prime commodities,” according to a letter from the DTI signed by Under-secretary Zenaida Maglaya, and addressed to PPA general

The DTI further warned that this additional fee may put the North Harbor at a disadvantage. “We are of the opinion that a fixed permit to operate fee, as in all other ports, might be more appropriate,” the DTI said. Our Daily Bread
When a publishing company asked me to write an endorsement for a new book, I said I’d be glad to. It appeared to be a helpful effort directed to young people, challenging them to live for God in a changing world. But as I read the book, something troubled me. Although it had lots of Scripture and great spiritual advice, it didn’t explain that the starting point for any relationship with God is salvation through Jesus Christ. The writer seemed to imply that the essence of living spiritually in modern society is based totally on action—good deeds—and not on saving faith in Christ. I didn’t write the endorsement. The culture of the church is changing rapidly. Often left behind in the rush to find exciting new ideas is the essential nature of the gospel. The apostle Paul was astonished that people so readily embraced a “different gospel” (Gal. 1:6). What he preached was not from man, but a direct revelation from Jesus Himself (vv.1112). We must never let go of that true gospel: Christ died for our sins, was buried, and rose again for our justification, declaring us righteous before God (Rom. 4:25; 1 Cor. 15:3-4). This alone offers the “power of God to salvation for everyone who believes” (Rom. 1:16). If we want to live for God, this is the only place to start. — Dave Branon No one can say he doesn’t need Forgiveness for his sin, For all must come to Christ by faith To have new life within. —Branon Faith is the hand that must take God’s gift of salvation.

Public Advisory
GLOBE Telecom has completely restored its services in affected areas in Laguna and Paranaque. Service interruption was caused by two fiber cuts that occurred separately on April 22 and 23, 2010. The first cut was caused by a passing 40-foot container van that snagged a portion of the aerial fiber optic cable in the vicinity of Bgy. Timbao, Biñan, Laguna at around 9:00pm, April 22, 2010. Technical teams from Globe were able to restore the line by 5:50pm of Friday, April 23, 2010. Globe Telecom is currently working with local authorities to locate the truck and identify the driver. A second cut occurred late evening of Friday, April 23, 2010, when a pole accidentally fell on the fiber optic cable along the East Service Road in Parañaque. Restoration of the line was completed at 3:00am, Saturday, April 24, 2010. Globe Telecom continues to conduct tests on both lines to ensure that no further damage was sustained. We apologize for the inconvenience these have caused our valued subscribers.

Comelec delivers 50% of PCOS machines
THE Commission on Elections (Comelec) has delivered more than 50 percent of the total number of precinct count optical scan (PCOS) machines to different hubs nationwide in preparation for the May 10 national and local polls. Comelec Commissioner Gregorio Larrazabal reported that as of 9 a.m. yesterday, the poll body had delivered 41,817 machines or 54 percent of the total number of PCOS to be utilized for the scheduled elections. Of the total, 6,538 were sent to different areas in Luzon, while the remaining 35,279 machines were shipped to the Visayas and Mindanao. Larrazabal said the majority of the machines are being delivered in far-flung places first because of geographical considerations. Smartmatic-Total Information Management (TIM) is leasing 82,200 machines to the poll body for the May elections. Of this total, only 76,000 will be deployed while the remaining units will be the spare machines.

FEU grabs 7 championships of 72nd UAAP season
FOR Far Eastern University (FEU), the holistic development and well-being of its students are as important as the quality of education that it provides. To complement their education, FEU encourages its students to excel in physical and sports activities, knowing that these help to instill discipline, hard work, determination and a sense of sportsmanship among them. As proof of the dedication of FEU coaches and students, the university recently won seven championships at the 72nd season of the University Athletic Association of the Philippines (UAAP) including Men’s Football, Men’s Chess, Men’s Table Tennis, Women’s Track and Field, Women’s Table Tennis, Women’s Chess and Women’s Taekwondo. Aside from these triumphs, the university also successfully hosted the 72nd season of UAAP and emerged as Champions in the Cheerleading competition, one of the most anticipated events in the UAAP. During the recent victory dinner, the winning coaches and athletes got together to celebrate the fruits of their hard work. Some of the teams present were the Men’s and Women’s Chess teams headed by Jason Gonzalez, a Chess Grandmaster and an Olympian. Jason recounted the many hours the team spent in rigorous training to prepare for the season. It was the Men’s Chess team’s fourth straight win and the first for the Women’s team which is also composed of two National Masters.

The smiling Daniel
DANIEL seems overwhelmed after winning the 43rd edition of Sports Valley Jai Alai last April 25. He could have taken the combinations 8-3-7 much earlier but a miscalculated move delayed him momentarily. Daniel finally got the 8-3-7 trio together with pelotaris Solaun and Fernandez. Their games merited 3,700 points. Exactly, we have this combination already last March 28, and Solaun and Fernandez landed first and second. Estipona took the third then. But look at their numbers now. Daniel is no.6, Solaun is no.1 and Fernandez is no.7. The trio of 1-6-7 came out last March 12. And also the trio of 7-6-1 came out last April 9. Will these numbers bring luck to them? Watch out.
