CPBs ongoing effort to conduct coastal

The current Toys for Tots Coordinator, Krista Brezina, Executive Director of Childrens Aid, Inc., has decided
not to register as Coordinator this
year. After volunteering for six years
with the program, she and her husband
Kurt Brezina are retiring from the
campaign.
The application to apply for the volunteer role of Coordinator of Toys for
Tots of Calvert County is now open
and can be accessed on the Toys for
Tots website: www.toysfortots.org.
Click on About Toys for Tots and then
on Coordinator Corner. Interested
parties are urged to apply prior to May
1.
As is the case in Calvert County,
in the absence of a local Marine Reserve Unit, Toys for Tots campaigns
may be run by a Local Community
Organization (LCO.) Applicants must
be a member of a local organization
(charity/civic group) to qualify to run
the Toys for Tots campaign in Calvert
County. (The Brezinas ran the campaign the last three years as a LCO via
their own charity, Childrens Aid, Inc.)
Toys for Tots Coordinator applicants
will be subject to a one-time criminal/
credit background check to ensure upstanding citizens are associated with
the program. Approved applicants
must attend New Coordinator training

(Sept. 14 to Sept. 18) in Leesburg, Va.


All expenses for the training are paid
by the Toys for Tots Foundation.
The Coordinator is responsible for
planning, organizing and conducting the campaign in their community. Typical tasks include (but are
not limited to): fundraising and program budget management, securing
donated warehouse space, media relations, updating social media accounts,
scheduling volunteers, registering 80+
drop sites, maintaining applicant registration database, coordinating with
Department of Social Services staff
to verify applicant eligibility, contacting families by phone and email with
their toy distribution appointments,
and collecting, sorting and distributing approximately 8,000 toys, books
and stocking stuffers.
Unfortunately, if no one applies to
take on the position, Toys for Tots will
not continue this year. Toys for Tots of
Calvert County has been helping local
children for the last seven years; approximately 1,075 children received
toys this past Christmas.

Barn Quilt Trail Coming


to Calvert County
The Arts Council of Calvert County
together with the Calvert County Department of Economic Development is excited to announce the launch of a Barn Quilt
Trail in Calvert County. A barn quilt is a
replica of one square from a quilt, painted
on plywood (usually 8 x 8) and mounted on the side of barn or other building.
Thousands of barn quilts exist around the
country including some in Garrett County and Carroll County. Calvert Countys
Barn Quilt Trail will initially include 12
quilts displayed around the county and
will be the first barn quilts to hang in
Southern Maryland.
What an exciting way to honor the
arts, our agricultural heritage and Americas quilting tradition said Rane Franklin, President of the Arts Council of Calvert County. We look forward to the

quilts being designed and erected. And,


we hope to expand this program in the
very near future to involve our students,
much like the Seahorse Project done in
2004. Franklin continued.
To launch this project, the Department
of Economic Development and the Arts
Council are sponsoring a contest to pick
the designs for the first 12 barn quilts, one
of which will become the logo of the Calvert County Barn Quilt Trail (CCBQT).
We encourage all interested Calvert
County residents to submit a geometric
design that could be transferred to an 8
x 8 square. (The submission does not of
course need to 8 x8.) With your design
please provide a short explanation of the
design including a statement on the inspiration for the design. Designs should
be sent to the Arts Council of Calvert

County, Post Office Box 2569, Prince


Frederick, MD 20678, no later than April
30, 2016.
We are thrilled to partner with the
Arts Council on the Barn Quilt Trail
project, said Linda Vassallo, director
of the Calvert County Department of
Economic Development. The trail will
showcase the countys rural character in
a fun, unique way. It joins the Patuxent
Wine Trail and the Patuxent Arts Trail
as yet another attraction that encourages
residents and visitors alike to explore our
beautiful county.

The Maryland State Police in cooperation with CAASA (Calvert Alliance Against
Substance Abuse) and the Calvert County
Sheriffs Office will host a Prescription Drug
Take Back Day on Saturday, March 26, 2016.
The drop off locations are available seven

days a week, 24 hours a day in a continuing


effort to keep prescription medications out
of the wrong hands. Keeping a household
free of unused prescription medications is an
important step to curtailing the prescription
drug abuse issue in Calvert County.

The drop off locations are located at

Calvert Residents in St.


Marys Heroin Investigation

St. Marys County law officers are investigating a heroin overdose that took place in a
secluded portion of the 7th District that had
local residents concerned and looking for answers over the weekend.
Capt. Daniel Alioto, commander of the
vice/narcotics unit of the sheriffs office, said
that one out of four people who had been using
heroin had overdosed on the drug and when
the others realized the danger the person was
in drove to Murphys Town and Country store
and called for emergency medical assistance.
The person who overdosed was from Leonardtown, Alioto said, and survived the ordeal.

Two of the others were from Calvert County and one was from an unknown address.
An Avenue resident informed The County
Times about the incident, concerned with the
suddenness with which it had happened.
The reality of the heroin epidemic in the
state and here in the county, however, Alioto
said, meant that no community was immune
from the problem.
Its everywhere, Alioto said. Nobody
should be shocked about where it is.
The person who overdosed survived, he
said, and States Attorney Richard Fritzs office is still considering whether to levy charges
in the case.

POLICE REPORTS

Possession of Heroin:
On March 15 at 3:59 p.m., Trooper First
Class Esnes responded to the area of Calvert
Memorial Hospital for a report of a suicidal
subject. Keith M. Lucombe, 26 of Huntingtown, was located and transported to the
hospital for an emergency evaluation. Lucombe was treated and released. After being discharged, Lucombe was arrested and
charged with possession of heroin located on
him during the hospital admission process.
He was incarcerated at the Calvert County
Detention Center.
Theft Shoplifting:
On March 16 at 8:01 p.m., Trooper Kaitz
responded to Peking Liquor Store in Chesapeake Beach for a report of shoplifting. The
owner reported Carl S. Smith, 48, of Owings,
had entered the store, placed a bottle of wine
and a bottle of beer in his pocket. When approached, Smith left the store without paying
for the items. Charges for Smith are pending
for theft less than $100.00.
Fugitive Warrant Service:
On March 19 at 9:26 p.m., Trooper First
Class Bray stopped a vehicle on Rt. 4 in Solomons for traffic violations. During the stop,
a passenger in the vehicle, Leonardo M. Hernandez, 35 of Puerto Rico, was identified to

have an outstanding warrant through Puerto


Rico. He was arrested and incarcerated at the
Calvert County Detention Center.
Trespassing:
On March 20 at 12:06 a.m., Trooper First
Class Newcomer responded to the Green
Turtle in Prince Frederick for a fight in progress in the parking lot. James P. Kempf, 26 of
Huntingtown, was ordered to leave the Green
Turtle area and he attempted to return. During this incident, Kempf became disorderly
and again was directed to leave. He ultimately was arrested and charged with trespassing,
disorderly conduct and failure to obey a lawful order. He was incarcerated at the Calvert
County Detention Center.
Trespassing:

was ordered to leave. Minutes later, Heying
attempted to return to the Green Turtle. He
was arrested for trespassing and failure to
obey a lawful order. Heying was incarcerated at the Calvert County Detention Center.

We get one chance to get this right is what Ive heard


since the topic first arose about what to do with that former school property in Prince Frederick.
First heard for me, 2009/2010, when I first ran for office,
the county government was issuing a Request for Proposal (RFP) to determine the fate of the land (the countys
owned portion) that is along Route 2/4 in Prince Frederick
from North of Dares Beach Road to behind the hospital
and eastward from Route 2/4 along Dares Beach Road to
the Calvert High School.
Once in office, the various proposals responding to that
RFP presented nothing new and all were rejected. Another approach was taken. A series of listening sessions
engaging the public yielded a conceptual representation
that became known as Armory Square. It seemed straight
forward from there. My thoughts were, Great, lets find
out what zoning changes are needed to implement and
move forward. Not so.
The county government sent a Request for Qualifications (RFQ) to determine what major developer could and
would enter into discussions to make Armory Square a
reality. The response was less than overwhelming. Basically, the lack of population within the county makes it
a challenge for developers to see a path where it made
economic sense to invest; and frankly, the reputation of
Calvert County (earned or not) of not being the friendliest
for developers made the response to the RFQ a no-show.
Another approach was taken.
The area addressed under Armory Square includes
multiple owners. Three prominent ones are the County
Government, and two private multiple partner entities
known as ECHO and BARGO. So, we began a series of
discussions that would optimally come to an agreement.
After about a year when it appeared more differences than
agreements existed; another approach was taken.
The county entered into exclusive negotiating rights
agreement with the BARGO partner who would seek to
find a major developer to work with the county, and the
ECHO partner. Diligent efforts were made to identify and
sign-up such a developer; but after a year, a firm commitment is not yet in place.
During this process, the county staff worked with various developers to determine the optimum changes in the
zoning ordinance that would provide incentive to bring
Armory Square into reality. Some zoning text amendments were produced, and likely massaged as more and
more is learned.
Our current status of the Armory Square project remains one where we get only one chance to get this right.
We have taken various approaches; have learned much
along the way, and.. Stay tuned for more.

Spike Fahlstrom, of
Tracys Landing, Md., was
born in Cloquet, Minn. on
May 15, 1929, to Paul R.G.
and Louise Fahlstrom. He
died after a short illness on
March 16 surrounded by his
family at the Anne Arundel Medical Center in Parole, Md. He was a member of the
First Church of Christ, Scientist, in Annapolis.He attended school in Cloquet, graduating in 1947, and went to the University of
Minnesota, Duluth, graduating in 1952. He
attained his Masters in Engineering Science degree from The George Washington
University, Washington, D.C. in 1962.His
military and civilian careers very much
tied into his love of aviation. Colonel Fahlstrom learned to fly at age 16, and despite
surviving a plane crash in which his best
friend died, maintained his interest in flying. While at college, Paul joined the U.S.
Marine Corps officers training program;
after his graduation from UMD, he became an officer and pilot. He was proud
of his time as an active-duty Marine, and

upon stepping down from active duty,


joined the USMC Reserves, attaining
the rank of full colonel before his retirement.Colonel Fahlstrom had a long
career with the U.S. Government, as an
engineer. He worked on for NASA on
the Mercury project at Langley AFB and
the Advanced Orbiting Solar Observatory at Goddard Space Flight Center; for
the FAA on the Supersonic Transport,
for DOT on the Federal Airport and
Airways study, and finally, for DODs
DARCOM on unmanned aerial vehicles,
and aviation systems and weapon management. He retired from U.S. Government Service in 1986.He was a prolific
author, notably with Thomas Gleason of
the seminal Introduction to UAV Systems, which has gone through four editions. Colonel Fahlstrom also authored
such books as Old Cloquet, Minnesota, The Great Ontonagon Copper
Boulder, Tales Real and Imaginary,
Burnished by Fire, et al. These tied in
with his great interest and love of family,
history, genealogy, and of course, Cloquet,
where in later years he and Beverly spent
the later summers at their cabin.Colonel

and Louisiana and have been living in
Prince Frederick since 2007. Michelle
was employed as a Travel Agent with
SATO retiring in 2000. In her leisure
time Michelle enjoyed couponing, traveling, casinos, and sitting on the porch
listening to her wind chimes.Michelle
is survived by her loving husband Jeffrey S. Adcock, Sr. of Prince Frederick; children Jeffrey S. Adcock, Jr. of

when Ed was sixteen. He received his BS
in Math in 1957 and his MS in Physics in
1959 from the University of Florida. He
received his MSEE from the University
of Maryland in 1980.Ed had a long career working over thirty years at NASA.
He held positions at Goddard Space
Flight Center in Greenbelt and at NASA
Headquarters in Washington D.C., including Electronic Engineer for Ground
Systems Management and Information
Systems Manager where he served as
the international data systems standards coordinator for the NASA Office
of Space Communications. Throughout
his career he published many professional papers. He loved mathematics
and computer programming. Ed enjoyed
being the treasurer/bookkeeper for several organizations. He was active in the
Unitarian Universalist Church of Silver
Spring.Ed married Janet Campbell in
1962. They moved to Greenbelt Maryland where they raised two daughters.
In 2004 they moved to Port Republic,
Maryland.Eds love of travel began in
1958 when he and a friend bicycled and
hitchhiked throughout Europe. Some of
his favorite travels with Janet were to
China, Russia, Greece, the Galapagos Islands, Peru, Ireland, Turkey, Poland and
hiking the Milford Trek in New Zealand.
He also traveled to Nepal, Thailand and
India.Ed loved to hike and walk everywhere, including around Greenbelt Lake
with his dogs and the shore of the Chesapeake Bay in search of fossils. Ed is
survived by his wife Janet, his daughters Amanda (Steve) Hogan and Sandy
(Tom Egan) and grandchildren Patrick
and Kathryn Hogan.Donations may be

Commissioners Considering Spending


$8.8 Million More Than Revenues

In just three years the Calvert County
Boards of County Commissioners have spent
$20.1 million of the countys fund balance and
according to the staff recommended budget
for fiscal 2017, they plan to spend $8.8 million
more.
In four years, this totals to an expense of
$29 million and leaves only $3.8 million in the
fund balance, otherwise known as the countys savings account.
The $8.8 million from the savings account
would be taken to balance fiscal 2017 Calvert
County total budget of $284.9 million dollars.
According to Commissioner President
Evan Slaughenhoupt, during the years of
growth in the county, previous boards set
money aside for years of crisis and that is
the money they have been using to help get
through the rough economic times the county
is facing.
Its been going on about five years I believe, said Commissioner Mike Hart about
the use of the fund balance. It started basically when the bubble
popped and everything
crashed. Property taxes
went lower, the county
has been bringing in less
than its expenses are, so
it has been balancing the
budget with the fund
balance, he said.
According to Slaughenhoupt, there has been
talk of raising taxes.
We are totally dependent upon two revenue streams, that being
the income tax and the other being the property tax, he said.
However he told the County Times that, I
think somebody would have a hard case to sell
for raising taxes on the citizens when so many
people are still hurting so much.
Hart agreed. My personal opinion is that
you dont raise taxes until youve cut everything that should be cut I dont raise taxes
just to fill a hole in the dam, said Hart. If
taxes are raised you should be asking what
shortfalls are affecting 92,000 people.
Slaughenhoupt, who has been on the board
since 2010, said that the previous board has
already done a lot of cutting. He said they
cut the operating expense by five percent one

year, sliced it another five percent the following year, and the year after that, they sliced another two percent, making a total of 12 percent
cut out of the operating expenses. He added
that any further cuts would have to come out
of one of their largest expense- salaries.
We are at a point now that anymore cutting will actually be a cut in services or functions that we provide to the citizens, and/or
cutting the staff that provide those services
and functions, said Slaughenhoupt.
Although the previous board did do a lot of
cutting, Slaughenhoupt said that it did not help
that much.
We cut and we cut and we cut and had it
been a normal economic recovery, that cutting would have been sufficient and the economy would have rebounded and we would
have been able to continue on our merry way.
But instead, the economy was held down, flattened, and has remained flat for all these years
and thats what caused us to go into the fund
balance, he said.
Slaughenhoupt told the County Times that
fiscal 2017 should be the last year they dip into
savings.

looking at a substantial
increase of revenue and
thats largely because
of Dominion, said
Slaughenhoupt.
Hart agreed. When
Dominion comes online in 2018, it wont be a game changer so
to speak where now all of a sudden we have
money, but we are going to stop taking from
the fund balance, he said.
Come fiscal 2018, Slaughenhoupt said that
they are looking at $25 million more in taxes
from Dominion to be added to the operating
budget.
Slaughenhoupt said that the increase in
fiscal 2017 budget is largely due to increased
costs and long overdue projects.
He said there has been a higher cost for
health insurance for employees, they have
been putting money into OPEB Fund (Other
Post Employment Benefits) which is health insurance promised by the county to those who
have retired, and they are paving roads that

can no longer be put off.


Hart added that they have also been paying
teacher pensions, which they had never done
before, and said they paid about $4.5 million
this year and next year he believes it will be
about $6 million.
Hart explained that the two big expenses,
roads and pensions, were pushed down on
them from the state. In previous years, the
county used to receive $6 million in highway
user fees that were used to pave roads. Recently that number was cut to just half a million.
They were also forced to take on the responsibility of paying teacher pensions.
If the state was paying the pensions and
paving the roads, wed be flat, said Hart.
Hart did add that Governor Larry Hogan is
working to get some of the highway user fees
back to the county for future years.
The projected $8.8 million might be
brought down, however.
Tuesday night, the Board of County Commissioners formally received the staff recommended budget and this, Hart said, is where
the county commissioners will look over and

make the necessary cuts.


I think this is the best approach Calvert
has ever had with its budget because it broke it
down into so many small pieces that you can
really look at it and say, okay, is this a need
or a want?The way its broken down, the
five of us are going to able to look at it and say
maybe something needs to get pushed to 2019
or 2020, said Hart.
Hart said he considers himself a very conservative person.
My goal, and it has been very difficult, is
at the end of my four years I want for us to
have lesser in bonds then when I walked in
and to start putting money back into the fund
balance the goal should be if you cant live
within your means, you dont need it. It is
completely, completely reckless and irresponsible for us to put debt on the next generation,
Hart said.
He added, Using the fund balance is like
the Titanic, you know its going to hit that iceberg. Its not a matter of if, its when.

the coming weeks, offering free rabies vaccinations for county pets.
The free clinics are scheduled as follows:

scholarships and the largest group of recognized scholars in the history of the program.
To celebrate their accomplishments, the
Mid-Atlantic scholars will be recognized
at the annual awards ceremony on Sunday,
April 10 at the Hippodrome Theatre in Baltimore, Maryland. Sam Donaldson, retired
ABC news anchor, will host the ceremony.

Figure Skater, with the Spirit of Achievement
award. World-renowned and retired pediatric
neurosurgeon Dr. Ben Carson will deliver
the keynote speech. This year, the Carson
Scholars Fund introduced the first ever Carson Scholars Hall of Fame. These twenty outstanding alumni will be honored in a special
presentation. The Carson Scholars Fund will
also recognize scholars across the country at
seven additional regional banquets.

Transition Fair

The Special Education Department


of Calvert County Public Schools
(CCPS) and the Special Education
Citizens Advisory Council (SECAC)
will host the annual Transition Fair on
Tuesday, April 19. The event will take
place at Huntingtown High School
from 5:30 to 8:30 p.m.
The Transition Fair provides information and assistance to students
with disabilities and their families to
prepare them for the transitions from
elementary to middle school, middle
to high school, andthe most significant area of focusfrom high school
to post-secondary life, including independent living, employment and
college. Families may choose from
among several break-out sessions and
talk to representatives from adult service providers, advocacy groups and
other agencies.

these students and their families are
invited to visit the Prince Frederick
campus for the Southern Maryland/
Tri-County Transition Expo, another
opportunity to learn about resources
for the transition from high school to
adult living.

an eight class series, Alternative Firing Techniques and Wheel-Thrown Ceramics, taught by Ray Bogle. Use the
potters wheel to make cups, bowls,
and vases, then learn the alternative firing techniques of raku, saggar, and pit
firing. Pieces made during this class
will be fired using only these techniques. No experience necessary,
but all levels welcome. Beginners will
learn foundational skills, experienced
students will focus on specific forms of
interest and refine techniques. 25 lbs
of clay included in tuition fee; materials
fee covers instructors specialty glazes
