The following comes from the public agenda for the Avondale Community Board’s April meeting.
Auckland City Council are still awaiting results on tests taken of the soil at one site at the rear of the
building, but have advice of costs for remedial work for other areas. An engineer’s report on the
structural work required has been received, and plans are being made for the lead paint removal.
The report refers to expected completion time of within the next six months. So far, this sounds like
good news for St &inians.

Subject: Update on the status of St #inians Hall

St Ninians Hall, St Georges Bay Road, Avondale, was closed to the public in March 2007 after the
site was deemed contaminated. Council commissioned Tonkin & Taylor Ltd to undertake a building
and ground contamination assessment. This report confirmed high levels of lead concentrations
within both the interior and exterior paintwork, significantly exceeding recommended levels. The soil
also tested positive for concentrations of lead and benzo(a)pyrene, both considered a potential human
health risk.

A qualitative human health risk assessment indentified the most sensitive receptors at risk from long
term exposure to these potential contaminants are children. Adults are considered lower risk as they
are likely to have a less intimate exposure to both the lead and soil. The assessment concluded that
the levels of lead in the paint and dust samples represent significant human health risk, particularly to
children using the hall.

This report recommended a Tier 2 Human Health risk assessment be undertaken, identifying possible
user groups. This would enable a more site specific clean up according to the intended use. The
information derived from the risk assessment determined appropriate risk mitigation measures to be
adopted at the site according to user groups.

Out of the six tested scenarios, council officers sought to achieve clean up to restore St Ninians Hall
to comply with the scenario 3 (child accompanying an adult for a short period). This scenario allows
for children to visit the site but for shorter periods of time than adults. It is made under the
assumption that St Ninians Hall could accommodate community groups with a mature focus, with
less access by children to the site.

Based on this scenario, the following work is now proceeding to establish costs, budget and time-

Site contamination:
Following on from their 2007 assessment and subsequent recommendations, last month environ-
mental consultants visited site and have provided details and budget costs for specific remedial treat-
ments to all contaminated areas immediately surrounding the Church, apart from one area at the rear.
A representative from Environmental Waste with first-hand knowledge of the project also attended.
In order to complete this work, in the last few days further soil samples have been taken from this
area (identified as the most contaminated in 2007) for analysis. We are awaiting these results.

In March this year Council's heritage expert and the structural engineer who wrote the 2007 struc-
tural report as part of a full Conservation Plan commissioned at the time, visited the site. The engi-
neer has provided us with details of structural work required to maintain the structural integrity of the
building. This work involves tightening the connections of existing truss members and refixing
trusses to purlins and wall framing.

Lead paint removal:

The heritage architect responsible for the 2007 Conservation Plan revisited the site earlier this week,
with a view to providing a specification for the complete external and internal paint removal, repaint,
and appropriate reinstatement/repair of building elements crucial to the weather-tightness of the

These works are anticipated to be completed within the next six months and have been budgeted for
in Community Service capital budget for 2010/2011. Council officers will commence the advertising
process to identify an appropriate community lessee, with a mature focus, for the hall to coincided
with the remedial works that are being undertaken.
