sabiamente el dinero de sus impuestos y que supla las necesidades
de la comunidad. La ciudad de Miami Beach se enorgullece de

inspecciones relativas a la seguridad de las personas. En resumen,
la comunidad continúa cosechando los beneficios del pago de sus
impuestos.

Trick or treat? That is the question. The safety of your family should never be in
question. Follow these helpful tips for a spooky and safe Halloween. If you have
small children or pets, be sure to use battery-powered lights in your jack-o’-lanterns to
prevent an accidental fire. The safest way to celebrate Halloween is to participate
in an organized event or party. However, if you decide to celebrate in the traditional
manner, the Miami Beach Police Department suggests the following:
Children
• Wear light-colored costumes short enough to prevent tripping.
• Add reflective tape to enhance visibility.
• Be able to see properly through a mask.
• Be accompanied by an adult at all times.
• Stay within their neighborhood.
• Only visit homes of people they know.
• Carry a flashlight after sunset.
Parents
• Examine all candy or treats at home before allowing your child to eat them. If
any candy appears to be tampered with, throw it away.
• Keep your costumed children away from pets since the animals might panic
and not recognize the child.
• Avoid hard plastic or wood props such as daggers or swords. Foam rubber is
a good substitute.
• Give children a snack or healthy dinner before hitting the streets so they will be
less tempted to eat treats on the street.
• Make sure all make-up used for face painting is FDA approved and use caution
when applying around the eyes.
PETS
• Keep your pets in a quiet room away from all the festivities. Animals are easily
scared by strangers, especially when dressed in costume.
• Be sure to keep all candy, especially chocolate which is toxic to animals,
away from pets at all times.
• Do not leave pets outside, especially black cats. Animals are the target of
many cruel pranks on Halloween.

November is Boat Theft Prevention Month,
Help protect your boat:
• Use motion sensing lighting and/or alarms where
your vessel is secured.
• Secure your boat with more than just one dock line. Lifts
and davits are also effective in preventing boat theft.
• Cover your boat. These thieves frequently “shop”
for their target during daytime to fill “orders.”
This ensures a quick sale and high price for their
efforts. Yamaha motors, particularly 200 and 250
horsepower, seem to be targets.
• Outboard motors are mounted with four bolts - weld
one of the nuts to its mounting bolts. Any reputable
shop would be able to grind the bolts off for removal
of the motor. Thieves are not prepared for this.
• Record your outboard motor serial numbers exactly
as they appear on your motor. Warranty cards and
receipts sometime add or delete letters or digits at
the beginning or end of serial numbers.
• Take notice of vessels moving suspiciously near
backyards and secured boats.
• Write down description of persons and vessels
along with the FL number if possible. Report those
activities to the Miami Beach Police Marine Patrol
at 305.673.7959 or 305.673.7659. In case of
an emergency or a boat theft in-progress, please
call 9-1-1.

On Tuesday, November 7, 2006, Miami Beach voters will once
again have an opportunity to have their voices heard when the
City holds a Special General Election to fill a vacant seat on
the City Commission, and to ask votes to consider three ballot
questions. The vacancy in the Group V Commission seat, created
when Commissioner Luis Garcia stepped down to run for statewide
office, has drawn a pool of five candidates. The three ballot
questions, explained below, ask voters to consider changes to the
charter and regulatory board processes. To see a sample ballot
with the actual wording of the questions, and the candidates for
Group V, visit miamibeachfl.gov.
PUBLIC VOTE PRIOR TO TRANSFER OF CITY INTEREST IN PUBLIC
BEACH RIGHT OF WAYS
Explanation:
The City Charter already provides for voter approval when the City
wishes to transfer, sell or exchange certain properties, including
park land and waterfront property. The proposed ballot question
seeks to also require voter approval if the City transfers, sells or
exchanges the street ends east of Collins Avenue that provide
public access to the beach if such a transaction is larger than 10
percent of the width of the street end (generally five feet).
BOARD OF ADJUSTMENT: CHANGING TERMS OF OFFICE
Explanation:
The City has four development review boards: Planning Board,
Design Review Board, Historic Preservation Board and Board
of Adjustment. The City Commission appoints members to these
Boards to two-year staggered terms, with the exception of the Board
of Adjustment. The ballot question seeks to amend the terms for the
Board of Adjustment to be the same as the other development
review boards from one to two-year staggered terms.
BOARD OF ADJUSTMENT: RESTRICTING CERTAIN
HEIGHT VARIANCES AND STORY (FLOOR) VARIANCES
Explanation:
Currently, the Board of Adjustment, at the request of land owners,
may waive or vary certain regulations that control how a property
may be improved. The proposed ballot question seeks to limit
two specific types of waivers. First, it would prohibit a waiver or
variance from the maximum number of stories (or floors) above from
what is allowed. Secondly, it would limit a request for a height
variance to no more than three feet above the maximum height
allowed in any area.

“Arts in the Parks” Cultural Series
A 2005 community survey and focus groups conducted earlier this
year indicated that Miami Beach residents would like to see more
free cultural events. In response, the City of Miami Beach will launch
“Arts in the Parks” – a program that will offer a free family-friendly
monthly arts event in a city park.
The first Miami Beach “Arts in the Parks”
event will feature a free concert with the
electrifying bands, Tango Conspiracy
and Conjunto Progreso, on Saturday,
October 28, 2006, from 4:00 p.m.
to 6:00 p.m., at North Shore Open
Space Park, located at 79-86 Streets
and Collins Avenue (near the 85th Street
entrance). Free tango lessons will also be
offered prior to the concert at 3:00 p.m.
“Our residents wanted more free
cultural activities in the community Conjunto Progreso
and we listened,” said Miami Beach
City Manager Jorge M. Gonzalez. “Miami Beach already offers
a diverse range of cultural arts activities and events, and the new
‘Arts in the Parks’ program further increases Miami Beach’s role as a
leading cultural arts city.”
Future Miami Beach “Arts in the Parks” events will feature concerts,
plays, musical performances and other acts, and are free and open
to residents and visitors of all ages. The events will take place at

Toxic?
Many attractive plants like oleander are so common in the South
Florida landscape that many people do not suspect that they
are toxic. Some plants are poisonous to anyone who ingests
the plant, while numerous other plants may create only a mild
reaction such as dermatitis in certain individuals. The effects of
poisonous plants can also vary between animals, birds and
humans. So, do not assume that the attractive berries on your
Duranta erecta (golden dew drop) or Ilex (holly) tree that is being
consumed by the birds and squirrels are also safe to consume
for dogs, rabbits and humans.
Cooking with edible flowers has gained popularity over the
past few years and one can find numerous cookbooks on the
subject. Thai restaurants often use orchids as a garnish, and
other restaurants feature salads with hibiscus, pansies and
scented geranium as the main ingredient of the dish. As pretty
and tasty as they might be, many other beautiful flowers such as
Brugmansia candida (angel’s trumpet), Lantana camara, Datura
spp. (jimsonweed), Lobelia (cardinal flower) and Oleander are
all known to have caused human fatalities. Some plants can be
deceiving and might have some parts that are poisonous and
other parts of the plant are edible. For example, who would
expect the common tomato’s leaves, vines and sprouts to be
toxic and cause headache, stomach pain, diarrhea, vomiting
and in some cases circulatory and respiratory depression.
It is very difficult to create a comprehensive list of poisonous
plants. Remember when looking at lists of poisonous plants
to check the level of toxicity before deciding to remove that
potentially unsafe plant from the garden. For example, the acorns
of the common live oak are considered poisonous but one would
need to consume very large amounts to reach a toxic level that
might affect one’s kidneys.

Triterpenoid Common Lantana, All parts can be poisonous and can cause skin
Chinaberry irritation. However, the berries are most poisonous
and, if eaten, symptoms include vomiting, diarrhea,
stomach cramps, fever, seizures and shallow or
difficult breathing.
Gastro- Croton, Poinsettia, All parts can cause skin irritation and/or rash from
Intestinal American Holly milky sap inside. If eaten in quantity, symptoms
include nausea and/or diarrhea.
Anti Angel’s Trumpet When flowers, leaves or seeds are eaten or
cholinergic ingested as a brewed tea, symptoms include
hallucinations, dry mouth, muscle weakness,
increased blood pressure and pulse, fever, dilated
pupils, paralysis.
Skin Irritant Poison Ivy, Brazilian
Poison Ivy, especially, causes acute symptoms in
Pepper some people, including severe skin redness, itching,
swelling, and blisters following direct or indirect
contact. These plants are poisonous if swallowed
or smoke from burning plant is inhaled.

It is non-stop, exciting, stressful, eye-opening – and it is just all in a
day’s work at the Miami Beach Police Department (MBPD). The men
and women in black are out on the streets 24/7 protecting homes,
businesses, property and all the people who choose to live, work and
play in Miami Beach. What does it take to protect this bustling city?
MB magazine went on a ride along with a Miami Beach police officer
on a busy Friday night in the Entertainment District and found out.
Every shift begins the same: all scheduled officers arrive to roll call in
uniform, ready to begin their day, or in this case, night. Armed only with
pen, paper and press pass, I sat in the back of the roll call room. Like
a teenager on the first day of high school. The room was cold and full
of inquisitive stares. As Sergeant Steve Feldman called roll call to order
at 11:00 p.m. sharp, the energetic chatter in the room quickly came
to a stop and it was all business. It was basically an informational and
somewhat inspirational pep talk to get everyone on the same page
before they hit the streets. The sergeant went over the problem areas to
focus patrols and information regarding reaccredidation, a process the
police department is undergoing. “Hey guys, let’s get out there and do
our jobs,” adds the sergeant as a little extra motivation.
I was paired up with Officer Limura Barreto-Vo, who is relatively new to
the MBPD; a team member since January 2005. She is not a newcomer
to law enforcement however, having worked four years as a dispatcher
for the Hialeah Police Department and for a year in the Davie Police
Department.
As I waited for Barreto-Vo to return from
her car assignment, I had an opportunity
to chat with some other officers about
safety in out City. Their advice was
common sense: as in any big
city, don’t walk alone

at night, stay with friends or take a cab. They reminded me to
keep my front door and windows locked at all times and even
recommended purchasing a device that prevents your door from
being kicked in. “A deadbolt is only as good as your doorframe,”
warned one of the officers. Then it was time to go. Tonight Officer
Barreto-Vo would be driving in an unmarked cop car. This would
make for more interesting stops I was sure.
Rubber gloves, a helmet, rain and riot gear, various paperwork
and informational pamphlets, and a Ferguson Drug Kit were
among the equipment she loaded. After she checked all the vitals
of the vehicle -- turn signals, headlights, emergency lights, radar,
and horn to name a few -- we were finally loaded up and ready
to hit the streets. For someone whose experience with police was
limited to a few (perhaps deserved) traffic stops, the opportunity
to drive along and experience what our cops do was exciting.
The first stop we made was for what appeared to be a routine
traffic stop no more than two blocks away from the main police
station: failing to use a turn signal. I must admit, a rush of adrenalin
when I first heard the sirens and saw the lights flashing, I could
almost hear “bad boys, bad boys, whatcha gonna do” playing
in the background. “This normally would have been about a
15 minutes stop and the driver would have been sent on his
way with a ticket,” said Barreto-Vo. However, the driver of this
particular vehicle did not have a license, it
had been suspended more than a year
ago for failure to pay citations, which he
was aware of. She had the driver step
out of the vehicle, searched him
and then handcuffed him for
further questioning. At this point, standing no taller than me at about
5’4”, Officer Barreto-Vo was not to be intimidated.
Of course, the driver tried to talk his way out of the situation. “I’m
not a bad person…I was just taking my wife out to dinner,” he went
on and on. “He broke the law and maybe this will motivate him to
finally take care of his past violations,” explained Barreto-Vo. A few
minutes later, a back up officer arrived to transport the subject to the
Miami Beach holding cells before being taken to the county’s jail.
Back on Washington Avenue and onto the next stop just two blocks
away. It was very loud music coming from a car on the other side
of the street and at the opposite end of the block, obviously beyond
the allowable noise level. We made a U-turn and pulled the vehicle
over.
“It’s a tough balance here – it’s South Beach, people want to
have a good time, but people also live here – it’s about quality
of life,” said Barreto-Vo. “There is a
difference between loud and LOUD,”
she continued.
She called in the driver’s information
to PDs Technical Support Section and
we waited. “It’s a busy night,” she said
as the wait was a little longer than
usual. Since not every police vehicle is
equipped with a laptop, many officers
work closely with the Technical Support
Section of the Police Department to
aid in background checks such as
running tags and driver’s licenses.
The driver was mid-to late 20s and
clean cut; he was given a citation
for a noise violation and one for not
having his insurance card on him. The
background check also verified that the
driver was a registered sex offender.

a field interview. Field interviews are used to make a record of a
suspicious subject in the area in case problems arise later.
The next hour we saw a couple more routine traffic stops. One was
a vehicle with a paper tag in the window, who also failed to show
proof of insurance and the other was a driver of a scooter that was
speeding and honking his horn at random. While Officer Barreto-
Vo acknowledged that the citations were very common and not a
big deal, they were also necessary.
“It’s about educating the public; they think they are always gonna
get a break and if that was the case, they would never modify their
behavior,” said Barreto-Vo.
Just as we were taking our first break at around 3:30 a.m. -- a quick
colada (strong expresso) -- a call went out with a suspected robbery
and possible possession of a firearm. We hopped back in the car
and took off racing down Washington Avenue, with barely enough
time to strap on my seatbelt. Officer Barreto-Vo, however, had
managed to get her seatbelt on, put her coffee in the cup holder
and car in gear in one fail swoop. At this point my stomach was in
the back of my throat, if I had long nails I’m sure they would have
been slicing open her leather…or were they vinyl seats, either way.
Flying down Washington Avenue on a busy Friday night weaving
in and out of traffic would make most passengers uneasy.
We arrived at Washington and 11 Street and found two young
women being questioned by other officers. They were accused
of stealing a watch and money from two men they were hanging
out with earlier that evening. It was a very suspicious story, with
both the men and women’s stories constantly changing. The police
suspected that the females had ripped off the men, however, this
could not be determined. In the end, one young woman was
arrested for possession of marijuana and an outstanding warrant,
and the other was released.
A few moments later, while still at the corner in front of the police
station, a yellow sports car came speeding down Washington with
no headlights on, hit a parked car and kept going. We pulled the
vehicle over and, just as suspected, the driver was intoxicated. I
observed a series of field sobriety tests, some of which I’m not sure
my clumsy self could do sober. Then after the driver failed all of
the tests, Officer Steve Cosner arrested him. Before a breathalyzer
test could be administered, the subject was observed for another
20 minutes. During this period the driver kept rambling on about
how he was guilty and he should
not have drank as much. Alternating
from being mad at himself for his
foolishness and angry at us for
stopping him. Ultimately the driver
ended up blowing a 0.21, nearly
three times the legal limit of 0.08.
“DUIs are tough, ‘cause you really
feel bad for the people. Most people
who get DUIs are “good” people,
no criminal background, just made
a really bad judgement call,” said
Officer Cosner. “But just think of all
the innocent children and families
that are killed by drunk drivers and
the families that suffer, and then I
know I’m doing a good thing.”
The patience exercised by the officer
as the driver went from apologetic
to belligerent was remarkable.
Almost as remarkable as the amount
of paperwork involved in a DUI. From the time that we pulled over
the vehicle until all the paperwork was wrapped up and the subject
was in a holding cell, at least two hours had gone by. The Miami
Beach Police Department makes about 460 DUI arrests per year
and this is without a dedicated DUI detail. Most of these arrests are
made from routine traffic stops.
Throughout the evening, there appeared to be more police presence
than ever. At least for one night, I was one of them too. For a short
time I felt quite powerful, the DUI subject even called me a cop. I felt
honored after all I had witnessed that night. It was after 6:30 a.m
that we wrapped up the DUI. Officer Barreto-Vo’s shift did not end
until 9:00 a.m., however this writer was exhausted. At the office
at 10:00 a.m. and I was still working, I went home confident that
many hard working individuals like Officer Barreto-Vo and Cosner
are out there dealing with all the details we never need to see or
experience on our streets.
MBPD is trained to notice all the little things, and they are on
constant alert. When Officer Barreto-Vo hits the streets everyday,
her main goal is to make Miami Beach safer. There are some days
when there are a lot of traffic stops; some days she is helping other
officers; or just hiding out in problem areas being pro-active to stop
crimes before they occur.
“We all work together as a team and many times in our field,
patience pays off,” said Barreto-Vo.

• Changing the shift times for patrol officers to create better coverage.
• Adding a total of 22 new officers over next two years.
• 18 officers for the fourth shift in the South District; increasing
to 71 officers available Citywide between the hours of 10:00
p.m. and 2:00 a.m.
• Two ATV officers for the beach areas at night;
• Two new motor units assigned to parking to deploy a
cooperative for traffic enforcement effort regarding blacked
travel lanes and intersections.
• Continue education outreach with nightclubs, bars, etc.
• Add two Public Safety Specialists in Middle and North Beach
increasing the number of outreach contacts with residents from
11,000 to 14,000 per year.
• Enhance job duties of school liaison officers and supervisors.
• Continue to train all sworn personnel in Quality of Life initiatives.
• Add Quality Assurance Officer responsible for:
• Reviewing inspection reports;
• Implementing procedures; and
• Ensuring high quality inspections.
• The Special Events Voluntary Response Team (SEVRT) is being
expanded from 40 to 50 officers. SEVRT is an integral part of
staffing for major events including New Year’s Eve, Spring Break,
Memorial Day Weekend, Fourth of July, Labor Day and Winter
Music Festival.

The Miami Beach Citizens’ Police Academy (CPA) is a 36-hour
program of instruction designed to give the public a working
knowledge of the “how’s and why’s” of the department, and the
citizens’ role in interaction with the police. It consists of a 12 week
series of classes, held every Wednesday from 5:45 p.m. to 9:00
p.m. The instruction is comprehensive, covering a different area of
the police department each week. You must be at least 18 years old

La Academia de Policía Ciudadana de Miami Beach (CPA, por
sus siglas en inglés) es un programa de 36 horas de instrucción
diseñado para proporcionar al público información práctica sobre
“el cómo y el por qué” del departamento de policía y el rol de los
ciudadanos en su interacción con dicho departamento. Consta

Moving Up in the Ranks
The Miami Beach Police Department welcomed a new major, and
new captains, lieutenants and sergeants at a promotion ceremony
held in September.
Eighteen-year veteran George Navarro was promoted to major
and assigned to the patrol division. A graduate of the Senior
Management Policing Institute in Boston with a master’s degree from
Lynn University, Navarro formerly served as the commander of the
police communications division.
“We are very fortunate that we have such incredibly qualified and
capable officers within our ranks,” said Police Chief Donald Delucca.
“More importantly, our residents should feel confident that they have
a highly-trained and professional police force working every day to
ensure their safety and well-being.”
Also promoted were Captain Richard Weissman, assigned to the
police communications division, and Captain William Riley, who
will move to the patrol division (midnights). Mimi Pfrogner and Rick
Clements were promoted to the rank of lieutenant, and Shannon
Madison and Darrell Prieto were promoted to sergeant.
The Miami Beach Police Department, which is accredited by the
Commission on Accreditation for Law Enforcement Agencies and the
Commission on Florida Accreditation, has 386 uniformed officers.

Incesante actividad, emoción, tensión, ojos bien abiertos: esto es
justamente lo que se vive en un día de trabajo en el Departamento
de Policía de Miami Beach (MBPD). Los hombres y mujeres vestidos
de negro están en las calles las 24 horas del día, siete días a la
semanna, protegiendo hogares, negocios, propiedades y a todos
los que elige vivir, trabajar y divertirse en Miami Beach. ¿Qué
implica proteger a esta ajetreada ciudad? Miami Beach Magazine
hizo un recorrido con una oficial de policía de Miami Beach durante
una ocupada noche de viernes en el Distrito del Entretenimiento y
lo averiguó.
Cada jornada empieza igual: todos los oficiales de turno llegan
uniformados, es verificada su asistencia y se disponen a iniciar el
día, o en este caso la noche. Armado únicamente con un bolígrafo,
papel y la acreditación de prensa, me senté en la parte de atrás del
salón en que llamaban a lista, sintiéndome como un adolescente
en el primer día de clases en el colegio. El salón era frío y lleno de
miradas inquisitivas. Cuando el Sargento Steve Feldman terminó de
llamar a lista a las 11:00 en punto, el energético parloteo en el salón
rápidamente llegó a su fin y todo fue actividad. Se trató básicamente
de una charla informativa y en cierta forma motivacional para ponerse
todos en sintonía antes de salir a las calles. El sargento se centró en
las áreas problemáticas en que se debían enfocar las patrullas y
compartió información sobre la nueva acreditación, un proceso que
está viviendo el departamento de policía. “Hey, muchachos, vamos
allá afuera y hagamos nuestro trabajo”, añadió el sargento a manera
de una pequeña motivación adicional.
Me asignaron trabajar en pareja con la Oficial Limura Barreto-Vo,
una persona relativamente nueva en el MBPD, vinculada desde
enero de 2005. Sin embargo no es nueva en el trabajo de velar por
el cumplimiento de la ley, pues trabajó durante cuatro años como
despachadora para el Departamento de Policía de Hialeah y un año
en el Departamento de Policía de Davie.
The Dangers of Drinking and Driving
A person’s judgment is the first thing affected after drinking
an alcoholic beverage. It is a little like a sunburn: by the
time you feel it, it is already too late. Alcohol slows your
reflexes and reaction time, reduces your ability to see
clearly and makes you less alert. As the amount of alcohol
in your body increases, your judgment worsens and your
skills decrease. You will have trouble judging distances,
speeds and the movement of other vehicles. You will also
have trouble controlling your vehicle.
The first conviction of a DUI could result in a fine up to
$1000, minimum 180 day license revocation, plus 50
hours of community service, and possible probation
for up to one year. A first offense could even result in
imprisonment for up to six months. A fourth conviction will
result in permanent revocation of your driver’s license. A
DUI conviction doesn’t just go away; it will remain on your
driving record for 75 years.
If you are going to be drinking, be smart, don’t drive.
Arrange to have a designated driver or use public
transportation. It’s better to arrive alive.

afectado luego de ingerir alcohol. Es algo parecido a
lo que ocurre con una quemadura de sol: cuando la
persona la empieza a sentir, ya es demasiado tarde.
El alcohol retarda sus reflejos y el tiempo de reacción,
reduce su capacidad para ver claramente y hace que
usted esté menos alerta. A medida que aumenta la
cantidad de alcohol en su cuerpo, su capacidad de juicio
empeora y sus habilidades disminuyen. Le resulta difícil
estimar distancias, velocidades y el movimiento de otros
vehículos. También se le vuelve un problema el control de
su vehículo.
La primera acusación por manejar bajo la influencia del
alcohol (DUI) puede ocasionar una multa hasta de $1000,
la revocación de la licencia por lo menos por 180 días,
más 50 horas de servicio a la comunidad y un posible
período de probación hasta por un año. Una primera

por seis meses. Una cuarta acusación puede ocasionar

La sanción por DUI no para allí. Permanecerá durante 75
años en su registro de conducción.
Si piensa tomar, sea inteligente: no conduzca. Coordine las
cosas para tener un conductor designado o use transporte
público. Es mejor llegar vivo.

aquí y esto tiene que ver con su calidad de vida”, dijo Barreto-Vo,
quien añadió: “Hay una diferencia entre duro y MUY DURO”.

La detención del primer vehículo pareció ser una labor de rutina
a no más de dos cuadras de la estación principal de policía:
alguien que no usó una señal direccional. Debo admitir que se
me disparó la adrenalina cuando oí por primera vez las sirenas y
vi las luces intermitentes. Casi se podía oír implícitamente: “malos
chicos, malos chicos, ¿a qué creen que están jugando?”. La
Oficial Barreto-Vo me dijo: “Esto normalmente implicaría detener
el vehículo por unos 15 minutos y el conductor seguiría su camino
con una multa”. Sin embargo, el conductor de este vehículo en
particular no tenía licencia y había sido suspendido hacía más
de un año por no haber cumplido con las citaciones, de lo cual
era consciente. Ella hizo que el conductor saliera del vehículo,

Cultural Season Is Here
The arts are everywhere again in Miami Beach now that the
fall cultural season is underway. The Colony, Byron Carlyle and
Jackie Gleason theaters are in full swing, as well as numerous
smaller venues, such as Arts at St John’s and the Miami Beach
Community Church to name a few. Our museums and galleries
are buzzing, too. The following are just a few highlights of
what’s on our plate for the next three months.
Craving comedy and drama? Comic Aaron
Karo stands up at the Colony November 5. The
4 Dimension of South Beach transforms the Byron
Carlyle into a Sobe Wonderland November 24
and 25, leaving plenty of time to sober up for the
Theater Institute’s production of Shakespeare’s Othello (which
features a female lead, no less.)
The dance season also kicks into gear October 13
when Miami Beach’s own Miami Contemporary
Dance Company hits the Colony. November brings
legendary locals Ballet Gamonet Maximum Dance
and Cultura del Lobo’s presentation of superstar/
choreographer Ronald K. Brown/Evidence to the Colony, and
the Grand Ballet Folklorico de Mexico to the Jackie Gleason.
December will feature the Momentum Dance Company at
the Colony and the return of last year’s sell-out Bellydance
Superstars the Byron Carlyle. If you miss Ballet Etudes’ version
of “The Nutcracker” at the Jackie Gleason December 9 and10,

Spain’s Javier Ruibal Quintet, and the Miami Gay Men’s
Chorus. Tango Conspiracy and Grammy-nominated Conjunto
Progresso star in the debut outing of the City’s free “Arts in the
Parks” events at North Shore Open Space Park on October 28.
Phenomenal choral group Seraphic Fire heats up the Miami
Beach Community Church in November and December. The
New World Symphony will continue to present a full season of
programs at the Lincoln Theatre -- from classics and cutting-edge
contemporary to concerts for kids – while they prepare for their
triumphant return visit to Carnegie Hall with charismatic leader
Michael Tilson Thomas and guest artist Yo-Yo Ma.
Miami Beach reclaims its position as the center
of the art universe when Art Basel Miami Beach
returns December 7 - 10. Warm up for it at the
Bass Museum’s exhibition Constructing New Berlin,
the first major survey of contemporary art from
post-Wall Berlin. Experience painting, sculpture, photography,
film, sound and performance art from 18 featured artists, then
compare it to Austrian Art from the Bass Museum Collection.
Over at The Wolfsonian-FIU, they’re putting the shine on more
than 200 magnificent examples of Modernism in American

Destination Pointe
During recent years, private developers have continued the
development of the South Pointe area. This has turned this
neighborhood into a destination point for visitors and residents alike.
One of the most frequently visited areas of South Pointe is South
Pointe Park, which has experienced much change over the years.
While there is no longer a dog track in South Pointe Park, many
residents take their dogs to the park to play in the open spaces and
swim in government cut.
South Pointe is often the first and last thing thousands of cruise
passengers see as they leave or enter the Port of Miami, but for
Miami Beach residents, South
Pointe Park is the neighborhood
backyard. It is a place to have
a picnic, enjoy the sunset, play
catch, and soak up the sun. This
backyard paradise will soon
get a much-anticipated facelift it
deserves. In July 2005, a Basis
of Design Report (BODR) was
submitted to and accepted by the
City of Miami Beach Commission
for a $16.3 million overhaul of
the park under the City’s Parks
Bond Master Plan. The Capital
Improvement Projects Office is
now overseeing the renovations
that will transform South Pointe
Park into a regional destination
point. The project will begin with
the demolition of existing facilities, Aerial of South Pointe Park.

construction, and with the development of the Alaska parcel and the
new walk. Once construction – which is set to begin in late 2006
-- is complete, South Pointe neighborhood residents and visitors from
all over the world will enjoy the new open space. This 17-acre park
at the waters’ edge offers a view like no other, and the vista reminds
us why we live in Miami Beach.
From South Pointe Park, the view includes the Atlantic Ocean to the
east, Government Cut and Fisher Island to the South, and Biscayne
Bay and the Port of Miami to the west. The new design takes full
advantage of the view with a scenic walk along Government
Cut. This experience is literally “heightened,” as the 20-foot-span
walkway is elevated from the ground level, so it feels as though
your stroll has you floating above the land with the waters of the cut
leading to the Atlantic Ocean.
One of the park’s new features includes specially-designed turtle
safe lighting, which will illuminate both the walk and a serpentine
mid-park walkway after sundown. These unique light fixtures are
not only sculpturally interesting but beneficial to the environment
– their directional light will not attract hatchling turtles away from
the nearby beach.
The renovations will also create spacious palm lawns, providing
more open and informal space. Tropical garden lots and dune fields
add visual variety and reclaim some of the natural beauty of the
landscape. A new park pavilion and new park furnishings create

a community center that includes a new playground. Washington
Avenue leads directly south into the entryway to the park. Here the
new gateway beckons you from the street to the natural setting of
these new spaces.
One of the most exciting additions to the park will be the Art in Public
Places installation of “Drift,” a gleaming white marble sculpture that
is a scale reproduction of an actual iceberg. The world-renowned
artist, Iñigo Mangalo-Ovalle, used official scientific data from the
Canadian Hydraulics Center upon which to base this sculpture.
Placing a replica of an iceberg in our vibrant tropical area makes
a strong statement about our fragile
environment. This part of the project
will be a conversation piece and
can be enjoyed by both pedestrians
who walk along the Cut and by the
ships/passengers that pass by in
Government Cut.
The South Pointe Park project was
designed by the world-class firm of
Hargreaves and Associates. Because
Hargreaves’ vision for the park was
so well received by the City and
the community, the City decided to
contract with them to continue the
design of the adjacent pier. The pier
renovation will probably take place
after the park is completed.
During the entire construction of the
park Smith & Wollensky will remain
open. The City intends to close most
areas of the park for construction except for the existing walk along
Government Cut and a temporary parking area for the restaurant.
South Pointe Park is expected to re-open in all its glory in 2008.

Barreto-Vo tuvo que llenar una entrevista de campo. Las entrevistas
de campo se utilizan para hacer registros de sujetos sospechosos
en el área en caso de que surjan problemas posteriormente.
En la siguiente hora vimos otras dos detenciones vehiculares de
rutina. Una fue la de un vehículo que tenía un rótulo de sanción en
una ventana, quien tampoco tenía a la mano prueba de seguro,
y la otra fue la del conductor de una motocicleta que aceleraba y
tocaba la bocina al azar. Aunque la oficial Barreto-Vo reconoció
que este tipo de citaciones es muy común y de poca monta,
también indicó que las consideraba necesarias.
“Esto tiene que ver con educar al público; creen que siempre
pueden pasar por alto el cumplimiento de la ley, pero si no
recibieran sanciones, nunca modificarían su comportamiento”,
dijo Barreto-Vo.
Justo cuando disfrutábamos de nuestro primer descanso,
aproximadamente a las 3:30 a.m. –una rápida colada, expreso
fuerte– se recibió una llamada sobre sospecha de robo y posible
posesión de un arma de fuego. Saltamos al vehículo y emprendimos
el rumbo a gran velocidad por Washington Avenue. Mientras yo
escasamente tuve tiempo para abrocharme el cinturón, la oficial
Barreto-Vo se las arregló para abrocharse el cinturón, poner su
café en el soporte indicado y acelerar el vehículo policial. En ese
momento mi estómago se situó detrás de mi garganta y, de haber
tenido uñas largas, estoy seguro de que habría cortado el cuero
o el material sintético de los asientos. Muy pocos pasajeros se
sentirían confortables viajando a esa velocidad por Washington
Avenue en una activa noche de viernes y en condiciones tan
intensas interna y externamente.
Llegamos a Washington Avenue con la Calle 11 y hallamos
a dos mujeres jóvenes que estaban siendo interrogadas por
otros policías. Las acusaban de haber robado un reloj y dinero
a dos hombres al principio de aquella noche. Era una historia
que generaba muchas sospechas, porque las versiones de los
hombres y de las mujeres cambiaban constantemente. La policía
sospechaba que las mujeres habían atracado a los hombres, pero
esto no se podía determinar con precisión. A la postre, una de las
jóvenes fue arrestada por posesión de marihuana y por el no pago
de una garantía pendiente, y la otra fue dejada en libertad.
Momentos después, mientras aún estábamos en la esquina
diagonal a la estación de policía, un carro deportivo amarillo
que venía sin luces a gran velocidad por Washington Avenue
golpeó un vehículo parqueado y continuó su marcha. Detuvimos
al conductor del vehículo agresor y, como sospechábamos, estaba
pasado de tragos. Observé una serie de exámenes de campo
para detección de sobriedad, algunos de los cuales no estoy
seguro de que mi desmarañado ser podrían resistir. Entonces,
luego de que el conductor no pudo pasar las pruebas, el Oficial
Steve Cosner lo arrestó. Antes de administrarle una prueba con
el analizador de aliento, observaron al sujeto durante otros 20
minutos. Durante este lapso el conductor estuvo divagando sobre
su culpabilidad y sobre el hecho de que no debería haber bebido

tanto. Alternaba sus estados emocionales entre sentirse mal por
su torpeza y sentirse enojado con nosotros porque había sido
detenido. A la postre el conductor terminó con un registro etílico
de 0.21, cerca del triple del límite legal de 0.08.
“Las sanciones por manejar bajo la influencia del alcohol (Driving
Under Influence - DUI) son estrictas y uno realmente se siente
mal por el individuo. La mayoría de las personas que reciben
este tipo de sanciones son «buenas» personas, sin antecedentes
criminales; simplemente tomaron una decisión realmente mala”,
dijo el Oficial Cosner. “Pero al pensar en todos los niños y familias
inocentes que mueren por culpa de conductores en estado de
embriaguez y en el sufrimiento que ocasionan, uno comprende
que está haciendo algo bueno”.
La paciencia demostrada por el oficial mientras el conductor
oscilaba entre apologético y beligerante fue digna de halago.
Casi tan memorable como el papeleo implicado en un DUI.
Desde cuando detuvimos el vehículo hasta el momento en que
se finalizó el papeleo y el sujeto fue retenido en una celda,
transcurrieron por lo menos dos horas. El Departamento de
Policía de Miami Beach hace aproximadamente 460 arrestos
por delitos de DUI al año y este es sin duda uno que merecía
atención. La mayoría de estos arrestos provienen de detenciones
rutinarias de tráfico.
A medida que avanzaba la noche, parecía como si hubiera
más presencia policial que nunca. Al menos por una noche,
yo también era uno de ellos. Durante un breve lapso me sentí
bastante poderoso, incluso cuando el sujeto acusado de DUI
me llamó policía. Me sentí honrado luego de lo que presencié
aquella noche, particularmente después de las 6:30 a.m. una
vez que culminamos el papeleo del DUI. Aunque el turno de la
Oficial Barreto-Vo continuó hasta las 9:00 a.m., este escritor
ya estaba exhausto. Trabajé en la oficina hasta las 10:00
a.m. y luego me fui a casa con la confianza de saber que
muchas personas trabajan duro, como los oficiales Barreto-Vo y
