SECTION -1
INSTRUCTION TO TENDER

Instruction o Tender
1. Instruction
The Ministry of Electricity (ME), Electrical Transmission Projects
(ETP), here in after is called "The Employer", has decided to purchase
Materials for :- Ameen Wasit 400 k.v Transmission Line.
- Ameen Qadsia 400 k.v Transmission Line.
The contract shall include the manufacture, testing, and delivery of the
a/m materials according to their workshop drawings and as specified in
schedule of prices and delivery.

2. Name of Tender
The tender is to be submitted for materials required in the tender
documents and is named as follows:

"Materials for Ameen- Wasit, Ameen Qadsia 400 k.v


Overhead Transmission Lines"
3. Tender Documents
Tender document for the purpose of tendering shall include the
following contract documents:
- Instruction to Tender
- Commercial General Conditions
- Technical Specifications
- Schedule of Prices and Delivery.
- Drawings

4. Documents Attached to the Tender


The documents stated in clause (3) above have to be attached to the
tender in addition to the following documents:4-1 Prequalification Requirements
Bidders are required to submit with their tender the following
information and documents which represent their "Pre-qualification
Statement"
4-1-1 Company Profile
This should include the following information:
- The Company name and head office information.
- Company president full name, date of birth, and nationality.
- Date of establishment of company and its declared capital.

- Man power capacity and distribution of skills including number


of qualified scientists, engineers, technicians, and other
supporting staff.
- List of company offices and official agents and their addresses in
the Middle East and neighboring countries including Iran and
Turkey.
- Details of company registration, ownership, and operating
licenses.
- List of business fields of interest.
- Technical and commercial licensers and scope of each license.
- Specific disciplines of scientific and technical manpower.
- Certified professional staff (Chartered Engineers etc).
- Organization chart of the company.
- Adopted standards and specifications.
- The growth of sales or business over the past ten years.
4-1-2 List of Major Company Directors
This should include the following for each director:
- Full name.
- Nationality.
- Date of birth.
- Education and experience.
- Present company position.
- Responsibilities.
4-1-3 List of projects or contracts executed and in progress of
execution .They should include the following for each project or
contract:
- Full name and address of costumer.
- Name of project.
- Location of project (area, country).
- Short technical description of project giving details such as
capacity, quantity, classification, or other remarks.
- Any other useful information should be presented including
certificates of completion and commendations.
4-1-4 Financial position
The current financial position of the company should be stated
giving details of official audits for the previous two calendar years
references from well-known and established banks must be
submitted.

4-1-5 Affiliations
All mother, daughter, and otherwise affiliated companies should
be declared and the type of affiliation should be clearly specified.
4-2 Descriptive literature for the tender objects to provide a clear
understanding.
4-3 Time schedule and method by which he intends to carry out the work.
4-4 Contractors classification certificate (applicable to tenders registered in
Iraq or Iraqi persons).
4-5 Preliminary deposits referred to in "Commercial General Conditions"
section.
4-6 Purchasing receipt of tender documents.
4-7 Name and address of the authorized agent in Iraq (if any).

5- Time of Delivery
The tendered should state the delivery time (CIP Mussaib
warehouse70km south of Baghdad) which should not exceed (5) five
months from the date of L/C issuance.
6- Submission to Tender
Tenders shall be submitted (in triplicate) at or before 12:00 noon on the
day that will be mentioned in the advertisement and/or invitation to the
following address.

7- General Conditions
7-1 The teneder price shall be calculated according to the conditions and
specification of the tender documents.
7-2 Tenders are required on the basis of prices:
All prices remain force until the end of the contract .Breakdown of
tender prices shall be as requested by (schedule of prices and
delivery)

7-3 The employer reserves the right to use his judgment in border line
cases with regard to the qualification requirements and to reject
tenders from any tenderer who fails to satisfy the employer regarding
his qualification.
7-4 Validity of Tenders:
Tenders shall be valid and binding to tenderers upon submission
and for a period of (120) day from the closing date for receiving
tenders.

7-5 Discrepancies in schedule of prices:


If the price is based on schedule of itemized prices then:
7-5-1 Items of works left unpriced shall be deemed to be included in
the price of other items of the works.
7-5-2 In case of discrepancy between the prices of the various items
stated in any schedule when added up and the total amount
stated in the schedule, the prices of the items shall govern.
7-6 language and Units of measurement
All correspondence in connection with this tender and all
descriptive matter accompanying the tender which are relevant for
its examination shall be in English. All units of measurement shall
be in accordance with SI-system (System International Units).
7-7 Enclosures:
The tender should include all relevant catalogues, drawings,
leaflets, and specifications of the equipment offered.
7-8 Inspection at Works:
7-8-1 At any time The Employers reserves the right to have goods
inspected wiliest still under progress at manufactures
plant .Such inspection does not relieve the supplies
responsibility as regards bad workmanship or any other defect.
Same inspection rights apply to packing.
7-8-2 The successful bidder shall invite twelve (12) of the
Employers staff to witness all routine and proto type tests for a
period of two(2) weeks .All costs pertaining to such periods
including the cost of air tickets will be born by the contractor.
7-9 Quoted prices are to be worked out as follows:

- Cost of each item should be shown separately.


- Discounts if any are to be applied separately.
- Country of origion, and port of shipment have to be mentioned
(A legalized certificate of origin is required in case of order).

7-10 Packing:
Secure packing according to (Technical Specification) and to the
means of transport has to be provided at seller's own expense .All
cases are to be clearly marked on all sides by red indelible ink as
follows:

"ETP Goods Purchase Order Number"


7-10 Steel, Copper, Aluminuim, and/or Lead
Prices quoted should be fixed regardless of the "Metal Exchange
Rate".
7-12 The signed tender documents should be submitted with offer.
7-13 Tenderers should fill (Schedule of Price and Delivery) accordingly.
7-14 Offers received after the closing time will be rejected irrespect of
reasons.
7-15 Any offer without guarantee deposit or tender bond will be rejected.
7-16 Shortest delivery will be taken in consideration.
7-17 List of suppliers and manufacturers should be attached to the tender
documents.
7-18 Unloading of materials at employer store is included in the price.

SECTION -2
COMMERCIAL GENERAL CONDITIONS

Commercial General Conditions


1. Prices to be on CIP Mussaib warehouse basis.
2. Payment conditions to be by irrecoverable L/C payable as follows:
- 15% down payment against a performance B/G.
- 15% of each shipment to be paid upon arrival of goods at the
Iraqi borders.
- 60% to be paid a month after arrival of goods in compliances
with our specifications and requirements and received by
Employer committee.
- 10% of all materials price to be paid 1 (one) month after the
arrival of last shipment to Mussaib warehouse.
3. Any disputes or differences arising out of the execution of the contract
shall be settled amicably, in the event of non-agreement the subject
shall be referred to the Iraqi courts and the Iraqi laws and regulations
shall be applied.
4. A performance bond to be submitted after awardness and will be
released one month after the arrival of goods and end of warranty
period.
5. Unloading period at site will be 5 days after the arrival of goods.
6. The Iraqi security situation is not to be considered as force majuere.
7. The penalties for delay will be from 1% per week up to 10% max. for
the delayed portion.
8. Inspection to be performed by a recognized international inspecting
company on the second party's expense, and an inspection certificate
to be submitted.
9. Certificate of registration and foundation of the company to be
submitted.
10. Stamp fees amounting to 2 per thousand to be paid in case of
awardness.

11. Any taxes or duties specified by the General Commission of Taxes


incurred out of execution of the contract to be concluded or in
connection with it to be paid by the supplier.
12. Shipment to commence within 2 (two) months from the date of L/C
issuance and the whole quantity to be completely delivered within
5(five) months .
13. Origin of goods to be clearly mentioned.
14. A bid bond amounting to 3 % from the total amount of the offer via
Iraqi banks to be submitted with the offer; otherwise, the offer will not
be considered.
15. A commercial offer and a technical offer to be submitted in two
separate sealed and stamped envelops.
16. The Ministry is not bound to accept the lowest offer or any other one.
17. Tender purchasing receipt to be attached to the technical offer.
18. Warranty: To be clearly mentioned in the offer to be covered by a
performance bond (item 4).
19. The contract to be concluded should be written in English and Arabic
languages.
20. Transportation of goods from any port (in any country) to final
destination in Iraq should be effected through the Iraqi State Co. for
Land and Sea Transportation or any transporting co. contracted with
Iraqi State Co. for Land and Sea Transportation.
21. The Ministry is not bound to accept any offer having no compliances
with a/m terms.

3-1 Towers and Structures
3-1-1Types and Duties
Towers for the 400-KV transmission lines are rigid selfsupported type. The towers have been given code letters. Tower
type letters are as given in table below:

Supply towers according to workshop drawings (given by the

3-1-2 Tower Fabrication
3-1-2-1 General
Supply materials, fabricate ,trial assembles and deliver
galvanized steel work for 400 k.v transmission line according
workshop drawings(given by the Employer) and last issue of the
following standards:
Structural steel: BS 4360:1972: Grades 43A and 50B.
Bolts, nuts and washers: ASTM A325 or A394.
Welding (where approved): BS 1865 for Grade 43A
BS 2642 for Grade 50B
Equivalent materials are accepted.

3-1-2-3 Fabrication

3-1-2-4 Marking
Carry out marking before galvanizing with letters at least 16mm
high and which are clearly legible after galvanizing. Ensure that
the marking in no way impairs the mechanical strength of the
member.
3-1-2-5 Bending
Use cold formed bending whenever possible. Submit bending
procedure for approval and ensure that it is in accordance with
recognized standards. Any material showing signs of cracking will
be rejected .Do not carry out hot bending without prior approval.
Cold bend tower members in a hydraulic press with a suitable
die to prevent buckling of the legs. Do not perform this procedure
under quick impact but in slow moving press. Use this technique
of bending to bend members through angles up to approximately
45 deg.
Whenever hot bending is required, do not heat with a torch but in
an oven so that the member is uniformly heated to a distance of
approximately 150mm on either side of the bend point. Depending
on the material to be bent, use proper heat treatment procedures to
preserve the original characteristics of the metal. Do not permit
notching or welding.

3-1-2-6 Punching
Ensure that the center of any hole does vary more that 1.5mm
from its position as shown on the drawing. Ensure that the centerto-center distance of end holes in a group of holes does not vary
more than 1.5mm from the dimension shown on the drawing.
Do not plug or weld incorrectly punched holes .Ensure that
punches and dies are sharp and true and all punched holes round,
true to size and free from ragged edges and burrs. Ensure that
diameters of the finished holes are equal to the nominal diameters
of the bolts plus 1.5mm.
Do not punch material above 12.5mm thick.
3-1-2-7 Other
1. Defects and Cuts
Ensure that materials used for fabrication are free from mill
and shop defects. Make cuts cleanly and without drawn or
ragged edges. Submit all flame cut procedures for prior
approval.
2. Bolts, Nuts and Washers
Secure all connections by bolts, nuts and one 3mm minimum
thick flat washer.
4. Galvanizing
Galvanize tower steel and fasteners to BS 729.
5. Assembly of Prototype
Completely assemble each prototype tower with matching
units including extensions footing after galvanizing.
6. Mill Order and Test Report
Furnish copies of all mill orders and all certified mill test
reports covering the physical and chemical properties of the
steel to be used

3-1-3 Tower Attachments


3-1-3-1 Step Bolts
Provide each tower with step bolts of an approved type on one of
the legs spaced not more than 0.4meters apart, on alternate faces of
the leg starting immediately above the anticlimbing device and
continuing to within one(1) meter of the earthwire peak attachment
point (s).
Provide step bolt holes between the ground line and the anticlimbing device. Ensure that each step bolt withstands a vertical
load of at least 1330 N.
3-1-3-2 Grounding
Provide the holes necessary for accommodating the specified
counterpoise and grounding connections each leg of every tower
and extension. Also provide holes on each earthwire peak for the
connection of a metallic bond from the earthwire.
3-1-3-3 Anti-Climbing Guard (Protection)
Each tower is to be equipped with a guard to prevent unauthorized
persons from climbing the tower. This guard is to be composed of
steel rods not less than 12mm in diameter and not less than 30cm in
length sharpened at the ends and bent towards the ground. The rods
are to be fastened to the tower structure by screws at the height
between 3 to 4 meter above the ground level and to run around
trunk of the tower or around each leg-in case of longer legs
extension.
3-1-3-4 Bird Guards
Equip the towers with approved devices immediately above each
conductor suspension assembly attachment point to prevent the
perching and nesting of birds at these points, as shown on the
drawings, or as agreed by the Engineer.

3-1-3-5 Warning and Identification Plates


Provide conspicuous danger plates, circuit plates, phase plates,
and line and tower number plates of approved types which are
resistant to fading under the climatic conditions at Site, and fix them
in the positions as shown in the Drawings.
Manufacture danger plates from sheet iron to show white
characters on a vitreous enameled red background. Ensure the plate
is not less than 1.5 mm thick, and not less than 300 mm by 300 mm
in area.
Ensure that characters are the maximum possible size to
accommodate the following text, in Arabic and English, together
with a centrally disposed "lightning"- type flash extending the full
width of the plate:
"DANGER"
"Do not touch these wires even those fallen on the ground"
Submit Arabic text, which must appear above the English text, for
approval by the Engineer before manufacture commences.
Ensure that the tower number plate is attached immediately
below the danger plate.
Provide phase identification plates marked R, S and T respectively,
to indicate the line conductor phases. Fit in approved positions on
terminal and other strain type towers.
Provide circuit number plates marked in Roman numeral one (I)
on one circuit and Roman numeral two (II) for the other circuit.

3-1-4 Grounding Materials


Supply the following materials for grounding:
a) Ground rods: minimum 16mm diameter by 3 meter long ,
copper or copper clad steel with provisions for coupling rods
together and provided with suitable clamp for connection of
copper ground wire .

b) Connection wire: stranded copper, minimum size 3 strands,


each 3.7mm diameter hard drawn copper.
c) Clamps to tower steel to be bronze or copper as recommended
by the manufacture, such that galvanic corrosion is eliminated.

3-2 Conductor and Earthwire


3-2-1 Conductor Type and Details
1- Provide line conductors of ACSR 490/65 according to DIN
standard.
2- Fabricate the conductors of EC grade aluminum and
galvanized wires having the mechanical and electrical
properties specified in DIN 48204-1974 standard.
3- Ensure that the aluminum and steel wires in each layer of the
conductor shall be evenly and closely stranded over the wire
beneath and them.
4- Ensure that all wires in the finished conductor lie naturally in
their correct positions including those of the inner layers, with
or without the presence of the other layers. See that when the
conductor is cut, wire ends remain in position or are readily
replaced by hand, and being replaced, they remain in position
thereafter.
5- Have conductors greased internally between aluminum and
steel with suitable and approved grease which does not react
with aluminum of the conductors, such as B.P Energrease
P.R.3 having a drop point of 100oC.
6- Ensure that the conductor characteristics are similar to the
following:-

The conductor shall comply in all respects with the


requirements of IEC 61089 standard.
3-2-2 Earthwire Types and Details
1- Provide earthwire of aluminum conductor steel reinforced
(ACSR) 12/7 code name "DORKING".
2- Fabricate the conductors of EC grade aluminum and
galvanized wires having the mechanical and electrical
properties specified in ASTM B-232(last issue)
3- Ensure that the Aluminum and steel wires in each layer of the
conductor shall be evenly and closely stranded over the wires
beneath them.
4- Ensure that all wires in the finished conductor lie naturally in
their correct positions including those of the inner layers. See
that when the conductor is cut, wire ends remain in position or
are readily replaced by hand, and being replaced, they remain
in position thereafter
5- Have conductors greased internally between Aluminum and
steel with suitable and approved grease which does not react
with aluminum of conductors, such as B.P Energrease P.R.3
having a drop point of 100 C0.

The earthwire shall comply in all respects with the requirements


of IEC 61089 standard.

3-3 Insulator and Associated Hardware


3-3-1 Suspension and Tension Assemblies
1. Provide in accordance with approved Drawings the following:
(a) V-suspension assemblies for suspension towers type A
and E complete with insulators, suspension clamps and,
all hardware. Nominal strength rating of 10000kg.
(b) V-Suspension assemblies for 0-10 deg angle and long
span suspension tower type B complete with insulators,
suspension clamps and all hardware. Nominal strength
rating of 12000kg.
(c) Dead-end assemblies for strain towers types C and D
complete with insulators, compression fittings, grading
ring and all hardware .Nominal strength rating of
215000 kg.
(d) Jumper loop suspension assemblies for strain towers
types C and D, complete with insulators, suspension
clamps, counterweight (if required) and all hardware.
Nominal strength rating of 7000kg.

2. Provide adequate bearing area between fittings and avoid


"point" or "line" contacts wherever this is possible without
adversely affecting the flexibility of the fitting.
3. Galvanize components of conductor suspension assembly
made of steel or malleable iron.
4. Do not use hook fittings for attaching insulator sets to tower
crossarms.
5. Lock all bolts with locknuts and cotter pins or by other
approved means.
6. Provide insulator hardware with an ultimate breaking strength
which is equal to or greater than the rated M&E strength of the
insulator string.
3-3-2 Insulators
3-3-2-1 Tangent Tower Suspension Insulator Strings:
Provide fog type insulator discs (glass) each with a unit
spacing of 146mm, pin diameter of 20mm and nominal disc
diameter of 280mm.
Ensure that the total creepage (Leakage) length of each
insulator string is not less than 11600mm and the mechanical
(M&E) strength is not less than 10000kg .Ensure total length of
strings including fittings, extension links, and clamps to enable
the vertical distance of 3.86meter to be maintained between the
lower side of the tower crossarm and the conductors.
Submit the insulators which shall be provided, for pollution
test under the direction of the Engineer and at an independent
and approved testing laboratory.
These tests shall be carried out on separate units, as well as on
complete insulator string.

Such tests would be to the cost of the contractor or


manufacturer proposing the use of such insulators and the test
will decide the number of discs needed in each strings.
The engineer shall approve the type and number of insulator
used on the type A tower. For tendering assume strings to
contain 28 units each side of the "V" suspension strings.
3-3-2-2 Type "B" Tower Suspension Insulator Strings
Ensure insulators have a mechanical (M&E) strength of not
less than 12000kg.Ensure insulator discs have,creepage length,
profile and all essential characteristics similar to or better than
those used for the tangent towers but with different color, and
ensure number of insulators per string corresponds with the
number of insulators on the tangent towers.
The Engineer shall approve the type and number of insulator
used on the type "B" tower.
3-3-2-3 Type "C" & "D" Tower Tension Insulator Strings
Provide fog type insulator discs (glass), ensure tension sets
comprise of twin strain insulator strings, each string with a
nominal (M&E) strength of not less than 15000kg, and ensure
number of insulators per string is not less than the number per
string on the tangent towers.
Ensure overall creepage length of each strain string is not less
than 12500mm and overall length of each string is not less than
4200mm.The nominal disc diameter of 280mm.
The Engineer shall approve the type and number of insulators
used on the type "C" & "D" tower tension sets.

3-3-2-4 Insulator, Supply Requirement


1. Correct all flashover and withstand voltage levels to Normal
Temperature and Pressure in accordance with BS 137.Verify
the flashover and withstand performances together with the
arc gap dimensions by test.
2. Test for Corona and Radio Interference accordance with
technical specification. Ensure that the RIV. of the entire
insulator assembly when tested in accordance with NEMA
107 does not exceed 750 microvolt.
3. Provide insulator type units of the suspension insulator
string of toughened glass and together with their metal
fittings ensure that they comply with BS 137.

4. Provide all insulators of the ball and socket or other


approved standard type. Ensure that the locking device is
either a socket key (cotter pin) or security clip ("W"clip) to
applicable ASA,IEC,BA or AS specifications, excepting
that cotter pins are of stainless steel .Ensure that all locking
devices are suitable for hot line maintenance.
5. Ensure that the design is such that stresses due to expansion
and contraction in any part of the insulator do not lead to
the development of defects.
6. Ensure that insulating material does not engage directly
with hard metal. Ensure that all fixing material is of
approved quality, is applied in an approved manner and
does not enter into chemical action with the metal parts or
cause fracture by expansion in service. Where cement is
used as a fixing medium, ensure that the cement thicknesses
are as small and even as possible and centre and locate
correctly the individual parts during cementing.

7.Mark each insulator unit legibly and indelibly with the


manufacturer's name or trademark,the month and year of
manufacture , a mark indicating the minimum failing load
and other marks such as the insulator catalogue number to
assist in identifying the representative selection of batches
for purposes of the type tests.
3-3-3 Conductor Fittings
3-3-3-1 Conductor Grading Rings
1. Provide grading rings of an approved type for attachment to
the Yoke at the live end.
2. Ensure that the mechanical strength of grading rings safely
withstands a load of 1000 Newton applied at the extremity.
3. Ensure that the grading ring and its attachment to the Yoke
safely withstands aeolian and subconductor vibration.
3-3-3-2 Conductor Suspension Clamps
1. Ensure that the clamp bodies of conductor suspension
clamps are of aluminum material and of sufficient size to
accommodate the conductor and preformed armor rods.
Ensure that the clamp is of the socket type and allows its liveline disengagement from the insulator string.
2. Ensure that conductor suspension clamp is free to pivot in
the vertical plane about a horizontal axis, transverse to the
centerline of the conductor.
3. Ensure that suspension clamp bolts are torqued in such a
manner as to permit the complete conductor to slip before
failure of the latter occurs.
4. Ensure that the outermost point of clamping pressure is not
less than two(2) conductor diameters (include preform armor
rods) inside the outermost point of contact between the
conductor and its supporting groove (the conductor being

assumed to be horizontal ) .Ensure that the supporting groove


beyond the latter point is curved in the vertical plane to a
minimum radius of 150mm and for a sufficient distance to
allow for the conductor leaving the clamp tangentially at the
maximum inclination shown in the drawings. Ensure that the
mouth of the supporting groove is also slightly flared in plane
and that the grooves in the clamping piece or pieces are bellmounted at each end to a minimum radius of 25mm for a
distance of 12.5mm, unless otherwise approved.
Ensure that the supporting length of the clamp is sufficient
to keep the bearing pressure in the conductor negligible.
5. Where suspension clamps are used at angle positions or in
other special circumstances, provide clamps for which the
values given in (4) above are suitably modified and are
approved by the Engineer.
6. Ensure that conductor grooves and bell-mouth are smooth
and free from waves, ridges or other irregularities.

3-3-3-4 Conductor Deadend Assembly


Ensure that the deadend assembly consisting of a compression
type aluminum body, a steel-clevis deadend and a bolted
jumper terminals, is of a size to fit the conductor in accordance
with the conductor manufacture's recommendations and the
drawings.

3-3-3-5 Dead-end Assembly Associated Hardware and Fittings


1. Provide hardware and fittings made of forged steel or
malleable iron and having mechanical strength as
specified.
2. Use Yoke plates as shown in the drawings for the
attachment of the twin bundle and of the grading rings to
the insulator strings.

3. Fit conductor strain assemblies at each end of their


insulator strings with shouldered extension links suitable
for standard strain carrier Yokes .
3-3-4 Earthwire Fittings
3-3-4-1 Earthwire Suspension Assembly
Provide the earthwire suspension assembly which consisting, but
not limited to the following components to complete the design
requirements:(a) Preformed aluminum alloy armor rods for earthwire.
(b) earthwire suspension clamp.
(c) Associated hardware and fittings for earthwire suspension
assembly (including fittings required for grounding loop
connection).
Galvanize components of the earthwire suspension assembly
made of steel or malleable iron. Secure bolts, nuts and washers
with cotton pins, locknuts or by other approved means.
Ensure each earthwire assembly includes preformed armor
rods for the protection of the earthwire at the clamping area.
Provide a earthwire suspension clamp of the socket type of
malleable iron and of sufficient size to accommodate the
earthwire plus a set of preformed armor rods.
In addition to the hardware and fittings required for the
assemblies, provide two-bolt connectors as shown on drawings
for the grounding loops connections of the earthwire to the
tower steel work.
3-3-4-2 Earthwire Strain Assembly
Provide the earthwire strain assembly which consists of the
following components:
(a) Earthwire compression deadend.

(b) Associated hardware and fittings for earthwire


assemblies (including connection of ground loop to the
tower).
Provide the earthwire compression deadend of an approved
type which shall not permit slipping of, damage to or failure of
the complete earthwire or any part thereof, at a load less than
ninety-five percent (95%) of the ultimate strength of the
earthwire.
Supply earthwire strain assemblies in sets covering both
sides of the tower, and including the necessary connectors for
connecting the grounding loop to the earthwire on both sides
of the tower as well as to the tower itself.
3-3-4-3 Earthwire Hardware
Ensure that the earthwire hardware has an ultimate breaking
strength at least one point six (1.6) times the maximum load.

3-3-5 Conductor and Earthwire Vibration Dampers


Provide vibration dampers of the Stockbridge or other
approved type.Design the dampers so as to limit conductor and
earthwire vibrations to an acceptable level and attach them in
such a manner as to prevent damage to the conductor and
earthwire and to individual strands of the conductor and
earthwires. Prior to fabrication, submit to the Engineer test and
other relevant data proving the efficiency of the proposed
damper.
Galvanize damper components made of steel or malleable iron
in accordance with the standard BS 729.
Determine the number of vibration dampers per span and the
locations of attachment and have such data approved by the
Engineer.

3-3-6 Spacer Damper System.


The spacing of the conductor bundle is 457mm horizontal
.Suitable spacer damping must be supplied to keep this clearance
along the spans, and damp the vibrations of conductors.
The supplier is to propose the type of spacer-damper which be
deems will be the most efficient in local conditions. When
considering the choice of the type of spacer damper it is necessary to
ensure that the spacer damper is sufficiently strong to withstand the
forces due to the short circuit currents (Not less than 1600 N).
The clamps of the spacer dampers should be shaped as not to
cause any damage to the wires of the conductor, and the damping
force should be sufficient to keep the device in fixed position , and
retain its value with changes of temperature.

INSPECTION AND TESTING

Inspection and Testing


4-1 General
1. Unless specifically directed otherwise, make adequate tests and
inspections to determine whether the material furnished under this
specification is strictly in accordance with it. In addition, the Engineer
may inspect the material made under this specification at the plant of
manufacturing, at the point of delivery.
2. Be advised that all material furnished and all work performed is
subject to inspection unless waived is written by the Engineer or his
authorized representative. Do not ship any material until inspection at
the plant has been made or waived by the Engineer or his authorized
representative, certified copies of reports of tests and analyses have
been accepted and final shop drawings have been furnished and
reviewed.
3. The Engineer reserves the right to obtain from any lot of material
being fabricated sample coupons for independent testing by a
laboratory approved by the authority issuing the standards and to
reject any lot of material for which such tests fail to meet specification
requirements.
4. Do not construe any omission or failure on the part of the Engineer to
approve or reject any work or materials at the time of inspection as an
acceptance of any defective work or materials. If any work or
materials shall be condemned by the Engineer as defective or
improperly done, remove or rebuild such work or otherwise remedy
the defects in a manner satisfactory to the Engineer and consistent
with the intent of this specification.

5. Furnish certified reports in three(3) copies showing the results of all of


the tests required by this specification and applicable reference
specifications.

6. Ensure that all instruments are approved and, if required by the


Engineer, are calibrated by an approved authority.

4-6 Compression Joints, Repair sleeves and Dead-End Assemblies


4-6-1 Type Tests
Submit all joints and deadends for examination before test. Carry all
assembly, cutting-off of conductor, compound filling (where applicable)
and any work whatsoever necessary for the assembly of the deadend
and joints in the field in the presence of the Engineer with the erection
methods and tools proposed for field use Obtain approval of such
methods from the Engineer and be advised that tools will be subject to
inspection at the time of the tests.
4-6-2 Mechanical Type Test
Carry out the following tensile tests on conductor and overhead
earthwire deadends and tension joints:
(A) Fit two compression deadend assemblies to the ends
of a length of conductor and overhead earthwire not
less than seven(7) meters long.
(B) Fit a tension joint in the center of seven(7) meter
length of conductor and overhead earthwire each end
of which shall be held in a half joint.
Apply for both tests (A) and (B) a tensile load of about 50
percent of the ultimate strength of the conductor and overhead
earthwire and mark the conductor and overhead earthwire in such a
way that movement relative to the fitting can easily be detected.
Without any subsequent adjustment of the fitting, increase the
load steadily to 95 percent of the ultimate strength and then reduce
it to 90 percent of the ultimate strength and maintain it for one (1)
minute. Ensure that there is no movement of the conductor or
overhead earthwire relative to the fitting due to slip during this one
(1) minute period and no failure of the fitting.

4-6-3 Electrical Type Tests


Carry out the following tests on a sample each of tension joints,
dead-end assemblies in which the conductor has necessarily to be
cut and non-tension joints. Carry out the testes on assembly
consisting, where applicable, of a dead-end assembly and a tension
hoist and non tension joint together with a length of the conductor,
the whole being connected in series. Cut the lengths of
intermediate conductors so that the distance between the mouths of
the test fitting shall not be less than one (1) meter. Pass the
assumed maximum full load current specified for the conductor at
50 hertz. Continuously through the assembly for a period of eight
(8) hours. Followed by approximately 16 hours shut -down and
followed by a further eight (8) hours heat run. At approved
intervals throughout this period, record measurements of
temperature rise on the fittings and on the intermediate conductors.
Immediately at the ends of the heat -runs, Make accurate voltage
drop measurements on standard lengths, including fittings and
conductor. If possible, also make AC voltage drop measurements
during the heat - runs. Ensure that the temperature rise and
resistance per unit length of any fitting at no time exceeds those of
the conductors. Make temperature measurements on fittings and
conductors in an approved manner. Do not permit any tightening
up adjustment of fittings in any way during the progress of the test.
At the conclusion of the test, dismantle all fitting completely and
ensure that there are no sings of local heating, burning or fusing on
any part of the fittings or on the conductor itself. Apply the corona
type test as specified under the following paragraph Insulators and
fittings to all conductor fittings, including dampers, spacers and
spacers dampers.
4-6-4 SAMPLE TESTS
Submit sample clamps and joints to such tests as the Engineer may
require in order demonstrating compliance with this specification.

4-7 Insulators and Fittings


Ensure that testing in accordance with IEC 274, BS 137 and BS 3288 (part
I) with the following addition.
4-7-1 Insulators Routine Tests
When a batch of insulator units bearing a certain identification mark has
been rejected after test, do not submit any further unite bearing this mark
and satisfy the Engineer that adequate steps will be taken to mark or
segregate the insulators constituting the rejected batch in such a way that
there is no possibility of these insulators subsequently being resubmitted
for test or supplied for the E.T.P. use.
4-7-2 Corona Type Test
Carry out corona type tests on materials, each of which is to be as
supplied for the works, as follows:
a) "V" Type suspension insulator assembly complete with all insulators
and hardware for the types A and B towers.
b) Tension insulator assembly complete with double insulator strings
and all hardware for the types C and D towers.
c) Jumper suspension insulator assembly completes with all insulators,
hardware and jumper weights if these are to be used.
d) Spacer damper units (at least two (2)).
e) Spacer for jumpers ( if these are different from the spacer dampers )
.Ensure that the clamps of the assemblies carry conductors of equal
diameter to those required but the standard ACSR conductors may
be simulated in these tests by hollow metal tubes.
For the insulator assembly tests, ensure that the lengths of the
conductors extending from the clamps or compression fittings are at least
1.5 times the corresponding insulator string length. For suspension sets,
provide the conductors each with a total length of at least three (3) times
the insulator string length with the suspension clamps centered. Test the
strain sets in an approximately horizontal position and hold them in
tension with a total load of not less than 9 KV. Attach the ground end the

assemblies to a grounded metal crossarm. Terminate the free end of all the
conductors with stress reducing shields. Ensure that the individual units
forming the insulator strings for these tests have already passed the routing
tests. Ensure that no other object is nearer to the set than 1.5 times the
length of the insulator set. Conduct the corona tests in complete darkness,
allowing 10 minutes for the observer's eyes to become accustomed to the
darkened conditions before the tests are commenced. Apply a voltage in
excess of the corona test voltage stated for the insulators, and maintain it
at this level for five (5) minutes. Then reduce voltage slowly and note the
extinction voltage level of any corona, which may have formed. Ensure
that with the aid of binoculars of minimum objective 50 mm, no corona is
visible on the sets at the stated corona Test voltage of 243 KV.
4-7-3 Radio Interference Tests- Optional Type Tests
Provide documents detailing the results of independently witnessed and
certified radio interference tests, which shall have been carried out on both
single units and whole strings in accordance with BS 137 / part (I) 1970
and BS 727 or NEMA publication no.(107).

PACKING AND SHIPPING

Packing and Shipments


5-1 Packing
5-1-1 Scope
Included in this section are minimum requirements to ensure that all
materials pertaining to the works are packed and transported to their
destination without sustaining any damage or deterioration. Also
included all details of being provided and requirements labeling and
marking of containers. Write and submit to the Engineer before
manufacturing a comprehensive specification covering packaging,
marking, color coding, documentation ...etc, to be used by all
manufacturers, suppliers and shippers ...etc. Include, but not be limited
to, any methods or procedures described herein.
5-1-2 General
Ensure that all materials are adequately packed to provide protection
against corrosion, physical damage contamination or damage from
water, dust, or from any other source during handling and all necessary
transport. Handle all crates, boxes, bundles, etc. carefully at all times
and do not drop , dump , throw or push items from , onto or into any
from o transport , during storage or at any other time .
5-1-3 Steel Work
The packing of towers should be tower wise i.e. each tower consist of
many, bundles and boxes. Strap bundles of steelwork with extra heavy
duty galvanized steel straps Include only like members in any onebundle place in an interlocking fashion and strap sufficiently to prevent
spillage of internal members when the bundle is tilted. Secure members
of each bundle with wire passing through member holes at each end of
the bundle. Limit the weight of each bundle to approximately 1000 kg.
Prior to shipping dip all steel materials in a suitable solution such as
sodium bichromate to protect the galvanizing from white rust corrosion
during transport. Submit full details of the proposed treatment to the
Engineer.
For short members (1 m long or less), limit the size of each bundle to
approximately 0.3m 0.3 m in high and width. Use extra straps to
prevent slippage within each bundle and. if possible, secure bundles to

pallets and double strap the pallets in both directions Limit the weigh of
each pallet approximately 500 kg. Wire small members, such as gusset
plates, clip angles ...etc, together on small bundles and pack in heavy
gauge drums or strongly boxes with totally close -insides bottom and
top. Pack drums no more than two -thirds full and fix a strongly braced
solid cover directly above the items. Provide lifting holes or lugs on all
drums. Limit the net weight of drums to 50 % of the drum capacity. For
details of box see clause 5.1.6. Place bolts, nuts, washers and similar
accessories in boxes or small steel pails .If pails are use securely wire
each lid and place the pails on a pallet. Place a second pallet on top of
the pails so that its members directly touch and secure all pail lids.
Double strap the pallets in both directions.
Handle and store bundles of steelwork horizontally and never on end.
Do not use metallic lifting lugs or chains, except with adequate rubber
sheathing. It is preferred and recommended that manilla rope is used for
lifting bundles of steelwork. Protect the lifting surfaces of fork lift
trucks with strips of wood or rubber. Keep all steelwork off the ground,
truck beds, warehouse, floors, wharfs...etc, by means of suitable
blocking. Also use blocking between layers and bundles when these are
stored or piled. Ensure that all blocking is sufficient to keep members
from bending and to allow easy use of slings and fork lifts.
5-1-4 Conductor and Cable
Pack all conductors and cables on the suppliers recommenced reels,
which should be non-returnable wooden type with wooden lagging, all
dipped in anti-termite solution prior to painting. Provide all reels with
steel hubs with a through hole of minimum diameter 75 mm. provide
waterproof paper between the conductor and the drum and the lagging.
Securely nail all lagging to the reel flanges ensure nails are correctly
driven and do not enter conductor and double strap with straps inset
into the lagging. Indicate on each reel/in addition to other labeling
requirements, an arrow showing the direction of roll. Attach a metallic
label showing, serial number, conductor length, size, type, gross
weight, tare weight, and cubic measure.
Lift reels by means of a bar through the hubs for attaching to slings

or chains which must have a spreader bar above the drum if a single
lift point is used. When using fork lift trucks, carry reels with the hub
axis. Parallel to the direction of travel and ensure that lagging is not
damaged by the lifting forks. Do not lift reels by threading the chain
through the hubs or by slinging a round the lagging. Keep reels
upright on the flanges during handling and storage. Do not store or roll
reels on rough surfaces. Roll reels as little as possible and only on
smooth surfaces and only in the direction of the arrow. Never pile or
store conductor reels more than two reels deep. Use suitable blocks to
keep reels off the ground during site storage. Store drums in rows or
double rows with sufficient loading space between each row or double
row. Rotate drums by a quarter revolutions each six months while in
storage.
5-1-5 Insulators
Pack insulators in strong wooden crates with side members a
minimum of 12 mm thick and end members a minimum of 25 mm
thick. Ensure that side members are a minimum of 100mm wide with
smooth outside surface. Pack crates on pallets and secure with double
straps in both directions.
5-1-6-Hardware, Accessories and small members
Pack in wooden boxes made of lumber a minimum of 25 thick with
reinforced edges, corners and end. Use nails that are ringed or spiraled.
Line boxes with water roof paper and double strap in both directions.
Limit the weight of boxes to approximately 100kg.Lenve suppliers
standard cardboard and over pack with wooden boxes size designed to
suit.

5-2 Shipping
Make all arrangements for all forms of transport used to ensure that all
items are transport safely and on time to their destination. Use only
reputable carriers which have regular schedules to the required
destination.
Investigate the facilities, reliability and record of carriers, ports and
other depots. Make arrangements to supplement any deficiencies that may
be expected.

Investigate the possibility of through transport by road or rail to Iraq,


and check for problem such as delays shortage of rolling stock or suitable
road vehicles and the acquisition of permits.
Keep the number of carriers to a minimum, and avoid transhipments or
double handling at ports and depots as far as possible. Ensure that all
warehouses used in route are suitable and that all items can be stored
without any deterioration or damage. From water, sunlight, dust or any
other cause.
When possible avoid sending partial consignments.

5-3 Marking and Color Coding


Ensure that all labels, markings and color codes...etc. on all
bundles, crates and boxes ... etc. Is clear, legible, waterproof, not
affected by sunlight and are securely fixed or painted thereon. Use the
standard project shipping mark in all cases. Apply this and any mark
authorized by the Employer to several surfaces of the packages and
ensure that the marks are visible at a distance. Apply any special decals
required by the exporting country onto all packages.
Establish a standard form of address for use on all packages.
Include in the information on the outside of each package details of
contents , size , weight, order Number, shipper, shipping contract
number, case numbers ...etc. Apply standard markings such as lift here.
No hooks, Fragile ...etc. as appropriate. Ensure that oil, paint and other
hazardous or inflammable materials are marked accordingly, including,
Flash point and recommended storage temperatures. Mark all bundles,
boxes, bags ...etc and package inside larger containers with full details
of contents.
