Purchase of Office Furniture and Partition System
In accordance with the UPOU Revolving Fund 2016, the UP Open University (UPOU) through the Bids
and Awards Committee (UPOU-BAC), intends to apply the sum of Seven Hundred Eleven Thousand Eight
Hundred Seventy Eight Pesos and Twenty Two Centavos (PhP711,878.22), this being the Approved Budget for
the Contract (ABC) for “Purchase of Office Furniture and Partition System” (ITB Reference No. 16-06-002).
Bids received in excess of the approved budget for the contract (ABC) shall be automatically rejected at bid
opening.
The UPOU now invites all interested PhilGEPS registered suppliers, manufacturer, dealers, and
authorized franchised dealers to submit bids for “Purchase of Office Furniture and Partition System”. Delivery
of goods is required fifteen (15) calendar days after receipt of the Purchase Order. Bidders should have
completed, within the last three (3) years from the date of submission and receipt of bids, a contract similar to
the project and equivalent to fifty percent (50%) of the approved budget for this contact. The description of an
eligible bidder is contained in the bidding documents, particularly in Section II. Instructions to Bidders. Bidding
is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent
(60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or
organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens,
pursuant to RA 5183 and subject to Commonwealth Act 138.
Bidding will be conducted through an open competitive bidding procedure using a non-discretionary
“pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184,
otherwise known as the “Government Procurement Reform Act”.
A complete set of bidding documents may be purchased from the address below and upon payment of a
non-refundable fee for the bidding documents in the amount of One Thousand Pesos (PhP1000.00) only. It may
also be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS)
provided that bidders shall pay the non-refundable fee for the bidding documents not later than the submission
of their bids.
Bids must be delivered to the address below. All bids must be accompanied by a bid security in the
form and in the amount stated in ITB Clause 18.
Bid opening shall be on 14 June 2016, 3:00 PM at UPOU Headquarters, Los Baños, Laguna. Bids will
be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids
shall not be accepted. UPOU reserves the right to accept or reject any bid, to annul the bidding process, and to
reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or
bidders.
Interested bidders may obtain further information from the BAC Secretariat, Supply and Property
Management Office (SPMO), UPOU Headquarters, Los Baños, Laguna and inspect the bidding documents from
8:00 AM to 5:00 PM Monday to Friday.
