NREAP 1. targets and trajectories

Defining sectoral targets and trajectories:
for renewable electricity

..

for renewable heating and cooling

for renewables in transport

Estimation of final energy consumption (reference

scenario + additional energy efficiency)
Estimation of contribution of various RES
technologies: wind (on-shore/off-shore), biomass,
biogas, hydro, solar (PV, CSP, thermal), heat pumps,
bioethanol, biodiesel, etc.

Forecast Documents

Forecast docs must detail each Member State's

intended use of co-operation mechanism

..

All forecast documents have been received

10 MSs expect to overshoot target in 2020 5.5 Mtoe

(2% of total RES need) could be available to transfer to
other MSs
5 MSs expect to not reach 2020 targets 2 Mtoe (<1%
of total RES need)
Overall, EU should exceed its 20% target by 0.3%

Small quantity of energy expected to be subject to

flexibility mechanisms
Strong national energy efficiency and infrastructure
measures required

Sustainability - current situation

Less than 5% solid/ gaseous biomass is imported to EU
(for electricity, heating and cooling).
Forestry ~ 24% from direct removals, rest from byproducts
Many small sized energy-producers in the EU (~48,000
above 1MW)
EU forestry and agriculture and waste management
subject to environmental rules at national/EU level +
existing voluntary approach (e.g. MCPFE process)
Solid biomass/ biogas - high GHG savings, as most from
forest residues/ by-products, wastes
Increasing imports (pellets) Canada,
Russia, USA

Report COM(2010)11

.
.
.

No binding EU scheme
Production: existing EU legislation + low imports
GHG: normally high savings
Efficiency: for all energy resources
Cost of meeting sustainability criteria can be high

National schemes can be developed but with internal

market and renewable energy targets in mind
Commission recommendations for criteria and
review in 2011

Conclusions
Biomass will play an important part of meeting
2020 targets
Biomass can be freely traded within the EU, a
form of flexibility for Member States to meet
targets
Not clear yet how much biomass MSs expect
in energy mix in 2020 NREAPs will provide
more information
Sustainable use of biomass must be assured
and monitored
