Summary: Independent Review of Web CMS Project

This briefing advises the Deputy Leader on the outcomes of the independent review of the Web
CMS Project carried out between December 2009 and February 2010; commissioned jointly by
Birmingham City Council and Service Birmingham.

The review comprised some 60 interviews conducted with key personnel involved in the Web CMS
project over the last five years – within BCC, Service Birmingham, and a key supplier as well as
numerous documents.

The executive summary lists the key findings from the review and areas where lessons can be
learnt for similar projects in the future.

Background information:
In order to give the citizens of Birmingham choice as to how they can access our services, the
decision was taken to implement a new web platform and as part of this project a new website was
launched in September 2009. As with any major project of this nature it is good practice to review
its implementation in order to learn lessons for the future.

The attached report gives the full detail of that review and its outcomes/recommendations.
