Foster High

School

Student Council Constitution


Adopted July, 2016
Article I (Name)
The name of this organization is the Foster High School Student Council.
Article II (Purpose)
The purpose of the Student Council shall be to:
a. Represent the student body at Foster High School
b. Unify the student body through social activities and community service opportunities.
Article III (Authority)
1) All powers of the Student Council are delegated to it by the school administration and/or
district board of education.
2) All actions of the Student Council are subject to review, and possibly veto, by the principal.
Article IV (Members)
1) The council will consist of members, chairmen, and officers. The members will choose five
(5) class officers, elected President, Vice-President, Secretary, Treasurer, and Historian from
the council.

2) All members will abide by all L.C.I.S.D. policies and the Student Code of Conduct as outlined
in the Foster High School Student Handbook. Any member assigned to alternative school or
emergency removal from campus, or violating the Student Code of Conduct as outlined in the
Foster High School Student Handbook will be permanently removed from the council.
Students will have to accumulate points specified in a point system. Any officer or member
failing to fulfill their responsibilities may be removed from office upon review by the sponsor
and principal.
3) All Student Council members must stay active in participation of events outside of the
monthly meetings in order to remain in Student Council.
Article V (Officers and Representatives)
1) The elected executive officers shall be President, Vice President, Secretary, Treasurer, and
Historian/Reporter.
2) The president elect must be at least a senior the coming school year. President and vicepresident must have held an officer position before applying. The historian, secretary, and
treasurer must be at least a sophomore the coming school year.
3) All officers are subject to the same disciplinary and attendance requirements as the voting
council body.
Article VI (Duties)
1) The President shall:
a. Preside at all Student Council meetings
b. Set agenda for Student Council meetings.
c. Represent the student body at school district events.
d. Assume responsibility for the carrying out of student council projects and activities.
2) The Vice-President shall:
a. Assist the president in all areas of council operation.
b. Preside at Student Council meetings in the Presidents absence.
c. Assist with setting agenda for student council meetings
d. Represent the student body at school district events as requested by the president
3) The Secretary shall:
a. Record attendance from attendance sheets.
b. Take & update the minutes at meetings.
c. Post all minutes in the Student Council bine
d. Represent the student body at district events as requested by the president.
4) The Treasurer shall:
a. Maintain the financial records of the Student Council.
b. Prepare financial reports for meetings of Student Council.
c. Coordinate the fundraising projects for Student Council.

d. Assist in the calculation of the monies collected through Student Council.


5) The Historian shall:
a. Gather materials in preparation for the Student Council Scrapbook.
b. Assist in the creation of a yearly scrapbook for Student Council.
c. Make sure pictures are taken of all activities
d. Coordinate work on Freshman Orientation table display.
Article VII (State Project)
Each year, the council members will participate in the TASC State Project. The project will be
determined by the Student Council leadership and meet with the needs of the school. Projects must be
approved by the administrators prior to implementation.
Article VIII (Meeting)
1) The Student Council shall meet every two weeks. Meetings will be held before and after
school in the Large Group Instruction room (LGI), unless otherwise mentioned.
2) Each meeting shall be run in the following manner.
a. Council members will sign in at the appropriate sheets. This information will be
collected and logged to keep track of all active members.
b. The board will provide the student council members with information provide on the
meeting agenda
i. Reminders social media account sign ins,
ii. Old business current fundraisers, outstanding dues or other payments.
iii. New business topics pertinent to the coming months (homecoming,
fundraisers, field trip, etc.)
Article IX (Elections)
1) In order to be eligible for any student council government position, a student shall have
maintained good academic standing for the year prior to elections, and must have been an
active member for at least one year prior to the elections.
2) All elected candidates shall serve a one-year term.
3) Elections for the following year Student Council shall take place in May.
4) All students running for an elected student council position must attend all mandatory
meetings prior to the elections. Student running for office will be allowed to post three
election posters in the school building, encouraging students to vote for them. Posters must be
school appropriate and must be signed off by the staff advisor prior to being posted. In the
event of two officers running together, for example, president & vice-president), each persons
posters may include both candidates.

5) Elections shall be run in the following manner:


a. The elections shall take place at the beginning of May and the entire student body,
minus the graduating seniors, shall be encouraged to vote for the positions.
b. Voting shall take place during the lunch period.
c. Immediately following the voting procedures, the staff advisor(s) shall count the
ballots.
d. In the event of a tie for a position, a run-off election shall be held the next available
date. The decision of the run-off shall stand.
e. The newly elected students for each position shall be announced and posted
immediately after school the day of elections.
f. The newly elected students shall assume office the following September. However, the
Student Council staff advisor(s) may require newly elected students to attend board
meetings beforehand to discuss pertinent information for the coming school year.
Article X (Amendments)
This constitution can be amended with 2/3 approval of the Council and final approval of the
Principal. The amendment must be in writing and distributed to all members 2 weeks before voting
on the amendment.
Article XI (Lettering in Student Council)
1) Foster Student Council is not a sanctioned UIL team, club, or organization. According to the
Texas Association of Student Council, lettering standards are defined by the individual school
or local districts. Foster High School Student Council has the following requirements needed
in order to letter or patch within the organization:
a. Students must have been active members for at least 2 years.
b. Students must complete 10 service hours on the Student Council Community Service
Project
c. Students must have a minimum of 125 points for each year prior to obtaining their
letter.
2) Staff advisors will submit the list of student names for letter jackets or patches to the school
secretary for approval. Students will be required to attend the fitting meeting in order to
receive their jacket/patch.
3) Jackets/Patches will be ordered once a year:
a. Fall main order. All students who meet all requirements for letter jacket/patches the
previous year.
b. Graduating Seniors who have meet all requirements, but have not yet received a jacket
or patch, will have one ordered for them in the Spring
Article XII (Point System)
1) Council members shall receive points in regards to their participation within student council.

2) Points shall be rewarded as follows:


a. Attendance to meetings 5 point
b. Wearing Student Council T-shirts 2 points
c. Participation in sanctioned fundraisers 1 point per item sold
d. Participation in Community Service project 5 points
e. Student Council submitted Volunteer hours (as provided) points awarded according
to the number of hours worked.
f. Sporting Event (must submit dated ticket) 3 points (home); 5 points (away)
g. Spirit Week Dress Up 2 points for each day that you are dressed up during Spirit
Week
Article XIII (Fundraisers)
Student Council members participate in two main fundraisers during the school year. One in the fall
and one in the spring. Monies raised during the fundraisers goes towards purchasing letter
jackets/patches, donations to causes, Spring Field Trip, and other club expenditures.
Article XIV (Field Trips)
Student Council has one field trip during the spring of each year. Council members are required to
have certain meet requirements, including meeting academic standards.
