President Hassan Rouhani,
My name is Isaiah X. Smith and I am sending you this letter in regards and pertaining to the Iranian
Revolutionary Guard Corps’ harassment of service members of the United States of America. I want to
personally condemn the members of the Iranian Revolutionary Guard Corps who repetitively were
attempting to provoke service members of the United States of America that were on board the USS
Nitze.
I believe that members of the Iranian Revolutionary Guard Corps were intending to provoke the
government of the United States of America through their actions and conduct. I and other individuals
takes the provoking attempts by members of the government of Iran as an act of aggression and those
provoking attempts against service members of the United States of America must stop! The Iranian
Revolutionary Guard Corps’ provoking attempts have the possibility as to causing there to be a breach to
the peace and poses a threat to the peace.
The USS Nitze, under the operations of the United States of America, was operating pursuant to and in
accordance with international law as it was on international waters. However I believe that members of
the Iranian Revolutionary Guard Corps ignored the international maritime "rules of the road" that have
been listed in the 1972 Convention on the International Regulations for Preventing Collisions at Sea
when they were acting aggressively in a way as to provoking the United States of America. Further,
members of the Iranian Revolutionary Guard Corps actions and conduct were dangerous, unprofessional
and were very disturbing.
I would strongly recommend that the government of the Islamic Republic of Iran cease their dangerous
and unprofessional harassment of foreign vessels. Your country’s harassment of foreign vessels is taken
as an act of aggression and has the possibility as to causing there to be a breach to the peace, poses a
threat to the peace and may violate international law.
