Le concept choisi par Rome 2020 pour les sites sportifs fond
le pass dans lavenir en tablissant un lien entre lexprience
humaine antique et les traditions sportives et en portant lidal
olympique de durabilit un niveau encore ingal. Lorganisation
des Jeux Olympiques et des Jeux Paralympiques Rome
redfinira lhritage dans le sport mondial et saccompagnera
dun modle renouvelable lintention des Jeux Olympiques
futurs. Tmoignage de lengagement sans gal de Rome pour la
prservation de son histoire, notre projet jaillit de lhritage de
sites laiss par les Jeux Olympiques de 1960 et associe celui-ci
dautres sites de cration et transmission plus rcentes. Rome,
pass et avenir partageront la vedette de faons encore indites
qui verront les sports olympiques investir les arnes du pass et
les passions intemporelles que suscitent les sports sexprimer
de manire novatrice. Rome 2020 sera le moment dentrer de

Manifestation sportive
Rome 2020s sports venue concept blends the past with the
future, linking historical human experience and sporting
traditions while elevating the Olympic ideal of sustainability to
a new level. An Olympic and Paralympic Games in Rome will
create a new definition of legacy in global sport and a renewable
model for future Olympic Games. Reflecting Romes unique
commitment to preserving its historic past, our plan is anchored
in the legacy venues of the 1960 Olympic Games, combined with
additional legacy venues more recently developed and deployed.
In Rome, the past and the future will share the stage in unique
ways, as Olympic sports are contested in ancient arenas and the
timeless passions of competition are celebrated in new ways.
Rome 2020 is a time for history.

The first key goal of the Roma Capitale 2020 Strategic Plan for
Development is environmental sustainability: Environmental
sustainability is not just a good idea; it must be a guiding
principle. As a result, Rome 2020s sustainability platform has
four main objectives: development of sustainable transport
systems; reclaiming of the Tiber River; reducing energy usage
and improving the citys waste management/recycling system.
All of these serve as environmental drivers for the Rome 2020
Games plan for the Olympic and Paralympic Games. Rome 2020
plans to leave the best environmental practices to the worldwide
community as part of its legacy.

Like all large and complex metropolitan cities, Rome has certain
environmental issues to resolve. Land, water and energy are
always in demand for a growing city, requiring ongoing and
evolving solutions to safeguard Romes historic heritage.
Italy signed Agenda 21 in 1992, and since that time Rome has
adopted numerous environmental management plans.
Sustainable Mobility
Romes Plan for Sustainable Mobility focuses on infrastructure
improvements, as well as incentivising citizens to use modern
and efficient public transport instead of their own cars. Two new
underground railway lines are under construction. The Termini
railway station intermodal exchange link, to be completed
in 2012, and the Tiburtina railway station, newly opened, will
increase capacity on interconnecting lines.
Sustainable mobility initiatives include reserved lanes for public
transportation, increasing bike ridership and actively encouraging
car sharing and pooling. Rome rapidly is replacing its taxis and

Building Construction
A series of actions for the construction sector are underway,
which meet the 2006 and 2011 regulations on sustainability
in construction. Improvements include upgraded thermal
insulation, fixture replacement and use of renewable energy
sources in public and private developments. For example, at
least 50% of energy used to produce hot water must come from
renewable sources, and all new buildings must be equipped with
storm water recovery.

Rome has chosen the Via Veneto corridor as the central reference
point for the 2020 Games. Situated in the heart of the city, this
vibrant 800 m corridor is conveniently located within 10 minutes
of the Foro Italico Olympic Park (6.9 km) and the Olympic Village
(8.9 km). This historic Roman street forms one of the citys most
famous districts and will serve as the Olympic Family hotel
cluster and main celebration site of the Games.

Mthodologie
Le tableau 5 indique les distances et dures de dplacement
demandes. Celles-ci proviennent de Roma Mobilit qui a utilis
une matrice TransCAD. La mthode de calcul a servi valuer
les rpercussions des initiatives de dveloppement urbain
primaire sur le transport public et priv, notamment celles qui
ont pour priorit la zone mtropolitaine de Rome. Les distances
et dures de dplacement fournies sont celles doctobre 2011. Le
modle fait lobjet dune mise jour constante pour en amliorer
la fiabilit tant pour les distances que pour les dures de trajet et
il pourra tre ractualis pour le dossier de candidature.
Le village olympique prvu sera situ prs de la rocade de Rome.
Grce laccs ce priphrique, il sera possible d'atteindre la quasitotalit des sites en un maximum de 30 minutes depuis le village.
Il est vraisemblable que les dures de trajet seront rduites
grce au rseau ditinraires olympiques ainsi qu lamlioration
gnrale de linfrastructure de transport.

Media
Rome 2020 is committed to offering superior transport service
to the Media. Historically, there are two types of accommodation
for this important group: 1) centralised, in the form of a Media
Village (which is served via a hub-and-spoke transport system),
and 2) dispersed, in the form of Media Hotels (which are served
via a many-to-many transport system). While the current plan is
for Media Hotels, neither configuration will be an impediment to
the successful delivery of transport services. Transport will work
closely with Accommodation to recommend housing allocations
that will minimise travel times. Rome 2020 will provide, a Media
Bus System, comprised of dedicated, regularly scheduled
vehicles, to ensure around-the-clock express bus service for all
accredited Media to the IBC/MPC and competition venues.
Spectators and Games Workforce (including volunteers)
The transport needs of Spectators and Games Workforce
(including volunteers) will be served by public transport.
Olympic event tickets will include complimentary transport
services for Spectators on the days of their events, while Olympic
accreditation will allow all holders to use the public transport
system during Games time. These include the use of rail, subway,
bus and any other available public transport systems. This
system also will be in place for the Paralympic Games allowing
ticketholders and those accredited access to public transport.
To meet Games-specific requirements, the existing public
transport routes will run with increased capacity as needed and
Methodology
Chart 5 provides the requested data on Distances and Travel
Times. This information was provided by Roma Mobilit,
through the adoption of a TransCAD matrix. The calculation
methodology has been used to assess the impact of primary urban
development efforts on public and private transport, in particular
those focusing on the metropolitan area of Rome. The distances
and travel times provided are as of October 2011. The model is
updated constantly in order to obtain improved performance,
both in terms of soundness of distances and estimated travel
times, and can be revised for the Candidature File.
The proposed Olympic Village is located near Romes Motorway
Ring. Access to this thoroughfare will make it possible for service
to be provided to nearly all venues within 30 minutes of departure
from the Village.
Travel times are likely to be improved by the use of the Olympic
Route Network, as well as by the overall improvement of the
transport infrastructure.

Hospital System
Rome has 16,000 hospital beds in the national health care system
comprising university, public and accredited facilities, ensuring
the provision of a comprehensive network of clinical services.
Rome also is the home of the Institute of Medicine and Science
in Sport. This institute, established during the 1960 Rome
Olympic Games provides dedicated sports medicine services to
all national athletes. Considered to be one of the leading sports
medicine facilities in Europe, it provides comprehensive medical,
surgical and diagnostic procedures and is only 1.5 km from the
Olympic Village.
Emergency Services
Italian emergency services are accessed via the 118 emergency
service number system. This system dispatches emergency
response units and transfers patients to the most clinically
appropriate public facility. Rome boasts an average response
time of 16 minutes.

Le Laboratorio Antidoping FMSI (accrdit AMA) est situ
Rome, 1,7 km du futur village olympique, et il servira tous les
sites olympiques au moment des Jeux de Rome 2020.
Actuellement sa charge annuelle est denviron 15 000 chantillons
(sang et urine), mais sa capacit annuelle est de 20 000
chantillons. Grce un renforcement de ses effectifs et un
amnagement de ses horaires, ce laboratoire pourra satisfaire
les besoins de contrle du dopage des Jeux Olympiques et
des Jeux Paralympiques de 2020 sans quil soit ncessaire de

Dsobissance civile
LItalie possde une longue tradition de dmocratie et de diversit
culturelle; la libert dexpression est garantie par la constitution
de la Rpublique italienne et rgie par des lois spcifiques.
Manifestations et protestations sont courantes, mais rarement
violentes ; au cours des dix dernires annes, pour lensemble
du pays, 91 070 autorisations de manifester ont t dlivres par
des responsables de police municipale.
Les units du ministre de lIntrieur charges de lordre public
sont parfaitement formes et bien quipes pour pouvoir
intervenir de faon hautement professionnelle en cas dacte de
dsobissance civique et elles jouissent du soutien de solides
rseaux nationaux et internationaux de renseignement.
Pendant la priode prcdant les jeux, des officiers de police
seront spcialement affects aux municipalits, afin de veiller
ce que des groupes reprsentatifs d'intrts particuliers
(immigration et chmage compris) soient consults et impliqus.
Lanalyse considre comme faible le risque de dsobissance
civique pendant les Jeux Olympiques et les Jeux Paralympiques.
Dlinquance
Destination majeure du tourisme mondial, Rome accueille dans
la scurit plus de dix millions de visiteurs chaque anne, dont
environ 400 000 pour le mois daot. La prsence continuelle
dun nombre si important de touristes a certes tendance
accrotre le nombre des menus larcins et la petite dlinquance,
toutefois, le nombre d'actes dlictuels majeurs crimes graves et
crimes avec violence est trs faible Rome qui est considre
comme trs sre tant pour ses habitants que pour ses visiteurs.
Dailleurs le taux de criminalit 65 pour 1000 habitants se
situe parmi les plus faibles des nations dveloppes.
La mise en place dune stratgie proactive de prvention de
la criminalit, le pacte pour une Rome sre sest rvle
particulirement efficace au cours de la dcennie coule
pour amliorer la scurit publique Rome en opposant des
risques spcifiques de dlinquance des effectifs de police et des
ressources financires accrus.
Afin de garantir le meilleur environnement possible pendant le
droulement des Jeux, la stratgie de scurit et dintervention
policire mettra l'accent sur la lutte contre le crime organis, contre
la corruption ainsi que contre le terrorisme (dcrite au point 7.2).
Civil Disobedience
Italy has a long-standing history of democracy and cultural
diversity; freedom of speech is guaranteed by the Constitution of
the Republic and governed by specific legislation.
Demonstrations and protests are commonplace but rarely
violent; over the past ten years, approximately 91,070 permits
have been issued nationwide through the Chief of Police in
respective municipalities.
Public Order units from the Ministry of Interior are highly trained
and well equipped to handle any civil disturbance in a highly
professional manner, supported by sound international and
national intelligence networks.
During the lead-up to the Games, dedicated police liaison
officers will be assigned to municipalities to ensure that special
interest groups (including immigration and unemployment)
consultatively are engaged.
The risk of civil disobedience to the Olympic and Paralympic
Games has been assessed as low.
Crime
As a major destination for worldwide tourism, Rome safely hosts
more than ten million visitors a year, including approximately
400,000 visitors each August. While the continuous presence of
so many tourists tends to elevate the occurrence of petty theft
and minor crime, the rates of major crimes, particularly felonies
and violent crimes, are very low in Rome, which is considered a
very safe city for residents and visitors alike. In fact, Romes rate
of crime, at 0.065 per capita, ranks among the very lowest among
developed nations.
The implementation of a proactive crime prevention strategy,
The Pact for a Safe Rome has proven particularly effective
over the last decade in improving the public safety of Rome by
addressing and reducing specific criminal risks through police
reinforcements and new funds.
To ensure the best possible environment for the celebration
of the Games, the security and law enforcement strategy will
include a focus on combatting organised crime and corruption,
along with the terrorism planning described in 7.2.
Telecommunication/Technological Risks
The Italian national infrastructure for essential services such
as gas, water, electricity, telecommunications and information
technology networks are considered critical and therefore are a
national priority afforded the highest levels of protective security.
Within the Department of Public Security, the National Crime
Information Centre for the Protection of Critical Infrastructure
(CNAIPIC) is responsible for the security and resilience of
cyberattacks against the national network services.
Traffic
Over the last ten years, the City of Rome has implemented a
number of key initiatives to reduce traffic congestion, as well as
increase transportation capacity and safety throughout the city.
In 2009, a new intelligent traffic management system was
implemented, which offered greater automation and centralisation
in urban traffic control, state-of-the-art data communication and

Afin de reprer et annihiler tout risque potentiel de terrorisme
visant les Jeux Olympiques et les Jeux Paralympiques de Rome
2020, le ministre de lIntrieur fera le plus possible appel aux
capacits du renseignement national et international et aux
ressources de lutte contre le terrorisme.
Depuis 2001, lItalie a dmontr par la mise en place de toute une
srie d'instruments lgislatifs (droit financier et droit criminel)
antiterroristes et par son implication internationale quelle est un
partenaire engag et dimportance dcisive:
le groupe de Rome-Lyon du G8 cr lorsque lItalie
assumait la prsidence du G8 en 2001 et destin lutter
contre le terrorisme et la criminalit transnationale;
le comit des Nations Unies contre le terrorisme
lItalie a ratifi 12 des 13 conventions internationales
contre le terrorisme;
le groupe daction contre le terrorisme du G8 (2003)
Renforcer la volont politique et dvelopper les capacits
de lutte contre le terrorisme l'chelle internationale;
la stratgie de l'Union europenne visant lutter contre
le terrorisme (adopte en 2005) cette stratgie engage
lUnion dans la lutte mondiale contre le terrorisme.
Par la mise en uvre dune lgislation approprie, de mesures
antiterroristes efficaces et dune coopration internationale dans
le domaine de la lutte contre le terrorisme, lItalie a montr quelle
tait capable daccueillir dans un environnement de scurit et
de sret non seulement les grandes manifestations sportives,
comme les Jeux Olympiques et les Jeux Paralympiques de 2006,
Turin, mais galement des manifestations publiques majeures
telles les obsques et la batification du pape Jean-Paul II.

The Italian Armed Forces (Forze Armate dello Stato) have some
300,000 active military personnel under the command of
the Italian Supreme Council of Defence, presided over by the
President of the Italian Republic.
In accordance with existing legislation and special decrees
previously issued by the President of the Council of Ministers, the
specialised resources of the Italian Ministry of Defence (MOD)
have been deployed to support the Ministry of Interior in provision
of security for major events, including the Torino 2006 Olympic
Winter Games (2,500 personnel) and the 2009 G8 Summit and
will be available to support the operations of the 2020 Olympic
Games in appropriate roles.

Lastly, an exemption from customs duties upon importation
could be applied, at certain conditions, even for litter, fodder and
feed for animals used during the transport and also for medicines
(see section concerning medical equipment and products).
Specific approvals and coordination should be sought with the
competent authorities for such cases.

The Italian legal system provides 90-day sport visas that enable
foreigners who are involved in, or plan to attend, sport events to
enter the country. Sport visas also are provided to trainers, team
managers, coaches and support staff.
Written communication to CONI or to the appropriate Italian
Sports Federation is required to enter professional or amateur
competitions. Official lists of teams and individual competitors
are registered within the Italian legal system and referred to by
Consulates for the approval and delivery of visas. The Italian Ministry
of Foreign Affairs will instruct its Embassies and Consulates to fast
track visas as necessary to speed up entry procedures.

The importation of food is regulated both at a European
and national level. Generally speaking, there are no specific
limitations concerning food importation, though all imported
food must comply with certain health requirements.
Medical Equipment and Products:
From a customs point of view, the entry into the Italian territory of
medical supplies and medicines will be regulated by a duty-free
importation system in case of medical use for people or animals
coming from third countries to participate in international sports
events organised in the European Union. Certain medicines may
be admitted free of import duties in small amounts necessary to
meet personal needs.

aux Jeux Paralympiques de 2020 et son influence dcisive sur

INTRODUCTION
Italy is a stable, democratic republic with equal rights for all of
its citizens, each of whom has the right to vote and participate in
the countrys vibrant political process. For the last four decades,
Italy has enjoyed a political and economic position as one of the
foremost countries in Western Europe. Italys national institutions
are responsive to the people, and the City of Rome, Italys national
capital, reflects this responsiveness in its government operations.
In November 2011, the National Government approved the
governance structure of Roma Capitale, whereby the City of
Rome becomes a special autonomous area, similar to other
major European cities. The new status allows for streamlined
governance of the city by addressing the very real development
needs of a growing 21st century metropolis and it also
recognises in the process the critical importance of Romes bid
for the 2020 Olympic and Paralympic Games as a key driver in
the implementation of the citys long-term development plans.
This is known as legislative decree n.156/2010.

Italys Head of State is the President of the Republic. The President
appoints Parliaments representatives and is the official
liaison with the judicial system, the rest of the government and
Commander in Chief of the Armed Forces. An electoral college
formed by both chambers of Parliament and by the 58 regional
representatives elects the President of the Republic. The term of
office is seven years.
The Executive Branch is comprised of three distinct entities:
the Prime Minister, the Ministries and Deputy Ministries. The
Executive Branch often is referred to as The Council of Ministers,
which is comprised of the Prime Minister and the Ministers
that he nominates, who then are approved by the President. In
accordance with the 2008 Finance Act, the Council is limited to
12 Ministers, and the Executive Branch may not exceed in total 60
ministers or deputy ministers.
Parliament is divided into two chambers: the Chamber of the
Deputies and the Senate of the Republic. Every law approved by
the Parliament must first be promulgated or later enacted by the
President of the Republic who may return a law to Parliament if it
is deemed to be contrary to the Constitution.
Parliament has the ability to delegate its powers to the
government on specific issues, but such delegated powers are
limited by definition and expire within strict time frames. Known
as a legislative decree, this ability especially is relevant for the
organisation of the Olympic Games.
The Magistracy is independent from other powers of the State.
The ordinary judges manage the judiciary power in the name of
private citizens. The Superior Magistracy Council is self-governed,
avoiding any conflict of interest with the Minister of Justice.
Although the people of Italy have the right to bring a referendum
before the Parliament once 500,000 signatures are obtained, no
referendum is required or foreseen for hosting the 2020 Olympic
and Paralympic Games.
For the 2020 Olympic and Paralympic Games, the National
Government will be involved in delivering Immigration and
Customs services (Ministry of Foreign Affairs), Security (Ministry
of Defence) and guarantees for Financing (Ministry of Treasury).
Regional and Local
There are 20 regions in Italy, 110 provinces and 8,103 City Councils.
Each regional government is headed by a President and Regional
Council, both with a five-year term of office. Each provincial
government is headed by a President and Provincial Council, both
with a term of five years, and each City Council by the Mayor and
Municipal Council with a term of five years. The citizens who reside
within their various borders publicly elect these offices.
For the 2020 Olympic and Paralympic Games, the Regional
Government of Lazio will provide support and coordinate
on security and traffic planning (Prefect of Police), and also
assist with the management of hospitals and clinics (Provincial
Ministry of Health).
The Province and the City of Rome will deliver services for the Games
in all areas where they traditionally cooperate, coordinate and
promote together under the law. Such sectors include economics,
production, commerce and tourism, social services and sports.

The Bid for the City of Rome has developed strong support
across all major institutions at local levels and across all political
parties of the majority and opposition within the City, Province
and Region.
The City Council of Rome voted unanimously on 21 January 2010
to authorise the Mayor to put Rome forth as an applicant to host the
Olympic Games of 2020, and instructed him to create an Olympic
bid that is highly competitive at the international level. Francesco
Rutelli, the highest representative of the opposition forces and
former Mayor during Romes Bid for the 2004 Olympic and
Paralympic Games, joined in signing the motion. The Provincial
Council of Rome also voted for the motion on 22 January 2010.
The regional council voted on 10 February 2010 on a motion to
support the Bid.
The Italian corporate community also has shown strong support
for Romes bid, with numerous large, medium and small industrial,
commercial and services sector companies offering their support
through the formation of the CARO 2020 Welcome Committee
(Comitato per lAccoglienza Roma Capitale) in June 2010.
Operational support for the bid has been declared by Federalberghi,
the Property Investment (Fair of Rome) and EUR SpA, ADR (owner
and management company of the airports of Rome). Finally, all
the main local service and utility companies, ACEA (Energy), AMA
(Petrol) and ATAC (Public Transport) also declared their active
participation to the project.

la part du monde de lentreprise et de lindustrie en Italie, avec
la formation dentits comme la Fondazione per Roma 2020,
CARO (association de commerants / dtaillants) et le comit
dhonneur (voir 10.5 et 10.6). Notre programme repose sur trois

Sponsorship
The revenues from the sponsorship programme (including
value in kind) have been estimated conservatively at USD
837 million based on benchmarks of other OCOG and Bid
committees budgets, a careful analysis of the Italian industry
and marketplace, as well as experience from other major
events in Italy. The term conservative also is based on the
level of support for the Olympic and Paralympic Games already
expressed by Italys corporate-industrial community through
the formation of organisations like Fondazione per Roma 2020,
CARO (trade/retailer association) and the Honourary Committee
(see 10.5, 10.6).
Our programme is based on three levels of partnership (two levels
for local sponsors and one level for official suppliers) totalling,
at a minimum, 38 companies with individual contributions from
USD 4 million to USD 60 million. Those targets are achievable
as the Olympic Games have remained attractive for companies,
even throughout the worldwide financial crisis. We have noticed
a strong trend in sponsorship whereby companies increasingly
have turned to the stability and popularity of major sports events,
led by the Olympic Games. Events of this magnitude provide a
superior return on investment for sponsors.

Ticket revenues, estimated at USD 709 million, were calculated
by taking into account the net capacity of the venues (8.1 million
