FACTS:

Petitioner Edward Kenneth Ngo Te first met Rowena Ong Gutierrez Yu-Te in a gathering
organized by the Filipino-Chinese association in their college. In spite of some bumps on the road,
they eloped then eventually returned back to their own families. Because of suicidal threats of
Rowena, Edward married her on April 23, 1996. Because of difficult instances, the two parted ways.
After almost four years, or on January 18, 2000, Edward filed a petition before the Regional Trial
Court (RTC) of Quezon City, Branch 106, for the annulment of his marriage to Rowena on the basis
of the latters psychological incapacity. The trial court rendered the marriage null and void and on
review, the appellate court, reversed and set aside the trial courts ruling. For the resolution of the
Court, a petition for review is filed by the petitioner.
ISSUE:
Whether the marriage between the parties be declared null and void on the ground of
Psychological Incapacity.

RULING:
As clearly shown in this case, petitioner is insecure, weak and gullible, has no sense of his
identity as a person, has no cohesive self to speak of, and has no goals and clear direction in life.
The same may also be said of the respondent. Her being afflicted with antisocial personality disorder
makes her unable to assume the essential marital obligations. Both parties being afflicted with grave,
severe and incurable psychological incapacity, the precipitous marriage is thus, declared null and
void.
