Thiru Eugene Anaclete Saint Hubert, Superintendent,

shall retire from service with effect from the afternoon
of 31-7-2015.

NOTIFICATION
The Lieutenant-Governor, Puducherry announces with
profound regret the death of late Dr. A.P.J. Abdul Kalam,
Former President of India on 27-7-2015 at Shillong and
decided to declare a Public Holiday on the day of funeral
i.e., on 30-7-2015 for all Educational Institutions and for
all Government/Private establishments in the Union
Territory of Puducherry under the Negotiable Instruments
Act, 1881, as a mark of respect to the former President
of India.

ORDER
The necessity to bifurcate of the department from
the Department of Social Welfare as Directorate for the
Welfare of Backward Classes and Minorities in the
Union Territory of Puducherry has been engaging the
attention of the Government for quite some time in the
recent past. The Government is keen to ensure that
all-out efforts are made for the empowerment of pupils

of Backward Classes and all possible assistance is

rendered to the pupils of Minorities for their over-all
development, the need to bifurcate the department by
the Union Territory of Puducherry in order to ensure
better implementation of welfare programmes and to
provide a special focus on issue relating to Backward
Classes and Minorities. With a view to facilitate
exclusive planning, implementation and monitoring of
the various welfare measures for the Backward Classes
and Minorities in the Union Territory of Puducherry, the
Government is pleased to bifurcate the department viz.
"Directorate for the Welfare of the Backward Classes
and Minorities" with effect from the date of issue of this
order.
2. The newly established Directorate for the Welfare
of the Backward Classes and Minorities shall implement
the following schemes, which are hitherto implemented
by the Social Welfare Department, namely:
Scheme for the Backward Classes :
1. Scheme for free supply of Tools to Poor
Backward Class Washerman and Barbers of the
Union Territory of Puducherry.
2. Scheme for free supply of Tools to Poor
Nadaswara Thavil Isai Artisans of the Union
Territory of Puducherry.
3. Karmaveerar Kamaraj Scheme for Free supply of
Bicycles and Raincoat to the IX Std. Students.
4. Students of Makkal Thalaivar Thiagi V. Subbaiah
award of Prizes to Meritorious Students of
Backward Classes in the School/Final
Examination in the Union Territory of Puducherry.
5. Scheme for Thavathiru Kundarakudi Adigalar
Award for Communal Harmony.
6. Grant-in-aid to State Level Commission for
Backward Classes.
7. Grant in aid to Puducherry Backward Classes and
Minorities Development Corporation.
8. Scheme of Post-matric scholarship to Other
Backward Classes students.
9. Scheme of Pre-matric scholarship to Other
Backward Classes students.
10. Government Hostels for students of Backward
Classes.
Scheme for Minority Communities :
1. Pre-matric scholarship for students belonging to
the Minority Communities.
2. Post-matric scholarship for students belonging
to the Minority Communities.
3. Merit-cum-Means based scholarship for students
belong to the Minority Communities.

In addition to the above schemes, the following

hostels will also be functioning under the control of
Directorate for the Welfare of the Backward Classes and
Minorities.
Puducherry region :
1. Backward Classes Girls Government Hostel,
Kamaraj Nagar, Puducherry.
2. Backward Classes Girls Government Hostel,
Kirumampakkam, Puducherry.
3. Backward Classes Boys Government Hostel,
Bahour, Puducherry.
Karaikal region :
1. Backward Classes Boys Government Hostel,
Nehru Nagar, Karaikal.
2. Backward Classes Girls Government Hostel,
Vayalkarai Street, Karaikal.
Yanam region :
1. Backward Classes Boys Government Hostel,
Yanam.
3. For the Directorate of the Welfare of the Backward
Classes and Minorities, one Pondicherry Civil Service
Officer will be the Head of the Department. Until the
proposed post is duly created and filled up, the Director
of the Social Welfare Department will hold the additional
charge of the post of Director of Backward Classes and
Minorities. All posts that were created in the Social
Welfare Department for the above programmes and
schemes as detailed in the Annexure-I to this G.O. will
stand transferred to the newly created department. The
schemes hitherto implemented for the Welfare of
Backward Classes and Minorities will hereafter be
implemented through the Backward Classes and
Minorities Department.

in respect of the schemes enumerated in para 2 above
and are also declared to be the controlling officers
under S.R. 191 for the purpose of travelling allowance
and medical reimbursement claims and also for
sanctioning all kind of leave in respect of Group "C"
and "D" staff of the Department of Backward Classes
and Minorities and serving under their control in the
respective regions.
6. The Head of Department shall be the disciplinary
authority and appointing authority for Group "C" and
"D" staff of the Department of Backward Classes and
Minorities.
7. The Head of the Department and Head of Offices
shall perform the regular duties and responsibilities
attached to their posts.
8. The budget provisions prevailing in the demand
No. 21 and pertaining to the schemes enumerated in
para 2 above and other subjects allotted to the
Department of Backward Classes and Minorities shall be
duly utilised by the department, depending upon the
allocated subject and schemes etc.
9. All other existing arrangements such as
arrangement of drawing and disbursing authorities etc.,
will remain unaltered, unless otherwise necessity arises
and further orders issued.
10. This issues with the concurrence of Finance
Department vide their I.D. No. 1627/FD/F3/15, dated
9-7-2015.

Supplementary Rules and CCS (Leave) Rules, 1972 and
shall also be the controlling officer under S.R. 191 for

and "B" Officers under his/her control. The Secretary
(Welfare) will be the controlling officer for the purpose
of travelling allowance and medical reimbursement in
respect of the Head of the Department.
5. The Assistant Director, Backward Classes and
Minorities, Pondicherry, the Assistant Director, Social
Welfare Department, Karaikal and Regional
Administrators, Mahe and Yanam are hereby declared to
be the Head of Office for the respective regions under
