SUBJECT ‘i E2M SCHEDULED TRANSACTION WINDOWS
While the Management Information Systems Technology Group is currently undertaking parallel
enhancement activities to stabilize the technology environment, we need to be cognizant that the
2M mission-critical system supporting the daily operations of the Bureau of Customs is a legacy
system. Environmental conditions such as the quality of internet services employed by
Stakeholders and internal operating units connecting to our environment amplifies delays in the
transactional throughput of E2M.
Cognizant of these constraints, the following directives to reduce transactional latencies
experienced by all external and internal stakeholders connecting to the E2M environment the
following directive is hereby issued:
SCHEDULED TRANSACTION WINDOWS
1. All Value Added Service Providers (VASPs) are directed to strictly conform according to
the following transaction windows or schedule: pare +
a. 01:00 am - 06:45 am : Strictly for manifest submissions only (set)
b. 07:00 am - 07:00 pm: Strictly for CPRS, Payments, and BOC transactions only
c. 07:15 pm - 11:45 pm: Strictly for lodgment of declarations only = 44 ah oir
2, ‘To maintain the integrity of transaction windows, VASPs are directed to submit the last
transaction for each scheduled window no later than ten (10) minutes before the
prescribed cut-off time. All transactions committed beyond the cut-off requirement will
be completely truncated and purged from the system;
3, VASPs are hereby mandated to inform their respective clients such as shipping Iines,
ae sec rmoardine the scheduled transaction windows.8.

Only CPRS and Payment related transactions originating from VASPs will be allowed
during the course of regular operating hours or between 7:00 am to 7:00 pm. All other
transactions will be purged from the system;
VASPs found to be in material violation of submitting disallowed transactions shall be
penalized as follows:
a. First Offense : 1 hour suspension of access privileges to E2M
b. Second Offense : 1 day suspension of access privileges to E2M
c. Third Offense : 1 month suspension of access privileges to E2M
Following this schedule, sea-cargo lodgments entered during the prescribed window
between 7:15 pm to 11:45 pm will be processed by BOC during the following working day.
‘As such, only those entries lodged on a Thursday night will be processed by the Bureau of
Customs on Friday.
Aircraft and Operations Divisions / Pier and Inspection Division will tag the Actual Date
and Time of Arrival of the aircraft / vessel a day after the actual arrival to jibe with the
adjusted hours of manifest submission.
