As part of our ongoing effort to reduce rates for our residents while
continuing to provide the highest service level possible, the commission
voted to roll back millage rates for the sixth consecutive year. Projected
to bring in $160 million in revenue, these funds go directly towards
city services, including police, fire, public works, parks and recreation,
economic development, cultural arts and much more.
As Election Day fast approaches, I encourage you to read the voters
guide on page 44 that outlines three city ballot questions with their
corresponding explanations that will appear on your November 8
ballot. Residents are free to venture outside their Miami Beach precinct
during early voting, which runs from October 24 through November 6.
It is thrilling to see the Miami Beach Convention Center renovation
and expansion well underway, as crews work tirelessly to adhere to
the aggressive construction timeline. We look forward to hosting many
favorite shows, including Art Basel on December 1.
With the recent news of Zika reaching Miami Beach, I would personally
like to convey to each of you that we are taking a hardline approach
in our fight against eliminating mosquito breeding sites citywide. We
will continue working closely with state and county officials to ensure
the safety and well-being of our residents, businesses and visitors.
Remember, prevention is key. We ask each of you to do your part to
fight the bite.

Miami Beach promueve la certificacin LEED A
principios de este ao, la Comisin de la Ciudad de Miami
Beach aprob por unanimidad una ordenanza que exige
la certificacin de construcciones ecolgicas para todas
las nuevas edificaciones o realizar el pago a un fondo de
sostenibilidad y capacidad de recuperacin en lugar de
la certificacin. Miami Beach est asumiendo esta carga
y acaba de recibir esta certificacin LEED Gold en el
recientemente construido edificio de oficinas de Gestin de
la propiedad ubicado en 1833 Bay Road, en el barrio de
Sunset Harbour.
Estamos muy orgullosos de haber ganado este concurso,
admite Elizabeth Wheaton, Gerente del Departamento de
Medio Ambiente y Sostenibilidad. Esto demuestra que la
ciudad no solo solicita ayuda de todos nosotros sino tambin

LEED es un sistema de certificacin de edificios sostenibles

high incident locations and are equipped with tools to assist
incapacitated vehicles.

eople from around the world flock to Miami Beach for saltwater beaches, and the chance to feel year-round sunshine
kiss their skin. Waterways, wildlife, dunes and family-friendly
parks are just some of the many natural resources Miami Beach
has tooffer.
If you are sitting on the shore, youll notice shore birds looking for
food anywhere they can find it. These natural foodies have stilt-like
legs, long pointed wings, and pointed beaks that make it easier for
them to dive for fish. It is highly suggested that beach-goers do not
feed the birds, or they will depend on this for food.
Dunes are important to our city because they help to protect our
homes, businesses and investments against harsh winds, waves
and storms, said Environmental Resources Manager Margarita
Wells. In order for dunes to survive, they need natural vegetation
or coastal plants to take on the effects of wind and wave erosion.
To improve the beachs natural vegetation, the city launched the
Citywide Dune Restoration and Enhancement Project in 2014,
which removes harmful plants and restores the natural, coastal
vegetation. Additionally, volunteers from Fairchild Tropical
Botanical Garden and the Surfrider Foundation have been helping
the city restore habitats since 2006.
Natural resources play an undeniable role in keeping the city
desirable to live in for residents and attractive to tourists, but it
takes a team to keep our backyard clean.

up of benzene and styrene, which are known carcinogens that impact
human health. In an effort to reduce the effect of Styrofoam in the
community, the City of Miami Beach became the first city in the state to
implement a citywide expanded polystyrene ban.
This policy was implemented through a phased out process and is
aimed at not just minimizing the presence of this pollutant, but also at
enhancing the citys environmental sustainability, added Flavia Tonioli,
sustainability manager.
The phase-out process was comprised of adopting four different
ordinances that included the citys beaches, parks, public facilities,
special event permittees, as well as marinas, piers, docks and boat
ramps owned, operated, leased or managed by the city. The latest
ordinance outlines that no food service provider or store should sell,
use, offer for sale or use, or provide food in expanded polystyrene
food service articles throughout the city. The enforcement and penalties
of this ordinance took effect on September 16, 2016. As of this date,
food service providers or stores not complying with the ordinance will
receive fines ranging from $50 to $500.

Ingredients:
2 boneless chicken thighs
Garlic salt
Pepper
1 clove of garlic
2 scallions
1/4 onion
1/4 green pepper
Canola oil for browning chicken
1 tablespoon browning (gravy browning grace brand)
1 tablespoon of ketchup
1/4 package French onion soup mix
1 green plantain peeled and sliced into 1 1/2 inch pieces
Directions:
Heat oil in a medium sized skillet, while seasoning chicken
with garlic salt and pepper. Once youve browned the chicken,
set it aside.
Saut vegetables with a teaspoon of oil, add chicken to
the pan, and fill with enough water to cover the top of the
chicken. Once youve added the water, add browning sauce,
a tablespoon of ketchup, french-onion soup mix, bring to a boil
and reduce to low to allow simmer. The water should reduce
by half allowing the chicken to fully cook.
Fry the plantains until they are golden brown. Take them out
of the pan and press on them firmly with the bottom of a plate
until they are flattened. Re-fry for approximately one minute,
remove from pan and add salt.
Coconut rice
Ingredients:
1 cup jasmine rice
1 cup of water
1/2 cup coconut milk
1 teaspoon kosher salt
1/4 can of pigeon peas (drained and rinsed)
Directions:
Place water, coconut milk and salt into a saucepan. Then place
the pot on high heat and bring the liquid to a boil. Stir and
reduce the heat to the lowest setting, and cover the pot tightly
with a lid so it continues to cook for 15 minutes. Remove the
pot from the heat and let stand for 10 minutes covered. Fluff
the rice with a fork and serve.

You have a routine. Every day it is likely you visit the same places,
seeing the same people, at approximately the same time. It is easy
to take routines for granted, but with just a little bit of additional
awareness, you can help to make the community safer.
Miami Beach Police and other public safety personnel are trained to
handle and diffuse potential threats. There are certain activities and
situations that would garner the attention of law enforcement, but
there are other more subtle circumstances that could be an indicator of
possible danger, but would otherwise go unnoticed.
Here is an example of a possible scenario that could occur within your
own neighborhood: A white van is parked along a street near a citys
business district, with an elementary school on one side of the street and
a religious center on the other. The vehicle is an ordinary white van,
with local government plates and no other markings. Since the area is
also near a business district, there seems to be nothing unusual about
this type of vehicle being there.
However, the van is observed parked in this location at approximately
the same time and spot for three days in a row, with occupants sitting
in the front seats, but not exiting. This catches the attention of a local
business owner who could see the van each day from his window. He
recognized the vehicle three days in a row and he became suspicious of
malicious activity. He calls the local law enforcements non-emergency
line and reports what he saw. In his report, he does not give his
personal opinion, just states the facts. Authorities would then be able
to respond, monitor the situation and either apprehend or divert the
suspicious vehicle and itsoccupants.

Officer D, as he has been nicknamed by students and faculty, is a true
asset to Biscayne Elementary. Principal Karen Villalba-Belusic of Biscayne
Elementary shares, Not only does he patrol the school and keep us safe,
he also develops positive relationships with students. He greets them when
they enter in the morning, and touches base when he sees them throughout
the day. Sometimes he sits outside and has lunch with a student who may
be having a rough day.
Officer D goes above and beyond for Biscayne Elementary. We are
lucky to have him as part of the Biscayne family. He genuinely cares about
students not only for their physical safety and well-being, but for their
academic achievement and their emotional self-esteem, said Elisa Leone,

To accomplish all of the projects and daily functions of our city, in 2005, the City of Miami Beach formalized a performance-based
approach for allocating resources based on strategic planning priorities in support of the Miami Beach Excellence Model. The citys
excellence model is a strategic measurement-based model for continuous improvement. It is driven by the citys vision, with priority
areas established at the strategic level based on customer input and the environmental scan.

A key component of the citys Excellence Model is the community satisfaction survey. These statistically valid surveys are conducted
by an outside consulting firm biennially and are sent to a sample of residents and businesses. With issues and priorities changing
over time, new questions are added to the surveys. The recently conducted community survey, placed an emphasis on sustainability
and resiliency, and included many questions from the 2014 survey in order to calculate progress towards priority areas and
analyze historic trends.

The historical trends for demographic, economic, and financial conditions are also updated annually in the Environmental Scan.

EDUCATION EXCELLENCE
The City of Miami Beach continues to facilitate and sustain
the International Baccalaureate program at all public schools
in the Miami Beach area.
The partnership the city maintains with the University of
Miami Mobile Pediatric Clinic, in addition to the citys
support of the Nurse Initiative, provides availibility of both
medical and mental health care to underserved schools in
thearea.
In the current FY 2015/16, the city has invested funding
through the education compact for the Voluntary PreKindergarten (VPK) program to assist our youngest Miami
Beach residents. Funds have already been allocated for the
next fiscal year to continue to support this important program
for early childhood education.

informed decision on a project that could maximize our investments to
prioritize mobility for everyone, and enhance overall livability in our
community, shared City Manager Jimmy L. Morales. Results of the

The proposed MB Rail project could provide riders easier access to
the hottest spots in town, with stops spaced to support accessibility to
walk, bike, and enhance the overall experience of traveling throughout
SouthBeach.
The cutting edge technology being considered features quiet,
environmentally-friendly and reliable service to meet the needs for all
those who live, work and play on Miami Beach. Whether you are
attending Art Basel, catching a flick at Soundscape Park, heading to
Espaola Way for dinner, visiting an exhibit at the FIU-Wolfsonian
Museum or taking care of daily errands, MB Rail could offer an attractive
alternative to driving between neighborhood destinations for residents

The city will get a firm grasp before the end of the year as to whether this
proposal could truly satisfy the urgent mobility needs. If the project does
moves forward, Miami Beach could begin ditching their cars as soon
as2020.

officials and employees. These laws included City Code Section
2-459, which prohibits City board members from directly or
indirectly lobbying (seeking to encourage particular action on a
specific issue) City personnel, boards, and agencies.

Since its enactment almost two decades ago, however, the broadly
worded lobbying prohibition in City Code Section 2-459 has
hindered the Citys ability to recruit and retain qualified architects
and landscape architects to serve on the Citys land use boards
(Board of Adjustment, Design Review Board, Historic Preservation
Board, Panel of Architects, and Planning Board). City Code Section
2-459 prohibits City board members, including architects and
landscape architects who serve on land use boards, from appearing
before any City board (including the Citys land use boards) to
seek relief on behalf of their clients. As a result, fewer qualified
architects and landscape architects have applied for membership
on the Citys land use boards.
The Citys land use boards are (by law or practice) primarily
composed of architects or landscape architects. As such, the Citys
inability to attract and retain qualified architects and landscape
architects to serve as members of the Citys land use boards has
disrupted the Citys ability to fill vacant membership seats on
these boards. Vacancies on land use boards often result in the
boards inability to take action due to lack of quorum (requiring
the continuation of agenda items to a future board meeting and
delays to land development approvals).
This ballot measure addresses the above concerns by proposing
a City Code amendment that would add the following limited

the Citys Ethics Code, has stated that the Citys reporting
requirement may no longer serve a significant public
purpose, particularly because of the fact that a vast majority
of lobbyists subject to penalties for untimely filing have
not incurred any expenditures or compensation during the
reporting period. (The City Clerk has analyzed lobbyist
reports filed in 2015, and has determined that 84% of
the lobbyists cited for filing an untimely report had no
compensation or expenditures toreport.)
If the voters approve this City Code amendment, lobbyists

Are the city parking spots in Sunset Harbour painted the wrong way?
The parking spaces are painted correctly. The City of Miami Beach began to introduce on-street angled back-in
parking in two locations to facilitate visibility of cyclists and positions the back of the vehicle to the sidewalk to
enable easier access to the trunk. The city constructed these new parking areas on Sunset Drive south of 20 Street
and on 10 Street between West Avenue and Alton Road.

The Miami Beach Skating Academy is run through Learn to Skate
USA. Lessons include 30 minute lesson once a week followed by a
15 minute practice session, 5 minute question and answer session
for parents with instructor at the end of the session, rental skates
for the lesson, test certificates and badges for passed levels, Learn
to Skate USA magazine and a record book with stickers. Learn to
Skate USA membership is required.
