The Potsdam Agreement was signed in August 1945 by three World War II Allies: the United Kingdom, the United States, and the Soviet Union. It was a Potsdam Conference product that dealt with the military occupation and reconstruction of Germany, its borders, and the entire European Theatre of War territory. It also addressed Germany's demilitarization, reparations, war crimes prosecution, and the mass exodus of ethnic Germans from various parts of Europe.
Executed as a communiqué, the agreement was not a peace treaty according to international law, although it created accomplished facts. It was superseded by the Treaty on the Final Settlement to Germany signed on 12 September 1990. As De Gaulle had not been invited to the Conference, the French resisted implementing the Potsdam Agreements within their occupation zone. In particular, the French refused to resettle any expelled Germans from the east.

    I. Establishment Of A Council Of Foreign Ministers.

    A. The Conference reached the following agreement for the establishment of a Council of Foreign Ministers to do the necessary preparatory work for the peace settlements:

    "(1) There shall be established a Council composed of the Foreign Ministers of the United Kingdom, the Union of Soviet Socialist Republics, China, France, and the United States.

    "(2) (i) The Council shall normally meet in London which shall be the permanent seat of the joint Secretariat which the Council will form. Each of the Foreign Ministers will be accompanied by a high-ranking Deputy, duly authorized to carry on the work of the Council in the absence of his Foreign Ministers, and by a small staff of technical advisers.

    " (ii) The first meeting of the Council shall be held in London not later than September 1st 1945. Meetings may be held by common agreement in other capitals as may be agreed from time to time.

    " (3) (i) As its immediate important task, the Council shall be authorized to draw up, with a view to their submission
