the hon. gentleman to his constituents
at Wanganui on the 11th inst.
This speech, bo far aa we can judge
from the telegraphic summary, would
appear to be eminently characteristic
of the man. He is, as ever, the severe
critic of Ministers, their policy and
administration, and speaks as if personally removed by his exalted abilities
far abov- the ordinary turmoil of party
contests and the strife of contending
interests. In the most perfect confidence of egotistical assumption he
lectures the Government and patronises
the Opposition, disposes oil-hand of che
most perplexing problems, and throughout points unmistakeahly to himself as
the coming man, who is to make all
things straight and the rough places
plain. It is even astonishing to

Ostroff and posted on the walls of the University. In this proclamation exultation is
expressed at the assassination of the
Emperor having been accomplished. He is
declared to have experienced some of the
torture and sufferings he so long inflicted on
others and the assassination, it is further
stated, was effected by order of the Executive Committee of the Socialistic Revolutionary party. From the new Emperor they
declare they will net accept any compromise, but will continue the work they
have commenced and they warn him to beware of the fate which has befallen his
father.
M. Henri Rocheforts paper, the Intranslgeant, contains the following letter

all Europe thought our unhappy party for

Palace plot had led to the cor fixation of
400,000 francs, which the Nihilists had
placed in the band of our friend, an employ
at the Palace, whose rooms the police
searched. By the way, no one has ever
known what has become of this money,
whioh the police have doubtless appropriated. The Revolutionists had therefore to
raise a fresh sum. It is this that led to a
belief that they had gone to sleep for a
time, but you see that they always kept one
eye open. Contrary to what the papers
have asserted, the Nihilists have never
ceased sending the Czar categorical notices.
Not finding them followed after a brief
delay by attempts at execution, he had re;

gained all his serenity. The bombs were


not made in London, as asserted, but at St.

Petersburg itself. The Executive Committee made a great noise over the so-called
fabrication of explosive materials in the
Hammersmith quarter of London. During

this period the work was being completed


in the very heart of St. Petersburg. I cannot tell yon more, except that the bombs
were loaded by women.

Bowery on Tuesday night to rejoice over the
Czars assassination, It was attended by
about 300 persona, many attracted by
curiosity, but the greater number being
Nihilists and Socialists.

sought to establish an equilibrium with
the expenditure by the imposition of
new taxes, and he choose for the purpose imposts, the incidence of which
specifically affect certain classes. He
proposed and carried into law the land
tax, which was calculated to yield
IOO,OOO a-year, minus the cost of
collection. This was from first to
last a case of great cry and little
wool. The amount estimated to be
raised was altogether insignificant,
whilst the character of the assessment
was altogether inequitable. Mr Ballance further proposed, but did not
succeed in carrying a beer tax and a
tax on Joint Stock Companies transacting business in the Colony.
Having to abandon the measures
necessary to give these proposals effect,
the financial result of his policy as a

showed a net surplus in favor of
revenue of 15,273, was a deficit of
