Programs that receive funding focus on the following areas: emergency funding for advocates, civil society organizations, and in limited circumstances, LGBT people who have suffered abuses because of thelr status; technical ‘assistance In the areas of human rights documentation and legal asistonce; institutional capacity buliding and development; protection from violence; and combating discrimination. These programs {are part of DRL’s broader populations atrsk programming basket that includes assistance to a range of ‘marginalized populations, including persons with disabilities, youth, ethnic and religous minorities and Indigenous populations. FUNDING SOURCES: DAL serves as the administrator and manager of the Fund, pursuing partnerships with foreign overnments, foundations, corporations, and individual donors. Contributions from the private sector ‘and foreign governments are made directly to the Department and then transferred ta DRL. Contributors join a Partners Committee to review activities of the fund, discuss priority program areas and regions, identify future donors, raise international awareness about the Fund, and nominate up to ' {four individual subject matter experts to participate in the Department's Review Committee, This will provide a way for contributors to be involved in the Fund's program areas, while also ensuring that the Department retains ultimate decision making authority. ‘Thus far the furiding breaks down as follows: . ‘$2.88 million DOS ~ $995,659 from FY 10 budget and $1.89 milion from FY 24 budget that was. already appropriated to DRL for human rights and democracy promotion programming. IMFY10, ORL's LGBT programs accounted for 1.4% of its total budget of $70 million. In FY11, DRL's LGBT programs accounted for 2.5% ofits total budget of $56.95 million, $500,000 = USAID DRL has also secured a commitment from the Norwegian government for $25,000, ands in discussions ‘on potential contributions withthe Australian, German, Canadian and the Netherlands governments as well Additionally, GP is exploring reaching out to private Individuals, foundations and corporations to Contribute to the Fund. In particular, Gt and DRL are in discussion with the Arcus Foundation about ‘matching corporate contributions up to $2 milion. Currently there is one DRL full-time staff member and one half-time staff member who work on. programs attributed to the Global Equality Fund. Approximately two other staff members in $/P and USAID are also engaged inthe work ofthe Fund, including through conducting outreach and providing ‘uidance when necessary. As part of this process, notifications are made to the Hill for each program distributed. Prior to the primary elections, Senator Lugar placed a brief hold that was quickly lifted following the primary in Indiana and discussions with H. House appropriations staff also had questions about the Fund's programs, including how funding levels. for LGBT-related programs compared to support for other vulnerable groups. ORL responded by ‘explaining that-the Fund's programs are simitar to other programs aimed at helping establish protections {or vulnerable groups from human rights abuses and that the programs were part of DRl’s broader Populations at-risk effort. Aside from these interventions, there has been no pushback or negative reaction from the Hil. All GBT programs are congressionsliy notified as part of DRU’s populations at risk effort. Civil society organizations and NGOs may submit applicationsin response to public requests for proposals. DRL may also invite a select number of organizations to submit proposals based on unique Capacity, expertise and sensitivities in the local operating environment. In response to an open and public request for proposals conducted in May 2012 with FY2012 funds, ORL received over 30 proposals totaling approximately $8.5 milion. Oue'to limited funding ORL was only able to fund three proposals totaling $845,000.00. The programs selected and approved include a paralegal training program In Nigeria (implemented by the Heartland Alliance for Human Rights and . Human Needs); a cil society capacity building program in the eastern European region (implemented ‘by [UGA Europe) and 2 program focused on legal training and law reform in Sri Lanka (implemented by Equal Ground - a Sri Lankan civil society organization). The ettached breakdown outlines ORt’s current GBT programming attributed to the Global Equality Fund. {Im addition to the above programs managed directly by DAL in Washington, DAL initiated a small grants ‘program enabling posts to deliver small grants to local organizations in their host country. In April 2012, RL sent a cable to all posts soliciting applications for funding to support local civil society organizations. working to advance the human rights of LGBT persons through providing them with small grants. DRL ‘eceived 53 applications from posts from all six geographic regions and convened a Department-wide panel to review the proposals. Following this review process, the following small grants were warded totaling approximately $220,000: ‘* Gaborone ($20,000): To support an existing iGBT rights organization, LEGABIBO, to conduct workshops with lawmakers and host pubic awareness and media campaigns as part of 3 broader strategy to suppor its effort to formally register as an organization + Ulongwe ($25,000): To strengthen a nascent LGBT technical working group composed of broad sed civil society organizations focused on LGBT rights.
