INTRODUCTION
Joint Operating Body Pertamina Medco E&P Tomori Sulawesi (JOB PMTS) will be developing
the Senoro gas field, located onshore near the coast of Senoro-Toili Block on the eastern arm of
Sulawesi Island, Indonesia. Senoro Central Processing Plant through common 30 main gas
pipeline will deliver 55 MMscfd of sales gas to Ammonia Plant besides to existing LNG Plant.
To be able to deliver sales gas for Ammonia Plant, PAU Gas Metering Station will be developed
to measure total sales gas while existing USO Gas Metering Station already dedicated to existing
Buyer. The facility for PAU Gas Metering Station will consist of Sales Gas Separator SNO-V5301, 2 x 100% Sales Gas Filter Coalescer SNO-F-5302A/B, 2 x 100% Main Ultrasonic Metering
(SNO-PK-5303A/B), Instrument/Utility Air System and Diesel Generator Package.

OBJECTIVE
The objective of this document is cover minimum process requirements for plant start-up
sequences of Fasilitas Pengukuran Gas Senoro- PAU.

3.
PREFACE
The information in this Operating Manual is intended as an aid to the operation of the facilities
in the Fasilitas Pengukuran Gas Senoro-PAU. It contains the design parameters, guides and
instructions to the operators to allow safe operation of the new facilities.
This manual is divided into the following subsections:

This section contains an introduction to the facilities including the location and overall station
facilities overview as well as the list of abbreviations used in this manual.
SECTION 2
This section provides pre-start up procedures for the Fasilitas Pengukuran Gas Senoro-PAU
Station following completion of the installation, construction and maintenance activities.
SECTION 3
This section contains the station start-up sequence of the facilities with regards to shutdown
mode.

This section contains the guidance and procedure to prepare and operate the process

SECTION 1.0 INTRODUCTION

STATION FACILITIES
The Station Pengukuran Gas Senoro-PAU facilities installed at the Station include the following:

Sales Gas Separators (SNO-V-5301)

Sales Gas Filter Separator (SNO-F-5302A/B)

Sales Gas Metering Package (SNO-PK-5303)

Other associated facilities, mainly the auxiliary process and utilities system are as follows:

SYSTEM OVERVIEW

Sales gas delivered from CPP through 30 pipeline expected to arrive at ambient temperature
due to dropping pressure in pipeline. Dew Point Control Unit is provided at Senoro CPP to
maintain no condensation, separation system installed to ensure liquid free sales gas. The
separation system also used to handle liquid carry over from pigging operation in pipeline.
Separation system in PAU Gas Metering Station consists of Sales Gas Separator SNO-V-5301
and Sales Gas Filter Coalescer SNO-F-5302A/B.
Sales Gas Separator is a two phase separator with capacity 60.5 MMscfd and liquid 100 bpd.
Operating pressure of this separator is approximately 790 psig.
Pressure inlet Separator monitored by PT-5301A which will trigger alarm Low at 740 psig, alarm
high at 970 psig and PTZ-5301B which Low-low setting at 600 psig and high high setting at
1050 psig will trigger Shutdown valve SDV-5301 closed at upstream Separator and SDV-5303D
at downstream Gas Metering. Overpressure protection for Separator is PSV-5301A/B which will
set at 1100 psig in blocked discharge case. Liquid level in Separator monitored by LT-5301B
which will send data to generate alarm in High setting at 33.3 % liquid level and Low setting at
16.67% liquid level. In case of High-high liquid level indicated by LTZ-5301C at 41.67% will also
trigger Shutdown valve SDV-5301 and SDV-5303D to close.
Gas outlet Sales Gas Separator will enter Sales Gas Filter Coalescer and pass through filter
section where solid particles are filtered from gas stream and liquid particles are coalesced into
larger droplet and entrained into bottom section of filter. Parallel Sales Gas Filter Coalescer are
running in redundant mode. Operating pressure of this filter is approximately 770 psig.

Liquid level in bottom side monitored by LT-5302A1/B1 which will generate alarm in High Level
and Low Level. While liquid level in upper side monitored by LT-5302A2/B2 which also generate
alarm in High and Low level. In case of High-high level in upper side indicated by LTZ-5302C/D
will trigger Shutdown valve SDV-5301 and SDV-5303D closed. High differential pressure at inlet
and outlet each filter anticipated through PDT-5302A/B. High differential pressure is indicated
that filter is plugged excessive solid particle are present, it may be necessary to clean or replace
filter at regular interval when a pressure drop exceed of 8 psig is observed.
Overpressure protection for Sales Gas Separator is PSV-5301A/B which will set at 1100 psig for
blocked discharge case. While Sales Gas Filter Coalescer are equipped with PSV-5302A and
PSV-5302B set at 1100 psig in fire case. Any upset condition/failure which generate ESD will
trigger depressurize system using blowdown BDV-5302
A custody quality gas metering system to monitor gas delivered to buyer installed at delivery
point of the gas Buyers battery limit. The custody gas meter shall be Ultra Sonic type approved
by MIGAS

PAU GMS is supported with utility system, that consist of :

Instrument Air
Normal supply instrument air demand for PAU Metering Station is taken from existing
instrument air header. Operating pressure of existing instrument air is 7 kgf/cm 2 (106
psig). 2x100% Instrument air system SNO-PK-5305A/B with capacity 30 scfm provided
to fulfil instrument air demand at PAU Metering Station & existing USO Metering Station.

Utility Air & Nitrogen System


Utility air is used for air operated tools/ equipment and for starting air. Utility air demand
for PAU Metering Station normally will be supplied from existing utility air header. Back-

up system in facility will cover dropping pressure in utility air header due to losses
pressure in existing utility air header.
Nitrogen demand for purging activities during plant turn around or single blanketing
requirement is supply from existing nitrogen header. Minimum nitrogen purity shall be
98%. Pressure of nitrogen header is 86 psig.

Emergency Diesel Generator & Diesel Fuel System


Power demand for PAU Gas Metering Station will be supplied from existing power
generation and back-up by Emergency Diesel Generator. As back-up, diesel engine
generator is used with minimum capacity 150 kVa to cover starting current of biggest
motor starting. Diesel Storage Tank is designed to cover the Diesel Generator
consumption for 5 days. Diesel fuel directly pumped to Diesel Storage Tank from Truck.

Firewater & Water Spray System


Fire water demand is supplied from existing fire water header with minimum duration
shall be 4 hours. The normal supply pressure shall be 175 psig.

Potable Water System


Potable water demand for PAU Metering Station is taken from existing potable water
header. Potable water used to supply safety equipment & personnel needed.

SECTION 2.0 PRE-START UP PROCEDURE


2.1
GENERAL
This section provides pre start-up procedures for Fasilitas Pengukuran Gas Senoro-PAU Station
following completion of the installation, construction, pre-commissioning/commissioning and
maintenance activities. A pre start-up checklist prior to station start-up is essential to ensure that
all necessary precautions and procedures are in place

2.2

FACILITIES PURGING

2.2.1 General Guidelines


Purging of equipment and piping is necessary under two conditions, firstly vessel entry and
secondly for reinstating the equipment. For vessel entry the hydrocarbon inventory needs to be
replaced with air to allow safe vessel inspection or maintenance. For reinstating the equipment it
is essential that oxygen is removed in order to prevent the possibility of forming an explosive
mixture within the system.
Equipment and lines that have been exposed to air during a shutdown may contain oxygen.
Oxygen must be removed and any residual concentration reduced to a safe level less than one
by means of purging before commissioning into service.
For purging into service, Nitrogen (N2) from pipeline is used to lower the oxygen concentration to
a safe level. For purging out of service, Nitrogen is used to lower the hydrocarbon concentration.
Purging can be carried out in two ways, by flow purge (pipeline) or by pressure purge
(equipment).
In a flow purge, nitrogen is introduced continuously at an upstream point and vented at a
downstream point Purging is stopped and the vent valve closed when oxygen concentration in
vent gas is less than 2 % for purging into service, or when hydrocarbon concentration in vent gas
is less than 5% for purging out of service.
In a pressure purge, the system is pressurized using nitrogen and then allowed to depressurize
to near atmospheric. The cycle is repeated to further reduce the residual concentration in the
system to the pipeline similar to those in a flow purge. A minimum of 3 cycles is typically
required.
Sample the gas and analyze it, or use portable oxygen and/or hydrocarbon analyzer to ensure
that the safe level has been reached.

2.2.2 General Purging Procedure


Purging Into Service

1. Check that all manways are closed bolted and valves are in their proper positions.

2. The following instructions indicate procedure for purging into service by


pressurization followed by depressurization:

a) Introduce purge gas by opening the appropriate valve and pressurize the system
to 3 barg.

b) Blowdown the system through the atmosphere vent system by manually open the
appropriate vent / blowdown valve. Allow system pressure to come down to near
atmospheric, e.g. about 0.3 barg.

c) Repeat steps 2a and 2b until oxygen concentration achieve the required safe
level i.e. less than 2%. A minimum of three (3) cycles are typically required.

3. In a flow purge, the downstream vent / blowdown valve is left open. Purge Nitrogen is
introduced continuously at an upstream point by opening the appropriate valves.
Purging is stopped at the vent / blowdown valve closed when oxygen content in the
vent gas in less than 2 %.
Purging Out of Service

1. Check to be sure system has been depressurized and any liquids drained, Ensure
that valves (and blinds if any) for system isolation have been closed.

2. The following instructions indicate procedure for purging out of service by


pressurizing and depressurizing.

a) Close vent valve. Attach utility air hose and pressurize to 3 barg.
b) Open manual vent valve to depressurize to atmosphere. When pressure stops
falling, close utility air hose and continue to depressurize to 0.3 barg.

c) Close vent and re-pressurize to 3 barg.


d) Repeat steps 2(b) to 2(c). Check that combustible gas content is 5%. If not,
continue to repeat the steps until achieved.

3. In a flow purge, the vent valve is left open. Utility air is introduced continuously into
the system until the hydrocarbon content of the vent gas is less than 5%.

4. Allow to depressurize to essentially 0 barg.


5. Check if flow can be observed coming from the vent or other convenient bleeder
using the wetted finger method.

6. Isolate the vessel. Open manways and hand-holes. Insert combustible gas analyzer
to check if atmosphere is non-flammable. If safe, increase oxygen up to breathing
level (20%) by using a utility air hose.

7. ALWAYS, test the air to determine it is breathable. First reach inside with the oxygen
analyzer, if this indicates a safe level of oxygen, enter the vessel using an air pack to
check inside further.

8. NEVER enter a vessel alone, ALWAYS have at least one person outside with an air
pack for assistance.

9. ALWAYS put on your air pack if entering to rescue anyone inside the vessel. If not,
you may suffer the same fate.

Completion of Purge
On completion of system purge using natural gas or air, check that

1. All hoses are disconnected and purge connection plug restored.


2. All natural gas supply lines are isolated.
3. All vents and drains are closed.
4. All bypass valves and necessary block valves are closed to keep the system at
positive pressure.

2.3

INTRODUCTION HYDROCARBON TO PROCESS GAS TEMPORARY PHASE -1

2.3.1 Pre Requisites

Confirm correct piping connection, gasket, bolt and nuts.

Review the pipe work check sheet.

Verify all mounting bolt and adjusting bolt including unit foundation bolts have been
tighten with the correct torque.

Review the check sheet of bolt tightening and ensure that all bolts have been tightened
to the correct torque / position.

Verify and confirm all blinds on the associated flow lines (used during hydrotest / flushing
/ drying) have been removed.

Verify all equipment and piping which have been opened and exposed to atmosphere
have been purged with nitrogen gas until the oxygen concentration within the equipment /
piping has dropped below the required safe level.

2.4

INTRODUCTION HYDROCARBON TO PROCESS GAS PHASE -1


Gas-in to the Process Gas Phase-1 will be performed when the commissioning with
Nitrogen gas cycle has been completed. Gas-in process for the Process Gas Phase-1
System shall be performed in the following sequences.

2.4.1 Pre Requisites

Confirm correct piping connection, gasket, bolt and nuts.

Review the pipe work check sheet.

Verify all mounting bolt and adjusting bolt including unit foundation bolts have been
tighten with the correct torque.

Review the check sheet of bolt tightening and ensure that all bolts have been tightened
to the correct torque / position.

Verify and confirm all blinds on the associated flow lines (used during hydrotest / flushing
/ drying) have been removed.

Verify all equipment and piping which have been opened and exposed to atmosphere
have been purged with nitrogen gas until the oxygen concentration within the equipment /
piping has dropped below the required safe level.

2.4.2 GAS-IN PHASE-1 PREPARATION


The following pre conditions shall apply before gas-in operation is to be carried out.
1)

Approval from Company shall be obtained prior to gas in.

2)

The piping, vessel and equipments has been cleaned, hydro tested, filled with
nitrogen and ready for gas-in.

3)

All the utility system like power, fire water system, Instrument /Utility air system are
ready and available prior to gas-in.

4)

P&ID check shall be carried out and all temporary blinds have been removed or
swung to the required position. Special attention shall be paid to P&ID notes and
valves marked as Locked Open or Locked Closed. Such valves shall be properly
checked for correct position and securely locked as per the requirement.

5)

All vent and drain system are fully operational.

6)

All valves have been stroke tested and ready for operation.

7)

Relevant authorities have been notified and are in attendance if required.

8)

All equipment has been completed of their pre-commissioning and commissioning


checks / Site Acceptance Test and ready to receive gas.

9)

All necessary personnel are present and fully briefed regarding their functions and
responsibilities.

10) All safety barriers / barricades have been erected around the facilities and no hot
work or any other construction work is carried out during gas-in activities.
11) Sufficient lighting fixtures have been installed and are turned on during night time.
12) All earthing and bonding systems have been fully checked.
13) Completions of safety check to ensure the safety requirement are complied.

2.4.3 SAFETY SYSTEM

PTW requirement are to be observed strictly with JSA, ERP, and related document.

PTW is applied and all items in the PTW are strictly followed and provided before
start work.

3.

Approved PTW required and attached with JSA.

4.

Inspection on tools and equipment to be done prior work commencement.

5.

All personnel involved to be briefed on intended work and JSA content by work
leader.

6.

Work leader to ensure work area is safe to work with provide good housekeeping and
materials arrangement.

7.

Electrical connection to be done by competent person.

8.

HSE warning signs, temporary fence, and barricade to be provided surrounding the
work area.

9.

Only authorized personnel are allowed to enter the process area.

10. Equipment isolation system are applied with lock out and tag out.
11. No hot work allowed during gas-in activities.
12. Proper arrangement and usage of lubrication oil and grease oil (available) to prevent
from spillage.
13. No vehicles or trucks within the work area.
14. All earthing wire is available and checked.
15. Automatic Gas Tester to perform gas check and ensure maximum 2% of O2 before
start gas introduction.
16. Handling and Nitrogen injection by competent person.
17. Primary and secondary communication shall be through 1 channel and all personnel
involved shall use the channel.
18. ERT to be standby at work area in case of emergency.
19. All fire fighting equipments to be layout prior to start work.
20. All personnel involved to wear suitable personnel protective equipment.
21. P&ID is available at site and all on/off switch shall be following through P&ID and to
be communicated.
22. Gas detector are in place.
23. Access road shall be clear from any obstruction.
24. Windsocks have been installed.
25. Hard copies of P&ID, ERP, HSE Manual and related procedures are available at site /
at command centre.
26. Emergency muster areas have been clearly identified and emergency routes have
been clearly indicated.

GAS-IN TO PHASE-1 PROCEDURE

Gas in Station Bypass shall be performed in the following sequences:


a) Gas-in from the existing tie-in point (TP-011A/TP-011B) into the suction line
(4-HG-5024-6A) through line (4-HG-5022-6A) until TP-002 (PAU tie-in point) and
discharge line header to PAU pipeline.
b) Fully open Manual Block Ball Valve 10-160 TP-002 for flowing gas to PAU pipeline
through the station by pass line phase-1.
c) Fully open Manual Block Ball Valve 4-130&131 for totally flow gas through the station by
pass line phase-1.

2.7 PRE START- UP CHECKLIST PHASE 2


Upon completion of equipment installation, modification or maintenance, the following general
procedures should be carried out and the prestart-up checklist has to be read through before
starting up the station. Pre Start Up Checklist should refer to vendor document.
2.7.1 Pre Requisites

GAS-IN TO PHASE-2 PROCEDURE

Gas in Station Phase -2 shall be performed in the following sequences:


a) Gas-in from the existing tie-in point (TP-001) into the suction line (8-HG-5001-6A)
through by pass line 2 (SDV-5301) until TP-002 (PAU tie-in point) and discharge line
header to PAU pipeline.
b) Full services operation equipment sequence system phase-2
c) Fully open valve TP-002 valve for flowing gas to PAU pipeline.
d) Totally flow gas through the station by pass line phase-2 to PAU.

SECTION 3.0 START UP PROCEDURE


3.1. GENERAL
This section contains the information to bring Fasilitas Pengukuran Gas Senoro-PAU Station to
its normal operational status.

3.1.1. Pre Requisites


The following pre conditions shall apply before gas-in operation is to be carried out. (Repeat
steps above point: (2.4.1, 2.4.2 and 2.4.3)

3.2. START-UP FLOWCHART FOR PROCESS AND UTILITY SYSTEMS


The Fasilitas Pengukuran Gas Senoro-PAU Station is designed for continuous and unmanned
operation. The operators shall liaise with the regional operation centre at Luwuk for demand
data, which shall govern the flow down the pipeline. Remote and/or unattended operation is
also available from USO central control room.
Start-up of the Fasilitas Pengukuran Gas Senoro-PAU Station is in the sequence as depicted
in the flow chart. An activity should not be started until the preceding activity has been
completed. The start-up philosophy of Fasilitas Pengukuran Gas Senoro-PAU Station is
categorized as follows:

Pre Start-up Certificate


Pre Start-up Certificate is carried out after completion of pre start-up checklist. This
point show that start-up activity for all process, auxiliaries and utilities system are
ready for service.

Black Start-up
Black start up is carried out after completion of commissioning activities and
compliance of pre start-up checklist. All process, auxiliaries and utilities system are
ready for services.

Start-Up following Level 1 (ESD) shutdown


The station is shutdown following Level 1 (ESD) shutdown whilst in operation. The
station are completely depressurised as blowdown will be initiated upon Level 1 (ESD)
shutdown and the existing power is online for power generation. After the cause of the
level 1 (ESD) shutdown has been rectified, the station is to be restarted.

Start-Up following Level 2 (SSDL) shutdown


The station is shutdown following Level 2 (SSDL) shutdown whilst in operation. The
station is under pressurised state as no automatic unit blowdown will be initiated upon
Level 2 (SSDL) shutdown and existing power is online for power generation. After the
cause of the level 2 (SSDL) shutdown has been rectified, the station is to be restarted.

Start-Up following Level 3 (USDL) shutdown (unit Shutdown)


Level 3 (USD) shutdown level is applicable for the shutdown of an individual
equipment/package without station loss of production. All other system/units are
unaffected and continue to run.
The Fasilitas Pengukuran Gas Senoro-PAU unit is under pressurised state as no
automatic unit blowdown will be initiated upon Level 3 (USDL) shutdown.

Prior to any start-up operation, the firewater system shall be already in service.
Note : That the Emergency Diesel Generator (EDG) is required for black start-up following
Level 1 (ESD) & Level 2 (SSDL) shutdown because of the following reasons

To enable the operation of utility / instrument air system for instrumentation and control
devices and pneumatic type.

Section 3 contains all the procedures, necessary to bring the station to its normal operational
status discharging at full capacity from a shutdown after depressurization. For any start-up
the amount of time and effort expended is dependent upon the cause of the shutdown.
Initial condition before start-up, gas in metering section is depressurize and utility section ( air
instrument and Emergency Diesel Engine) is ready for service.

3.3. START-UP PROCEDURES


3.3.1. Black Start-Up
The following steps are to be used with reference to the flow chart in section 3.2.1.
1. Start Emergency Diesel Generator (SNO-PK-5309) to establish power.
2. Power up DCS, ESD System and F&G Detector.
3. Activate overrides for ESD system ( Pressure and Level Transmitter)
4. Start Air Compressor Package (SNO-PK-5305A/B) to start utility and instrument
air system.
5. Start Instrument air system flow to provide sufficient for valve activation.
6. Establish Instrument air flow through to valve Sales Gas Separator (SNO-V5301), Gas Filter Coalescer (SNO-F-5302A/B) and Gas Metering Package (SNOPK-5303).
7. Pressurize the Station suction and discharge manifold by the following sequence:
I) Open the Station suction loading valve (TP-001).
II) Open suction by pass valve 2inch (SDV-5301) Sales Gas Separator (SNOV-5301), through Gas Filter Coalescer (SNO-F-5302A/B) and Gas Metering
Package (SNO-PK-5303) and close Station suction loading valve (TP-001)
when the pressure differential is < 790 psig.
8. Start Gas Metering Package (SNO-PK-5303). The following AUTOMATIC
sequence will be carried out at the Unit Control Panel (UCP).
9. Start send sales gas to PAU by open manual valve 10 inch and (SDV-5303D) via
valve tie in point (TP-002).
10. Release all overrides (Refer to Table 3.3.1)
3.3.2. Start-Up Following Level 1 (ESD) Shutdown
The following steps are to be used with reference to the flow chart in section 3.2.2
1. Compressed air system is online (SNO-PK-5305A/B) is ready for service.
2. Activate overrides. (Refer to Table 3.3.1)
3. Establish Instrument air flow through to valve Sales Gas Separator (SNO-V-5301),
Gas Filter Coalescer (SNO-F-5302A/B) and Gas Metering Package (SNO-PK-5303).
4. Pressurize the Station suction and discharge manifold by the following sequence:
a. Open the Station suction loading valve (TP-001).
b. Open suction by pass valve 2inch (SDV-5301) Sales Gas Separator (SNOV-5301), through Gas Filter Coalescer (SNO-F-5302A/B) and Gas Metering
Package (SNO-PK-5303) and close Station suction loading valve (TP-001)
when the pressure differential is < 790 psig.

6. Start send sales gas to PAU by open manual valve 10 inch and (SDV-5303D) via
valve tie in point (TP-002).
7. Reset all overrides (Refer to Table 3.3.1)
3.3.3 Start-Up Following Level 2 (SSDL) Shutdown
The following steps are to be used with reference to the flow chart in section 3.2.3
1. Compressed air system is online (SNO-PK-5305A/B) is ready for service.
2. Activate overrides for ESD system and and F&G Detector.
3. Establish Instrument air flow through to valve Sales Gas Separator (SNO-V-5301),
Gas Filter Coalescer (SNO-F-5302A/B) and Gas Metering Package (SNO-PK-5303).
4. Pressurize the Station suction and discharge manifold by the following sequence:
a. Open the Station loading valve (TP-001).
b. Open upstream Sales Gas Separator by open by pass valve 2inch (SDV5301) Sales Gas Separator (SNO-V-5301), through Gas Filter Coalescer
(SNO-F-5302A/B) and Gas Metering Package (SNO-PK-5303) and close
Station suction loading valve (TP-001) when the pressure differential is < 790
psig.
5. Start Gas Metering Package (SNO-PK-5303). The following AUTOMATIC sequence
will be carried out at the Unit Control Panel (UCP).
6. Start send sales gas to PAU by open manual valve 10 inch and (SDV-5303D) via
valve tie in point (TP-002).
7. Reset all overrides (Refer to Table 3.3.1)
3.3.4 Start-Up Following Level 3 (USDL) Shutdown
The following steps are to be used with reference to the flow chart in section 3.2.5
The general start-up following level 3 (USDL) shutdown for equipment / packages are
as per outlined in the steps below:
1. Establish the cause for the individual process upset.
2. Normalize the individual process condition.
3. Ensure associated equipment is ready.
4. Start the equipment / package.

The general start-up following level 3 (USDL) shutdown Unit are as per outlined in the
steps below:
1. Compressed air system is online (SNO-PK-5305A/B) is ready for service.
2. Activate overrides.

SALES GAS SEPARATOR (SNO-V-5301)
4.1.1 System Description
Sales gas will undergo two phase separation in Sales Gas Separator. The gas is fed to Sales
Gas Filter Coalescer, whilst the liquid will flow to existing drain header. Separator will operate at
approximately 790 psig based on inlet pressure in metering station. Filter Coalescer will operate
at approximately 770 psig. Gas from separation system will be delivered to buyer through
Custody Gas Metering SNO-PK-5303.

4. If there is any leak in Sales Gas Separator (SNO-V-5301), thightening flange connection.
If there is not any leak continue pressurize by Open Manual Block Ball Valve 2-004 and
Manual Block Globe Valve 2-005.
5. Close Manual Block Ball Valve 2-004 and Manual Block Globe Valve 2-005 when
pressure reach 100 psig. Leak check.
6. If there is any leak in Sales Gas Separator (SNO-V-5301), thightening flange connection.
If there is not any leak continue pressurize by Open Manual Block Ball Valve 2-004 and
Manual Block Globe Valve 2-005.
7. Close Manual Block Ball Valve 2-004 and Manual Block Globe Valve 2-005 when
pressure reach 200 psig. Leak check.
8. If there is any leak in Sales Gas Separator (SNO-V-5301), thightening flange connection.
If there is not any leak continue pressurize by Open SDV-5301.

10. If there is any leak in Sales Gas Separator (SNO-V-5301), thightening flange connection.
If there is not any leak continue pressurize by Open SDV-5301 until 790 psig.

4.2

GAS FILTER COALESCER (SNO-F-5302A/B)

4.2.1 System Description


Gas outlet Sales Gas Separator will enter Sales Gas Filter Coalescer and pass through filter
section where solid particles are filtered from gas stream and liquid particles are coalesced into
larger droplet and entrained into bottom section of filter. Parallel Sales Gas Filter Coalescer are
running in redundant mode. Operating pressure of this filter is approximately 770 psig.
Liquid level in bottom side monitored by LT-5302A1/B1 which will generates alarm in High Level.
While liquid level in upper side monitored by LT-5302A2/B2 which also generate alarm in High
level. In case of High-high level in upper side indicated by LTZ-5302C/D will trigger Shutdown
valve SDV-5301 and SDV-5303D closed. High differential pressure at inlet and outlet each filter
anticipated through PDT-5302A/B. High differential pressure is indicated that filter is dirty, it may
be necessary to clean or replace filter at regular interval when a pressure drop exceed of 8 psig
is observed.

pressurize by Open Manual Block Ball Valve 10-035/036/060/061 until 790 psig.

4.3

GAS METERING PACKAGE (SNO-PK-5303)

4.3.1 System Description


Gas metering prior delivery gas to Buyer (Ammonia plant) battery limit. The Gas Metering
consists of:

2x100% meter runs USM-type custody metering system

Analyser shelter with associated analyser

Parallel USM meter runs shall be 2x100% configured to provide redundancy of meter stream.
Pressure delivery to Buyer maintained by back pressure monitored at PT-5303G. Data from
this transmitter will be used to generate logic discrete control signal of PIC-5303G to control
valve PV-5303G1 and PV-5303G2. Operating of both control valves are in same signal. PIC5303G2 setting at 750 psig (Buyers operating pressure).

SECTION 5.0 UTILITY SYSTEMS


5.1
INSTRUMENT AIR COMPRESSOR PACKAGE (SNO-PK-5305A/B)
5.1.1 System Description
Instrument air demand for PAU metering station is taken from existing instrument air header and
utility air demand from existing utility air header. Instrument air package provided with capacity
30scfm to cover instrument air demand for both PAU metering station and existing (USO)
metering station if losses of instrument air pressure in existing.
Two compressors (2x100%) will be provided to cater for the requirement of instrument air and
utility air. Both the compressors will operate in lead-lag mode. Each compressor is specified for
the maximum instrument air consumption. Compressed air will be sent to a dryer unit which will
reduce the dew point of air to -40oF at operating pressure of 106 psig. The dryer unit will be
desiccant type with heatless regeneration. Air downstream of dryer will be distributed for
instrument air usage.
Instrument Air Receiver is provided at the outlet of dryer unit sized for 15 minutes hold up
between 120 psig and 90 psig.

5.1.2 Instrument Air Compressor Start-Up Procedure


The start-up of Instrument and Utility Air system should be carried out in the following sequence:

1. Ensure instrument and utility air system are ready for service
2. Ensure power is available. For Station black Start, power is sourced from the emergency diesel
generator.

3. Activate override
4. Start Air dryer
5. Local start Compressor and establish flow until Air Receiver Tank.
6. Change compressor control from local mode to remote mode.
7. Remove overide.

The main source of power for PAU metering station is taken from normal supply from existing

kVa to cover starting current of biggest motor starting. Power generation system shall consist of 1
x 100% units Diesel Generator Package. During emergency, diesel generator is used to supply
electricity for both PAU metering station and existing (USO) metering station services.

Diesel Storage Tank is designed to cover the Diesel Generator consumption for at least 5 days.
Diesel fuel directly pumped to Diesel Storage Tank from Truck and flow by gravity from Diesel
Storage Tank to Diesel Generator Package

5.2.2 Emergency Diesel Generator Start-Up Procedure


Make sure that Diesel Fuel is available in Diesel Tank before start-up EDG.
1.1 STATIC TEST
Ensure that the battery leads is already disconnect and that the control panel is
switched off before carrying out and checks.
1.1.1 ENGINE
1. Ensure that the engine is identified by means of a name plate fixed
on frame.
2. Check the engine oil and coolant level replenish as necessary
3. Check the condition and tension of the fan and engine alternator
belts tighten as necessary.
4. Check all hoses for loose connections or deterioration.
5. Visually check the entire engine for signs of leaks from the fuel
system, cooling system or lubrication seals.
6. Check the installation of all safety switches visually.
7. Ensure that the cooling air ventilation screens are clear.
1.1.2

GENERATOR
1. Ensure that the generator has not suffered any damage
2. Ensure that the generator is identified by means of name plate fixed
on frame.

GENERATOR CONTROL PANEL


1. Visually check the entire control panel.
- Box Painting
- Dimension
- Door Holder
- Side and Front Cover
- Upper Deck
2. Check the power cable connections (phase sequence and bolts
tightening).
3. Check the control cable connections.

1.2 RUNNING AND LOAD TEST


1.2.1

PRE-START
1. Connect the generator output load to main breaker or resistive load
bank.
2. Check that all fixing bolts on the feet are tight.
3. Check that the cooling air is drawn in freely.

1.2.2

STARTING
1. Check the cable connections from battery to starter motor.
2. Ensure that the fuels are sufficiently filled.
3. Ensure that the main breaker is at OFF position.

5. Check the duration from engine cranking until engine running.


6. When engine ramped to high idling speed, aloe it to warm sufficiently
(about 5 minutes) before checking the following conditions for normal
operation :
- Lube oil pressure condition
- Cooling water condition
- Charging system
7. Check the generator voltage, frequency and phase. Adjust the
engine speed and/or generator voltage adjuster to bring the
generator to rated condition if necessary.

RUNNING TEST (FUNCTION, CONTROL AND PROTECTION DEVICE)


1. Check the metering, gauge, control button and control lamp function.
2. Check the safety (shutdown) test, while engine is running to
demonstrate actual engine shutdown but this time remove safety
switch wiring to break circuit for failure simulation of :
- Low oil pressure. (Visual Test)
- Cooling water high temperature. (Visual Test)
- Emergency stop button. (Visual Test)
- Over Current. (Visual Test)
- Over and under voltage. (Visual Test)
- Over Frequency (Visual Test)

1.2.4

LOAD TEST

1. Run the generator set at rated speed.


2. Switch on the main breaker of the resistive load bank.
3. Load the generator set to the following by increasing the load in 25%
steps :

5.3 FIRE WATER SYSTEM


5.3.1 System Description
Fire water is supplied from existing fire water header with duration shall be 4 hours. The normal supply pressure
is 175 psig. The firefighting that used in this project is Fire Hydrant (FH-5301, FH-5302), Fire
Monitor (FM-5301) and Water Spray from deluge valve (DV-5301).

5.3.2 Fire Water System Start-Up Procedure


1. Ensure firewater system are ready for service from existing by communicating with operator in
existing facility.

2. Ensure of water is available via suction manual valve main-ring pressure indication (PI-5315)
3. Firewater ringmain pressurisation by checking pressure in PIV-01/02/03.
4. Firewater is available ready to used by checking that Fire Water main line pressurize until 175 psig
indicate at PI-5315 and PIV-01/02/03 and there isnt any leak in Fire Water System.

5. Check deluge system by remove fusible plug. Deluge Valve will automatically open and water will
spread throught water spray nozzle.

5.4 Potable Water


Potable water demand for PAU Metering Station is taken from existing potable water header.
Potable water used to supply safety equipment (eyes shower) and personnel needed.

5.4 .1 Potable Water Start-Up Procedure


1. Ensure Potable water system are ready for service from existing by communicating with operator
in existing facility.

2. Ensure of Potable water is available via suction manual valve 2 Inch (TP-008) of FE 5311C
3. Potable water pressurisation by opening existing valve at TP-008A/B.
4.

Check potable water suply by opening valve at main building, guard house, eye wash and safety
shower. Check whether there is any leak or not, if there is not any leak, potable water is available
ready to used.

5.5 Nitrogen
Nitrogen demand for purging activities during plant turn around or single blanketing requirement
is supply from existing nitrogen header. Minimum nitrogen purity shall be 98%. Pressure of
nitrogen header is 86 psig.

5.5.1 Nitrogen System Start-Up Procedure


1. Ensure Nitrogen system are ready for service from existing by communicating with operator in
existing facility.

2. Ensure of Nitrogen is available via suction manual valve 2 Inch (TP-007) of FE 5311D
3. Nitrogen pressurisation by opening inlet Valve.
4. Check pressure, target pressure is 86 psig. Check whether there is any leak. If there is not any
leak, Nitrogen system is ready to used.

5.6 Flare/Closed Drain System


Flare header at PAU Metering Station will collect relief and blowdown gas from facility due to
overpressure. While closed drain will collect any liquid trapped in separation system. Both flare
header and closed drain header will be sent and tied into respective headers at existing USO
metering station.

5.6.1 Flare / Closed Drain ystem Start-Up Procedure


1. Ensure Piping connection for Flare / Closed drain system are connected with existing facility.
2. Flare / Closed drain pressurisation by opening By-pass PSV 5302 B. Check whether there is any
leak. If there is not any leak, Flare/closed drain is available to used.

SECTION 6.0 SHUTDOWN PROCEDURE


6.1
Gas Filter Depressurize
Gas Filter Coalescer in PAU metering station is installed 2 x 100 %. When Gas Filter Coalescer
A is used, Gas Filter Coalescer B is off. When Gas Filter Coalescer B is off, it shall be
depressurize.
Step-step for switch Gas Filter Coalescer and depressurize Gas Filter Coalescer is stated below :

1.

Gas Filter Coalescer A is active, Gas Filter Coalescer B is stand by.

2.

Open 2 Manual Block Ball Valve 063/064 to pressurize Gas Filter Coalescer B until
pressure reach 300 psig.

3.

Open 10 Manual Block Ball Valve 060/061 to pressurize Gas Filter Coalescer B until
pressure reach Gas Filter Coalescer operation pressure.

4.

Open 10 Manual Block Ball Valve 083/084 simultant with close 10 Manual Block Ball
Valve 035/036.

5.

Isolated Gas Filter Coalescer A by closing Manual Block Ball Valve 050/051 and then
deppressurize Gas Filter Coalescer A by opening bypass PSV 5302A.

6.2

System Depressurize

When PAU GMS turn around, there are several steps to be done.

1.

Set PV-5303G-1/2 & PV-5304 0% opening. Close SDV 5301 and SDV 5303D.

2.

Closed Manual Block Valve 050/051/084/084.

3.

Vent isolated pressure in Sales Gas Metering by opening Manual Block Ball Valve
106/111/156/157 and Manual Block Globe Valve 105/112.

4.

Vent isolated pressure in Sales Gas Separator and Gas Filter Coalescer by opening
BDV 5302
