ongamano la Nne linalohusu Sekta ndogo ya Mafuta
na Gesi lililoambatana na Maonesho kuhusu Sekta
hiyo na kukutanisha Wadau mbalimbali ikiwemo
Kampuni zinazojishughulisha na utafiti na uchimbaji
wa Mafuta na Gesi, Vyuo Vikuu, Wizara na Taasisi
mbalimbali za Serikali limeanza kufanyika jijini Dar es Saalaam.
Kongamano hilo lilifunguliwa na Naibu Katibu Mkuu wa
Wizara ya Nishati na Madini anayeshughulikia Nishati, Dk.
Mhandisi Juliana Pallangyo ambapo aliwaeleza wadau hao kuwa,
usimamizi madhubuti wa Sekta ndogo ya Mafuta na Gesi utaleta
mapinduzi makubwa kwenye ukuaji wa viwanda na kuiwezesha
Tanzania kuingia kwenye uchumi wa kati ifikapo mwaka 2025.
Katika Kongamano hilo linalofanyika kuanzia tarehe 20 – 21

Kongamano la Nne Gesi
na Mafuta lafanyika Dar
Oktoba, 2016, Dk. Mhandisi Pallangyo
alisema kuwa kutokana na kiasi
kikubwa cha gesi kilichogunduliwa
ambacho ni futi za ujazo trilioni 57.2,
kampuni mbalimbali za kigeni zimeanza
kujitokeza na kuwekeza katika mikoa
ya Lindi na Mtwara ambapo gesi
imegunduliwa
Alisema kutokana na uwekezaji
katika shughuli za Mafuta na Gesi,
kumekuwepo na mabadiliko ya
kiuchumi katika mikoa hiyo kama vile
kuongezeka kwa fursa za ajira, malazi na
utoaji wa huduma kwa wawekezaji.
Aliongeza kuwa ni vyema wananchi
hususan wa maeneo hayo kujiandaa na
uwekezaji mkubwa katika mikoa hiyo
ambapo kwa sasa katika mikoa ya Lindi
na Mtwara kunatarajiwa kujengwa
viwanda vikubwa vya mbolea,
vitakavyoleta neema katika mikoa hiyo.
Alisema katika kujiandaa na
kasi ya ukuaji wa Sekta za Mafuta
na Gesi nchini serikali imeweka
mikakati mbalimbali ikiwa ni pamoja
na kuhakikisha kunakuwepo na Sera
na Sheria zitakazowezesha Wazawa
kuwa sehemu ya umiliki wa uchumi wa
Mafuta na Gesi .
Alitaja mikakati mingine ni pamoja
na uanzishwaji wa kozi zinazohusu
masuala ya Mafuta na Gesi katika
Chuo Kikuu cha Dar es Salaam
(UDSM) na Chuo Kikuu cha Dodoma
(UDOM).
Aliongeza kuwa, Serikali imekuwa
ikipeleka nje ya nchi kusomea masuala

ya Mafuta na Gesi katika ngazi ya
Shahada ya Uzamili (Masters Degree),
wanafunzi wanaofanya vizuri kwenye
masomo ya sayansi katika ngazi ya
shahada.
“Lengo letu kama Serikali ni
kuhakikisha Tanzania inakuwa na
wataalam wa kutosha watakaoshiriki
katika uchumi wa Mafuta na Gesi
kwa kuajiriwa kwenye kampuni
zinazojihusisha na utafiti na uchimbaji
wa Mafuta na Gesi,” alisema Dk.
Pallangyo.
Wakati huo huo akizungumza katika
Kongamano hilo, Mwakilishi kutoka
Taasisi ya Wahandisi Tanzania (IET),
Profesa Abraham Temu alisema kuwa
lengo la Kongamano hilo lilikuwa ni
kujadili na kubadilishana uzoefu kuhusu
Sekta za Mafuta na Gesi nchini.
Alisema mambo yatakayojadiliwa
katika Kongamano hilo ni pamoja na
uelewa kuhusu Sekta za Mafuta na
Gesi, Sera na Sheria za Mafuta na Gesi,
ushirikishwaji wa wazawa kwenye Sekta
za Mafuta na Gesi , changamoto na
matumizi endelevu ya Mafuta na Gesi
na suala la rushwa.
Kongamano hilo liliandaliwa na
Wizara ya Nishati na Madini kwa
kushirikiana na Taasisi ya Wahandisi
Tanzania (IET), Shirika la Maendeleo
ya Petroli Tanzania (TPDC), Mamlaka
ya Udhibiti wa Huduma za Nishati na
Maji (EWURA) na Chuo Kikuu cha
Dar es Salaam (UDSM)

TAHARIRI
JIJI LA TANGA KUPOKEA
UGENI BOMBA LA MAFUTA
Tarehe 24 Oktoba mwaka huu, tunatarajia
kushuhudia mkutano mkubwa utakaojadili
maendeleo ya utekelezaji wa Mradi wa Bomba la
Mafuta Ghafi kutoka Hoima nchini Uganda hadi
Bandari ya Tanga ukifanyika jijini Tanga.
Mkutano utahudhuriwa na Mawaziri
wanaosimamia Sekta hiyo kutoka nchini Uganda
na Tanzania.
Mkutano huo wa siku Tatu, umeandaliwa na
Wizara ya Nishati na Madini na utatanguliwa
na mkutano wa Wataalam kutoka Serikali ya
Tanzania na Uganda na kufuatiwa na mkutano wa
Makatibu Wakuu wa Sekta hizo.
Mbali na Wataalam kutoka Tanzania na
Uganda, mkutano huo pia utashirikisha Ofisi ya
Mkuu wa Mkoa wa Tanga, Wawekezaji katika
mradi huo kutoka Kampuni za Total E&P ya
Ufaransa, Tullow Oil ya Uingereza na China
National Offshore Oil Company (CNOOC).
Ikumbukwe kuwa Mradi huo uliridhiwa na
Baraza la Mawaziri kutekelezwa nchini Tanzania
mnamo tarehe 29/09/2016, katika kikao
kilichoongozwa na Rais wa Jamhuri ya Muungano
wa Tanzania, Dkt. John Pombe Magufuli. Mradi
utakuwa na manufaa makubwa kwa Tanzania na
kuongeza kasi ya ukuaji uchumi wa wananchi na
Taifa kwa ujumla.
Mbali na hilo, Bandari ya Tanga itapata fursa za
kuongeza kiwango cha kufanya biashara na nchi
za Uganda, Rwanda na Burundi na hivyo kuweza
kufungua mkuza wa kiuchumi katika Mikoa
ambayo bomba hili litapita.
Mradi huo wa kihistoria hadi kukamilika
kwake utagharimu kiasi cha Dola za Marekani
takriban Bilioni 3.5, ambapo unatarajiwa kuwa na
uwezo wa kusafirisha jumla ya mapipa laki mbili
(200,000) kwa siku. Mradi utakuwa na Manufaa
kwa Taifa ikiwemo kutoa ajira za muda mfupi na
mrefu.
Wakati wa utekelezaji wa mradi huo, fursa
mbalimbali zinatarajiwa kujitokeza kwa wananchi
wa Tanga na maeneo mengine hususan yale
yanayopitiwa na bomba hilo.
Kwa kutambua umuhimu wa kipekee wa mradi
huo, tunatoa rai kwa wananchi kuchangamkia
fursa zitakazojitokeza kwa wakati husika ili
kujiletea maendeleo na vilevile kuleta maendeleo
kwa Taifa.
Kwa pamoja tunawatakia majadiliano mema
katika mkutano huo; ni Imani yetu kwamba
mkutano huo ni hatua moja kubwa katika
maandalizi ya utekelezaji wa mradi husika.
Tunatoa wito kwa wananchi wa Tanga
kutoa ushirikiano kwa ugeni huo mkubwa
utakaokuwepo kwa siku hizo za mkutano na
vilevile kujiandaa kuupokea mradi huo mkubwa
na wa kipekee.

Tanzania, Uganda kupokea Taarifa
Mradi wa Bomba la Mafuta Tanga

Taarifa kuhusu maendeleo ya utekelezaji
wa Mradi wa Bomba la Mafuta Ghafi
kutoka Hoima nchini Uganda hadi
Bandari ya Tanga, ambao utahudhuriwa
na Mawaziri wanaosimamia Sekta hiyo
kutoka Uganda na Tanzania.
Mkutano huo unatarajiwa kufanyika
Jijini Tanga tarehe 24 hadi 26,Oktoba,
2016 na kutanguliwa na mkutano wa
Wataalam kutoka Serikali ya Tanzania na
Uganda kisha kufuatiwa na mkutano wa
Makatibu Wakuu wa Sekta hizo, ambapo
tarehe 26 Oktoba, 2016, utafanyika
Mkutano wa Mawaziri wa nchi husika.
Mbali na Wataalam kutoka
Tanzania na Uganda, mkutano huo pia
utashirikisha Ofisi ya Mkuu wa Mkoa
wa Tanga, Wawekezaji katika mradi
huo kutoka Kampuni za Total E&P ya
Ufaransa, Tullow Oil ya Uingereza na
China National Offshore Oil Company
(CNOOC) na Kampuni za Taifa za
Mafuta za Tanzania na Uganda.

Mradi wa bomba hilo una urefu
wa kilomita zipatazo 1,443 kutoka
Hoima nchini Uganda hadi Bandari ya
Tanga. Bomba hilo linatarajiwa kupita
katika mikoa ya Kagera, Geita, Tabora,
Shinyanga Dodoma na Tanga.
Mradi huo ambao uliridhiwa na
Baraza la Mawaziri kutekelezwa nchini
Tanzania mnamo tarehe 29/09/2016,
katika kikao kilichoongozwa na Rais wa
Jamhuri ya Muungano wa Tanzania,
Dkt. John Pombe Magufuli, utakuwa na
manufaa makubwa kwa Tanzania kwa
kuongeza kasi ya kukua kiuchumi.
Bandari ya Tanga itapata fursa za
kuongeza kiwango cha kufanya biashara
na nchi za Uganda, Rwanda na Burundi
na hivyo kuweza kufungua mkuza
wa kiuchumi baina ya Mikoa ambayo
bomba hili litapita na nchi Jirani za Afrika
Mashariki.
Mradi huo unaotajwa kuwa mradi
mwingine wa kihistoria, utagharimu
kiasi cha Dola za Marekani takribani
Bilioni 3.5, ambapo utakapokamilika
unatarajiwa kuwa na uwezo wa
kusafirisha jumla ya mapipa Laki Mbili
(200,000) kwa siku. Mradi utakuwa na
Manufaa kwa Taifa ikiwemo kutoa ajira
za muda mfupi na mrefu.

Katibu Mkuu wa Wizara ya Nishati
na Madini, Dkt. Mhandisi Juliana
Pallangyo; Msabi alisema ameamua
kuitikia wito wa Serikali kusaidia
wahanga hao ikiwa ni sehemu
ya kurudisha kwa umma kile
anachopata kutokana na uwekezaji
wake katika Sekta ya madini.
Pia, aliongeza kuwa, akiwa ni
mwananchi mzalendo, ameguswa
na janga lililowapata wananchi wa
Kagera na hivyo kuamua kuchangia
ili kuwasaidia.
Kwa upande wake, Kaimu

Utawala na Rasilimaliwatu, Lusius

Pamoja na shughuli nyingine
mbalimbali katika Sekta ya madini;
Msabi pia hupata asilimia moja
ya uzalishaji kutoka Mgodi wa
Dhahabu wa ACACIA-North
Mara, ambao aliingia nao ubia
kupitia leseni yake ya uchimbaji.

Hati ya Malipo (Bank Slip) kwa ajili ya kununua mifuko 400 ya
Saruji kusaidia wahanga wa tetemeko, iliyotolewa na mwekezaji
mzalendo Sekta ya madini, Aloyce Msabi.

Serikali ya Uingereza inavyoweza kufanya kazi na
Tanzania kwenye uboreshaji wa Sekta za Nishati na

Madini.
Balozi Cooke alifanya mazungumzo na Profesa Muhongo
pamoja na Watendaji kutoka Wizara ya Nishati na Madini, Shirika
la Maendeleo ya Petroli Tanzania (TPDC), Shirika la Umeme
Tanzania (TANESCO), Mamlaka ya Udhibiti wa Huduma za
Nishati na Maji (EWURA), Wakala wa Nishati Vijijini (REA) na
Wakala wa Ukaguzi wa Madini Tanzania (TMAA)
Akielezea kuhusu Sekta ya Nishati, Profesa Muhongo alisema
kuwa Serikali imeweka mikakati ya matumizi ya vyanzo vya
nishati ya umeme kama vile Gesi, Maji, Jotoardhi, Makaa ya
Mawe, Upepo, Jua na kukaribisha wawekezaji kutoka Uingereza
kushirikiana na Serikali kwenye uzalishaji na usambazaji wa
umeme nchini hususan katika maeneo ya vijijini.
Aliongeza kuwa, Serikali imeanza kutumia Gesi yake
iliyogunduliwa kwa wingi kwa kiwango cha futi za ujazo trilioni
57.2 kwa kujenga Bomba la Gesi kutoka Mtwara hadi jijini Dar es
Salaam na kuendelea kusema kuwa Serikali imeweka mkakati wa
kusambaza gesi mikoani pamoja na nyingine kuuzwa nje ya nchi.
“Kuna nchi zilizopo Ukanda wa Afrika Mashariki zimeomba
Bomba la Gesi liende kwao; hii itatuwezesha sisi kufanya biashara
pamoja nao na kuingiza fedha za kigeni,” alisema Profesa Muhongo
Aliongeza kuwa, mikakati mingine inayofanywa na Serikali ni
pamoja na ujenzi wa Kiwanda cha Kusindika Gesi Kimiminika
(Liquefied Natural Gas Plant) na kiwanda cha mbolea katika eneo la
Kilwa mkoani Lindi na kiwanda kingine cha mbolea katika mkoa
wa Mtwara.
Alisisitiza kuwa, bado Serikali inaendelea na shughuli za utafutaji
wa Mafuta na Gesi katika maeneo mbalimbali nchini na kuomba
kampuni za Uingereza zenye uzoefu kujitokeza na kuwekeza nchini.
Aidha, Profesa Muhongo alimwomba Balozi wa Uingereza
kusaidia nchi ya Tanzania katika uendelezaji wa Rasilimaliwatu
kupitia nafasi za ufadhili zinazotolewa na Ubalozi huo kwa ajili
ya kusomea Shahada ya Uzamifu katika masuala ya Sheria na
usimamizi katika Sekta za Gesi na Mafuta.
Naye, Balozi wa Uingereza Nchini, Sarah Cooke alisema
Serikali yake inaunga mkono juhudi za Rais wa Jamhuri ya
Muungano wa Tanzania Dk. John Pombe Magufuli ya kufanya
Tanzania kuwa nchi ya viwanda na kumhakikishia Waziri, kuwa
atashawishi kampuni za Uingereza kuwekeza kwenye Sekta za
Nishati na Madini.

Public Centered Projects, Stakeholders
management and the art of getting things done

P

assion, goal focused,
being organized and
understanding specific
needs and characteristics
of the projects provides
grounds and basis for a good project
management. A good project manager
is organized, passionate and goal
oriented understands project specifics
governing environment, personnel,
benefits and expectations around the
project. Project managers are change
agents they do not operate on business
as usual mode; they have responsibility
of getting things done even on odd
and unfamiliar environments, projects
manager don’t give or accept excuses
because they understand that is not
part of the deliverable package. Project
management is science of management,
timely event and is dynamic rather than
static discipline with the responsibility
to getting result. Project management
brings multi-disciplined individuals
in one basket with responsibility to
common objectives. A good project
Manager understands that; capitalize on
the available skills together with financial
and other available resources on the
project disposal. All projects private
or public large or small have similar
characteristics, they are time bound,
and have specific benefits, scope, budget,
risks and standards. What differentiate
between these is the magnitude of the
each attributes. Some projects need
tighter control and more stringent
processes than others do. Some projects
just need some processes to self-manage
and execute project’s specific standards
and requirements.
Private Vs Public Projects
Be private or public, project
governance is essential for any
project. In the private sector, the level
of governance ‘imposed’ upon a
project can often be influenced by the
organization’s project delivery maturity
or, more often than not, the regular
availability of senior executives to either
attend steering committees etc. or
focus on the project. In private sector,

certain level of freedoms exist due to
light touch of governance and other
secondary institution dependency. This
can have influence on fast delivery of
the results. Within the public sector,
however, the governance structure
and processes are supposedly need
be more strictly adhered to, from the
senior executive and higher political
authority down, including consistent
attendance at meetings, approval
processes, construction and timely
delivery of reporting packs and so on.
The project manager will have always
some challenges to logistics in way
towards during project implementation.
Unless s/he quickly comes into grips
with various institutional and political
demands. Working culture, motives and
understanding limitations of the people,
legal, stakeholders management and
processes required to run governments
projects such as, approval processes of
business case (feasibility study is the
term commonly used amongst public
professionals) when or if it does exist
anyway and what are the right way
to get project members etc. A project
be private or public is successful if it
achieves its objectives and meets or
exceeds its stakeholders’ expectations.
Stakeholders in private can be
customers, financiers or public who have
invested interests in the project. The base
of the stakeholders in the public project
can be wider and more sensitive, think
of an example of constructions of High
way or large power generating plant.
You have a group of positively affected
people, those who will negatively
be affected, and you have political
hierarchy expectations, these add to the
complexity of managing public projects
and to getting things done. Other
complications around getting results in
public projects includes the demands
of mult-institutions participations
without a clear assessment of value
addition from respective institutions.
The intentions has always been good but
the results are not convincing. A good
public project Manager understands

these complexities, navigate and
prevails along the roads towards results
without compromising the quality and
the integrity of the project. Managing
hierarchy expectations that lacks clarity
is another head-cracking requirement
that add another stakeholder
management cloudy task, which has
direct impact on project deliverables.
Common Risks surrounding
implementation processes
Within the private sector, there is
often a significant amount of flexibility,
particularly with delivering critical
projects, when addressing the day-today needs of the project. Within Public
projects, there is usually one correct path
and few, if any, short cuts. Adding to the
complexity, however, is that the correct
path is often difficult to distinguish.
More complexity will always arise when
private project meet and require public
approval for its progress. The difference
described above when come into mix
between with common objectives can
have serious nerve breaking moments
on implementation road map. Distrust
blame game, emotions adrenaline and
shift of responsibilities are common
traits within managing stakeholders
in such kind of projects. Inconsistency
of project personnel team descend
implementation progress and creates
dis unit, dis organization amongst team
members of one side. The flexibility
nature private led projects hits the
rocks bottom undersea of the public
lack of flexibility and capacity or nerve
to handle the diverse of the working
culture. A good project manager needs
to add these traits in his understanding
plate stay strong and focused on
getting things done because it can be
emotionally tough to deal with some
inconsistency arising and lack of
clarity and guidance along the way.
Stakeholders concern cannot be ignored
rather be managed diligently and road
towards achieving project success can
bumpy ride but the result is always
supported and weightlifted by existing

political will.
Dealing with reality and getting
things done
In the public project environment, if
you are joining the team in the middle
of the project, it is important to learn
what others have gone through to get
where they are in order to appreciate
the efforts of getting things done since
the start of implementation of project
however small effort that might be.
The implementation of the Public
project is characterized by chain of
responsibilities that is diversified with
dependencies from multiple institutions
and legal framework. Team changes is
a common trait during implementation
stages of any public project. Relation
management and understanding of
other institutions operation culture
are key skills in getting people and
responsible institutions productive
during implementation of the public
projects. Focus on key work stream
deliverables, raising morale, keeping
the motives of success high and less of
finger pointing and blame game will
help a project manager capitalizing
on other professional skills to getting
things done on time and on specified
quality. Projects brings new experience,
some experience are not to be found
in any of the existing working frame
work we know or currently have in our
guiding books, flexibility and willingness
of professionals to learn on what
information project brings is the key to
getting things done in different way from
what we know. It is important for team
and project manager to keep the focus
on getting the solution as specified to be
project objectives and managing project
stakeholders expectations as one of the
top priority approach towards the road
of getting things done. In an era where
the our top leadership is emphasizing on
cost cutting and public efficiency, public
project managers will have no much
option but to face project management
music and beats and dance accordingly
even in tough times.
