This budget includes the numbers for the recovery based on the joint work of EDH and the HEART (CDEEE/EDS/Basic Energy/Dominican Distribution Companies/ Autoridad de Energia Electrica de Puerto Rico/AES) group. Over the past two days this team met to arrive on a consensus figure of the needs net of the contribution of staff and material from ‘EDH. It is estimated that this work will take approximately 90 days far the recovery phase of the distribution system. However, there are some sub station repairs which will take much longer as the replacements items take up to a year to obtain. In the later case Entergy of the US will allow the use of a mobile sub. station to partiatty replace the energy of damaged transformers. Not included in this budget are the following: | + Damage to the generation facillties as these will require a more detailed analysis. This study should be conducted by a qualified engineering firm and include a economic analysis of the feasibility of the repairs vs. replacement, From anecdotal comments most of the damage is to the foundation and structures. ° : + Damage to building and structures as this was not in the scope or expertise of the evaluation teams. Additionally, you will find a summary operational expense budget. EDH needs financial support to operate as the likelihood of having a viable commercial system in the short term Is almost nil. Therefore ,much of the energy supplied ‘over the next few month will likely not be billed. I know that every effort will be made to achieve a normalcy in the commercial cycle but the reality is that in the short term the company needs support to operate. Again, I would like for aur focus on the call tomorrow to be on the recovery budget and we just raise the operating expense as an important need of the company to function. Ceftain media did continue, of course, to track the work of the IRC through three Board meetings, and in the ‘context of the sessions in New York in September tied to the Clinton Global initiative and U.N. ‘meetings. But the level of attention diminished considerably during the summer and eacly fall. "Now. given the health epidemic and storm damage, more media have returned to focus on the _Status of earthquake recovery, end many are reaching conclusions that there is @ noticeable lack of progress ~In removing rubble, rebuilding institutions, addressing heatth crises, and returning, people to permanent housing. Slowly but surely, a narrative is building across importent media “outlets that the Haltian government and the IMRC, as well as leading muttilateral institutions, have “aot done enough" to rebuild Haiti in the ten months since the January 12 earthquake. . ‘The narrative ~ while inaccurate in many eespects ~ Is nevertheless understandable. Most of the ‘media covering the situation today lacked any intimate familiarity with Haiti prior to the earthquake. They are either not aware, or have chosen to largely overlook, how Haiti already suffered from weak civic institutions, uncertain public services and limited, fragile infrastructure, all of which worsened even prior to January 2020 In light of political turmoil In the past dacede and four successive hurricanes in 2008. What the hurricanes of 2008 weakened and depleted, the earthquake of 2010 literally leveled. Beyond this, much of the media lacks a clear understanding of what they IHRC is— and Is not ~ ‘uisked with doing to help with Halt’s recovery. Too many appear ta think of the (HRC as the ‘chief body responsible for actually Implementing projects. Keys to Successful Implementation ‘To be successful, the rollout ofthis narrative must include: * Strong and compelling Haltian volces (preferably including atleast two of our Haitian ‘Board members) who can speak with suthority and have sufficient senlorty to command the media's attention; ‘+ The strategic use af the IMRC co-chairs, particularly in major international media outlets; ¥ * One or more prominent non-Haitlan United $tates;and . ‘The creative use of all avaltable platforms, including interviews, op-ed pleces, media ‘access opportunities, social media, and improved use of web-enabled messeging ard members, including Chery!
