We have shared two key points: elections and PM choice confirmation -- both require unusual and committed action by Martelly -- the first fo show he's prepared to share power by keeping an effective legislative partner (which means either: do a permanent CEP bic he has a PM in 10 days and publishes the amendments; ora temporary CEP if there is no PM so the elections can go forward and not be held hostage to the Parliament having first to approve his PM choice before he will publish the amendments ~ which he can publish now if he chooses but he refuses 10 doso. I am concemed because Haiti needs the stability of consistent leadership and effective collaboration between the Executive Branch and the Parliament. 1am disappointed because you and Garry could not find a space to work together such that Haiti again finds itself seeking to ratify a new PM and government rather than new projects and new efforts to serve the people of Hail. Personally, I signed on for another year because | believe in your commitment to progress for your people and to a democratic Haiti. ‘+ I know you appréciate how critical to move on the confirmation of a new Prime Minister; ‘equally as important is to set the date for elections so that the people can choose their ‘Tepresentatives, like they chose you and like many in the international community fought to ensure their choice and their vote counted. ‘© Todo both ofthese things, it will require a type of unprecedented collaboration between ‘you and the Parliament ~ with you likely having now to do more to be bigger than the ‘moment and than the activities of your Parliamentary colleagues. ‘¢ really hope you quickly demonstrate to others what you share with me - your deep ‘commitment to the democratic process and to address Parliament's legitimate concern regarding it normal operation once the term of 10 Senators expires in March. ‘© President Martelly, 1 know before elections can take plece Haiti needs the establishment ‘of a permanent or provisional electoral council. This requires swift postive action on your part and I encourage you to do so now. © The key to greater investment in Haiti and achievement of your well-considered agenda is politica stability. The important thing is not that Haiti is transitioning from one Prime Minister to another but how the political actors manage that process. ‘© As the most popular political figure in Haiti today you have the opportunity to manage the political dialogue and demonstrate to the population that its democratic institutions ccan and must work together o achieve a better Haiti. To do that, you will have to work with Parliament to accomplish your agenda. I know iti difficult, for instance your stance on the issue of nationality, while perhaps consttutionslly correct, allows Parliament to engage in unproductive political gamesmanship that Haiti cannot afford at this time. © Haiti remains an attractive destination for serious investors. They are ready to establish themselves in a meaningful way to create the many jobs the people of Haiti need in order to help youchieve the goals you have lsid out and they support. As we build upon our shared commitment to provide more Haitians ‘with the tools they seek to lift themselves from poverty and reduce their dependence on international aid, ‘we believe the Haitian Hemispheric Opportunity through Partnership Encouragement (HOPE) Act can be amended in two specific ays to encourage greater growth in Haiti, with positive impacts forthe United States. ‘On March 22, we visited Haiti and met with citizens from all sectors of society, While there remains an urgent need for food, water, shelter, and sanitation, Haitian leaders and communities are looking to the future, in hopes of developing the modern nation they have long imagined and deserved. We know that “Haitian households are eager to return to work, and we are confident thatthe textile industry can offer significant opportunities for future job creation. As you know, the existiig HOPE program hes had a significant impact on this industry. From 2006- 2009, HOPE enabled the expansion of appare! manufacturing and the growth ofthe sector's employment ‘rom 12,000 to more than 25,000 workers. HOPE Il subsequently assisted the epparel industry in attracting business and in reopening manufacturing operations. These results have been ‘encouraging, but there s much more we can do. The nation’s apparel sector once employed more than 100,000 workers, and we should work toward stabilizing and further empowering this industry, ‘We suggest two immediate modifications to HOPE that have the potential to help create tens of thousands ‘more jobs in Haiti, First, we recommend increasing the HOPE trade preference level (TPL) quotas for {knit and woven fabrics to 250 million square meter equivalents each. Four ofthese are over'$10M. | took forward to our group discussion on how we approach project approvals in the Board meeting. 1 suggest for these projects (wtich he UN agencies prepared in IHRC concept nate format), two OpHOnS: 1, CONDITIONAL APPROVALS forall projects over S10M 2. CONDITIONAL APPROVALS forall projects over $10M, AND Exec Commies to APPROVE the ex smaller projects {under $10M) and “announce” them at the Boars. . Either option would show immediate forward progress of the IHRE, push the impression thatthe IHRC is not here bottleneck, and avotd sighting the UN agencies that have puta lot of work into these proposals. Uni further Commission infrastructure Is in place, | dor’ feel completely comfortable asking the Board to approve the big projects (one is al $6OM) without some thorough assessment measures. | wilt have @ closer read of these before our conversation to help summarise.
