hisactmaybecitedastheSubSaharanAfricaSanitationActof2016.
SECTION2.FINDINGS
C
ongressherebyfindsanddeclaresthat,
1)Fortypercentoftheworldspopulation2.5billionpeoplepracticeopendefecationorlackadequate
sanitationfacilities,andtheconsequencescanbedevastatingforhumanhealthaswellastheenvironment.
2)Sustainingexistingwatersupplysystemscontinuestobeamajorchallengeforthesector.Developing
capacityofcommunitiesandlocalinstitutionstomanage,repairandmaintainwatersystemsaswellas
supportinggovernmentandcommunitytoconductrealtimemonitoringwillhelpimproveservice
sustainability.
3)WaterAidhighlightedpoorinfrastructuresuchaswaterpipes,electricityandsewerfacilitiesand
poorqualityhousingbuiltonthelandthatnoonewants,suchassteepslopes,asobstaclestothe
achievementofhighlevelsofsanitationinsubSaharanAfrica.
4)Developingnonseweredsanitationapproaches,identifyingnewdeliverymodels,andadvocatingfor
publicpoliciesthatsupportimprovedsanitationindenselypopulatedareas...bettersanitationwillbeakey
toensuringhealthy,sustainablecitiesinthedevelopingworld,andtheapproachesthatprovesuccessfulcan
beadaptedandextendedtoruralcommunities.
5)Waterbornediseasesaren'tfoundindevelopedcountriesbecauseofthesophisticatedwatersystemsthat
filterandchlorinatewatertoeliminatealldiseasecarryingorganisms...typhoidfever,choleraandmany
otherdiseasesstillrunrampantinthedevelopingpartsoftheworld.
6)InKenya,whereallthreeoftheexistingpumpstationsarebrokendownandresultintheoverflowof
sewagedischargeofsewage.
7)Severalhundredthousandtonsoffaecalmatterfromeitheropendefecationorcollectedfromonsite
sanitationinstallations(unseweredfamilyandpublictoilets,aquapriviesandseptictanks)aredisposedof
intotheurbanandperiurbanenvironment.
8)Promotingincrementalshiftsinsocialnormsaroundtoiletusewillleadtohigherdemandforbetter
sanitationproductsandservicesastheybecomeavailable.
SECTION3.STATUTORYLANGUAGE
A)TheSubSaharanAfricaSanitationActof2016shallcallupontheU.S.AfricanDevelopment
Foundation(USADF)whosedutyistodispersethematchingfundstotheprivatecompanieswhichit
qualifies.Thematchingfundswillnotexceedatotalof15milliondollarswithinathreeyearperiod.The
matchingfundswillbeappliedtothereplacementofformersewagesanitationmethodswithnew
nonsewagetechnologiesindenselypopulatedSubSaharanurbanareas.Thedisbursementwilloccurin5
milliondollarincrementsoverathreeyearperiod.
B)Thesubsidyshallcomefromataxincreaseof$0.65percapitaofUScitizenswhohaveagrossannual
incomeofa$250,000andabove.
C)Thetaxationiscontingentuponreachingthetargetamountof15milliondollarswithinthreeyears.
D)TheSubSaharanAfricaSanitationActof2016shallbeenactedonApril4,2020.Thebillsexpiration
dateisApril4,2023.
