In this email from Pinellas County Sheriff's lawyer Shannon Lockheart, she attempt to illegally rationalize the PCSO's intentional failure to abide by Title X, Chapter 119 records laws. Within this email Lockheart is ilelgally claiming that a previous denial that any of the documents even existed was due to the act that they were in the possession of the Assistant State Attorney Greg Groger's possession. SAO Groger assists the PCSO in preparing these illegal Stingray documents and then claims to keep ALL copies at the SAO's office. However, the documents are being drafted in the name of PCSO deputies and filed as a sworn affidavit by these same PCSO deputies clearly making them a PCSO document. It is illegal in Florida for one state agency to claim they do not have a specific document because the document is in the possession of another agency. This intentional "hiding" of the Stingray documents is being done so that the SAO and the PCSO can deceive the courts, the defendant's and their attorneys about the intentional illegal usage of electronic surveillance, namely a Stingray tracking device.
