To allow marijuana to be legally purchased and sold.
Be it enacted by the Senate and House of Representatives of the United States of
America in Congress assembled,

SECTION 1. SHORT TITLE
This act may be cited as the Mary Jane Act of 2017

SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) 25 states and the District of Columbia have legalized marijuana.
2) high school students use marijuana
3) Half of the states have agreed to marijuana legalization.
4) Cannibidiol in estrogen kills breast cancer cells
5) Cannabis users have been shown to be slimmer, on average, than non-users.
6) The researchers, writing in the Journal of the American Medical Assoc. say that the
hits taken by smokers may actually train lungs to be more efficient.
7) THC slows the formation of amyloid plaques
8) Rates in obesity are lower in marijuana consumers.
9) Over 94 million people in the US have admitted using it at least once.
10) Marijuana is the most commonly used illicit drug in the United States.

SECTION 3. STATUTORY LANGUAGE
A) The Mary Jane Act of 2017 shall allow the selling and purchasing of marijuana.
Citizens age 17+ shall own the right to consume marijuana.. The power to delegate
recreational use is reserved to the state.
B) The DEA is the administrating agency of the federal government for this law.
First or minor offenses shall receive a warning. If a citizen is caught violating a
second time, fines for this law start at $100. Severity of the penalty shall increase if
seen fit by a judge in a court of law.
C) This shall be enacted January 1st, 2017
