Note: Credit cards are accepted for monthly bill payments only. We do not accept credit
cards for account deposits or payment of additional fees such as reconnect fees, etc.

Important Notice
Winchester Utilities strictly enforces the disconnection rules for nonpayment. All utility bills
must be paid within 10 days from the due date of the current bill. If your bill is not paid within
the 10day grace period, services will be terminated the next morning at 10:00 a.m.
When services are disconnected for nonpayment, the reconnection fees in addition to the bill
amount are as follows:

Deposits/Connect Fee
Initial deposits are required in order to have new service and are refundable when service is no
longer needed and the final bill is paid. The deposits can only be paid by cash or check only. In
addition to deposits, there is a $20 nonrefundable Connection Fee for each service. For new or
transferred service, you must come into our office for application.

Winchester Utilities determines the deposit requirements based on credit history received from
Online Utility Exchange. Each residential customer will have the option to determine their
deposits based on the results of the credit history inquiry or to pay the maximum deposits as
shown below for the Red credit response. If the customer elects to pay deposits based on their
credit history, there is a $6 nonrefundable fee required to cover the cost of the credit inquiry.

All commercial and industrial customers must deposit an amount equal to twice the monthly
historical usage. If the office/building/business does not have a history, then the deposit will be
based on like businesses in the area. The cash deposit on commercial/ industrial customers may
be waived if a NonRevocable Letter of Credit is received from a valid commercial bank or
institution.
Interest will be credited to an account that has deposits of $100.00 or more. The rate of interest
will be based on prevailing money market data, and will be credited annually.

1. Read your electric meter. Subtract the previous bill's reading from the
reading shown on your meter.
Your last billing statement shows the "Reading Date" and the "Reading,"
so you know when to read and what to subtract. You can also estimate
what your bill might be based on current usage.

To qualify for developer rates, the developer of a given tract for new housing must install the water
and sewer lines in the entire development at her/his expense. An individual or a builder that
purchases a vacant lots in the development is not entitled to the developer rates.

The Winchester Power System offers a choice of dusktodawn security lights for monthly rental
by property owners. A minimum oneyear agreement is required before installing a light.
The monthly charges includes energy usage, maintenance, bulbs, etc. These monthly rates will
vary slightly by a few cents due to TVA's periodic Fuel Cost Adjustment. These rates are effective
April 1, 2009.

Winchester Utilities is now offering this new fixture in our choices of security lights. The 400
Watt Metal Halide Flood Light is more suitable for commercial and industrial applications, such
as parking lots, driveways, etc.

Water Rates for Filling Swimming Pools


Water and Sewer Adjustments
Filling swimming pools by a customer will not accrue a sewer charge for water used to fill the
pool if the customer notifies the office in advance of filling the pool. The Customer Service Rep
will give you the information needed. All sewer adjustments are done after the bill is generated
for the month that includes the water for filling the pool.

Irrigation Taps

Irrigation taps may be purchased at a reduced cost of $550.00 and can be paid in 3 equal
installments. The irrigation tap will be installed when the first installment is made. Irrigation taps
can only be used for outside water use such as irrigation systems, lawn sprinklers, swimming
pools, etc.
