1.0

INTRODUCTION
The Bunga Pakma is a minimum facility, Wellhead Riser Platform. Bunga Pakma facilities
will have 15 years design life. Bunga Pakma is located approximately 9 km from BO-A
CPP. The current plan is to have BP-A facility operational First Gas-in by October, 2018.
Production evacuation will be through a new export pipeline to BO-D / BO-A.

OBJECTIVE
The objective of this document is to provide guideline and technical specification for field
instrument at BungaPakma-A (BP-A) platform and BungaOkidD (BO-D) platform under
BungaPakma Development Front End Engineering Design (FEED).

3.0

DEFINITION OF TERMS & ABBREVATIONS


3.1

Definition of Terms
COMPANY

BPA-SP-I-0001

: The party that initiates the project and ultimately pays


for its design and construction. The COMPANY will
generally specify the technical requirements. The

COMPANY may also include an agent or consultant


authorized to act for, and on behalf of the COMPANY.
CONTRACTOR

: The party that carries out all or part of the design,


engineering, procurement, construction, commissioning
or management of a project. The COMPANY may
undertake all or part of the duties of the CONTRACTOR.

PURCHASER

: COMPANY or CONTRACTOR as specified in the


covering letter of the inquiry document.

VENDOR

: Manufacturer/Supplier is the party that manufactures or


supplies equipment and services to perform the duties
specified by the PURCHASER.

OTHERS

: A supplier who has entered into a legal contract to


supply services to a PURCHASER or COMPANY. It also
means the party, which carried out all or part of the
design, engineering, procurement, construction and
commissioning for the project.

WORK/SERVICES

: WORK/SERVICES shall mean all activities, works or


services to be performed and rendered by VENDOR or
as required or may be required by COMPANY as
expressly set forth in this specification referred to herein
and also all of VENDORs activities that are reasonably
inferable from the description of the WORK/SERVICES.
This shall include any authorization for works, services or
changes which will be issued by VENDOR from time to
time and shall become part of the scope of
WORK/SERVICES whereby all terms and conditions of
this specification shall govern.

The word shall indicate a requirement.


The word should indicate a recommendation.

4.1

General
As a minimum, all equipment supplied as part of this package shall be designed,
manufactured, tested, commissioned, preserved, and delivered in accordance
with the relevant sections of the national/International Codes, Standards and
Regulations listed in Attachment 4. Equivalent alternatives may be offered and
these shall be identified and mutually agreed on.

Order of Precedence
If there is any conflict between this specification, its appendices, and the
referenced documents, precedence shall be established in the following order:
- Malaysian legislation governing the equipment and installation.
- Other relevant international legislation governing work sites in the absence of
Malaysian legislation.
- Datasheets

- National and International codes and standards
Should any conflict be found, VENDOR shall immediately propose resolution and

GENERAL REQUIREMENT
7.1

Material
All materials shall be as detailed on the project datasheets and referenced
specifications. Where materials are not specified the VENDOR may offer his
standard material suitable for the offshore marine salt laden environment and
operating/design conditions.

All materials shall be new and free of defects.


The manufacturer and type of installation materials shall be standardised to the
maximum extent possible. The type and grade of installation materials shall be
subject to approval by the COMPANY.
Special attention shall be paid to all o-rings and seals to ensure that the materials
selected are compatible with the process conditions and the materials will not be
subjected to explosive de-compression.
All materials (including gaskets and sealants) shall be free from the following
hazardous substances:

Polychlorobiphenyls (PCB) and their isomers

Radioactive Materials

Mercury

Halogen

Dangerous goods shall be labelled and identified properly. All hazardous


materials shall be supplied with a material safety data sheet (MSDS).
The use of brass or copper bearing alloys shall not be permitted. Aluminium shall
not be used for any part of the equipment that may come into contact with the
process fluid. Generally, instruments and their accessories shall be 316 SS as a
minimum.
Metallurgy of in-line instruments (e.g. valves, thermowells, level instruments, etc.)
including the wetted parts of instruments shall meet or exceed that of the
associated piping class to which there are connected.
For general indoor / outdoor applications with respect to piping classes for carbon
steel and stainless steel, tubing shall be Sanicro Alloy 28. Tubing shall be cold
finished, seamless, bright annealed with a minimum molybdenum content of
3.5% and maximum hardness of Rb-90. The selection and tubing shall be better
or equal as specification. Tube fittings shall be Alloy 28 stainless steel. The
Sanicro Alloy 28 fittings shall confirm to ASTM A 403, Chemical composition and
mechanical properties according to ASTM B 668. All NPT threading shall confirm
to ANSI standards.
For in-line instruments in salt water services including remote mounted
instruments (typically stand-pipe mounted transmitters etc.), body and trim
materials shall meet or exceed those called for by the piping class specifications
and shall typically be Monel. Transmitter diaphragms, bourdon tubes and other
thin walled items will typically be Monel, Hastelloy C-276, Incoloy 825 or Inconel
625. Internal trim materials shall be resistant to attack by chlorides.
Thermoplastics such as Teflon, PEEK or Nylon shall be specified where available
in preference to elastomers. Where elastomers must be used for hydrocarbon

services. In general Viton shall be used as a minimum. Kalrez or equal


elastomers shall be considered if the service temperature is too high (see
manufacturer literature) for Viton. Buna -N and neoprene may only be used in air
or water services.
Bolting materials for process pressure containing bolting shall meet or exceed the
requirements of the appropriate Piping Class Specification. Level gauges shall
utilise offshore trim complete with 316 SS bolting.
Exposed stainless steel shall be avoided where the operating temperature is
above 60 deg. Celcius due to the risk of chloride induced stress corrosion
cracking. In such instances alternative materials such as Hastelloy and Inconel
may be considered.
To prevent damage by the possible presence of mercury, no equipment in the
hydrocarbon process service shall contain wetted parts manufactured from
materials containing copper alloys or aluminium.
All external surfaces shall be coated to prevent sparking by abrasion with iron
objects and corrosion from the environment.
7.1.1

Corrosive Marine Environment


Instrumentation items shall comply with class G3 for corrosion resistance as
defined in ISA74.01.
Instrumentation for package equipment shall be designed to avoid corrosion by
adherence to the following techniques:

All printed circuit boards shall be coated and/or tropicalised or lacquer sealed
to exclude atmospheric contact to the PCB tracks. Conformal coatings, if
required may also be used.

In sealed (i.e. non-ventilated) equipment cabinets, vapour phase corrosion


inhibitors may be used, such as Senson "Vapaguard" or equal. They may
also be used in ventilated enclosures so long as the ventilation losses are
accounted for in the selection of the appropriate quantity of inhibitor to be
used.

Material Traceability and Certification


All materials used shall have full chemical analysis and mechanical test
certification and shall be identifiable by means of certified markings relating to the
available authentic material certificates. Material certification requirements shall
be in accordance with BS EN 10204, "Metallic Products Types of Inspection
documents".

8.0

FIELD INSTRUMENTATION
8.1

General
All the field instrumentation shall be in accordance with API RP 551 and
Instrument Design Basis (Document number : BPA-DB-I-0001). All transmitters
shall be supplied with local digital indicators scaled in engineering units. In

general, the local indicating transmitters will be used as the primary local
indication in place of local gauges in order to minimise potential leak paths.
Where no transmitters are available and local indication is required then local
gauges will be installed. Where only a single transmitter is installed, a local gauge
will be provided to maintain local indication during transmitter maintenance. Local
gauges shall also be provided on selected major process equipment, such as
vessels, pumps and compressors, where additional confirmation of measurement
or improved local readability/visibility is required. The scale on linear transmitters
shall be in engineering units for all transmitters with the exception of level
transmitters, which shall be 0 to 100% of instrument span.
All transmitters shall be "Smart HART" Analogue device transmitters (operating
in 4 - 20mA DC mode).The transmitter used for trips must be independent from
any transmitters used for control, indication or pre-alarming (High or Low alarms).
Where both process measurement and safeguarding functions are required, the
safeguarding and control transmitters shall be completely independent and shall
cover the same process range where practical. The safeguarding functions
transmitter shall comply with NAMUR EN.43 recommend values for abnormal

transmitters shall be ISO M20 x 1.5 - 2 Nos.

(** The output of all the temperature measurement shall be SMART HART type
4-20mA DC to PCSS (i.e. the Temperature element RTD/TC signals shall be
connected to transmitter (either by head mounted or remote mounted), and the
transmitter output 4-20mA DC connected to PCSS)).
Signal segregation, cable screening and termination requirements are detailed in
Section Unit/ Local Control Panels.
Other signaling standards are subject to approval by COMPANY for the process
area pressure vessels, taking into account possible equipment insulation.
8.4

Pressure and Differential Pressure Instruments

8.4.1

General
Pressure Transmitters shall be supplied with 2 Valve Manifold and Differential
Pressure Transmitter shall be supplied with 5 valve manifold.
Manifolds shall be provided with 2 pipe mounting bracket and Transmitter will be
bolted to the manifold. Material of construction of mounting bracket, U clamp, and
nut shall be SS 316L.
Differential Pressure Transmitter used in Bubbler type level instrument for level
measurement in Caissons is NOT acceptable. Dual guided wave radar type
should be considered for this application.
Process connections shall be 1/2" NPTM except process connection for Radar
type shall be 4 minimum.

8.4.2

Chemical Seals
Where seals are specified, these shall be supplied pre-fitted and filled with the
instrument.
Seals shall be a flanged diaphragm type.
Pressure and temperature ratings shall be in accordance with the appropriate
piping class specification.
Seals shall connect directly to process flanges and as such shall match the
process flange size, type and classification.
In general seals shall have a 2" flanged process connection and 1/2" NPTF
instrument connection. Seal material shall be compatible with the process fluid
and shall be a minimum of 316 stainless steel.
If a flexible capillary is used between the seal and the instrument, the capillary
shall be supported throughout the entire length of the capillary. Capillary sealing
systems shall be factory welded (no threaded connections).

8.4.3

Pressure and Differential Pressure Transmitters


For pressure and differential pressure transmitters, the pressure sensing
elements shall consist of a diaphragm or bellows, as appropriate, in combination
with either a capacitance capsule or an electrical strain resonance frequency
transducer unit.
All pressure transmitters shall be rated to withstanding the full design pressure of
the system to which it is connected. The calibrated range shall suit the operating

conditions. Over range protectors shall not be used. Differential pressure


transmitters shall be able to withstand full design differential pressure both in the
normal and reverse directions.
All transmitters shall be provided with local digital indication integral to the unit.
The scale on the transmitters shall be in engineering units.
8.4.4

Flow D.P
D.P transmitters for flow measurement shall be calibrated to match the flow
element.

8.4.5

Pressure Gauges
Accuracy of the offered Pressure and differential pressure gauges shall be +/0.5% of full scale for gauges without diaphragm seals. For gauges with daphragm
seals, accuracy shall be +/-1% of full scale.
Dial size shall be 100 mm and cases shall be stainless steel screw on or
bayonet bezel type.
Blow out disc protection shall be provided and gauges shall be orientated such
that they vent safely.
Gauge windows shall be constructed from safety pattern / toughened glass.
Gauges shall be normally Bourdon tube type. Bellows or diaphragm-actuated
gauges shall be used for lower pressure ranges.
Over-range protection shall be 1.3 times the maximum scale range. Where a
gauge is subject a greater pressure, a gauge protector shall be used.
On pulsating service a damper shall be fitted in the input connection.
For high temperature and vibrating service gauge dials with glycerine filled is
not allowed. The dry type gauges shall be used for high temperature service
while dry type gauges with anti vibration shall be used for vibrating service.

8.4.6

Pressure Switches
Usage of switches shall be avoided as they are less reliable than transmitters due
to their unrevealed failure mode. Pressure switches shall not be permitted for use
without written approval from the COMPANY. Switches shall only be used where
it can be demonstrated that a transmitter is not available or is unsuitable for the
service and subject to approval by COMPANY on a case-by-case basis.
Pressure switches shall have an adjustable setpoint. Pressure-switch measuring
elements shall be of the diaphragm type.
All pressure switches shall be rated to withstanding the full design pressure of
the system to which it is connected.
The dead band shall be less than the difference in pressure between the normal
operating pressure and the setpoint.
The setpoint shall be specified for either rising or falling pressure.
Pressure switches shall have snap-acting, double-pole double-throw (DPDT)
contacts or dual, single-pole double-throw (SPDT) contacts.

The contacts shall have sufficient rating to operate the connected device. The
minimum ratings shall be 1 ampere at 24 V DC.
Multi gauge valve shall be provided for recalibration work.
8.5

Level Instruments

8.5.1

Instrument Selection
All level instruments shall preferably be of an external design maintainable in-situ
(by closing the process isolation valves). Glass type level gauges (with velocitycheck valves) are mandatory for following cases:

Interface level

Constant SG

Non-foaming liquids

Magnetic level indicators are preferred for high pressure, high temperature, toxic
or hazardous fluid applications.
Magnetic type level gauges, if used, are allowed for local indication only.
Magnetic type level gauges are NOT allowed as transmitters.
Separate and independent devices shall be used for level gauge and level
transmitters. Integral gauge and transmitters shall NOT be used.
Lighting shall be provided on all gauge glasses in locations where the surrounding
illumination is less than 5 foot-candles. Light fixture for column lighting shall have
a minimum rating of 50W incandescent or 10W fluorescent however the preferred
type is an LED chain and shall be certified to the hazardous area classification
specified.
For level transmitters, the following types shall be used in order of precedence:

Guided wave radar (interface level measurement)

Displacer type
Flanged gauge pressure (in preference to float / magnetostrictive where fluid
Specific Gravity is constant and the vessel is atmospheric e.g. Diesel or
chemical storage)

DP type transmitter for non-interface service measurement

Other level instruments e.g. RF Admittance etc (subject to approval by the


Company).
8.5.2

External Instrument Chambers


External level instrument chambers shall be fabricated from seamless process
piping. Gauge chambers shall be supplied in either 3" or 4" nominal pipe
diameter. All welding and welders shall be in accordance with the requirements
of Company standards and ASME codes listed in this specification.
Minimum piping wall thickness / schedule shall be determined on the basis of
three criteria:

8.5.3

Ability to be installed such that the chamber is self-supporting from the


primary process connections, without over-stressing the gauge chamber or
vessel nozzles, and without the need for intermediate chamber supports.
Where this is impractical, the VENDOR shall provide intermediate support
fittings to allow the instruments to be supported from vessel cleats.

Internal Instrument Stilling Wells


Internal stilling wells will, unless advised otherwise, be supplied as part of the
vessels, and as such are excluded from the scope of supply of the level
instrument VENDOR.
However, VENDOR shall provide all relevant details to allow fabrication of
suitable stilling wells by others, including all relevant requirements for:

Smoothness of the internal surface, including grinding of welds

Materials of construction

Hole dimensions for interface measurement (including swarf removal


requirements)

End treatments (open, closed, angle deflector equipped)

Magnetic Float Level Gauges


Magnetic float type level gauges used externally to vessels shall include the
following specific features:

An external gauge chamber.

A hermetically sealed float, which shall have minimum positive buoyancy in


the lower fluid, at the minimum specified density. Vented or pressureequalised floats shall not be used. The float shall contain a permanent
magnet.

Float shall be able to withstand the full design pressure, not just a margin
above operating pressure.

Clearance between the float and the gauge chamber internal walls shall be
advised at bid stage and shall be adequate for the intended service,
particularly in respect to expected solids or waxes which may occur.

The gauge chamber shall be sized with due consideration to the float length
to ensure that float can be accommodated, with clearance, at the specified
0% and 100% of measuring range levels, inclusive of worst case specified
density variation. For side entry chambers, the 0% and 100% points
correspond to the centre line of the process flanges, unless noted otherwise.

An external visual level indicator, comprising a series of pivoted flapper bars


magnetically coupled to the float shall be provided. The indicator bar shall be
contained within a hermetically sealed polycarbonate or glass transparent
enclosure. It shall be possible to remove the indicator bar from the enclosure
for maintenance. A graduated ruler bar, parallel to the indicator bar, shall also

be provided, calibrated in mm. The origin for the scale shall correspond to
the relevant level sketch. The ruler bar shall be made of SS316L. Numbers
shall be painted on and embossed into the metal ruler.

8.5.5

Top and bottom travel stops shall be fitted to all chambers.

Means shall be provided to secure the float during transportation.

Level Gauge Glasses


Level Gauge glasses used externally to vessels shall include the following
specific features:

Radar Level Transmitters


There are two types of radar level transmitter that may be considered namely:

Free space radar

Guided wave radar

In general, the use of guided wave radar type level transmitters is preferred type
however evaluation shall be done carefully.
8.5.6.1 Device Selection
Specific care must be taken in selecting the type or general suitability of radar
technology where the following conditions exist:

Low liquid permittivity (<2 e.g. light hydrocarbons) and high or varying gas
permittivity (high or varying pressure or temperature). In this situation, the
difference between the gas and liquid absorption properties can be small
resulting in poor distinction between the layers and difficulty in determining
level measurement. In such applications, free space radar shall not be
considered. Guided wave radar may be considered with care.

Deposition and build-up e.g. wax or scale. Particularly where there is a risk
of bridging in a wave guide or deposition in the antenna.

Foaming (both types are susceptible although guided wave is less so).
Depends on the amount and expected permittivity of the foam.

Vessel has internal interferences (causes of reflection) e.g. ladders,


internals, other radar devices. In this instance, guided wave or free space
with stilling well types shall only be considered. Free space radar devices
without a stilling well shall be avoided as they will receive several interference
reflections that will require filtering out thereby reducing the amount of usable
energy available for level measurement and reduced accuracy.

8.5.6.2 Free Space Radar


Free space radar level transmitters shall be mounted on the top of the vessel or
on an external chamber.

Mounting shall be Flanged type, located on internal stilling wells. Flange rating
shall suit the vessel nozzle.
In addition, for stilling wells used in conjunction with radar type level transmitters,
the VENDOR shall detail requirements for the stilling wells with respect to:

Mechanical clearances between transmitter, horn / antenna and the stilling


well

Electrical conductivity of the stilling well

Requirements for the end of the stilling well (open / part open / reflector /
closed)

Requirements for installed mechanical calibration points

Transmitters shall have the option of extending the transmitting antenna down
from the mounting flange, up to 1 m, on a solid extension piece supplied with the
transmitter.
Transmitters shall employ intelligent digital signal processing techniques to filter
out false echo signals.
8.5.6.3 Guided Wave Radar
Guided wave radar transmitters shall be mounted on the top of the vessel or on
an external chamber.
Mounting shall be 2" flanged to suite the vessel nozzle.
Use of co-axial or twin lead design shall be considered based primarily on the
amount of deposition expected.
8.5.7

Displacer Level Transmitters


Displacer level transmitters shall be of the external type. Process and drain
connections shall be flanged, of the configuration indicated on the Project Data
Sheets.
Transmitter accuracy shall be better than +/- 0.25% of span.
The transmitter head shall be rotatable on the displacer chamber.
The connection between the transmitter and the displacer cages shall be flanged
type to facilitate instrument removal. Sealed cages are not acceptable.
In high temperature service, the design shall protect the transmitter electronics
from sustained exposure to high temperatures. This may be achieved either by
distancing the transmitter from the chamber using a finned spacer tube, or by use
of remote electronics.
The means of transmitting the displacer buoyancy force through to the transmitter
shall be clearly shown within the bid, along with details of the pressure seal
between the displacer chamber and the transmitter. Threaded connections shall
not be used in any part of the assembly that is exposed to the process.

8.5.8

DP type Level measurement


Differential pressure (DP) level instruments shall be used for measurement
including any necessary utility service, seals, purges, flushes etc.
Differential Pressure transmitters for use on corrosive or fouling service shall
generally be diaphragm wafer with extended filled capillary type. Flush or
extended diaphragm type differential pressure transmitter shall be considered for
special applications only. Diaphragm material shall normally be SS316L or any
other special alloy such as Hastelloy C, Inconel and Moneletc based on the
process liquid / gas characteristics.

8.5.9

Level Switches
Switches shall not be used due to their unrevealed failure modes. Use of a
transmitter in place of a switch shall be preferred. Switches may only be used
where it can be demonstrated that a transmitter is not available or is unsuitable
for the service and shall then be subject to approval by COMPANY on a case-bycase basis.

8.6

Flow Instruments

8.6.1

General
Flow instruments and accessories shall be selected accordance with the design
basis. General process flow measurement will be carried out using square edged
orifice plates with a differential pressure transmitter. Calculation of orifice
diameter, straight lengths and manufacture of primary elements and meter tubes

will be in accordance with ISO 5167 Part 1 complete with Amendment 1 (1998)
and AGA-3.
Other flow metering, such as vortex shedding, averaging pitot meters, v-cones,
venturis or Turbine, etc may be used in appropriate circumstances and will be
considered by COMPANY on a case-by-case basis.
The minimum size of piping to include an orifice plate installation with flange taps
shall be 2" NB. Orifice diameter shall not be less than 10 mm.
Averaging pitot tubes shall not be used in applications in which the pitot tube may
become blocked by entrained sand and other contaminants in the process.
Differential pressure measurement for remote transmission shall be carried out
using force-balance (diaphragm type) electronic transmitters.
The differential pressure range shall be chosen from the following: 50 mBar, 100
mBar, 250 mBar, 500 mBar and 1000 mBar with preference for 0.25bar.
Variable area (VA) meters may be used in lines up to 2"NB.
Sight glasses may be used on machine cooling water or lubricating oil services
operating at low pressure.
8.6.2

Ultrasonic Meters
Ultrasonic flow meters shall be installed as per the piping isometrics. The
transducers must be installed in the horizontal plane when the meter is installed
as part of horizontal pipe work. Transducers must not be located on the bottom
of the pipe because any sediment or solids may attenuate or block the ultrasonic
signal. The number of sensors shall be dual path as a minimum and transit time
technique shall be used.

8.6.3

Coriolis Meters
Coriolis flow meters shall be installed in full compliance with the Manufacturer's
installation guidelines. Any specific installation requirements for hazardous area
installation shall be noted.
Flowmeter sensors shall be installed in line with the flow direction arrow on the
meter body matching the process flow direction.
Coriolis flow meters on liquid service installed in horizontal pipe runs shall be
orientated such that the flow tube "loop" (where applicable*) is down below the
pipe. This will avoid any gas build up within the tube. Meters used on gas services
in horizontal pipe runs shall be fitted so that the flow tube "loop" (where
applicable*) is up above the pipe. This will avoid any liquid built up within the tube.
* The presence of an external flow tube "loop" (U bend) is dependent upon the
particular make and model of the meter installed and is not relevant to all Coriolis
flow meters.
Installation in vertical pipe runs shall be as detailed in the installation details and
it shall be provided that the flow is upwards through the meter.
Coriolisflowmeter elements shall be installed using rigid mechanical brackets.
Brackets shall be fixed to either mounting tabs on the flowmeter body where fitted

or to both inlet and outlet flanges. The brackets shall be designed to minimise
vibration of the flowmeter element assembly and to prevent pipe work stresses
from being transferred to the flowmeter element assembly. Under no
circumstances shall the sensor flow tube / body be used as a support mechanism
for connected pipe work.
Cabling between the sensor and transmitter enclosures shall be connected
according to Manufacturer's instructions using shielded cables of appropriate
cross sectional area.
Cable screens for interconnecting cables between the transmitter and sensor
shall be earthed at the transmitter end only to prevent earth loops.
Maximum design pressure of the Coriolis flow element shall be checked in the
Manufacturer's documentation and instrument nameplate prior to hydro test of
the piping with the instrument installed. Overpressure of the instrument will
damage the flow tubes and calibration requiring replacement of the instrument.
8.6.4

Variable Area Flow Meters or Rotameters


Variable area flow meters or rotameters shall be used for viscous or corrosive
services or where rangeability in flow precludes the use of an orifice. Metal tube
rotameters shall be used for all process fluids. External devices for indicating or
transmitting shall be magnetically coupled to the float or extension.
Variable area flow meters shall be mounted in accordance with the
manufacturer's recommendation (usually vertical with flow upwards). The meter
must be orientated to allow easy reading of the scale.
Variable area meters may be used in lines up to 2" NB.

8.6.5

Magnetic type flow meters


Magnetic type flow meters shall be used for electrically conductive service like
fire water, water injection service, slurry or corrosive services and shall be
installed with line size bypass, with block and clean out valves, at the lowest point
in piping to ensure that meter run is always liquid filled.

8.7

Temperature Instruments

8.7.1

Thermowells
Temperature instruments and accessories shall be in accordance with the design
basis. All temperature elements shall be installed in flanged thermowells, except
for those applications requiring the measurement of surface temperature.
Thermowells shall be VanStone type and DN40 or DN50 flanged connection for
all ASME classes.
The standard material for thermowells shall be 316 stainless steel manufactured
/ machined from a single forged block. Other materials shall be used as dictated
by the process conditions. VENDOR shall ensure that any non-carbon steel
flanges meet the design pressure of the system.

Consideration shall be made of the galvanic effects if the thermowell material is


different to that of the pipe material. VENDOR shall use insulating gasket set
complete with washers and bolt sleeves.
Thermowells shall be designed in accordance with ASME PTC 19.3 TW -2010
and shall have wake frequency and stress calculations provided in accordance
with ASME PTC 19.3-2010.
The insertion length ("U") of a thermowell is the sum of the immersion length and
the nozzle length. As far as possible, this shall be standardised, and the nozzle
length adjusted to optimise the insertion length. The VENDOR shall be
responsible to ensure the RTD element length suits thermowell insertion length.
The entire heat-sensitive length of the bulb (resistance thermometer element)
shall be immersed in the middle third of the fluid stream. The minimum immersion
length shall be in accordance with the data sheet unless the vortex shedding
frequency necessitates the use of shorter wells.
8.7.2

Temperature Indicators (Gauges)


For local temperature indication, direct mounted bi-metallic "all angle" gauges
installed in thermowells hermetically sealed stainless steel case with heavy-duty
glass shall be used. Gauges shall have 100mm dial.
For inaccessible locations, remote sensing gas filled systems with armoured
capillary may be considered. The use on mercury filled systems is not acceptable.
Bimetallic or filled bulb systems shall not be used for control, alarm or protective
purposes as they can fail without giving any indication of such failure.

8.7.3

Temperature Transmitters
For temperature transmitters, the sensing element shall be a duplex three wire
PT-100 RTD with resistance tolerance class A (to IEC 60751) for the temperature
range of minus (-) 50C up to + 400C and type K thermocouples for 400 to
1100C, as appropriate. Temperature transmitters shall have integral
temperature elements except where subject to high vibration or poor access. In
such situations, the temperature transmitter shall be remotely mounted from the
certified EEx'd' temperature element.
Sensor burnout response shall be selectable as either upscale or downscale.

8.7.4

Temperature Switches
Temperature switches shall not be permitted without written approval from the
COMPANY. Switches shall only be used where it can be demonstrated that a
transmitter is not available or is unsuitable for the service and subject to approval
by COMPANY on a case-by-case basis.

8.7.5

Temperature Element
Skin type of temperature elements shall be used for vent boom tip for
measurement of rise in temperature. The rise in temperature shall be interpreted
as fire at the vent boom tip.

8.8

Instrument Numbering and Tagging


Nameplates shall be supplied for all instruments in addition to the nameplates
that normally come from the factory. Nameplates shall be 316 SS and attached
to the panel or mounting stand with either stainless steel self-tapping screws,
stainless steel rivets or 18AWG stainless steel wire or via adhesive bonding. Tag
numbers and service descriptions come from the VENDOR'S Instrument Index
approved by the COMPANY. The tagging shall be as follows:
a.

Pressure and Temperature Indicators: Tags to be 12mm by 38mm with 6mm


letters, with instrument tag name only. These tags shall be attached to the
bottom of the gauge using 18AWG stainless steel wire.

b.

For all other instruments: Tags to be 38 mm by 75mm with 5mm letters. The
instrument tag number goes on the first line and the service description goes
on the second line (and third if necessary).

c.

All other items including junction boxes, terminals, cables and covers shall
be clearly identified by a permanent marker / label bearing the appropriate
identification / tag number.

d.

Labels associated with shutdown services instrumentation shall be made


from red / white / red laminated plastics. All other labels shall be made from
white / black / white laminated plastics.

If any part of the above information is missing or not clearly legible, the VENDOR
shall not install the equipment and shall notify the COMPANY'S Representative
immediately.
Nameplates for field instruments shall be stamped with the instrument item
number and chart multiplier factor, if applicable.
All instruments shall have tag plate and shall be of 30mm x 75mm of 20 gauge
thickness 316SS engraved or embossed in 6mm high x 0.3mm deep bold
characters. The tag plate shall be permanently attached to the instrument with
SS wire.
8.9

Control Valves
Control valves for pressure and temperature shall be used where loads are
constant and requirements of precision and accurate controls are not stringent.
Design and selection shall follow PTS 14.10.04. Direct acting or pilot controlled
or operated (indirect acting) actuators shall be used as stated on the project
Instrument datasheets. Control valves larger than DN100 or those in hydrocarbon
services shall be flanged.
The valve assembly shall be supplied complete with body, regulator trim, spring/
setting element, actuator diaphragm or detector element, actuator casing,
controller, pilot assembly and accessories such as pilot supply filter, pressure
gauges, shut-off device, relief valve, temperature monitoring and actuating
system etc. as specified or applicable or necessary for functioning of the selfactuated regulator/valve.

8.10

Pressure Regulators
The Pressure Regulators shall be of self actuating spring loaded type or pilot
operated. Pilot operated valves shall be used for high flow rate and precise
pressure control application. The set pressure adjustment shall be internal and
field adjustable.
The self actuating pressure control valves (pressure regulator) shall have
pressure regulator within +/- 5% of set pressure for maximum flow. For pilot
operated regulation accuracy shall be within +/- 2% of set pressure of maximum
flow. The self actuating pressure control valve (pressure regulator) shall have
droop pressure within +/- 5% of set pressure.
The body and trim material shall be selected in accordance with piping
specification. Vendor however, can recommend better material suitable for
intended application. All casting shall be true to form, free from shrinkage, strains,
scale lumps blisters sand holes or other defects. All machining operation shall be
performed so that whenever possible, all parts of vale of same size, type and
pressure rating are interchangeable.
Valve body shall be of flanged type. Body material, body rating and flange rating
of the valves shall be based on piping specification. However vendor to ensure
the suitability of the seal/seat material to meet the pressure and temperature
condition on a continuous basis. Valves shall be as per General Requirement for
Valves document no: BPA-SP-P-0103. An arrow indicating the direction of flow
should be cast on the valve body. For sizing valve in gas service, molecular
weight shall be used not specific gravity or density.
Where trim is referred to piping specification, it shall include the wetted parts like
seat rings, valve plug. The valve manufacturer is responsible for verifying the trim
material suitability for the process conditions given on the data sheet. No
Aluminium, gold, copper or other material susceptible to mercury attack shall be
in contact with Process fluid.

8.11

Emergency Shutdown Valves and Blowdown Valves


Ball valves shall be per API 6D and shall comply with ASME B16.34.The body
construction shall be split type in accordance with valve datasheet and piping
class specification. Generally all actuated ball valves shall be reduced bore type
unless otherwise specific process requirement's demands. Actuated ball valves
shall be trunion mounted type. Actuated ball valves shall be fire safe design and
shall meet requirements of BS EN ISO 10497, API 607 and API 6FA. VENDOR
shall provide certification for Fire Safe design along with the bid. Actuated ball
valve shall be 'Anti-static' design. Valve dimensions shall comply with API 6D &
ASME B16.10 is applicable for sizes not listed in API 6D.
Emergency Shutdown and accessories shall be designed in accordance with
PTS 14.10.05.
Drain, vent or other connections to the valve body cavity shall be by one of the
following methods:

Flanged to the body. The flange shall be raised faced or flat face (FF) or ring
type joint (RTJ) as specified in datasheet.

NPT threaded, provided that the thread is protected by an 0-ring above and
below the thread.

Valve stem shall be capable of withstanding max torque from the actuator. Drain
and vent connection shall be plugged or fitted with valves accordance with ASME
B16.34. Shutdown valves shall have self-relieving seats to relieve excess
pressure build up in the body cavity.
ESD valves shall be tight shut-off valves. TSO shall mean class VI leakage class
shutoff as per FCI 70.2 Blowdown Valves shall be in accordance with the
requirements specified in PTS 14.12.09 Valve/actuator assemblies weighing
above 50kg shall be provided with lifting lugs.
For each valve, VENDOR shall submit a detailed calculation to COMPANY in
order to demonstrate that body and internal components stresses are within
acceptable levels. Calculation must be based on applicable Codes and
Standards requirements.
Solenoid valves shall be fitted with an integral manual reset device where
specified e.g. a lever ensuring operator action prior to start-up/restart, following a
trip/shutdown condition. Valve actuator and other accessories shall be supplied
pre-assembled, tested and calibrated. All mounting brackets, bolts and nuts, etc.
used for instruments shall be of 316 stainless steel material. No carbon steel
components are permitted.
Each valve and accessories shall have a 30mm x 75mm, 20 gauge 316SS
nameplate with The COMPANY tag number and details shall be engraved in 6mm
high x 0.3mm DEEP BOLD CHARACTERS. The nameplate shall be permanently
attached to each item, preferably by screw, bolt or riveting.

Both valve and actuators shall be provided with separate nameplate which is
visible when the valve is in operation and fully insulated. As minimum, the
following information, if applicable, shall be shown on the respective
nameplate:-

Hand-wheels are not permitted on shutdown or blowdown valves.
8.12

Actuators
The actuators shall be spring return type and preferably scotch yoke type.
Actuators shall meet the requirements of this specification, datasheets and
applicable codes and standards.
Actuators shall be sized based on the design pressure as shown in the datasheet
to provide the torque value of the requirements of a new valve, at all points of its
operating cycle, from fully open to fully closed and vice-versa.
For shutdown/BDV applications deliver twice the required valve torque / thrust
throughout its stroke at the "actuator sizing pressure" (i.e. Torque factor of safety
= 2)
For riser shutdown applications deliver 2.5 times the required valve torque / thrust
throughout its stroke at the "actuator sizing pressure" (i.e. Torque factor of safety
= 2.5)
For non shutdown applications deliver 1.5 times the required valve torque / thrust
throughout its stroke at the "actuator sizing pressure" (i.e. Torque factor of safety
= 1.5)
The nominal stroking time for valve shall be one (1) second per 25mm of nominal
size valve open / close time.
Riser SDV shall be supplied as a fully assembled unit including single acting,
spring return piston type / quarter turn scotch type hydraulic actuator with
dedicated HPU. The hydraulic supply system shall be housed in the basic cabinet
and all metallic parts shall be 316 SS.
Shutdown valves and blowdown valves shall be self contained electro-hydraulic
type actuator with combination of electrical operation and hydraulic control for
mechanical fail-safe action
All actuators shall be provided with capability of adjusting valve opening and
closing speed by means of speed adjusting valve. In case of large actuator size,
VENDOR shall provide volume booster, quick exhaust valve etc to meet the
open/close time requirement.
Aluminium components shall not be used for actuators and ancillary equipment.
Actuator case/housing material shall be carbon steel.
The actuator shall be accordance with TRP for Actuated Ball Valves (Document
no : BPA - RQ - I - 0004).

8.13

Solenoid valves
All solenoid valves shall be designed for use in direct (not pilot operated)
continuous duty. The solenoid valves shall be in packless construction. The
solenoid valve shall be 3 way universal, unless otherwise specified. The SOVs'
shall be rated for 24 V DC </= 8W and shall have polarity well marked on the
terminals and there shall be a flyback diode across it, suitably encapsulated.
Solenoid valve electrical connection shall be ISO M20 x 1.5.
Solenoid valves shall be certified Ex'd' and field manual reset shall be provided
where specified in datasheets. Solenoid valves shall have integral terminal box
(flying leads shall not be acceptable). The vent port of the solenoid valve shall be
fitted with bug screen.
For the solenoid valves used in shutdown service to process shutdown valves,
solenoid valve flow coefficient shall be chosen to ensure the required stroking/
closing time. Insulation class shall be Class H, with temperature rise to class F.
Solenoid valve housing material shall be SS 316.
Normal operation of the actuator shall be via normally energised solenoid valves
driven by 24 V (DC). On loss of signal or any other failure, the switching valve
shall drive the actuator to its predetermined safe position.
For blow down valves, solenoid valves shall be dual coil type with separate cable
connections and routings with anyone de-energized to trip.
All actuators ancillary equipment located in the hazardous area shall be explosion
proof (Ex'd') suitable for use in a Zone 1, Gas Group II A, and Temperature Class
T3 flammable gas/vapour environment. Ingress protection class shall be
minimum IP 65.

8.14

Choke Valves
Sizing, selection and specification of Choke Valves shall be in accordance with
PTS 14.10.04: Control Valves Selection and Specification.
In the absence of any particular design issue, the requirement given in ISA bookControl Valves - Practical Guides for Measurement & Control - edited by Bordon,
Friedmann, published by ISA shall be applied
Choke valve shall NOT be used as primary shutdown isolation valves.
Body and trim material shall be as per piping valve material. Hardened trim
material or facing will be furnished on high pressure, high temperature, or erosive
service as the application prescribes.
Choke valves shall be sized to give controllability for all the expected operating
conditions.
Choke valves shall be utilizing Motor Operated actuators. All the motor actuated
choke valves shall be provided with hand wheel for manual override and position
transmitters to indicate open / close position of the choke valves. These actuators
shall be provided with integral control unit which will handle open commend, close
comment, inhibit open and local / remote indications etc.

8.15

Motor Operated Valves (MOVs)


MOVs shall be provided with motor, gearbox, hand wheel and shall be complete
with integral control unit (i.e. motor starter, gear control, selector switch for localoff-remote, spring-return rotary knob switch for local open/close operation,
excess torque control and emergency stop pushbutton). The valve position switch
for indication of valve position in either fully open or fully closed shall be provided.
The MOV control and command shall be capable for remote operation from the
PCS system. The following functions shall be made available as a minimum:

Pig Detectors/Signallers
Pig signalers shall be local indicator and remote signal indicator type. It shall be
inserted (paddle) type with flange connection (RF). The local indicator for pig
signalers shall be mechanical type.
The pig signalers shall be online retraceable type complete with ball valve. Body
material of construction shall be in line with piping material. The switch enclosure
shall be explosion proof Exd.

8.17

Pressure Relief Devices


All wetted parts for hydrocarbon service shall be SS 316 as a minimum. Flanged
safety-relief valves shall have enclosed spring (except for air and Steam) with
bolted bonnet, screwed cap, and shall be with nozzle, disc, guide and spindle
with forged carbon steel bodies, as a minimum.

8.17.1

SafetyRelief valves: API 520, API 521, API 526, API 527 and ASME 31.1.

Burst Disks: API 520, API 521, API 526 and API 527.

Sand Monitoring System


As shown in P&IDs' provision for online sand detection system will be installed at
the main test header. The sand detector sensor shall be of clamp-on type (Nonintrusive) which provide easy installation and minimal maintenance.
It shall be a complete stand-alone system and having a digital output signals
representing sand content in g/s unit to the PCSS.

8.19

Rupture Pin
Rupture Pin shall be Buckling Pin valve type. Studs & nuts material shall be
specified in the datasheets.

Flanges shall conform to ASME B16.5, Pipe Flanges and Flanged Fittings.
Flange rating, facing & finish shall be as specified in the datasheets.
Buckling pin devices shall be sized and specified in accordance with the device
Manufacturers recommendations, ASME Sec. VIII, Div. 1. For overpressure
protection either a UV or UD stamped buckling pin device can be used as a
relief device in lieu of a PRV or rupture disk. A UD stamped buckling pin
device can be installed between a PRV and the protected equipment. Capacity
reduction factors for combinations of a PRV and a buckling pin device shall
apply.
8.20

Actuated Deluge Valve


The automatic deluge valve shall be a hydraulically operated diaphragm
actuated, globe valve. The deluge valve maintain in the closed position by mean
system water operation controlled by a solenoid valve. When the solenoid valve
received a signal from the fire and gas system, it allow the deluge valve to open.
Firewater then enter system piping and discharge from sprinkles.
Valve design shall be globe type with flanged end connections. Vendor may
suggest any other design suitable to meet the requirement. Body material, body
rating and flange rating of the valves shall be as specified in the data sheets.
Valve body bonnets shall be of similar material to the body and shall be bolted
to (or integral with) the body.
Valve position indicator assembly shall be provided for local indication.
