Date: November 29, 2012 To: Bruce Lindsey CC: Stephanie Streett, Andy Kessel From: Lena Moore, Debbie Shock Subject: Clinton Boyhood Home, Hope, Arkansas The Clinton Birthplace Foundation Board has offered to gift President Clinton’s boyhood home to the Clinton Foundation. Stephanie asked Debbie Shock and me to visit the home to assess its condition. The following items are potential issues identified by Debbie that may need to be addressed, if we accept the offer:
 
Existing plumbing may need to be repaired; existing lines may need to be updated with new pipes.
 
Siding may need to be removed and replaced; water is getting in through the siding.
 
Foundation should be checked; there are numerous cracks (didn’t crawl underneath the house to check.)
 
Doors and weather stripping may need to be replaced; water damage around all doors.
 
 New roof (installed spring 2008,) but there are some ceiling tiles that have water damage.
 
Floors in the home have been patched but may need attention; floor is very uneven.
 
Fences are in disrepair - both wood and iron.
 
HVAC and hot water tank are currently operational but very old. An estimated cost to correct above issues (without knowing what will be found with the  plumbing and foundation) is approximately $20,000. We met with Laura Miller, Superintendent for the Clinton Birthplace, and she said the National Park Service could possibly find usage for the Boyhood Home (e. g., office, storage, or would  possibly interpret the home for the public). They will consider entering into a lease agreement,  paying utilities, etc.
 However, they ultimately would like to know President Clinton’s position  on the importance of preserving the home.
The home is currently occupied and the renter is paying $400/month (This covers the expenses for utilities which remain in the Clinton Birthplace Foundation’s name for non-profit purposes); currently, there is no written agreement with the renter. The cost to maintain the property has not been identified; however, a list of specific property maintenance or enhancements conducted by the Clinton Birthplace Foundation since acquisition in 2005 is attached. Maintenance for the grounds was provided quarterly by the Arkansas Department of Corrections from 2008 through October 2011, at which time the Foundation was advised “no more out of town service” would be provided by the Department of Corrections. Please let me us know how you would like to proceed on this issue.
